I try to focus on what is published in Jang as it is the most widely read newspaper while its news is also relayed through Geo News. In essence, Jang and Geo News are opinion formers in the country.
Transparency International Pakistan (TIP) has been given a lot of coverage by Pakistani media, especially Jang Group since September 2009. Their nefarious designs were very obvious, when TIP’s report’s preview was published by Ansar Abbasi on September 24, 2009. The report was titled “ Transparency indicts Pakistan at critical time”.
The critical time that was mentioned in Ansar Abbasi’s report was the Friends of Democratic Pakistan (FODP) meeting to be held in New York on the same date of publication. The purpose of the report was deliberately to give Pakistan a bad name at juncture when FODP countries were to commit funds to Pakistan. Funds were committed, but they have not made their way through to Pakistan, hence, TIP, Ansar Abbasi and Jang Group did succeed in their efforts.
In today’s Jang, i.e. June 2, 2010, another report has been published titled “Maujooda Hukumat mayn corruption dugni say bhee barh gayee” another startling revelation is “Khyber Pakhtunkhwa mayn sab say zyada aur Punjab mayn sab say kam”.
May I ask Adil Gillani, the Chairman of TIP as to what is he trying to portray? Punjab which is being run by PML-N and every now and then is in the news with reference to Sasti Roti Scheme, Bachat Bazar etc, it’s all fine there?
If one also reads the reporting of the press conference by Adil Gillani, can one ask him as to what is his agenda? He is saying that with rental power, “Pakistan kay tootnay ka khatra hay”. I can’t understand how provision of electricity will destroy Pakistan?
Adil Gillani has been towing the line of Jang Group for some time. According to some, he is closely linked to the Business Recorder group.
Whatever his links are, it is very simple: TIP and Adil Gillani are deliberately trying to portray the PPP governments as evil and PML-N government in Punjab as angels.
Some of the key figures in Media are deliberately declaring the government as corrupt and inept. The positive steps taken by the government are not discussed, but the loopholes are always presented as the worst case scenario; this needs to stop, as we the ordinary citizens of this country are tired of such media personnel who are always portraying a negative picture of the country.
Wow, The News/Jang have no shame. This report below was published in The News itself… How is the Punjab government less corrupt? Would Mr. Adil Gillani care to respond?

ISLAMABAD: The audit report of the Services and General Administration Department (S&GA) of Punjab has raised objection on a sum of Rs614 million terming the expenses as budgetary and non-budgetary irregularities.
According to a copy of the Auditor General Punjab’s report available with The News, Rs147.47 million were related to budgetary matters while Rs466.83 million were related to the non-budgetary matters.
The S&GA spent Rs2.11 billion or 82 per cent of the budget allocation of Rs2.571 billion for the fiscal 2008-09. The audit team selected an amount of Rs517.45 million for audit, it said.
The audit report observed that a loss of Rs300 million was incurred due to change in the mode of insurance policy. The irregular auction of vehicles in the office of Additional Chief Secretary caused a loss of Rs166.83 million. Similarly, the report also observed that irregular purchase of 30 Toyota Corolla GLI in Additional Chief Secretary Office caused a loss of Rs41.97 million in violation of rules.
Out of thirty Toyota Corolla cars purchased during 2008-09, thirteen brand new cars were parked in a warehouse and the audit termed it unnecessary while an amount of Rs71.71 million were spent exceeding budget allocation, the report added.
It also observed that an aircraft was sold for $750,000 while the spare parts were sold for $100,000 at the office of Chief Pilot VIP Flight. The summary dated April 14, 2009 submitted to the Chief Minister observed at para 20(B) that the value of spare parts was approximately $200,000 while the same was sold at half the estimated price causing loss of Rs8.031 million to the government.
An expenditure of Rs3.8 million and Rs3.3 million incurred by Section Officer (Cabinet-II) for Cabinet-II Section and I&C Wing respectively was observed irregular as the rate of contract was approved by the Secretary (I&C) instead of Additional Chief Secretary, the advertisement was made only in one newspaper in violation of the advertisement policy; and the sanctions were split up to avoid sanctions of the higher authority, it said.
The audit also highlighted that an expenditure of Rs6.6 million on the repair of vehicle for the office of the Additional Chief Secretary S&GAD, Lahore were uneconomical while an amount of Rs3.967 million for entertainment charges were also irregular. The report further revealed that certain residences were being occupied by unauthorized officers/officials since long and recovery of penal rent was not being effected causing a loss of Rs2.863 million in the scrutiny of the office of the Additional Chief Secretary S&GAD and Section Officer (Welfare-IV, rent branch).
An amount of Rs2.79 million for purchase of furniture and other store and repair of furniture was held irregular and uneconomical as the same was split up to avoid sanction of the higher authority and system of open competitive tender, said the report.
It also observed that purchases were made and services were hired from various firms but income tax amounting to Rs119,379 and Rs124,422 was either not deducted or was less deducted by Section Officer (Cabinet-II) and Section Officer(Welfare-I) respectively.
An amount of Rs0.212 million was found to be unauthorized payment of additional flying allowance.
During audit of the office of the Additional Chief Secretary, S&GAD for the period 2008-09, as per list provided by Motor Transport Officer, two vehicles were stolen and no FIR was registered with Police in respect of vehicle No LXB 1924 and also loss was not communicated to government, it said.
The audit also pinpointed that some vehicles were possessed by the officers who have been transferred.

