The article is biased,is PPP has any role in killing of 97 innocent and poor people? All fingers are pointing towards MQM,in sindh peace is not possible till Karachi is not cleaned from arms,and this operation shall be done strictly not taking interest of any political party,and all people who are involved in Bhata khoree,land grabbing,killing of innocent peoples and looting and damaging public property shall be arrested immediately with out caring for any party,than we can expect some peace at Karachi,otherwise innocent people will be killed as usual.
I dont agree the Army operations, as Army has not the skills to deal with the civilian issues, and most of the times innocent peoples have to suffer. As MQM has the administrative hold in the city, they share the big responsibility.
MQM don’t have nay administrative control on Karachi.
Police Rangers agencies are all under PPP, quietly PPP is playing a game of divide and rule, PPP introduced Quota System that has divided sindh into 2 (urban and Rural), then PPP introduced Sindhi Language bill strongly opposed by Urdu Speaks and led to ethnic riots between Sindhis and Urdu Speaks.
Still PPP is playing a silent rule, PPP sindh Interior Minister said No Talibans and NO Talibanization in Karachi whereas PPP Federal Interior Minister said YES to Talbanization of Karachi.
PPP is not doing anything, when riots and killing starts in karachi Police and Rangers vanished from the scenes, the one who ordered them to get out from the crime scenes is actually the people behind all this mess.
MQM MPA shot dead in broad day light in karachi and PPP don’t even care, only 2 people from PPP attend the funeral one is PPP karachi president and other non elected person, not a single MPA or MNA or leader of PP attend funeral of an MPA.
this shows the PPP attitude towards MQM.
PPP and ANP both dreaming to kick MQM out from Karachi assemblies and that is the real game.
Pukhtun areas are Heaven of Talibans and Al Qaeda, World Media , Pakistani Media crying hard but no initiative from PPP government, they are with ANP involved in land grabbing and arranging the mass migration of people to Karachi to change the existing demography of Karachi.

PPP always gives karachi blood bath when ever they comes into power whether its 1973,1988 or 1993 and still they are doing the same.
Talibans are on Pashtuns side is the most absurd thing one can imagine, as the active elements of Taliban in Karachi mostly belong to Punjabi and Sirakis, offices of all the Jihadi outfits, thdir recruitment centres along with SSP are in Urdu speaking areas or commercial areas not Pashtun dominate…

There has been a very dirty game has been played in Karachi, to keep the people busy in balming each other and stop the economic and cultural progress. For me it is not easy to say who is getting most of the benefit but the whole Pakistan is losing because Karchi is economic hub of the country.

LONDON: MQM Founder and Leader Altaf Hussain expressed his sadness upon British Prime Minister David Cameron’s remarks that Pakistan condones terrorism.
He also asked the President Asif Ali Zardari to review his decision to visit Britain that would reflect the sentiments of the whole nation.
He said that Pakistan is being blamed from all quarters. A few days ago a US website published numerous facts about Afghanistan War where allegations were made against Pakistan. Later on US Admiral Mike Mullen and other US leader targeted Pakistani agencies and now British P.M. has also blamed Pakistan while on his visit to India, he added.
He underlined the entire nation is deeply concerned by such allegations. He pointed out that Pakistan is engaged in War against terrorism. In the last few years the country’s armed forces, Para-military forces, ISI and other law enforcement agencies have lost thousands of their young men and thousands of Pakistani citizens have been victims of terror attacks. Despite all those sacrifices, to blame Pakistan of terrorism is not only unfair but also very distressing.
He went on to say that Britain and Pakistan has had cordial relations for many years, it would be in the interest of mutual harmony and better understanding for the future that the British PM refrains from making such statements so that there is no irritation between two countries.
MQM leader Altaf Hussain said that British PM David Cameron’s statement alleging Pakistan of exporting terrorism is lamentable. He said that President Zardari while following the feelings of nation should review his UK visit. In a statement issued from London, he said that Pakistan is being targeted and blamed from all sides. He said that WikiLeaks, Mullen, and now Cameron blamed Pakistan.
he said that Pakistani forces and people rendered great sacrifices in war on terror but after such sacrifices, allegations on Pakistan are unfortunate. He urged the British Pm to avoid issuing such hostile statements.
