Pir Pagara, chief of the Pakistan Muslim League-Functional (PML-F) said all generals of the Pak Army are patriots, adding the Army would not force into the scene at anyone’s behest; instead, it would come on time.
Talking to media at Kingri House here along with Sheikh Rashid after meeting with him, Pir Pagara, while commenting on Muttahida Qaumi Movement (MQM) chief Altaf Hussain’s statement regarding martial law, said Altaf Hussain harbours evil intentions in his mind.
Feudal lords and jagirdar are lying in their graves; now, thought should be given to their children, he said adding Altaf Hussain would ‘go up’ if returned home.
Commenting on former President Gen. (rtd) Pervez Musharraf’s homecoming, the PML-F chief said no Pakistani president, who went abroad, ever traced his steps back home.
All Muslim Leagues are going to be merged in one entity to be led by a chief given thumbs-up by the council, Pir Pagara informed.
The future of Sheikh Rashid and Shahbaz Sharif is bright; while, the Nawaz Sharif and Imran Khan have dark future, Pir Pagara remarked adding Nawaz did not receive two-third majority; instead, it was a forced incident.

KARACHI: Pakistan Muslim League-Functional (PML-F) chief Pir Sahab Pagaro on Saturday announced the merger of his party with the Pakistan Muslim League-Quaid (PML-Q), saying the development would pave the way for the formation of the All-Pakistan Muslim League (APML).
Talking to reporters along with PML-Q President Chaudhry Shujaat Hussain and Secretary General Mushahid Hussain at Kingri House, Pagaro said, “It is not unification, but assimilation of the Muslim League.”
“Efforts are being made for the unification of the Pakistan Muslim League and I am in contact with other leaders to bring all on one platform,” he added. “We have settled all of our differences (the PML-Q) through talks and meetings,” he said, adding that his doors were open for anyone who was willing to contact him.
To a question, Pagaro said Pakistan Muslim League-Nawaz (PML-N) chief Nawaz Sharif and former president Gen (r) Pervez Musharraf had not contacted him so far. “We will welcome Nawaz Sharif in case he contacts us for forming the APML,” he added.
Pagaro also invited other political parties to merge with the APML, so that “we can make efforts to save the country and serve the nation”. “PTI chief Imran Khan will be left alone if he decides not to join us,” he claimed.
Responding to a question about the role of Ejazul Haq in the APML, Pagaro said Haq’s role would be no different from “what one can expect from the son of a dictator”. Chaudhry Shujaat said he had asked Pir Pagaro to assume the role of his patron. “The country is heading towards a crucial situation and if patriotic people do not come out to take the lead, then God knows what will happen,” Shujaat said. staff report

COMPLAINT U/S 18(B) (11) OF THE NATIONAL ACCOUNTABILITY BUREAU ORDINANCE 1999.
FACTS:
1. The daily ?The News? in its publication of 19 June 2003 (Copy enclosed with the complaint) gave the details which were given by the Jamali government to the National Assembly Secretariat wherein it was revealed that an amount of Rs 18 billion was written off during the last three years (1999-2002) of the military regime.
2. The accused respondents where some of them being holders of public offices in the terms of Section 2 of the NAB Ordinance 1999 and the rest of the accused which are business enterprises had obtained loans from the different financial institutions.
3. The accused respondents had siphoned off the depositors money from the financial institutions which were written off collusively by the respondents and financial institutions authorities and thus plundered the public money.
4. That the financial institutions had maintained only those loans were written off which were totally irrecoverable which does not give the clear picture and policy of the financial institutions for recovery of loans whereas small farmers were taken in custody for only recovering 9 millions rupees and the people having influence and collusion with the regime and financial institutions were not only set at liberty but were also given huge financial benefits.
5. That the accused / respondents being the holders of public office and the beneficiaries have caused a huge loss to the financial institutions who were the custodians of public money and have badly effected the performance, economy, trust and confidence of the public in the financial institutions.
Conclusion:
Based on the above facts and grounds respondents have shown willful indulgence in corrupt practices under Section 9 of the Ordinance. Such persons are subject to punishment under Section 10 of the Ordinance. As such the Chairman of the NAB is called upon to initiate investigation in connection with the matters set out herein above and further proceed to file a reference against respondents for violating the provisions of Section 9 of the Ordinance punishable under Section 10 of the Ordinance in competent court of law and proceed against those concerned for violating Section 9 of the Ordinance.

