Official report blames MQM militants for target killings

ISLAMABAD: The first official diagnosis, prognosis and prescription on the highly destabilising target killings in Karachi is now available as a seven-member high-level official committee has prepared its report blaming political parties and naming only the MQM which it says has a militant wing which is tasked to create law and order situations to achieve its political ends.

For the first time all the security agencies in Karachi have collectively pinpointed the problems and have admitted that as many as 83 police officers involved in earlier operations against MQM have been eliminated in target killings, which has adversely affected the morale of police force.

The report ordered by the Interior Ministry was prepared by a committee which had all the official security stakeholders in Karachi, including the Sindh Police, Special Branch, IB, ISI, Rangers and the Interior Ministry.

It is now said to be lying with the prime minister for action but its recommendations are almost impossible to implement, including de-weaponisation of Karachi, registration of all aliens, insulation of police from political influence and others.

A security expert said it is for the first time a comprehensive picture, and a blunt one, has been presented by the report but whether any action can be taken is a big question mark.

Federal Interior Secretary, Chaudhry Qamar Zaman, confirmed to The News that the report was ready but said he had not seen any follow-up as yet, saying the interior minister has gone to Karachi to find a way out in the wake of the current spate of target killings.

MQM’s parliamentary leader, Dr Farooq Sattar, rejected the party’s involvement in target killings. As far the killings of police officers involved in Karachi operation, he said this issue needed separate treatment and a comparison should be drawn between the number of casualties the party suffered in that operation and the police killings later on.

To be fair to all parties the entire text of the three-page report is being reproduced below. The copy available with The News has been doctored by our sources to the extent that the dates, file numbers and signatures of the members have been deleted. The text is, however, complete with recommendations:

Subject: Report on Target killings in Karachi

1. Minister for interior constituted a committee under the additional secretary, Ministry of Interior consisting of members from Sindh Police, Special Branch, IB, ISI and Rangers to identify target killings which took place during the last six months in Karachi and investigate into the circumstances with a view to find its solution.

2. The committee invited affectees of target killings. The members of the committee assembled at NCMC office, Karachi and interviewed scores of affectees, interested groups and NGOs etc, home secretary, Sindh, DG Rangers, Sindh, IG Police Sindh, CCPO Karachi were also interviewed to assess the situation.

3. Politically motivated target killing in Karachi appeared in 90’s when MQM Haqiqi parted its ways with MQM Altaf and continues to stall the landscape of Karachi with varying intensity to date. It is a turf war going on amongst political groups to have their say in the affairs of Karachi. MQM has won 17 out of 20 NA seats in Karachi and wants to keep its hold. ANP has for the first time won two provincial seats in Pakhtun dominated areas and wants to consolidate gains. Lyari Town with its Baloch population is a stronghold of PPP. Migration from Swat/Fata to Karachi is a cause of concern for the dominant ethnic group in Karachi. MQM is trying to expand its influence in Rehmanabad, Junejo Town, Khuda ki Basti, Gutter Bagheecha etc in non-Urdu speaking population by bringing in new settlement of Urdu speaking people in these areas. This is creating resentment in Pakhtuns and Balochs who feel that they will lose their electoral strength due to change in demography. New settlements also attract land mafia which further complicates the situation.

4. Eighty-three police officers involved in earlier operations against MQM have been eliminated in target killing which has adversely affected the morale of police force.

5. Political parties, specially the MQM, has its militant wing which at times is tasked to create law and order situation for achieving political ends.

6. Following proposals are formulated by the committee to address the situation in Karachi:

a) Conference of all stakeholders in Karachi to work out code of ethics for mutual co-existence.

b) Formation of peace committee at provincial/zonal level headed by senior officers for identifying trouble spots in the respective areas and to address the issue before it flares up. Committees can be expanded to police station level.

c) Merit-based policing with institutional arrangements to insulate police from extraneous influence and its capacity building.

d) Media may be involved to highlight the suffering of families of the victims of target killing and to expose the elements involved in it.

e) Strict ban on conversion of amenity plots for residential purposes and removal of all illegal encroachments.

f) Registration of aliens.

g) De-weaponisation of Karachi.

While the MQM was singled out in the report for having militant wings which were used at times, Dr Farooq Sattar vehemently denied it.