الطاف حسین اور ایم کیو ایم کے دیگر رہنماؤں کو ستائس ستائس سال قید کی سزا کا حکم دیا تھا
سپریم کورٹ کراچی رجسٹری نے سولہ سال پرانے مشہور میجر کلیم اغواء کیس میں ایم کیو ایم کے قائد الطاف حسین اور ان کی جماعت کے اٹھارہ اہم رہنماؤں کو بری کیے جانے کے خلاف حکومت سندھ کی اپیل، خود حکومت کی درخواست پر خارج کردی ہے۔ جب کہ واقعے کے مدعی میجر کلیم اللہ کی جانب سے اسی سلسلے میں داخل کردہ ایک اور اپیل عدم پیروی پر مسترد کر دی ہے۔
میجر کلیم اللہ کو جو اب لیفٹیننٹ کرنل کے عہدے پر فائز ہیں، 20 جون 1991ء کو نواز شریف کے دور حکومت میں کراچی کے علاقے لانڈھی میں اغواء کر کے تشدد کا نشانہ بنایا گیا تھا جس کا الزام انہوں نے متحدہ قومی موومنٹ جو اس وقت مہاجر قومی موومنٹ تھی اس کے قائد الطاف حسین، جنرل سیکریٹری ڈاکٹر عمران فاروق اور سلیم شہزاد سمیت انیس رہنماؤں پر عائد کیا تھا۔
لانڈھی تھانے میں درج کرائی گئی ایف آئی آر میں انہوں نے الزام لگایا تھا کہ ایم کیو ایم کے ان رہنماؤں نے انہیں تین فوجی اہلکاروں سمیت اغواء کرلیا اور علاقے میں واقع وائٹ ہاؤس نامی مکان میں لے جاکر سخت تشدد کا نشانہ بنایا اور سات گھنٹے حبس بے جا میں رکھا۔ جس کے بعد پولیس نے علاقے میں پہنچ کر انہیں بازیاب کرایا۔
انسداد دہشت گردی کی خصوصی عدالت کے جج سید غضنفر علی شاہ نے 9 جون 1993ء کو مقدمے کے تین گرفتار ملزمان اشفاق چیف، جاوید کاظمی اور حاجی جلال کو 30، 30 سال قید اور بھاری جرمانے کی سزا سنائی تھی جبکہ الطاف حسین، عمران فاروق، سلیم شہزاد، سابق صوبائی وزیر ڈاکٹر صفدر باقری اور دیگر کو ان کی غیرموجودگی میں اشتہاری مجرم قرار دیتے ہوئے ستائس ستائس سال قید کی سزا کا حکم دیا تھا۔ اس وقت الطاف حسین لندن جا چکے تھے۔
ایم کیو ایم پر آپریشن کا محرک
میجر کلیم کیس کو ایم کیو ایم کے خلاف جون انیس سو بانوے میں نواز شریف کے دور حکومت میں شروع ہونے والے فوجی آپریشن کا اہم محرک سمجھا جاتا تھا
ملزمان نے اس سزا کے خلاف سندھ ہائی کورٹ میں اپیل داخل کی تھی جس پر کارروائی کرتے ہوئے 6 فروری 1998ء کو جسٹس ناظم حسین صدیقی اور جسٹس عبدالحمید ڈوگر پر مشتمل ڈویژن بینچ نے سزا کو کالعدم قرار دیکر تمام ملزمان کر بری کردیا تھا۔ اس وقت بھی ملک میں نواز شریف برسراقتدار تھے۔
حکومت سندھ اور خود مقدمے کے مدعی لیفٹیننٹ کرنل کلیم اللہ نے عدالت کے اس حکم کے خلاف سپریم کورٹ کراچی رجسٹری میں اپیلیں داخل کی تھیں۔ پیر کو سپریم کورٹ کے جسٹس محمد نواز عباسی، جسٹس حامد علی مرزا اور جسٹس غلام ربانی پر مشتمل سہ رکنی بینچ نے اپیلوں کی سماعت کی تو لیفٹیننٹ کرنل کلیم اللہ پیش نہیں ہوئے۔ عدالت نے پیروی نہ کرنے پر ان کی اپیل مسترد کردی۔ اسی نوعیت کی حکومت سندھ کی اپیل پر انچارج ایڈووکیٹ جنرل مسعود اے نورانی اور ایڈیشنل ایڈووکیٹ جنرل قاضی خالد پیش ہوئے۔ انہوں نے عدالت کو بتایا کہ حکومت الطاف حسین اور دیگر کی مقدمے سے بریت کے خلاف اپنی اپیل واپس لینا چاہتی ہے جس پر عدالت نے سرکار کی اپیل خارج کردی۔
واضح رہے کہ میجر کلیم کیس کو ایم کیو ایم کے خلاف جون انیس سو بانوے میں نواز شریف کے دور حکومت میں شروع ہونے والے فوجی آپریشن کا اہم محرک سمجھا جاتا تھا جسے خود ایم کیو ایم اپنے خلاف ہونے والا بدترین آپریشن کہتی رہی ہے۔
الطاف حسین نے کارکنوں سے اپیل کی ہے کہ وہ تحریک کے مشن کو جاری رکھیں
