Assessing PML-N and PPP’s response in the aftermath of the Abbottabad Operation

PML-N, PTI join JD in declaring bin Laden ‘martyr of Islam;’ JI leader says Hafiz Saeed is now leader of all religious parties

While Nawaz Sharif’s bold stance on an independent commission to investigate the circumstances in which Osama bin Laden was found in a compound in Abbottabad and also his stance on the accountability and non-political role of Pakistan army has to be appreciated, one cannot but notice the pro-establishment messages being sent out by some of his closest aides including Shahbaz Sharif, Chaudhry Nisar and Javed Hashmi.
I suggest that Nawaz Sharif and his PML-N must remain sincere to their stance on the accountability and subservience to civilian government of the military generals, and that any pro-establishment toadies within the PML-N must be made to follow the party discipline.
See, for example, the following news item which suggests that some supporters and local leaders of PML-N participated in a JuD organized pro-Osama bin Laden rally in Lahore which was also attended by other right wing parties including PTI, JI, JUI etc. It is high time that PML-N must stop running with hare and hunting with hound.
“Osama bin Ladin is a martyr”: PML(N), JI & PTI participate in JuD rally in Lahore
Lahore – The Pakistan Muslim League-Nawaz (PML-N), Pakistan Tehreek-e-Insaaf (PTI), Jamaat-e-Islami (JI) and the Jamiat Ulema-e-Islam-Fazl (JUI-F) teamed up with the outlawed Jamaatud Dawa (JuD) on Sunday to declare slain al Qaeda leader Osama Bin Laden the ‘martyr of Islam’ at the Istehkaam-e-Pakistan Caravan on The Mall.
The right-wing parties denounced the US interference in Pakistan’s affairs and held the Pakistan People’s Party (PPP)-led federal government responsible for the Abbottabad operation but avoided criticising the military and intelligence agencies’ failure. Speakers demanded canceling the strategic partnership with the US, stopping drone attacks in FATA, freeing the Shamsi Airbase from US forces, canceling visas of Americans and deporting US Ambassador to Pakistan Cameron Mentor for allegedly committing blasphemy.
JuD chief Hafiz Saeed criticised the media for not declaring Osama a martyr. He said that Americans did not have the courage to present Osama in courts. “I challenge India to come to any court, I’ll prove that India and not Hafiz Saeed is a terrorist,” the JuD chief said. Saeed remained supportive of the military leadership and put all the blame on the federal government. He threatened India with dire consequences if it carried out strikes against Pakistan. JuD leaders Hamza and Abdul Rehman condemned the Indian demand of arresting Saeed and handing him over. “India should hand over Narendra Modi, Bal Thackeray and Colonel Perwaht to Pakistan because of their involvement in the Gujrat riots and Samjhota Express incident,” Hamza said. Quoting an unnamed general, he said that a group in the armed forces is ready to fight the US if ordered.
JI leader Farid Paracha said, “Saeed is not now a leader of the JuD only but of all religious parties of Pakistan.” He demanded making military training compulsory for all citizens.
PTI leader Ijaz Chaudhry said that PTI Chairman Imran Khan has been demanding US exit from the region for years. “Until the American leave, there will be no peace in our country,” he said. The JuD called for funeral prayers in absentia for Osama in all cities of Pakistan.
PML-N Member of the National Assembly (MNA) Naseer Bhutta, contrary to his party policy, spoke in favour of the military and said that they will never let the armed forces insulted in front of anyone.

A the same time, one must not ignore or apologize for how President Zardari, Prime Minister Gilani and other leaders of the ruling PPP have offered an unconditional and shameful support to the military establishment in the aftermath of the Abbottabad Operation.
While I understand that the civilian government remains hostage to the Almighty Pakistani generals, I am unable to understand why there is not a single voice of criticism of Pakistan army even from a 2nd or 3rd tier PPP leader. See, for example, this shameless statement by Sharmila Farooqui:
Pakistan Peoples Party (PPP) Women Wing Sindh Information Secretary Sharmila Farooqui on Saturday asked the nation to support Pakistan’s Army, intelligence agencies and other defence institutions in view of prevailing situation to keep their morale high because the integrity and security of the country and its people lie in these institutions.
Reverting to the pro-establishment stance of some PML-N leaders, here is another troubling clue. Why are Ansar Abbasi and Hamid Mir, two patent friends of Pakistan’s military establishment, all praise for PML-N and Chaudhry Nisar Ali Khan? The pro-army resolution seems to be jointly drafted by the ISI and PML-N and shamelessly rubber stamped by the PPP, ANP and MQM.