ISLAMABAD: The much touted Sasti Roti (cheap bread) scheme of the Punjab’s `Khadim-e-Aala’ (chief minister) has caused irregular expenditure of Rs1.06 billion from the national kitty, reveals an audit report of the Director- General of Audit, Punjab.
The Punjab Food Department has conducted financial irregularities of Rs514.914 billion in non-budgetary and other matters in FY2008-09 while it also did not settle paras of Rs60 million of the last financial year.
The observations are largely related to Chief Minister’s major schemes that include of Sasti Roti, irregular expenditures on budgetary and non-budgetary items, purchase of jute bags at higher rates and higher wheat transportation contracts to the favourite parties are some of major financial irregularities of the Food Department.
Coalition government of PPP and PML-N in Punjab had budget of Rs209.361 billion in 2008-2009 and its total expenditure for the whole financial year was Rs215.032bn.
The audit observed that supply of subsidised flour to tandoors in Sasti Roti Scheme was grossly violated, as reference of authority was not given in the sanction orders. In case of Lahore, the Towns Committees officials like naib qasids, electricians, building / tax inspectors received subsidised flour. Also the claims were not supported by the acknowledgements of tandoor operators and owners. The flourmills were paid subsidy on the rates fixed by the DCO instead of Government.
The Purchase Cell has purchased huge number of jute and PP bags more than requirement during wheat scheme 2008-09 and 7,939,799 jute bags and 23,278,964 PP bags sufficient for 1,957,928 metric tons of wheat remained untouched at the close of wheat scheme 2008-09. This extra purchase of wheat PP and jute bags caused a loss of Rs998 million to the exchequer.
Contrary to special powers of Food Department, Directorate entered into contracts with NLC on TCP transportation rates plus 7 per cent service charges for transportation of imported wheat from Karachi/Gwadar to various districts of the Punjab without any tender enquiry and negotiation and exploring the other cheaper means of transportation like railways and private transporters by inviting tenders leading to Rs1.078bn irregular expenditure.
Punjab Food Directorate made an advance payment of Rs204 million to NLC as 50 per cent transportation charges for the supply of 154,000 metric tons of imported wheat from Karachi to various Districts of Punjab, but no ledger/ register were maintained in this regard in Food Directorate.
Awarding a contract to NLC for the transportation of wheat at higher rates than the lower bidders caused a loss of Rs163million and later, the NCL sublet the contracts to private contractors like Syed Abdul Wali at lower rates and got the work done.
The Audit also observed that Director Food Punjab also suffered a loss of Rs50 million for payment of transport charges for imported wheat that were 1.99 per cent higher than what NWFP Food Department paid.
During 2008-09 expenditure of Rs215.032bn was incurred for procurement, storage, transportation and sale of wheat by borrowing cash accommodation from commercial banks, own sources and government grants.
Early sale of surplus wheat can definitely decrease the burden of mark up / interest and warehousing expenses, damage of wheat, etc. which are the main players to increase the incidental charges on per metric ton of wheat. Extra interest payments were causing loss of Rs7.172bn to the government, the audit pointed out.
The audit further revealed that expenditure of Rs3.94bn incurred as interest payments but the relevant information /record cannot be authenticated.
Punjab supplied wheat to other provinces in the past, but Rs583m are still recoverable from them as Rs615 million and Rs886m from Baluchistan and NWFP respectively was lying with the department.
Non working of the networking indicated that Rs58 million expended on the computerization of the Food Department had gone waste especially in the modern era where computer technology is changing rapidly.
For the wheat procurement scheme 2009-10, the audit observed that non reconciliation of departmental figures of wheat procurement with cash payments by banks suffered a loss of Rs 822,272 to the government.
The record relating to the sale of wheat of 700,876 tones to flourmills had no proper documentation.
Character of Syed Adil Gilani is as dubious as that of another Gilani, Ijaz Shafi Gilani, of a fraudulent organisation, , Gallup Pakistan.