متحدہ قومی موومنٹ کے قائد الطاف حسین نے اپنے ایک بیان میں جماعت کی قیادت سے علیحدگی کا تاثر دیا ہے۔
ایم کیو ایم کے بین الاقوامی سیکریٹریٹ سے جاری ہونے والے ایک بیان میں الطاف حسین کا کہنا ہے کہ ان کی علیحدگی کی ایک وجہ تنظیم کے ذمہ داران کا ’جاگیرانہ اور وڈیرانہ‘ طرزِ عمل اختیار کرنا ہے۔
الطاف کی ناراضگی، فاروق ستار کا انٹرویو
انہوں نے صحت کی خرابی کو بھی قیادت سے علیحدہ ہونے کی وجہ قرار دیا ہے۔ ان کا کہنا ہے کہ’ تیس سالہ جدوجہد کے بعد اب میری صحت اس بات کی اجازت نہیں دیتی کہ میں قیادت کا بوجھ سنبھال سکوں‘۔
بیان میں کہا گیا ہے کہ ایم کیو ایم کے ذمہ داران کی ایک بڑی تعداد تحریک کے اندازِ فکر و عمل کو تبدیل کر چکی ہے اور یہ لوگ اپنے آپ کو تنظیم کے نظم و ضبط اور ’قائد کی ہدایات‘ سے بری الذمہ سمجھنے لگے ہیں۔
الطاف حسین نے اپنے بیان میں تنظیم کے عہدیداروں اور کارکنوں میں موجود فرق پر بھی دکھ کا اظہار کیا ہے اور کارکنوں سے اپیل کی ہے کہ وہ تحریک کے مشن کو جاری رکھیں۔
ایم کیو ایم کے ڈپٹی کنوینر فاروق ستار نے بی بی سی کو بتایا ہے کہ الطاف حسین کا یہ بیان پارٹی کارکنان اور عہدے داروں کے لیے ایک انتباہ ہے۔
انکا کہنا تھا: ’انہوں نے یہ تاثر دیا ہے کہ اگر پارٹی کے ارکان اسی طرح کوتاہیاں کرتے رہے اور انہیں صدمے ملتے رہے تو انکے پاس اس کے علاوہ اور کوئی چارہ نہیں کہ وہ اپنی ذمہ داریوں سے الگ ہوجائیں۔‘
ایک سوال کے جواب میں فاروق ستار نے کہا کہ پارٹی میں اختلافات نہیں ہیں لیکن الطاف حسین اس بات سے مایوس ضرور ہیں کہ ذمہ دار لوگ اپنا کام صحیح سے انجام نہیں دے رہے ہیں۔
فاروق ستار نے کہا کہ الطاف حسین سے اس کے متعلق جلد ہی صلاح و مشورہ کیاجائےگا کہ ایسے کار کنان کے ساتھ کیا سلوک کیا جائے۔ ان کا کہنا تھا کہ ایسے لوگوں کو یا تو سبکدوش کر دیا جائے یا پھر معطل کیا جائے۔

الطاف حسین کا کہنا ہے کہ وہ لندن میں اس لیے رہتے ہیں کیونکہ انہیں خدشہ ہے کہ اگر وہ پاکستان جائیں گے تو انہیں قتل کر دیا جائے۔

حزبِ اختلاف کی جماعتوں کا الزام ہے کہ پارٹی نے اپنے حامیوں سے اپیل کی تھی کہ وہ پاکستان کے چیف جسٹس افتخار محمد چودھری کو معطل کرنے کے صدر مشرف کے فیصلے کے دفاع کے لیے سڑکوں پر نکل پڑیں۔
ایم کیو ایم پاکستانی پارلیمان میں صدر مشرف کے حامیوں کی اتحادی ہے۔ حزبِ اختلاف کا الزام ہے کہ اتوار کو جب چیف جسٹس کراچی آئے تو ایم کیو ایم کے حامیوں نے انہیں ائر پورٹ سے نکلنے نہیں دیا۔

انہوں نے کہا کہ کراچی کی ہلاکتوں کے لیے ذمہ دار پی پی پی، عوامی نیشنل پارٹی اور اسلامی جماعتوں کا اتحاد ہے جو چیف جسٹس کے مسئلے کو سیاسی رنگ دینا چاہتے تھے۔
یہ پوچھے جانے پر کہ کیا الطاف حسین کھی واپس پاکستان جائیں گے انہوں نے کہا کہ سکیورٹی فورسز الطاف حسین کومسلسل خبردار کرتی رہتی ہیں کہ اگر وہ پاکستان گئے تو ان کی جان کو ملاؤں اور جہاد کے حامیوں سے خطرہ ہوگا۔
انہوں نے مزید کہا کہ اگر پاکستان کے وزیر اعظم اور صدر پر جان لیوا حملے ہو سکتے ہیں تو ’میرے خیال میں الطاف حسین کا پاکستان جانا ٹھیک نہیں ہے۔‘

KARACHI, Jan 3: As the setting sun of Dec 27 saw Pakistan’s popular political leader lie dead in the Rawalpindi General Hospital, Karachi streets witnessed quick disappearance of Rangers and police, leaving the people rushing home in panic from their workplaces at the mercy of robbers, plunderers and arsonists.