سیاسی جماعتوں میں بلاشبہ پاکستان مسلم لیگ نے اس مسئلہ پر ایک واضح مؤقف اپنایا اور ایک ایسے کمیشن کے قیام کی بات کی جس کا مطالبہ آزاد میڈیا نے پہلے دن سے کرنا شروع کیا اور جس کا مقصد اس واقعہ کی ایماندارانہ انداز سے تحقیقات کرنا ہے تاکہ نہ صرف ذمہ داروں کا تعیّن کیا جا سکے بلکہ دفاعی اور انٹیلی جنس نظام میں ان خرابیوں اور خامیوں کی بھی نشاندہی کرنا ہے جس کی وجہ سے پاکستان کو ایبٹ آباد واقعہ کی وجہ سے پوری دنیا میں ہزیمت اٹھانا پڑی۔ گزشتہ جمعہ کے روز پاکستان کی پارلیمنٹ نے یک آواز ہو کر امریکا کے دو مئی کے اقدام کی پرزور مذمّت کرتے ہوئے پاک امریکا تعلقات کا ازسرنو جائزہ لینے کا مطالبہ کیا۔ متفقہ طور پر منظور کی گئی قرارداد میں پارلیمنٹ نے حق نمائندگی ادا کرتے ہوئے ڈرون حملوں کو فوری طور پر روکنے کی بات کی اور اس بات پر زور دیا کہ اگر ڈرون حملے نہیں رکتے اور اگر امریکا کی طرف سے دو مئی طرز کے واقعات کو دہرایا جاتا ہے تو پاکستان فوری طور پر افغانستان میں نیٹو فورسز کی سپلائی لائن بند کر دے۔
اس قرارداد میں ایبٹ آباد واقعہ کی تحقیقات کے لیے ایک اعلیٰ سطحی کمیشن بنانے کا بھی مطالبہ کیا گیا۔ اطلاعات کے مطابق اس قرارداد کو اس موجودہ شکل میں پاس کرانے میں قائد حزب اختلاف چوہدری نثار علی خان نے اہم کردار ادا کیا۔ وگرنہ حکومت ایک گول مول سی قرارداد لا کر پارلیمنٹ سے پاس کرانا چاہتی تھی تاکہ سب کی نوکریاں محفوظ رہیں اور امریکا بہادر بھی خوش رہے۔ پارلیمنٹ نے تو اکتوبر 2008ء میں بھی ایک متفقہ قرارداد کے ذریعے امریکی ڈرون اور امریکا نواز پالیسیوں کو ختم کرنے کی بات کی تھی مگر جمہوریت اور پارلیمنٹ کی بالادستی کی بات کرنے والے حکمران اس قرارداد پر عمل درآمد میں سب سے بڑی رکاوٹ بنے رہے۔