When asked by The News as to why the representatives of these agencies had highlighted the MQM’s involvement in target killing more than land mafia, Farooq Sattar said it could be an effort to distract attention from the land mafia.

He said the MQM has lost 140 workers in target killings in the space of one year. He said the Sindh chief minister has formed a law and order committee with representatives of all ethnic groups as its members. The committee would jointly work with anti-encroachment cell and meet every fortnightly to review the situation.

Another MQM leader, who requested not to be named, termed the allegations against the party in the report as totally baseless and having no link with reality. He said efforts to blackmail MQM were made in every period. The successive governments, however, made alliances with the MQM that proved that the party had no role in killings, he asserted.

KARACHI – Former federal law minister and prominent human rights activist Iqbal Haider endorsed Zulfiqar Mirza’s statements about the Muttahida Qaumi Movement (MQM) that he made at Karachi Press Club on Sunday, and said that Mirza had confirmed his point of view that he had been expounding for a long time.
The senior lawyer, human activist and former senior leader of the Pakistan People’s Party (PPP) told Pakistan Today that it was high time for all patriotic Pakistanis, politicians and media to expose the mysterious aims and designs against the integrity and interests of the country and its people without any fear of terrorists or political victimisation.
“We have suffered already from, and we should get rid of, the politics of dead bodies,” said Haider. “Dr Zulifqar Mirza has confirmed my point of view, which I have been expressing since long,” he added.
“The MQM from day one is an ethnic organisation and created by military dictator General Zia in his era. It is clearly a separatist organisation and wants to break up Pakistan,” he said. “Altaf Hussain said in 1996 at the birthday of GM Syed at Sindh University Jamshoro… that he would fulfill the programme of GM Syed of breaking up Pakistan and creating Sindhudesh,” he added.
“In 1986 at Nishtar Park, Altaf Hussain, in a public gathering under the shadow of sophisticated weapons, gave a message to the people to sell their assets. In 1993, when the operation cleanup had started in 1992, the slogan of the MQM was ‘Sindh mai hoga kaisay guzara, adha tumhara adha hamara’ (how will we survive in Sindh, half is yours and half is ours) and at that same time there was also the ‘rule’ that anyone who betrays Altaf Hussain needs nothing less than the punishment of death. Under the same slogan, several people including Azeem Tariq were assassinated and the last target was Imran Farooq, the founding general secretary of the MQM. Several ministers and hardcore activists went underground for fear of getting killed,” said Haider.
He said there was no example in the world that any leader whose party was in the federal government, provincial government and city government lived outside the country and claimed he would be killed if returned.
Haider also said the MQM should clarify why the US issues hundreds of visas to its activists.

‘I am a Baloch from Lyari and I am not a gangster’

KARACHI: On a seemingly calm Sunday, when the Rangers’ operation in the city’s oldest quarter was on and Zulfiqar Mirza was making headlines with his diatribe, many in Lyari felt that their voices were not being heard by the politicians and the media.

“Our locality and its inhabitants are being singled out as being part of a gang war that is sabotaging peace in the city,” said Mohammad. A driver by profession, Mohammad, 33, belongs to the Katchi community and is a resident of Old Kumhar wara. “Despite the hype we see about Lyari’s gangs and goons, I was never hurt or threatened by any Baloch in Lyari. For me, the town is my second home.”

Visibly frustrated at the way things were going on in the city, he said, “If the Rangers operation is necessary it has to be across the board. Why is it that it’s only Lyari that is being targeted and termed as a ‘gangsters’ town?”

Living in abject poverty with little means to sustain their day to day existence, the locals feel that broken promises of their elected representatives and the media are responsible for the crisis that this area faces.

“I’m a Baloch from Lyari and I’m not a gangster. Please stop Lyari’s media trail,” said Raza (not his real name), a 23 years old student who runs a net café in the area.

Talking about the recent turn of events that have once again shoved Lyari into the limelight for all the wrong reasons, he says, “The media is very biased and polarised. Lyari was never a ‘No Go’ area for anyone. We have all kinds of ethnic groups living in the same neighborhood; we share each other’s sorrows and happiness together. However, the media is hell bent on creating a hostile picture and there is no one willing to share our stories.”

Of the ethnic violence and gang war in the area, he says its “political in nature with extortionists calling the shots.”