Disappearance of police and Rangers from streets and roads after devastating bomb blasts and target killings in Karachi has become a routine feature during the last few years. Motorists, shopkeepers, petrol pumps and the public on roads become easy target of armed assailants, who come from nowhere and disappear after completing their mission.
The year 2007 has left behind a trail of blood, looting and arson as unprotected people in Karachi and elsewhere in the province were deprived of their belongings and subjected to all sorts of vandalism from the evening of Dec 27 to Dec 31. More than three dozen people were killed and many others wounded. Though the loss of property is still being assessed, a rough estimate puts it at something between Rs60 billion and Rs80 billion.
All this loss of life and property has been suffered by the poor province of Sindh, which has spent as much as Rs90 billion on police and Rs15 billion on Rangers in the last 16 years. The bulk of this amount went to salaries and perks. A substantial amount has been spent on the purchase of vehicles but very little on upgrading skills and competence of the law enforcers.
‘’Police and Rangers are not motivated enough,’’ a teacher of a local law college said, pointing out that our law enforcers were ruthless when it came to dealing with unarmed trade union activists and civil society members, but they could not face armed miscreants to protect citizens. On all crucial occasions, police and Rangers have abandoned the citizens.
What were police and Rangers doing during the four days from Dec 27 to 31? This is the question being asked commonly. Neither is any assembly in place nor the senate is being convened where an answer or explanation could be sought. The caretaker ministers are not obliged to give answers to the people many of whom were target of highhandedness. Many people were pulled out of their cars, robbed of their cellphones and cash and their cars were set on fire. Food warehouses were looted, shops were plundered and set on fire. Trailers on the highways were emptied of their cargoes and burnt down.
Since 1991, Rangers have been a regular part of the law enforcing outfit in Sindh. Every year in July, the Sindh government makes a formal request to the federal interior ministry for one-year extension in their deployment in the province and Islamabad readily obliges. Since 1991, the crime graph in the province has maintained an upward trend. In fact crimes have been more heinous than before. There were bank robberies and target killings during the ‘80s. In the ‘90s, there were bomb blasts at places of worship and after the year 2000 suicide bombings have become frequent.
A top bureaucrat, who is now abroad but previously served Sindh as home and finance secretaries, recalls the year 1983 when the province came in the severe grip of lawlessness and there were frequent incidents of ethnic and sectarian violence. It was then that people in rural areas had put up resistance against the military dictatorship and were brutally suppressed. Since then the army was called out and paramilitary forces were deployed. It was also during those years that private security forces were set up that drew their personnel mostly from retired army men.
But in 1991, the Rangers were deployed and since then every year in July there is a ritual of making a formal request to Islamabad. It happened even in the year 2003 when the Muttahida Qaumi Movement joined the Sindh coalition government as its major partner.
During the 1980s and the 1990s, police and Rangers reportedly targeted MQM cadres. In 1998, the MQM set up a protest camp against Rangers and police in front of the Karachi Press Club. Police also sponsored some people to set up a counter protest camp opposite the MQM. But to everyone’s relief nothing untoward happened despite tension.
In 2003, the MQM controlled the Sindh home department and approached the federal interior ministry through the chief minister for a one-year extension in Rangers’ deployment. It was a very uncomfortable situation for all those involved in this ritual — the MQM, the interior ministry and the Rangers. But as it was, Rangers served the MQM well and demolished the rival MQM faction’s headquarters in Landhi. After 2003, the MQM leaders are full of praise for Rangers.