پارلیمنٹ کے مشترکہ اجلاس میں شریک حکومت اور اپوزیشن کے کئی ارکان نے مجھے کہا کہ 10 گھنٹے سے زیادہ دیر تک جاری رہنے والے اس اجلاس میں سب سے زیادہ خوبصورت تقریر جاوید ہاشمی کی تھی۔ جاوید ہاشمی نے عسکری قیادت سے کہا کہ تم لوگوں نے مجھے بہت مارا ہے‘ مجھے غداری کے مقدموں میں پھنسایا لیکن آج میں کوئی بدلہ نہیں لوں گا‘ پارلیمنٹ تمہاری ماں ہے‘ اس ماں کو تم سے ہر سوال پوچھنے کا حق ہے لیکن یہ ماں کسی غیر کو یہ حق نہیں دے گی کہ وہ تمہاری طرف انگلی اٹھائے۔
یہی وہ اسپرٹ ہے جس کے تحت پارلیمنٹ کا اجلاس ختم ہونے کے بعد آئی ایس آئی کے سربراہ لیفٹیننٹ جنرل احمد شجاع پاشا نے واپس جاتے ہوئے اپوزیشن لیڈر چوہدری نثار علی خان کے ساتھ ہنستے مسکراتے ہوئے معانقہ کیا۔ میں یہ بات ریکارڈ پر لانا چاہتاہوں کہ نثار صاحب کی خفیہ اداروں پر تنقید کی وجہ یہ قطعاً نہیں کہ کسی نے اُن کا کوئی ذاتی کام نہیں کیا۔ اجلاس میں یہ بات نہیں ہوئی۔ اُن کی تنقید کی وجہ صرف یہ ہے کہ ڈیڑھ سال قبل کچھ لوگوں نے اُن سے رابطہ کیا اور کہا کہ مسلم لیگ (ق) اور ایم کیو ایم کے ساتھ مل کر پیپلزپارٹی کی حکومت ختم کردیں۔ نثار صاحب کو وزارت عظمیٰ پیش کی جارہی تھی لیکن اُنہوں نے اپنے لیڈر نواز شریف کے ساتھ مشورے کے بعد اس پیش کش کو ٹھکرادیا۔ جس کے بعد پیش کش کرنے والے واپس پیپلزپارٹی کے قدموں میں جاگرے۔ نثار صاحب کو اُن کے ساتھیوں نے اس معاملے کی تفصیلات سامنے لانے سے روک رکھا ہے کیوں کہ اس وقت سی آئی اے اور آئی ایس آئی حالت جنگ میں ہیں۔ بہت مشکل سے عسکری قیادت اور پارلیمنٹ میں کئی غلط فہمیاں دور ہوئی ہیں
Apparently, three patent friends of the establishment, JUI-F, MQM and PML-N were most critical of the ISI chief in the in camera session of the parliament. Or was that an eye-wash? Was it yet another incident of a fixed match (Noora Kushti) between pro-ISI parties and the ISI?
Did General Pasha and Chaudhry Nisar exchange pleasantries in the end as they celebrated the pre-engineered “consensus resolution” which strongly condemns US violation of Pakistan’s sovereignty but remains completely silent on ISI’s Jihad Enterprise and collusion with Osama bin Laden! Of course, in the words of Danial Lakhnavi, “jahan panah, tussi great ho, tohfa qabul karo”, the script was neatly written and perfectly performed right from the beginning to the final finish!