“But it’s not only the killings that are worrying us. After the brutal killing of five men from Lyari, many employers have asked their Baloch workforce not to come to work as security cannot be guaranteed. As it is, poverty and lack of employment opportunities has been frustrating the residents of Lyari for years. Now, this will allow more youngsters to go for the guns and drugs.”

With its narrow interlinked lanes that are no less a maze, a trip to the area is an eye opener. With many communities living side by side, the place once known for its late night rendezvous and football crazy locals is now a shadow of its former self.

Shahid Husain, a senior Journalist and former activist, termed Lyari the most vibrant place in Karachi with its unique sub-culture. “I have never seen such a lively place. I use to go to Lyari everyday when I was a student. I never felt threatened because the people there were so friendly and loving.” But that was over three decades ago and then the downfall of this peaceful locality began. “Considered a stronghold of the Pakistan People’s Party, Lyari was transformed when heroine and Kalashnikov were introduced during the Afghan War. That was a dictator’s gift.”

A highly populated area, with the 1998 census stating Lyari’s population to be over 600000; Lyari is no more than a slum. Come elections and the politicians throng the area for getting the maximum political mileage and disappear once in the assembly. Years of neglect and official apathy hasn’t gone unnoticed by the locals and nor has the ‘gifts’ of dictators.

“Despite being the oldest slum in South Asia, Lyari was always known for its peace and calm and the mutual respect that people had for various communities. It was a peaceful coexistence,” said Asghar Baloch, a government school teacher.

Sharing a similar sentiment as Raza and others, he too blamed the media for being biased, with “the ‘gang war’ being created by the media”.

“Petty drug peddlers in Lyari are portrayed as larger than life characters by the media,” he said.

“The then government of Arbab Ghulam Rahim and its ally the MQM deliberately allowed the killing of the people of Lyari by two rival gangs,” he alleged.

“The Musharraf regime allowed for the systematic nurturing of violence. The drug peddlers and goons, who were criminals and should have been dealt accordingly, were given a freehand and now they rule the roost. They (government) ignored the killings in Lyari when one Baloch was killing another Baloch for drug money. Many of the Baloch men who were killed were not gangsters or from the drug mafia. But because Lyari was never their vote bank, they looked away.”

“No one did anything for this area and the communities living here. The very youngsters who lost their family members in gang war back then are now holding guns and trying to avenge for their loss. Today Lyari is once again being used for political gains while the future of its people looks bleak,” he added.

Fearing for their lives and afraid of being singled out, many Baloch residents have stopped venturing to other parts of the town. A vocal matriarch, Hamida Baloch says that her children have barred her from travelling to other areas. “I wear Balochi dress. My children say that I could be kidnapped and killed,” she said. She claimed that some of her acquaintances were humiliated and had their heads and eyebrows shaved by men from the Urdu-speaking community.

Recalling old times, she said that she was born and bred in Karachi and her family members playing an active part in the development of the Karachi port. “Our forefathers moved to Karachi back in 1880’s from Balochistan. Their sweat and blood is there in the foundation of the Karachi Port Trust. My grandchildren are the fifth generation who were born here in Karachi. We are the children of this soil and are more loyal and patriotic to Karachi than anyone else and today we are being called criminals, it really hurts!” she complained.

On the Rangers’ operation in Karachi, she said that her family and those in neighbourhood did not join in the protests as “we want an operation against anyone who is involved in violence in the city.”

حیدرآباد سندہ کے لالو کھیت یا اکثریتی اردو بولنے والی لیکن محنت کش آبادی پریٹ آباد، جو کہ ماضی قریب تک مذہبی سیاسی جماعتوں خاص طور پر مولانا نورانی کی جمعیت علمائے پاکستان اور انیس سو ستتر میں ذوالفقار علی بھٹو کے خلاف چلنے والی تحریک پاکستان قومی اتحاد کا گڑھ رہی تھی، کے بلکل بازو میں یہ قدیم تاریخی محلہ ٹنڈو ٹھوڑو واقع ہے۔

ٹنڈو ٹھوڑو میں مرزائوں کو گرجی مرزا کہا جاتا ہے۔ جارجیا کی ایران کے ساتھ جنگ میں دو چھوٹے بچوں اور بھائیوں مرزا خسرو بیگ اور مرزا سڈنی بیگ کو جنگی قیدی بنا کر ایران لایا گیا اور پھر ایران کے بادشاہ کی طرف سے تالپور حکمرانوں کو تحفے میں دے دیا گیا تھا۔

