Also, it may be recalled that Pakistan’s first Islamist religio-political cleric Shabbir Usmani Deobandi was an uncle of Taqi Usmani and Rafi Usmani. It was Shabbir Usmani and Liaquat Ali Khan who did not allow Quaid-e-Azam Muhammad Ali Jinnah’s funeral to be led by a Shia cleric. Quaid-e-Azam was a Shia Muslim. The fact that a Deobandi sectarian cleric led his funeral was a formal declaration that Pakistan is a Sunni Deobandi State. Allama Shabbir Usmani Deobandi was the main brain behind the Objectives Resolution, which was the first fatal blow on secular and multicultural Pakistan. He became a member of Muslim League only in 1944 (just like Abu Sufyan before the conquest of Makkah) to reap benefits in the new country. He founded the Deobandi party Jamiat Ulema-e-Islam (JUI) in 1945 and served as JUI’s president until his death in 1949. JUI as we know is the parent party of banned terrorist outfit Sipah-e-Sahaba (ASWJ). Haq Nawaz Jhangvi used to be provincial deputy president of the JUI Punjab. After the Partition of India, Shabbir Usmani became a member of the Constituent Assembly of Pakistan, and spearheaded the Qarardad-i-Maqasid (Objectives Resolution), which was passed by the constituent assembly on March 12, 1949. It may be added here that most non-Muslim members of the constituent assembly opposed the Objectives Resolution. Usmani was also given the honor of inaugurating and flying the flag of Pakistan. Usmani died at Baghdadul Jadid in Bahawalpur State on December 13, 1949, and was buried at Islamia College, Karachi. Had he been alive, you would have seen him taking a more active role against Ahmadis, Shias and Sunni Barelvis just like his sons, nephews and grandsons. Taqi Usmani, his descendant, is the same person who wrote a book in condemnation of Maulana Maududi’s Khilafat o Mulukiat, and is known for his sympathies to Taliban and SSP.

Taqi Usmani was a key member of a team of sectarian scholars which helped declare Ahmadis as non-Muslims by Pakistan’s National Assembly. During the presidency of General Zia ul Haq, he was instrumental in drafting draconian Deobandi and Wahabi laws pertaining to Hudood, Qisas, and Dayiat. He strongly opposed the Women’s Protection Bill.
There is ample evidence that Pakistan’s military establishment continues to have collaboration with religious madrassahs, in particular, with the extremist Deobandi madrassahs headed by Mufti Taqi Usmani, Muhammad Hanif Jallandhari, Mullah Sami-ul-Haq and similar other madrassahs operated by the Jamaat-e-Islami and Sipah-e-Sahaba. Masood Azhar, Qari Saifullah AKhtar, Orangzeb Farooqi and several others are students of Taqi Usmani or his colleagues.

The biggest service, one insider told Daily Times, would be if “folks such as Taqi Usmani openly condemn suicide bombings”. It is to be noted that Mufti Taqiuddin Usmani, who is the former grand mufti of Pakistan and the vice chairman of the PIC’s Islamic Fiqh Council, and has a huge clout over the Deoband sect and even Ahl-e-Hadith seminaries and followers, to this date has not signed the fatwa forbidding suicide attacks in Pakistan despite repeated efforts by the government. Taqi Usmani is a big name in Islamic economics and helped establish and run a leading Islamic bank in Pakistan. Taqi is also a key inspirer of the Taliban movement in Afghanistan. Taqi Usmani is Aziz’s religious and spiritual guide, and after the latest campaign by students to enforce Islam in Islamabad, Taqi Usmani visited Aziz to hear his side of the argument. The two disagreed, and Taqi Usmani severed his relationship with Aziz. However, recently the relationship between the ISI and Aziz, and consequently between Taqi Usmani and Aziz is back to normal. Addressing a news conference along with Mufti Muhamamd Taqi, Mufti Muhammad Naeem, Maulana Tanvir ul Haq Thanvi and traders here on Wednesday, Mufti Rafi Usmani said that Blackwater is involved in the killing of innocent people at the Muharram procession. Immediately after the blast, markets were set on fire according to a well thought-out plan, he said, inquiring how could the miscreants get petrol and weapons so early. He claimed that the traders suffered losses worth Rs1oo billion. Mufti Usmani further demanded that immediate measures should be taken for the compensation of losses.