Illusions in Punjab

On the economic and security fronts, it is safe to say, Pakistan is going through a tough time. To say that the Taliban are a threat to the country’s present and future status is oversimplifying the issue. Economically, Pakistan faces a severe deficit as the cost of the war in the country’s northwest grows and development funds get slashed.
Which is why it was rather startling to read a report that the government of Punjab province was handing over millions of rupees to madrassas run by the infamous Jamaat-ud-Dawa, Lashkar-e-Taiba’s charity wing.
India accused JuD of carrying out the attacks in Mumbai in November 2008, following which the United Nations added four LeT leaders to its consolidated list and imposed “an assets freeze, travel ban and arms embargo” on them. The Pakistani government then sealed the JuD offices as part of a series of moves to assure India that it was serious about cooperating with investigation into the Mumbai attacks. It also put JuD leader Hafiz Saeed under house arrest, a move the Lahore High Court later declared unconstitutional.
However, attempts to remove JuD from the public sphere may have just been a smokescreen. Journalists travelling to camps housing internally displaced people who had left the Swat Valley because of the army offensive against militants in 2009 discovered that the JuD was at the forefront of disbursing aid, albeit under a new name — the Falah-e-Insaniat Foundation.
While the priorities of provincial governments in fighting terrorism have often been questioned, the Punjab government has one-upped itself this time.
On June 14, Dawn reported that the provincial government of Punjab “gave more than Rs82 million to the Jamaat-ud-Dawa during the outgoing financial year, according to the budget documents for 2010-11.” Additionally, Rs79 million were given to the JuD headquarters Markaz-i-Tayyaba in Muridke, and another Rs3 million went to different schools run by the JuD in Punjab. According to the Guardian, “The provincial law minister Rana Sanaullah said the funds were for charitable purposes and would be administered by government officials. A spokesman for Jamaat-ud-Dawa said the group had not yet received any official funds.”
The links between members of the current Punjab government and banned organizations is not new. In February 2010, reports emerged that Rana Sanuallah, who is a member of the Pakistan Muslim League-Nawaz, was seen with the leader of another banned organization, the anti-Shia Sipah-e-Sahaba Pakistan, while campaigning for his party’s nominees in the by-elections.
In an email interview, analyst and op-ed columnist Cyril Almeida says, “The specifics may be in dispute, but the tolerance for JuD and Hafiz Saeed at the state level is not.”
According to Almeida, “The problem with the Punjab government goes deeper than this particular case. There is a sense that the provincial government is in denial about its Taliban problem. Whether for ideological or purely political reasons, the PML-N is considered to be ‘soft’ on militant groups.”
The Punjab government is dominated by the PML-N, a right-wing political party. Even though the PML-N are unofficially coalition partners with the ruling Pakistan People’s Party, PPP and PML-N leaders frequently trade a war of words on various issues — whether it is on the security situation or on the imposition of value added tax. And militancy in Punjab has come under the spotlight again after the two attacks on Ahmedi mosques in Lahore last month that highlighted just how fragile the security situation in the province is.
In a statement issued to the press this week, former Information Minister and PPP leader Sherry Rehman said, “The country can no longer afford this mollycoddling of terrorists, and Punjab is fast becoming a victim of its own ambiguity. There can be no military operation against terrorists in Punjab, but there must and should be a police sweep, with enough evidence to obtain convictions through our courts. Instead of building police capacity to throw such a dragnet around terrorists, who openly hold rallies in the streets of Lahore and Rawalpindi, we see money being doled out of the tax-payers pockets through the annual budgetary exercise. If this is not pampering a banned outfit, what is? We are told that the government appointed an administrator to run. If we continue on this path, the carnage we saw in various attacks on mosques, non-combatants and minorities in Lahore and other parts of Punjab will only gain strength. You cannot run a military operation in six tribal agencies and then have extremist ideologies run rampant in other areas.”
Last week, while addressing a public rally in Lahore, JuD leader Hafiz Saeed described “suicide bombings as attempts at defaming jihad, alleging that the ‘bogey of Punjabi Taliban’ had been invoked to justify an army operation in southern Punjab,” and issued a warning that “those operations could not continue for long.” But while Saeed may cry himself hoarse that the JuD is just a charity organization, the fact that his groups have been banned for having links to acts of terror cannot be denied.
The Punjabi government’s open support for JuD is mind-boggling. Poverty figures have risen in the last few years and development in the public sector is sorely needed — but surely not to an organization that has come under severe criticism by various governments and international organizations, and is run by people who have been repeatedly accused of being terrorists. Secondly, lest we forget, the sole surviving gunman in the deadly November 2008 terrorist attacks in Mumbai, Ajmal Kasab, was a Pakistani, who was allegedly trained by Lashkar-e-Taiba — a supposedly banned militant group that Saeed co-founded. Lastly, with dozens of attacks in the province in the last few years, which have claimed hundreds of lives, it is time for the Punjab government wake up and smell the coffee: ties with any organization that is linked to acts of terror cannot, and must not, be supported — or else, this war against terrorism that the state is fighting will be in vain, as will be the sacrifices of thousands of Pakistanis, who have paid with their lives.

US’ Abbottabad operation disgraced Pak honour: Shahbaz Sharif

Lahore, May 16(ANI): Pakistan Punjab Chief Minister Shahbaz Sharif has said the secret military operation conducted by the United States that killed Al-Qaeda chief Osama bin Laden in Abbottabad was a disgrace to Pakistan’s honour and pride.
“Pakistan’s sovereignty is being violated in exchange for dollars,” The New quoted Shahbaz, as saying.
US President Barack Obama had ordered a raid by a small team of US Special Forces, which found bin Laden, who had evaded capture for a decade, in a home in a fortified compound in Abbottabad.
Bin Laden, accused of being behind a number of atrocities, including the attacks on New York and Washington on 11 September 2001, was at the top of the US “most wanted” list.(ANI)