Basically they simply asked 5200 interviews what their perceptions were of corruption in the various sectors.
that’s not reflected at all in the media reporting about it.
fate of such frivolous accusations must be an NRO, because if cases are proceeded on such reports they do not reach any logical end.Still some shameless persons among the politicians and judicary are trumpetting about past cases. The politicians have themselves confessed a no. of times about fake cases. And The Greatest Judge ever taken birth on the earth was among seven judges who decided that the conviction awarded to AZ and BB was politically motivated and under the immense pressure of the then Prime Minister Nawaz sharif.

It was Benazir who used to quote Transparency int’l while pointing out the failures of the Musharraf regime. I wonder what ‘agenda’ was transparencey working for at that time –
Interestingly , ANP has come up with an equally interesting bullshit. Transparency Int’l is based in ‘KARACHI’ and therefore ANP has been targetted as the most corrupt government.
What a sorry state of affairs. Just because Punjab has COMPARATIVELY lower levels of corruption doesn’t mean Gilani is following some PMLN sponsored ‘agenda’.

TRANSPARENCY International is a German organisation which surveys corruption around the globe and has nine offices around the world. Its chairman Adil Geelani, while appearing on a TV programme defended the recent survey which came up with the conclusion that corruption has increased in Pakistan in 2010, said: “Absence of rule of law, accountability, merit and low salaries are the main causes of corruption.” According to the Transparency International report, police is the most corrupt institution followed by the energy department, taxation, education, judiciary, health, etc. Surprisingly, the Motorway Police has been de clared to be “the most clean department” of the government.
The report suggests that Rs223 billion have been misappropriated this year; Khyber Pakhtoonkhwa is the most corrupt province of the state while Sindh and Balochistan also fall in this category, whereas Punjab province has been deduced as decreasing the rate of corruption in the present year.
The Government of Pakistan recognised and signed an agreement with the Transparency International Secretariat in 2001, the same year Transparency International published its first report. The 2nd was published in 2006; the 3rd in 2009, and the 4th this year. There was no sign of Transparency International for the past four years and conducted only two surveys in six years.
This national corruption perception survey is conducted by IBA students (but the survey has not been certified by IBA). They used 50,200 survey samples for preparing their report. They visited four provinces. In Punjab, they surveyed Sailkot, Daska, Gugrawala, Chakwal and Lahore. In Khyber Pakhtoonkhaw, they surveyed Bher, Haripur, Manshe and Abbottabad.
Nobody is denying the fact that corruption is a major problem of this country, but the way it is addressed and propagated by Transparency International is questionable and does not seem to be so transparent. Generally it conducts surveys from small sections of society or selects a portion of people who may not necessarily be true representatives of our society. Besides, it may make such questionnaires which may serve its desired results.
Declaring one province as the most corrupt and another clean show that Transparency International itself is biased. One can easily challenge its claim and the methodology by which it brings the public corruption perception index. SHAFIQ SOLANGI IslamabadAre TI reports transparent?

Adil Gilani is constructing illegal Residential Complex in DHA in association with Aqeel Karim Dedhi.
DHA has narrow roads and this project is at mouth of Golf Club. What will happen to Phase-VIII roads and its residents once this project will be built and people will occupy those residential flats. Roads will be choked and DHA especially phase VIII will be a place worse than Lyari or Malir.