Taliban claim responsibility for the Karachi attack
PESHAWAR, Pakistan (AFP) – Pakistan’s feared Taliban network claimed responsibility Wednesday for a suicide bombing that killed 43 people at a Shiite parade in Karachi and threatened further attacks. The claim was made by one of Pakistan’s most wanted commanders in the Tehreek-e-Taliban (TTP) movement, which for two months has been targeted by a military offensive near the Afghan border. Monday’s attack in Pakistan’s biggest city reduced events marking the Shiites’ holiest day, Ashura, to carnage and sparked riots, underlining the security challenge faced by the nuclear-armed Muslim country. It was the deadliest militant attack in Karachi in two years and one of the deadliest sectarian-linked attacks in conservative Pakistan. “We carried out the suicide bombing in Karachi,” Asmatullah Shaheen, a top militant commander based in South Waziristan, told AFP by telephone from an undisclosed location. “We did it to protect the honour of the companions of the holy prophet,” he said, referring to a centuries-old disagreement between Sunni Muslims, who dominate the Taliban, and Shiite Muslims over the succession to the Prophet Mohammed. “We will carry out more such attacks and also target government installations,” Shaheen added.

Taqi Usmani is the holy father of Takfiri Deobandi Sipah Sahaba Taliban (SST).
Muhammad Taqi Usmani is a Deobandi Islamic scholar from Pakistan. He served General Zia ul Haq Deobandi as a judge on the Federal Shariat Court of Pakistan from 1981 to 1982 and the Shariat Appellate Bench of the Supreme Court of Pakistan between 1982 and 2002. He is an expert in the fields of Deobandi Jurisprudence (fiqh), economics and hadith. He also held a number of positions on the Shariah Boards of prestigious Islamic institutions, and is known for receiving large sums of money for providing handy fatwas. He has good contacts with Saudi Wahhabi movement and also with Taliban militants in Afghanistan.
He is the brother of Deobandi scholars Muhammad Rafi Usmani (the Grand Mufti of Pakistan), Muhammad Wali Razi, and the late Muhammad Razi Usmani, as well as of the late Urdu poet Muhammad Zaki Kaifi.
Muhammad Taqi Usmani was born on 5 October 1943 in Deoband, a city in the Saharanpur district of Uttar Pradesh, India.[1]
In 1958, Usmani passed the Fazil-e-Arabi (Arabic language examination) with distinction, administered by the Punjab Board.[1] In 1959 he graduated from the `Alim course at Darul Uloom Karachi.[2] He then specialised in fiqh (Islamic jurisprudence) under the guidance of his father,[3] the Grand Mufti of Pakistan and of Darul Uloom Karachi, Muhammad Shafi, receiving his Takhassus degree (equivalent to a PhD) in fiqh and ifta (issuance of Islamic legal opinions) from Darul Uloom Karachi in 1961, earning the title of Mufti. He graduated from the University of Karachi with a Bachelor of Arts in 1964, then received a Bachelor of Laws with distinction from the University of Karachi in 1967. He received a Master of Arts in Arabic literature, with distinction, from the University of Punjab in 1970.[2]
Usmani received ijaza to teach hadith from Islamic scholars including Muhammad Shafi, Idris Kandhalvi, Muhammad Tayyib, Saleemullah Khan, Rashid Ahmad Ludhianvi, Sahban Mahmud, Zafar Ahmad Usmani, Muhammad Zakariya Kandhalvi, Hasan al-Mahshat, and others.[3]
Usmani pioneered the concept of Islamic banking in Pakistan when he established the Meezan Bank. Usmani has authored a number of books in Arabic, Urdu, and English on Islamic topics in addition to a large number of articles on Islamic banking and finance published in a number of journals and magazines.[citation needed]
In March 2004, United Arab Emirates Vice President and Prime Minister Mohammed bin Rashid Al Maktoum presented an award to Taqi Usmani in recognition of his lifetime service and achievement in Islamic finance during the annual International Islamic Finance Forum (IIFF) in Dubai.[citation needed]
In accordance with the tradition of the scholars of Deoband and recognising the importance of tasawwuf, Usmani’s bay’ah was accepted by Abdul Hayy Arifi and Maseehullah Khan. Usmani is currently a mentor to numerous spiritual aspirants all over the world and delivers weekly lectures on self-improvement at Darul Uloom Karachi on Sundays between Asr Salaah and Maghrib Salaah. He currently teaches Sahih al-Bukhari, fiqh, and Islamic economics at Darul Uloom Karachi and is known for his Islahi Khutbat. He was a key member of a team of scholars which helped declare Ahmadis (Qadianis), as non-Muslims by Pakistan’s National Assembly during the era of former Pakistani president, Zulfikar Ali Bhutto, in the 1970s. During the presidency of General Zia ul Haq, he was instrumental in drafting laws pertaining to Hudood, Qisas, and Dayiat. He strongly opposed the Women’s Protection Bill. According to him, it was designed to distract attention from issues such as flaws in the law enforcement system.[citation needed]
According to a comment piece in The Times, Usmani “believes that aggressive military jihad should be waged by Muslims ‘to establish the supremacy of Islam’ worldwide.” and “Muslims should live peacefully in countries such as Britain, where they have the freedom to practise Islam, only until they gain enough power to engage in battle”.[4] On 23 October 2009, he published a response to alleged misrepresentations of his views on Jihad. To a question whether he had issued any fatwas saying “Muslims living in the West conduct violent jihad against the infidels at every opportunity.” he declared: “I never made any such statement either in writing or verbally nor issued any so-called fatwa. Nor is there any sentence to that effect in any of my writings, including “Islam and Modernism”. If this statement is attributed to me in Mr. Norfolk’s interview with me, it is not but a blatant lie, because I never said this during the interview.”[5] In Norfolk’s piece in The Times this quote was not made. Usmani did write in his book “Islam and Modernism” about aggressive jihad that: “The question is whether aggressive battle is by itself commendable or not. If it is, why should the Muslims stop simply because territorial expansion in these days is regarded as bad? And if it is not commendable, but deplorable, why did Islam not stop it in the past?” and that peace agreements with non-Muslims in power is acceptable if: “If Muslims do not possess the capability of “Jihad with power” agreement may be made till the power is attained.”[6]