Dawa show to express solidarity with Osama

LAHORE – Thousands of activists from the component parties of newly formed anti-US alliance Difa-e-Pakistan Form, mainly Jamat-ud-Dawa people, participated in the first major show Istehqam-e-Pakistan Carvan to express anger over Abbotabad operation and press for the demand of forcing the superpower out of the country.
On the culmination of Carvan, speakers at rally demanded the government to implement the joint resolution of the Parliament in letter and spirit. They also demanded ending of strategic relations with the US, downing the drones, cutting off NATO supply line and vacating airbases from foreign elements. Difa-e-Pakistan Forum, a newly formed alliance of over a dozen religious, religio-political and opposition parties, organized the Carvan from Nasir Bagh to Masjid-e-Shuhada. On the culmination of the Carvan, the leadership of component parties addressed around five to six thousands participants, amid elaborate security arrangements. The participants were carrying flags adorned with Kalima Tayyaba and placards and banners inscribed with writings against the US and Abbotabad operation that led to the assassination of Al-Qaeda Chief Osama Bin Laden. Highly charged participants also chanted slogans against the US, India and Israel.
Addressing the participants, ameer Jamat-ud-Dawa Hafiz Muhammad Saeed warned that if the unanimous resolution was not implemented, people from across the country would come out and participates in The Mall like rallies. Terming Abbotabad operation worst terrorism and assassination of Osama Bin Laden martyrdom, he said that now there was no logic for the rulers to continue strategic relation and intelligence sharing with the US. He also urged the government to direct the forces to down drones and vacate Shamsi airbase. He warned that if India tried to carryout Abbotabad operation, she would have to face war in her every city and town. He stressed upon unity among religious and political parties to convey a strong message to the US and India. He said that there was no reason to worry about martyrdom of Osama as such incidents would further strengthen the Muslims and pave way for victory.
Dawa leader Hafiz Abdul Rehman Makki urged the rulers to revisit foreign policy, make public secrete agreements with the US and come out of the war on terror. He said that intelligence sharing with the US was a major threat to the solidarity of the country.

I don’t understand this. On one side, you all claim that Osama was a CIA agent, American creation etc etc. You also claim that Hafeez Saeed is a patriot. The Pakistani PM went on air to say that Osama was an enemy of Pakistan.

At least 4000 suspected militants gathered at a rally in the Pakistan city of Lahore on Sunday in support of Bin Laden and listened to Saeed, a prominent hard-line Islamists, CNS News reported.
Surrounded by several bearded gunmen Saeed said there was no justification for Pakistan maintaining relations with the US after what he referred to as “aggression against Pakistan”.
Saeed called for Pakistan’s civilian leaders to give the military permission to shoot down U.S. drones, and called on Muslims all over the world to “stand up against America.”
“Now is the start of a battle between Islam and infidels,” said Saeed.
US senator, John Kerry visited Pakistan on Sunday and his trip came amid growing condemnation of the US raid by Pakistan leaders, Military officials, Parliament and hardliners.
Kerry was reported as having said that the US relationship with Pakistan was at a “critical moment” because of the Killing of al-Qaeda leader Osama bin Laden.
He added that there was great concern to cut ties with that country.

A prominent hard-line group with suspected militant ties has rallied several thousand people in the Pakistani city of Lahore in support of Osama bin Laden and against the US.
Police said at least 4,000 people attended the Sunday demonstration. Protesters chanted ”Down with America” and carried a banner that said ”America is the worst enemy of humanity!”

THOUSANDS of religious activists on Sunday participated in the “Istehkam-e-Pakistan Caravan” and demanded the government cut off NATO supplies besides voicing for change in the foreign policy.
The caravan, organised by Difaa-e-Pakistan Forum, started from Nasir Bagh and concluded on The Mall near Masjid-e-Shuhada. Jamat ud Dawa Pakistan Head Hafiz Mohammed Saeed, Hafiz Abdul Rehman Makki, Qari Zawar Bahadur, Maulana Ameer Hamza, Farid Ahmed Paracha, Naseer Ahmed Bhutta, Husnain Siddiqi, Usman Shakir, Maulana Saif Ullah Qadri and others address the gathering.
Demanding implementation of the resolution passed during the recent in-camera session of Parliament, Hafiz Saeed said the rulers could never avoid the public wrath if they didn’t fulfill their commitment. He said if the military hierarchy admitted that country possessed the ability to hit drones why the political government was hesitating to issue the orders to defend the homeland. He also said the government should also get vacated its airbase from the US forces. He termed the Abbotabad incident a worst example of the US aggression. He said any negative bid against Pakistan by the US or any other anti-Islamic force would be dealt sternly and predicted that the so-called New World Order of America was would also tear into parts soon.
Coming hard on Indian government, Hafiz Muhammad Saeed said it shouldn’t be in any false perception as any kind of aggression against Pakistan would have serious repercussions for the neighbouring country. He also said that Muslims couldn’t be declared terrorists through a campaign launched in the media and asserted that the US and India were the real terrorists. Qari Zawar Bahadur said the US was not focusing on Afghanistan but was eyeing to occupy Pakistan.