An official document of the Sindh government shows that over Rs4 billion was spent on Rangers and the Frontier Constabulary during 1991-92 to 1998-99. Since then the expenditure has gone up manifold because of the rise in wages, fuel prices and the impact of inflation.
After their induction, Rangers were given control of the lucrative fishing lakes and seashores in Sindh. The fishing licences were auctioned to the highest bidders, depriving the fishermen of their living. They were made to quit after much protest recently. Rangers also supply water in Karachi through tankers. They have opened a general store in the city.
A Rangers spokesman was contacted but he was unavailable for comment.

Talking to media persons, MQM leader Farooq Sattar said that incidents of Karachi were neither ethnic nor political. He demanded that people involved in acts of target killings should be captured. The final go-ahead of even this first step has been left to Altaf Hussain as very diplomatically, during the heat of nasty exchanges of vitriolic between Sindhi PPP and second tier MQM leaders, it has been said that MQM’s parliamentary party has asked for permission from Altaf Bhai to sit in the opposition. The next stage would be to pull out of the Sindh cabinet, although the MQM knows that the PPP on its own has a simple majority in the Sindh Assembly and would not be in danger of falling as such. But if the MQM walks out, the rural-urban divide will become a major issue and given the temperature, Karachi and Hyderabad could return to the days of endless turmoil, body bag killings, looting and chaos. But the domino effect of the MQM pulling of the coalition with the PPP will be massive, the London Secretariat of the MQM believes. FATA MPs, who have acquired a critical role in the number game, have already shown in the recent past that they could part ways with the PPP, given their own grievances and the wishes of the quarters, which normally have a decisive say in their major political decisions. Mustufa Kamal is seen by Altaf Hussain as his party’s poster boy and the MQM chief promises to produce one Mustufa Kamal for every big city of Pakistan, should the MQM ever get a chance to do so.
There is an underlying feeling in some MQM circles that the superior judiciary, especially the current Supreme Court, may still have some lingering anger about the role of the MQM on May 12, 2007 when Justice Iftikhar Chaudhry was not allowed to enter Karachi. But another view is that the party may have washed its negative image when it stood up against the NRO and practically blocked it from being moved in parliament, a decision which paved the way for the Supreme Court to strike the law as void ab initio. The MQM’s bold stand that it was not afraid of reopening of any or all of its cases in courts and the underlying confidence in the judiciary may have also restored some comfort level between the party and the judges. All in all the MQM is not much worried about the developing situation in Karachi, specially in the aftermath of the Ashura bombing and the calculated loot and plunder supported by elements in the administration. The leaders are confident of the way things are moving, no matter how shrewdly PPP plays the good-cop, bad-cop game. The MQM leadership is going along, fighting its way where needed and playing soft when required. It appears the future is clear in their eyes and they seem to know the roadmap but they are proceeding with caution, but with confidence. KARACHI: What is going on in Karachi’s No-Go Areas is a mystery known only to the secret agencies of General Pervez Musharraf. Apparently the Army is trying to appease Altaf Hussain’s MQM by hitting out at the MQM Haqiqi Group but in reality the agencies do not want to hurt their own creation. This has led to a stand off between the new Government of Mir Zafrullah Khan Jamali and Altaf Bhai who withdrew his candidate for a cabinet seat at the last minute. Attacks on Dr. Farooq Sattar while taking over an office in the No Go Area of Landhi further compounded the situation for the administration. What has been going on is like a scene of a suspense thriller. After the vociferous demands of MQM Chief Altaf Hussain regarding elimination of these NGAs, President Musharraf gave a statement in favor of MQM and reportedly ordered abolition of all these areas.
But subsequent statements of his Interior Minister Moinuddin Haider and Information Minister Nisar Memon indicated that Pakistani agencies were still divided over the issue. Both these ministers said there were no NGAs in Karachi and it was a dispute between the two groups of MQM. Their statements gave the first clue that the most powerful agencies of the government were not in favour of abolishing the NGAs. On November 18 Altaf Bhai decided to support the PML(Q) on the assurance that the government would abolish the NGAs. Next day government started the crackdown on the Haqiqi group. Its sector and unit offices were sealed and its leaders including Afaq Ahmed and Amir Khan were besieged in the party head office Baitul Humza. But Altaf Bhai got alerted when both Afaq, Amir and other leaders managed to escape, despite the heavy presence of the Rangers and police. They even held a telephonic press conference. On Nov 20 the activists of Mutahida reached Landhi along with Dr. Farooq Sattar, Nasreen Jalil, Abdul Qadir Lakhani and other leaders of the party and tried to take over the head office of the Haqiqi. They were attacked and the female activists of Haqiqi manhandled Nasreen Jalil. Altaf Bhai’s men managed to occupy only three units of Landhi and six others stayed under the control of Haqiqi who were heavily armed despite the presence of police and law enforcement agencies.