دو ہزار سات میں مشرف حکومت اور آئی ایس آئی سے بینظیر بھٹو اور زرداری کے مذاکرات کے نتیجے میں سب سے پہلے ایک سمجھوتے کے تحت ٹیسٹ کیس کے طور پر ذوالفقار مرزا ہی بدین میں روپوشی ختم کر کے منظر عام پر آئے تھے
جارجیا کے یہ دو بچے اتفاق سے اس وقت کے عیسائی خاندان سے تعلق رکھتے تھے جبکہ تالپور مسلم شیعہ عقیدے سے تعلق رکھتے تھے۔ لیکن یہ دونوں گرجائی بچے تالپور حکمران خاندان کے ساتھ گھل مل گئے اور انہوں نے تعلیم و تربیت و ذہانت کی وجہ سے عوام اور خواص میں بہت ہی پذیرائي حاصل کی۔

ان میں سے ایک کے ہاں ہونے والا بیٹا مرزا قلیچ بیگ سندھی نثر کے امام مانے جاتے ہیں اور شعر و ادب میں انہیں انگریزوں نے شمس العلماء کا خطاب دیا تھا اور وہ تحصیلدار بھرتی ہوکر انگریزوں کے زمانے میں ڈپٹی کلکٹر ریٹائرڈ ہوئے تھے۔

اگر انگریز حکام مرزا قلیچ بیگ کو شمس العلماء کا خطاب نہیں بھی دیتے تب بھی وہ سندھی ادب و شعر کے سورج تو تھے ہی کہ انیسویں صدی کے آخر تک انہوں نے پہلا سندھی ڈرامہ لکھا اور ناول تحریر کیا اور روسی ادیبوں گوگول و دیگر مصنفوں کے ڈراموں کا بھی سندھی میں ترجمہ کیا۔

ٹنڈو ٹھوڑو کے مرزا خاندانوں کی دوسری زبان اردو اور فارسی رہی ہے اور انکے بچوں اور بچیوں کی شادیاں اردو بولنے والے خاندانوں میں بھی ہوئی ہیں۔

مرزا خاندان کی خواتین فارسی اور اردو کی مرثیہ گو اور صاحب بیاض شاعرائيں بھی پیدا ہوئی جن میں ایک بزرگ خاتون بہادر شاہ ظفر کی نواسی بھی تھیں۔ مذہبی طور پر یہ مختلف عقیدوں سے تعلق رکھتے ہیں ان میں مرزا قلیچ بیگ کے ایک بیٹے مرزا اجمل بیگ سنی مسلک کے جبکہ سندھ کے اوآئلی افسانہ نگار مرزا نادر علی بیگ کی بیٹی اور اپنے عہد کی معرکتہ آلارا خاتوں شیرین فیروز نانا عیسائي عقیدہ رکھتی تھیں۔

ذوالفقار مرزا کے دادا ڈپٹی کلکٹر علی نواز مرزا قلیچ بیگ کے خاندان سے تھے جبکہ ان کے والد سپریم کورٹ کے سابق جج جسٹس ظفر حسین مرزا ہیں۔ جسٹس ظفر حسین مرزا اور حیدرآباد کے قاضی خاندان کے قاضی عبد المجید آپس میں سالے بہنوئی ہیں۔

قومی اسمبلی کی اسپیکر ڈاکٹر فہمیدہ مرزا ضیاءالحق کے سابق وفاقی وزیر اور بینظیر بھٹو کے دور میں پی پی پی کے ایم این اے قاضی عبد المجید عابد کی بیٹی ہیں۔

جسٹس ظفر حسین مرزا سندھ کی عدلیہ میں ایک کیئریر جج رہے ہیں جو انتہائي ایماندار منصف بتائے جاتے تھے۔ ذوالفقار مرزا جسٹس ظفر حسین مرزا کے بڑے بیٹے ہیں جو کیڈٹ کالج پیٹارو میں پڑھے ہیں جہاں ان کی دوستی آٹھویں جماعت سے ہی آصف علی زرداری کے ساتھ ہو گئی تھی۔