بند کمرہ اجلاس میں سیاسی جماعتوں نے کیا کیا

پارلیمنٹ کے مشترکہ اجلاس میں سیاسی جماعتوں کے رویے نے کئی دہائیوں پر مبنی سیاسی جماعتوں کے نظریات اور ان کے افعال میں تضاد کے بارے میں حقائق بہت سوں کے سامنے کھول کر رکھ دیئے۔
پارلیمنٹ کے حالیہ مشترکہ اجلاس میں دو مئی کے واقعات پر بحث تو ہوئی اور ایک قراداد کے ذریعے اس کی تحقیقات کا بھی حکم جاری کر دیا گیا لیکن مبصرین کہتے ہیں کہ ساڑھے نو گھنٹے جاری رہنے والے اس اجلاس نے فوج کے بارے میں پاکستان کی سیاسی جماعتوں کے نظریات کی بظاہر قلعی کھول کر رکھ دی ہے۔
بلوچستان کے ارکان پارلیمنٹ کا رویہ۔
پاکستان میں گزشتہ کئی برس سے بلوچستان میں فوج اور اس کے خفیہ اداروں کے کردار کے بارے میں بلوچ سیاسی قیادت مختلف الزامات عائد کرتی رہی ہے اور مختلف فورمز پر فوج کے خلاف جذبات کا اظہار کیا جاتا رہا ہے۔
پارلیمنٹ کے عام اجلاس میں بعض اوقات فوج کے خلاف دھواں دار تقاریر سننے میں آتی ہیں اور مختلف سیمیناروں میں بھی یہ ارکان پارلیمنٹ فوج اور آئی ایس آئی کے بارے میں بعض اوقات نازیبا حد تک گفتگو کرتے نظر آتے ہیں۔
لیکن پارلیمنٹ کے مشترکہ اجلاس میں جب فوج اور آئی ایس آئی کو مسلم لیگ ن سے تعلق رکھنے والے ارکان سیاست میں مداخلت سے لے کر بعض دیگر معاملات میں براہ راست تنقید کا نشانہ بنا رہے تھے تو بلوچستان کے ارکان کی جانب سے خاموشی دیکھنے میں آئی۔
بلوچستان سے تعلق رکھنے والے سینیٹر میر حاصل بزنجو تصدیق کرتے ہیں کہ ان کے صوبے کے بارے میں صرف ایک سینیٹر عبدالمالک بلوچ نے چند کلمات کہے جنہیں نہ ایوان میں کسی نے سنجیدگی سے سنا اور نہ ہی آئی ایس آئی کے سربراہ نے۔
اس دوران بلوچستان کے چودہ ارکان قومی اسمبلی اور اکیس ارکان سینیٹ یا تو اونگھتے نظر آئے یا آئی ایس آئی کے سربراہ اور ان کے حق میں ہونے والی تقریروں پر ڈیسک بجاتے رہے۔
میر حاصل بزنجو نے بی بی سی کے اصرار پر اپنے صوبے کے ارکان کے اپنے مسائل بیان نہ کرنے کے اس رویے کی وضاحت کرتے ہوئے کہا کہ بلوچستان میں سیاسی صورتحال بہت عجیب ہے جس میں ارکان پارلیمنٹ کا کردار بہت محدود ہوتا جا رہا ہے۔
’بلوچستان کے ارکان سینیٹ اور قومی اسمبلی کی اکثریت ایسی ہے جو اپنی نشستیں خرید کر آئے ہیں یا پھر ان کا تعلق حکمران جماعت پاکستان پیپلز پارٹی سے ہے۔ ایسے میں وہ اپنے حقوق یا اپنے عوام پر ہونے والے مظالم کی بات کیسے کرتے‘۔
پاکستان پیپلز پارٹی اور فوج مخالف نظریات۔
پاکستان پیپلز پارٹی کے بارے میں اس کے اپنے رہنماؤں کا دعویٰ ہے کہ اس کی سیاست’انٹی اسٹیبلشمنٹ‘ ہے۔ اس کی پارٹی کے رہنما اکثر یہ کہتے بھی سنے جاتے ہیں کہ ان کے حلقے میں ان کا ووٹ بنک بھی اسی طبقے سے تعلق رکھتا ہے جو فوجی اسٹیبلشمنٹ کے خلاف جذبات رکھتا ہے۔
ایسے میں توقع کی جا رہی تھی کہ پیپلز پارٹی کے ارکان بھی اپنے دل کی بھڑاس نکالیں گے اور ملکی تاریخ میں اپنے ساتھ فوج اور اس کی ایجنسیوں کی مبینہ زیادتیوں کا کم از کم ذکر ضرور کریں گے۔
اصل میں ہوا کیا۔ پیپلز پارٹی کے بعض ارکان پارلیمنٹ تسلیم کرتے ہیں کہ آئی ایس آئی کے سربراہ کے بیان کے دوران اس کے ارکان بار بار ڈیسک بجاتے رہے۔