If one compares this operation with that launched against the Altaf Group on June19, 1992, it was clear that the agencies did not want to eliminate the Haqiqi Group. In 1992 when the operation against the Altaf Group started, activists of Haqiqi came along with Pakistan Army and the troops not only allowed Haqiqi activists to torture activists of Altaf Group but some of them were killed right in front of these troops. Those killed included the brother of Haroon Siddiqi, a former Altaf Group MPA who was shot in Unit 83. The army arrested every one. But in the current operation the attitude of the police and Rangers was totally different. When the Rangers besieged Baitul Hamza, Afaq Ahmed and other leaders of the party were inside it. The Rangers did not allow police to get near the Head office of the Haqiqi, thus deliberately delaying the arrest of Afaq. Haqiqi leaders claimed that 300 of its workers had been arrested but not a single prominent leader was named. Most of those arrested were youngsters and students of Matric or 9th class. The Haqiqi Group had close relations with the agencies and an army picket had been established near their head office for a long time, manned by the Rangers. That is why the Rangers were reluctant to arrest leaders of the Group.
Most of the activists of Haqiqi were armed and present at Landhi No 6, 5,3,4 and 5.5 locations but the police did not try to disarm them. The activists of the Mutahida were also armed but not as heavily as that of Haqiqi. They were present at Babar markets and two other units in Landhi. In Malir, Shah Faisal, Lines Area and Liaqautabad the Haqiqi workers were heavily armed and Mutahida was to face a stiff resistance if they tried to penetrate. Police and Rangers were simply watching as silent spectators and doing nothing to disarm the group. Basically the agencies wanted to convey a message to the government that if these areas were opened to Mutahida there would be serious bloodshed and on this pretext they might discontinue the operation against the NGAs. On Nov 22 an activist of the Haqiqi was fired upon in 2 B Sector of Landhi. He died on the same day. Following his death tension gripped Landhi and the office of Mutahida at Korangi No1 was attacked leaving four people injured. This happened in the heavy presence of the Rangers and police.
On Nov 22 female activists of the Haqiqi demonstrated in front of the Governor House in Karachi. They were armed with sticks and injured some police officials and tried to capture an armored carrier vehicle of the police. They remained there for over 100 minutes shouting slogans against the government. Interestingly the police did not turn violent giving yet another signal that the operation against Haqiqi was not going to be severe. On Nov 21 an evening Urdu newspaper in Karachi published a report quoting the agencies in which they feared that a bloodbath may occur as both groups of the MQM were amassing weapons and trying to prepare for pitched battles against each other. The same newspaper published a report about the formation of Mohajir National Front, to be led by ousted Secretary General Dr. Imran Farooq. This was interpreted as a psychological tactic of the agencies. It seems that they want to divide the Altaf Group into as many groups as possible, like the Jeay Sindh.
There are also conflicting views about the crackdown. Some people think that the government wanted the support of Altaf Group for Mr. Jamali and now that he has got through the new regime may not honor the secret deal reached between the establishment and Altaf Bhai. Haqiqi chief Afaq Ahmed’s statement also bolstered this view as he said after the election of the PM, the situation would change. Another view is that the agencies would keep both the groups in the NGAs so that the presence of Rangers and interference of the federal government agencies could be justified. Analysts believe if the government would use the Haqiqi against the Mutahida, Altaf Bhai will not completely cooperate with the PML(Q), thus threatening to bring down Mr. Jamali. Others believe the MQM wants the chief ministership of the Sindh and it seems firm in doing so.

Mr Haider recently praised Altaf Hussain as a “very responsible leader” and the sudden attention being paid to the “No Go Areas” (NGAs) in Karachi has given rise to serious speculation that MQM was asking for its pound of flesh before it could consider any concession to the Musharraf regime.
Analysts understand why General Musharraf did not say any thing about the NGAs earlier during the three years of his rule. He was in the army when his fellow generals decided to form the rival group of the MQM and fully supported them. Late COAS General Asif Nawaz had even publicly stated that if there could be 11 Muslim Leagues, why could not there be two MQMs. On 19 June 1992 the army brought the Haqiqi group to the urban areas of Karachi. Many MPAs and MNAs of the Altaf group were forced to change their loyalty and all this happened at a time when the army was present in the city and a crackdown against Altaf group was going on. It means that Musharraf must have been aware of the fact that there were certain NGAs but he did nothing about them. Even during the recent elections these areas were not abolished and Mutahida was denied entry into these areas. So, what has prompted Gen. Musharraf to give a statement in favor of MQM now. Some believe a secret deal has been struck.