ذوالفقار مرزا لیاقت میڈیکل کالج جامشورو میں پہنچے جہاں وہ پاکستان پیپلزپارٹی کی سندھ میں طلبہ تنظیم سندھ پیپلز سٹوڈنٹس فیڈریشن کے صدر تھے۔

وہ ذوالفقار علی بھٹو کے مقدمہ اور پھر پھانسی کے خلاف طلبہ کے احتجاج میں جامشورو سے لڑاکا کردار کے حامل رہے تھے اور انکی تلاش میں پولیس اور خفیہ فوجی ایجینسیوں نے ان کے والد جسٹس ظفر حسین مرزا کی رہائشگاہ پر چھاپے بھی مارے تھے۔

لیکن یہ ذوالفقار مرزا کی آصف علی ‍زرداری سے دوستی تھی جس کی وجہ سے انیس سو اٹھاسی کے انتخابات میں انہیں قومی اسمبلی کی نشست پر پی پی پی کا ٹکٹ دیا گیا تھا اور وہ بدین سے منتخب ہوئے۔

جب انیس سوچھیانوے میں فاروق لغاری نے پی پی پی حکومت ختم کی تو وہ زیادہ عرصہ حکومت کو مطلوب اور اپنے حلقے میں ہی سیاسی خاموشی اختیار کر کے روپوش رہے۔

دو ہزار سات میں مشرف حکومت اور آئی ایس آئی سے بینظیر بھٹو اور زرداری کے مذاکرات کے نتیجے میں سب سے پہلے ایک سمجھوتے کے تحت ٹیسٹ کیس کے طور پر ذوالفقار مرزا ہی بدین میں روپوشی ختم کر کے منظر عام پر آئے تھے۔

میرا شہر

میرا شہر
اک راکشس کے قبضے میں ہے
راکشس جو سمندر پار بیٹھا
شہر سے کھیلتا رہتا ہے
کبھی توڑتا ہے
…مروڑتا ہے
اور پھر خود ہی بیٹھ کے روتا ہے
کہ جیسے غم بھی اسی کو ہے
غصہ جب آجائے اس کو
آنکھوں سے اس کے شعلے لپکیں
اور زبا ں بن جائے
سو منہ والا سانپ
اور پاوں پہاڑ سے بھی بھاری
لحظو ں میں سب
تہس نہس کردیتا ہے
گاڑیاں، بسیں ،دوکانیں، گھر
بچے، بوڑھے، عورتیں اور مرد
سب کچھ وہ نگل لیتا ہے
اس کو بھینٹ چڑھاوا پہونچے
شہر پھر چلتا رہتا ہے

اسکی طاقت خدائی ہے
جب چاہے ذلّت دے
جب چاہے عزّت دے
جب چاہے بنادے وہ
جب چاہے مٹادے وہ
بھرا پرا شہر لحظوں میں
ویراں کردے ڈرادے وہ

ڈرے سہمے شہر کے باسی
بوڑھے بچے عورتیں اور مرد
اسی کا نام لے کر
گھر سے باہر نکلتے ہیں
اور اسی کی مہربانی سے
گھر اپنے لوٹتے ہیں

گر شہر کو چلانا ہے
پہلے سر جھکانا ہے
پھر کچھ نا کچھ چڑھانا ہے
پھر شہر بھی چلتا رہتا ہے
گر چڑھاوا آشیرواد نہیں
پھر بٹن دب جائے گا
چلتا پھرتا شہر رک جائے گا

My city
Is in the hands of a monster
A monster
That lives across the ocean
That plays with the city
Sometime breaks it
Sometime twists it
And then sits and weeps
As if he is the only in grief
When he gets angry
His eyes ooze fire
And his tongue becomes
A hundred mouthed snake
His feet heavier than the mount
In just minutes
Destroys everything
Vehicles, buses, shops, houses
Children, elders, men and women
Swallows everything
When the offering is done
Again the city runs

His power is godly
When desires, bestows honor
When desires, endows disgrace
When desires, he makes
When desires, he breaks
Could make the bustling city
Deserted and dreaded within minutes

Traumatized dwellers of the city
Elders, children, men and women
Call upon his name
Before coming out
And with his grace
Return to their homes

If want to run the city
Must bow down first
Then must offer something
Then the city runs too
If the offering isn’t accepted
The button will be pushed
The living city will be shushed