It has been cited that under Clause (o) of sub-Article 2 of Article 8D of the Conduct of General Elections Order 2002 pertaining to the disqualification of members of our assemblies, it is stipulated that a person stands disqualified if “he has obtained a loan for an amount of two million rupees or more, from any bank, financial institution, cooperative society or corporate body in his own name or in the name of his spouse or any of his dependents, which stands unpaid for more than one year from the due date, or has had such loan written off.” Similarly, Representation of People Act 1976, Section 12(2)(c), provides that a member is not qualified to sit in our assemblies if he makes: “a declaration that no loan for an amount of two million rupees or more obtained from any bank, financial institution, cooperative society or corporate body in his own name or in the name of his spouse or any of his dependents, or any business concern mainly owned by him or the aforesaid, stands unpaid for more than one year from the due date, or has got such loan written off” This makes it quite clear that any person who has obtained a loan of Rs 2 million or more from any bank and had it written off, stands disqualified from being a member of the national or provincial assemblies. The writ petition relates that Chaudhry Shujaat Hussain and Chaudhry Pervaiz Elahi obtained a loan in the name of the company of which they were both directors, Punjab Sugar Mills Limited of Mian Channu, from the National Bank of Pakistan. In 1999, Rs.37.987 million was written off, which fact is recorded in the annual report of the bank for that year. At the time, Shujaat was the federal minister of interior and Pervaiz was speaker of the Punjab Assembly. The two Chaudhrys obtained another loan from the Muslim Commercial Bank Limited for their Punjab Sugar Mills Limited and in 2000 a sum of Rs 22.792 million was written off, which fact is recorded in the annual report of the Bank for that year. According to the law, as it stands today, it appears that both the Chaudhrys fully qualify for disqualification. Technically speaking, Imran’s writ petition filed in the Lahore High Court – not heard and decided – is now infructuous, but the disqualification, if established, is a continuing one, and can be invoked at any time by any concerned or aggrieved person in appropriate proceedings before the Election Tribunal or the Supreme Court. The Muttahida Qaumi Movement (MQM) has decided not to field its candidate in the by-elections against the Pakistan Muslim League-Functional (PLM-F) nominee in Sanghar its policy of reconciliation.
This was decided by MQM when PML-F leaders led by Imtiaz Ahmed Sheikh called on MQM Coordination Committee at Nine Zero here on Saturday.
Sheikh said that the PML-F delegation visited Nine Zero on the advise of the party chief Pir Sahib Pagara.
As per the decision, MQM has withdrawn its candidate Ramesh Kumar from Sanghar against PML-F’s candidate Khuda Bux Rajar in NA 235 Sanghar 2.
Talking to The News, Sheikh said that this was an attempt towards the continued reconciliation process as per the directives of Pir Pagara. Sheikh also thanked President Asif Ali Zardari who had advised local PPP leaders not to field their candidate against PML-F.

KARACHI, March 11: In what appears to be an attempt to evolve a ‘consensus’ on its draft on the local government system, a Muttahida Qaumi Movement delegation on Thursday held negotiations with leaders of the Pakistan Muslim League (Functional), which had already offered to play a mediatory role between the PPP and the MQM over the fate of the future LG system.
The MQM delegation comprising members of its coordination committee and ministers also called on PML-F chief Pir Pagara at his residence and discussed issues relating to the new local government system and the upcoming LG elections.
However, Thursday’s meeting, which was actually held between the members of the law committees of the two parties at the residence of one of them, remained inconclusive as both parties agreed to have more meetings to discuss the future local government system in the province.
The MQM team — comprising Kanwar Naveed Jamil, Shahid Latif, Wasey Jalil, Wasim Akhtar and Syed Sardar Ahmed — informed the PML-F leaders — including former speaker Muzaffar Hussain Shah, Imtiaz Ahmed Shaikh and Nusrat Abbasi — about the salient features of the draft local government law in which the MQM demands empowered local government on the pattern of ones in the developed world.
However, the PML-F leaders urged the MQM delegation that there was a need to devise a new system in conjunction with the local government systems of 1979 and 2001.
Talking to newsmen, Mr Jamil said the meeting discussed the draft law of the MQM and the proposals of the PML-F and there was a consensus on certain clauses of the local government system of 1979 and both parties felt that they should be incorporated in the new system.
He said both parties wanted to adopt a joint strategy to ensure holding of a local government election on time.
Muzaffar Hussain Shah told reporters that the PML-F gave its proposals to the MQM and later the party leaders would also hold negotiations with the PPP. He said the PML-F wanted an improved local government system.
Meeting with Pir Pagara
Later, a delegation of the MQM called on Pir Pagara at his residence and discussed with him issues related to the local government system and the cooperation that has existed between the two parties for the last many years.
After meeting the veteran politician and spiritual leader, MQM leader Babar Ghauri told newsmen outside the Kingri House that the MQM delegation had gone there to meet Pir Pagara on the directive of MQM cheif Altaf Hussain.
He said dialogue between the MQM and the PML-F would continue to evolve a consensus on the MQM’s draft law and the proposals given by the PML-F.
On the occasion, Mr Shah said the proposals about the upcoming local government elections would be discussed at the next meeting between the two parties and soon a consensus document would be prepared.
Imtiaz Shaikh, however, said that a final decision in this regard would be taken by Pir Pagara and Altaf Hussain.