Analysts also believe that the MQM may again be used against the PPP if it comes into power. As the influence of the party has been reduced in many parts of Karachi, it is essential that Altaf Hussain’s group is provided a launching base for any powerful agitation against the government. According to another view point, MQM might be inducted into the new Sindh administration and for that it would have demanded entry into these NGAs. Others say the former members of the MQM Coordination Committee did not effectively raise the issue of NGAs which made Mr Altaf Hussain very angry. They mainly focused on ministries and privileges which annoyed Mr Hussain who dissolved the Committee. Yet another view is that Mr Hussain was exasperated over the defeat of the MQM in some areas and thought that he was not given accurate reports regarding the party position of those areas. MQM also no longer raises any popular slogan. It has already used the slogan of a separate province and provincial autonomy which became quite unpopular.
Thus the NGAs are being used as a new slogan, according to this school of thought. Activists of the party were dejected when the party lost seats of national and provincial assemblies from Landhi and it is said that many workers of the party were now sure that Haqiqi could never be expelled from these NGAs so this issue had to be raised to enhance their morale and keep them involved. It is thought the workers of the NGAs are more active in the party than those of other areas and that is why it was important to demand MQM’s entry. Another analysis suggests that the threat to the establishment regarding the abolition of NGAs has been given to divert the attention of the party workers from the internal contradictions and differences of the party because on this issue the workers are more emotional than on any other issue. It is interesting to note that in past MQM has been a part of the government but it did not raise the issue of NGAs as vehemently as it is doing now.
If after Ramadan the NGAs were not abolished then it would be clear that the slogan of its abolishment was raised to divert the attention of the people from the internal contradictions of the party. Mr Hussain has said that his party would abolish the NGAs itself if the establishment did not do so. This indicates that there could be bloodshed in the city and taking this as an excuse the establishment might resort to impose Governor’s Rule in the province where PPP would be in power. It may be mentioned that the first government of Benazir was destabilized by MQM following the operation of the Pakka Qila in Hyderabad. When the second Benazir government dissolved, she was blamed for extra judicial killings, though Nasirullah Babar, the incharge of the crackdown on MQM, had admitted that MI and other agencies helped him conduct the operation. So it is clear that with whose consent the extra judicial killings were carried out. But these killings were cited as one of the reasons for the dissolution of her government. If the MQM really tries to get the NGAs vacated, it may be a difficult task because most of the die-hard MQM activists had either been killed in fake police encounters or jailed. In the last five years the party has also expelled many militants like Kala Shafiq of New Karachi and many others besides suspending workers like Javed Shahpuri of the Liaquatabad. This, however does not mean that the MQM has no die hard activists. There are still many who are ready to obey Altaf Bhai. If the party tries to enter those areas, there will be great bloodshed which might pave the way for the army government to impose extra constitutional rule on the province or even the country on the one hand and start a crackdown against the party on the other.
Altaf Hussain‘s warning to those who were trying to create the forward block in the MQM indicates that there are severe differences within the party and the decision to dissolve the coordination committee has been delayed to see that how many people go with Dr. Imran Farooq. This is also an attempt to stop them from doing so. The dilemma is how to abolish the NGAs as they are protected by the agencies themselves. In the past all attempts to do so have failed. During Liaquat Jatoi’s government the activists of the MQM tried to enter these areas but they were resisted by the rival group while Police and Rangers remained either neutral or supported the rival Haqiqi group. The agencies do not want to abolish the NGAs because they are afraid that if the city is given back to MQM, they will go beyond the control of the agencies. These agencies may also try to play games with the MQM. They may ask Mutahida to let Haqiqi work in other parts of Karachi which would be impossible for MQM to accept. It is believed that during the recent elections this offer was made by the Haqiqi and the government which was turned down by Mutahida
Altaf Hussain has also asked the members of the Coordination Committee to sit at the Khurshid Memorial Hall (named after Mr Hussain’s mother) during his speech. It is thought that this announcement was made so that the loyal workers of Mr Hussain could keep an eye on the activities of his members. The hall has big rooms and is dominated by the APMSO and Labour division of the party who are very loyal to party chief. Altaf’s control on the party is still very firm and sources said that party activists were of the opinion that no body could take the place of the party chief. Earlier Dr Imran Farooq was in direct contact with the sector in charges but now they are all in direct contact with the party chief or his loyalists.