سید ظفر علی شاہ کا تعلق پاکستان پیپلز پارٹی سے ہے اور وہ اس کے ابتدائی ارکان میں شامل ہیں۔ ان کی توجہ جب ان کی جماعت کے اس رویے کی جانب دلوائی گئی تو انہوں نے تسلیم کیا کہ پارلیمنٹ میں ان کی جماعت خاص طور پر سندھ کے عوام اور ملک بھر میں پھیلے اپنے ووٹرز کے جذبات کی درست ترجمانی نہیں کر پائی۔ وجہ اس کی انہوں نے کچھ یوں بتائی۔
’جناب آئیڈٹیلزم (نظریات) کی سیاست ختم ہو گئی۔اب عملیت کا دور ہے۔ اب تو ترجیح یہ ہے کہ حکومت کو کیسے قائم رکھا جائے۔ میری سمجھ میں نہیں آ رہا کہ ایسا کیوں ہو رہا ہے۔ ہماری پارٹی میں یہ خرابی یا غلطی کہاں اور کیسے پیدا ہوئی۔ لیکن ایک بات ہے کہ یہ آخری موقع ہے کہ اس طرح کی سیاست چلے گی‘۔
متحدہ قومی موومنٹ کی محبت۔
جو ارکان پارلیمنٹ آئی ایس آئی کے سربراہ کی تقریر کے دوران ڈیسک بجانے میں پیش پیش رہے ان میں متحدہ قومی موومنٹ کے ارکان پارلیمنٹ بھی شامل ہیں۔ ایم کیو ایم کی فوج کے ساتھ کشیدہ تعلقات کی تاریخ کسی سے ڈھکی چھپی نہیں۔ یہ بات اب ریکارڈ پر بھی آ چکی ہے کہ متحدہ کے خلاف ایک سے زیادہ بار ہونے والی فوجی کارروائی میں اس کے ساتھ زیادتی کی گئی۔
اس کے باوجود متحدہ کا فوج کے ایک افسر کی تقریر پر بار بار ڈیسک بجانا بہت سوں کی سمجھ میں نہیں آیا۔ متحدہ کے رکن قومی اسمبلی اس کی وضاحت کرتے کہتے ہیں کہ پارلیمنٹ کا مشترکہ اجلاس ایسا فورم نہیں تھا کہ جہاں پرانے گلے شکوے کیے جاتے۔ اپنی غلطی پر شرمندگی کا اظہار کرنے والے کی حوصلہ افزائی میں ڈیسک بجانا بھی غلط نہیں ہے۔
’ہم اپنے اوپر ہونے والے برسوں پر مبنی ظلم کا تذکرہ کر سکتے تھے لیکن ہم نے جان بوجھ کر ایسا نہیں کیا۔ کیونکہ ہم وہاں پاکستان کو درپیش حالیہ چیلنج سے بچانے کے لیے گئے تھے۔ پاکستان سے ہماری محبت غیر مشروط ہے۔ اگر ہم نے ماضی میں تکلیفیں برداشت کی ہیں اور کر رہے ہیں، تو یہ پاکستان کی محبت پر قربان کی جا سکتی ہیں‘۔
نواز لیگ، مارشل لا کی پیدوار؟
پاکستان کی مسلح افواج اور آئی ایس آئی کے حق میں بننے والی اس فضا کو خراب اس جماعت نے کیا جسے اس کے مخالفین مارشل کا لگایا ہوا پودا قرار دیتے ہیں۔
پاکستان مسلم لیگ ن کے ارکان پارلیمنٹ نے آئی ایس آئی کے سربراہ کو جس طرح آڑے ہاتھوں لیا اس کی وجہ تو سمجھ میں آتی ہے کہ یہ جماعت فوج کے ہاتھوں بارہ سال پہلے حکومت کھو چکنے کے باعث کسی حد تک تازہ زخم خوردہ ہے۔
لیکن اس کے ارکان نے فوج اور آئی ایس آئی کے سربراہان کے سامنے جو رویہ اختیار کیا اس کی توقع شاید اس جماعت کو خود بھی نہیں تھی۔
مثلاً سینیٹر پرویز رشید کا آئی ایس آئی کے سربراہ کو مخاطب کر کے یہ جملہ کہنا کہ ’ہم یہاں سیاسی تقریر یا ڈانٹ سننے نہیں آئے۔ ہمارے سوالوں کا جواب دیا جائے‘۔ سینیٹر مشاہد اللہ خان کا ریمنڈ ڈیوس کی رہائی سے متعلق پوچھے گئے اپنے سوال کا جواب نہ ملنے پر آئی ایس آئی کے سربراہ کی تقریر میں بار بار مداخلت کرنا اور اپنا جواب لیے بغیر ٹلنے سے انکار کرنا۔ چوہدری نثار علی خان کا کہنا کہ ’اگر آپ کی ایجنسیاں سیاستدانوں کا پیچھا کرنے کے بجائے اپنے اصل کام پر توجہ دیتیں تو یہ دن نہ دیکھنا پڑتا‘۔
پارلیمنٹ کے مشترکہ اجلاس میں یہ ایسی صورتحال تھی جس نے دہائیوں پر مبنی سیاسی جماعتوں کے نظریات اور ان کے افعال میں تضاد کے بارے میں حقائق بہت سوں کے سامنے کھول کر رکھ دیئے۔