ملا علی قاری حنفی
فقہ حنفیہ کے ترجمان ملا علی قاری اپنی رائے یوں پیش فرماتے ہیں:
“ابو بکر و عمر کی توہین کرنے والے کو کافر کہنا اور اسے قتل کرنا نہ صحابہ سے ثابت ہے اور نہ ہی تابعین سے اور آئمہ ثلاثہ یعنی امام ابو حنیفہ، امام محمد اور امام ابو یوسف کے نزدیک تو ایسے شخص کی گواہی بھی قابل قبول ہے۔

اور اسی بات پر مزید بحث کرتے ہوئے آپ اپنی کتاب “شرح فقہ اکبر” میں لکھتے ہیں:
“اور حضرت ابو بکر اور عمر کو گالی دینے سے کوئی کافر نہیں ہو جاتا جیسا کہ ابو شکور سالمی نے اپنی کتاب”تمہید میں اس قول کو صحیح قرار دیا ہے اور اس کا کوئی ثبوت نہیں کیونکہ ہر ایک مسلمان کو گالی دینا گناہ ہے۔ جیسا کہ حدیث رسول(صلی اللہ علیہ و آلہ وسلم) میں ثابت ہے اور اس حکم کے تحت ابو بکر و عمر اور تمام مسلم برابر ہیں۔ اور اگر یہ بھی فرض کر لیا جائے کہ کسی نے شیخین (ابو بکر و عمر) بلکہ ان کے ساتھ ختنین (علی و عثمان) کو بھی قتل کر دیا ہے تب بھی ایسا شخص اھل سنت و جماعت کے نزدیک اسلام سے خارج نہیں ہو گا۔ اور یہ بات تو واضح ہے کہ گالی کا درجہ قتل سے کمتر ہے۔”