ISLAMABAD: The proposed merger of the pro-establishment parties, PML-F and PML-Q, as All Pakistan Muslim League is illegal as per the Political Parties Order of 2002, says the former Election Commission secretary Kunwar Dilshad.
He told The News that in 2008, President Asif Ali Zardari just stopped at the last minute from converting the PPPP into the original PPP in his bid to repossess the party from Makhdoon Amin Fahim because of the threat of Politcal Parties Act.
Dilshad said top PPP leaders, Farooq Naek, Jehangir Badr and Latif Khosa, had visited him to get advice on the possibility of converting the PPPP, the registered political party with the ECP, into the PPP or merger of the two.
Dilshad said he told the visiting guests that because of Clauses 3, 4 and 5, which deal with formation and constitution of new political parties, such a scheme would not be feasible as members elected on a PPPP ticket could not be put into any other party and they would lose their membership immediately.
He said that the top PPP leadership then decided not to go for this dangerous option. Sources said that later allefforts were made to get Makhdoom of Hala fall in line and was given the top slot in the federal cabinet.
“Same is the position now for the PML-F and the PML-Q. First, there is no party registered with the ECP with the name of PML-Q and the registered party is the PML. The PML-F is registered and has its members in Senate, National Assembly and provincial assemblies,” Kanwar said.
“In case, members of these two factions join a new party their membership of provincial assemblies, the National Assembly and Senate will be cancelled immediately,” he said. Another important point, he said, is that Pervez Musharraf had already applied for registration of a political party with the name All Pakistan Muslim League.
He said that though it was the discretion of the Chief Election Commissioner (CEC) to allot the name to anyone yet generally the group, which applies for a specific name first, gets priority. “So if General Musharraf’s party is given the name of All Pakistan Muslim League (APML), the new F-Q alliance will be unable to get this name.”

The news that the Chaudhry Shujaat-led PML-Q has merged with Pir Pagara’s Functional League has been met by many political observers with a sense of bemused scepticism. Pir Sahib will lead the new entity, which has been dubbed the All Pakistan Muslim League. Though political parties in Pakistan split at the drop of a hat, the Pakistan Muslim League is perhaps the party which has seen the most splits, mergers, unifications and factions in the history of this country.
Starting from the Ayub era, the party has been broken up into so many factions that it is difficult to keep count.
Military dictators including Ayub Khan, Ziaul Haq and Pervez Musharraf have all used the Muslim League banner to cobble together a willing coalition of political malcontents, opportunists and turncoats that could offer a democratic fig-leaf to their authoritarian adventurism. The countless variants of the League have had different shelf lives, with some outliving their patrons politically.
As for the latest development, the PML-N is reportedly keeping a close eye on things. The Q-League has given it a tough time in parts of Punjab and perhaps Chaudhry Shujaat and Mushahid Hussain are trying to create a constituency in Sindh by merging with Pir Pagara’s faction. This is probably not designed to dent the PPP’s vote bank in Sindh but to eliminate the chances of the N-League gaining a foothold in the province. As it is, PML-N has hardly been active in Sindh’s flood-affected areas. There is also the question of name, for the APML tag already appears to be taken: Gen Musharraf plans to launch his own party of that name on Oct 1. Ultimately, it is difficult to see what great, long-lasting impact the merger will have on national politics as none of those involved have sterling democratic credentials.

Leader of the newly formed All Pakistan Muslim League (APML) Pir Pagara on Wednesday said the current situation in the country demands that all Muslim League factions unite.
Speaking to the media in Karachi, Pagara said that he does not see any future of the Pakistan People’s Party (PPP), while he also stated that the Muttahida Quami Movement (MQM) will also join the APML in the future.
Pagara said that former president Pervez Musharaf will have to think about facing the courts if he returns to Pakistan.
The APML leader also said that like his grandfather, Bilawal Bhutto will also become the general secretary of the Muslim League.