One thing is clear, that before winning the war on terror in the battlefield, we will have to win it in the hearts and minds of the people. The US bashing will have to stop and people should be made to realize, who their real enemy is.
A request to Zardari and Nawaz Sharif:
Out of the gloom, however, there comes a faint ray of hope: Mr Nawaz Sharif’s clear and unambiguous stand against GHQ and its intelligence agencies playing a policymaking part in the political life and the foreign relations of our country. And for the defence and intelligence budgets to be presented in full before parliament.
In the end, let me once again beseech President Zardari and Mr Sharif: only you two can ensure the supremacy of parliament and therefore of an elected government, gentlemen. The lotas of the PML-Q and its several parts are unreliable and when push comes to shove will always scurry into the warm (and gainful) embrace of the Deep State.

Sharmila seeks support for Army
KARACHI: Pakistan Peoples Party (PPP) Women Wing Sindh Information Secretary Sharmila Farooqui on Saturday asked the nation to support Pakistan’s Army, intelligence agencies and other defence institutions in view of prevailing situation to keep their morale high because the integrity and security of the country and its people lie in these institutions.
“Some vested interests are trying to defame our armed forces and intelligence agencies in a bid to gain their nefarious designs but the nation and political forces of the country will not let them to do so. The people of the country know very well that our defense institutions are capable to meet any eventuality and save the country and the nation,” she said in a statement.
Farooqui said that Pakistan’s Army and other top defence institutions were fully capable to protect its national interests and make efforts for peace at international level. Pakistan is a peace-loving country and it wants peace in every part of the world, she said.
She said that President Asif Ali Zardari was taking all coalition partners on board to resolve national as well as international issues amicably, and he was also taking opposition parties into confidence in this regard. The PPP government wanted to take along all political, social, religious and democratic forces to restore peace and strengthen democracy in the country.
Farooqui said the government was pursuing the politics of reconciliation and was striving hard to bolster the democratic culture in the country.
Farooqui also hailed the President for visiting Russia as a goodwill gesture and said that the visit would open new avenues of socio-economic development. pr