امام حافظ ابن تیمیہ الدمشقی
ابن تیمیہ اپنی کتاب الصارم المسلول صفحہ 759، طبع مصر میں توہین صحابہ کے عدم کفر کی دلیلیں پیش کرتے ہوئے لکھتے ہیں۔
“انبیاء کرام کے علاوہ کسی کو سب و شتم کرنے سے کفر لازم نہیں آتا ہے کیونکہ نبی کریم (صلی اللہ علیہ و آلہ وسلم) کے زمانے میں بعض صحابہ ایک دوسرے کو گالیاں دیتے رہے اور کوئی ان کے کفر کا قائل نہيں ہے۔”
مصر کے مشہور محدث ابن حجر تحریر کرتے ہیں۔
“میں نے کسی اہل علم کے کلام میں یہ بات نہیں پائی کہ صحابی کو گالی دینا قتل کو واجب کر دیتا ہو سوائے اس کہ کے ہمارے بعض اصحاب اور اصحاب ابو حنیفہ کے اطلاق کفر کے متعلق آتا ہے۔ مگر انہوں نے بھی قتل کی تصریح نہیں کی۔ اور ابن منذر کہتے ہیں کہ میں کسی شجص کو نہیں جانتا ہوں کہ جو نبی (صلی اللہ علیہ و آلہ وسلم) کے بعد کسی کو گالی دینے والے کا قتل واجب گردانتا ہو۔ ”

علامہ علاء الدین الحصکفی الحنفی
آپ اپنی کتاب در المختار باب الامامت صفحہ 76 طبع دھلی میں رقمطراز ہیں۔
“اور جتنے لوگ ہمارے قبلہ کی طرف منہ کر کے نماز ادا کرتے ہیں وہ کافر نہیں ہوتے۔ حتی کہ خارجی بھی کافر نہیں جو ہماری جان و مال کو حلال جانتے ہیں۔ اور جو لوگ صحابہ کو سب کرنا جائز جانتے ہیں اور صفات باری تعالی کے منکر ہیں اور خدا کے دیدار کے جواز کے منکر ہیں یہ لوگ کافر نہیں کیونکہ ان کا اعتقاد تاویل اور شبہ پر مبنی ہے۔ اور ان کے کافر نہ ہونے کی ایک دلیل یہ بھی ہے کہ ان کی گواہی مقبول ہے۔ (یعنی کافر ہوتے تو ان کی گواہی مسلمانوں میں قبول نہ ہوتی۔ چونکہ ان کی گواہی مقبول ہے اس سے معلوم ہوا کہ مسلمان ہیں)۔
علامہ عبد الحئ لکھنوی
بر صغیر کے یہ مشہور عالم ایک سوال کا جواب دیتے ہوئے فرماتے ہیں۔
“مفتی بہ اور صحیح ترین قول شیعہ کی عدم تکفیر کا ہے۔ اور ابو بکر اور عمر کو سب کرنا موجب کفر نہیں ہے۔ یہی قول ابو حنیفہ کے مذھب کے مطابق ہے۔”
اس کے بعد ابو شکور سالمی کی کتاب التمہید فی بیان التوحید کے حوالے سے تحریر کرتے ہیں۔
” اور جو یوگ یہ کہتے ہیں کہ علی (علیہ السلام) افضل ہیں شیخین سے تو یہ بدعت ہے کفر نہیں۔ اور جو کہتے ہیں کہ علی (علیہ السلام) کے مخالف مثل عائشہ و معاویہ کے لعنت بھیجنا واجب ہے، یہ سب بدعت ہے کفر نہیں ہے۔ کیونکہ یہ تاویل سے صاور ہوا ہے۔ اس کلام کا حاصل یہ ہے کہ صحابہ کو سب کرنے کی وجہ سے شیعہ کو کافر کہنا محققین کے مذھب کے سراسر خلاف ہے”

“صحیح یہ ہے کہ قتل کی سزا صرف نبی (صلی اللہ علیہ و آلہ وسلم) کی ذات پر بیہودہ گوئی پر دی جا سکتی ہے۔ جیسا کہ ابو بکر نے فرمایا کہ نبی کے بعد کسی کو کہ استحقاق نہیں ہے کہ اس پر تنقید کی وجہ سے ناقد کو قتل کر دیا جائے۔ (سنن نسائی)”