KARACHI, March 9: He is the most high profile Parliamentarian of Altaf Hussain’s Muttahida Qaumi Movement (MQM) and is also projecting himself as Altaf Bhai’s successor, should something happen to the MQM leader in London. He is the blue-eyed boy of General Pervez Musharraf as the General telephones him after hearing his dramatic preachings on the TV. He is the most versatile preacher of Islamic values and morals on home TV screens round the clock. He is a prolific speaker and a successful fund-raiser for charities. He is a junior Minister for Religious Affairs in the huge cabinet of Prime Minister Shaukat Aziz. But in addition to all these qualifications, young, dapper and the stylish member of the National Assembly from Karachi, “Dr.” Aamir Liaquat Hussain, is a fake and a fraud.
In a stunning investigation by Karachi Urdu Daily “Ummat” it has been documented and proved that Dr Aamir purchased fake University degrees to contest the 2002 general election, forced the Karachi University officials to authenticate these degrees in a single day and prevented any investigations by the newspaper to dig deep into the unavailable records at the University. The newspaper, however, persisted with the three-month long probe and was able to obtain the copies of the “University” degrees Dr Aamir used to make himself eligible to contest the election for a National Assembly seat on the MQM ticket from Karachi. He won because of the party ticket and when MQM joined the Musharraf coalition, he was made a junior Minister of Religious Affairs in the cabinet. But his fame came from his TV show on GEO TV “Aalim Online” a religious program in which viewers phone in their questions on Islamic issues and he invites two prominent Islamic scholars every week to answer these personal and social questions. He also hosts other religious programs and General Musharraf and his wife Sehba are so fond of his style of preaching and reciting “Hamds and Naats”, specially during the month of Ramazan, that two years ago Sehba Musharraf called him instantly and told him General Musharraf was crying as he listened to his voice on TV. Dr Aamir did not have a graduate degree in 2002 and according to the investigation he approached a web site in Spain, The Trinity College & University, which boasts about providing Bachelors, Masters or even Doctorate degrees, without attending any class or college. “Everything by Email” the web site of the College says right on top with the big slogan: “Get your degree today.”
Dr Aamir bought his “Bachelor of Arts in Islamic Studies” degree (Serial No: P-2002227 Dated March 17, 1995), got his “Master of Arts in Islamic Studies” degree (No: P-2002341 Dated March 15, 2002) and his “Doctor of Philosophy in Islamic Studies” degree (No: P-2002528 Dated April 5, 2002). In what may be a world record worthy of the Guinness Book of Records. He got his Doctorate in just three weeks after his Master’s degree, if the documents are to be believed. (see images above) Daily Ummat contacted the Karachi University authorities to find out how these web site Email degrees were authenticated in a single day, in writing, by the then Registrar of Karachi University, Prof. NM Aqil Burney. The Registrar received the application from Dr Aamir on August 24, 2002, days before filing of his nomination papers for the NA election and authenticated his degrees though this letter No PA/2002 Dated August 24, 2002. Prof. Aqil, however, did leave some elbow room by stating in his letter that the authentication was “provisional” and the final decision would be conveyed to the applicant in due course of time. That decision was neither needed nor taken nor conveyed to anyone as Dr Aamir had used the provisional certificate to get himself elected to the Parliament and the matter was forgotten. When the newspaper contacted Prof Aqil later to ask how he could issue the authentication without referring the documents to the Karachi University’s Equivalence Committee, he admitted that Dr Aamir had come to him with degrees from some Spanish University and since these were not degrees issues by his University, he authenticated them on the spot. His answer was unconvincing to say the least. Prof Aqil kept no record of these degrees and when the newspaper contacted the current Registrar to verify whether any such record was kept, no one could trace the file, as none existed.
When the newspaper contacted the Higher Education Commission in Islamabad, the official authority on the matter, to verify whether the Trinity College & University of Spain, which issued the degrees to Dr Aamir, was a recognized institution by Pakistan, Director General Mohammed Javed Khan informed the newspaper vide a letter Dated February 23, 2005 that the Trinity College was not recognized. The letter confirmed the forgery of Dr Aamir and abetment in the forgery by Prof Aqil to facilitate his candidacy in the election. Daily Ummat also obtained copies of the degrees Dr Aamir presented to the Election Commission and during the investigation found that the Trinity College had placed exactly similar samples on its web site, offered the same day for a price. The investigation leaves Dr Aamir Liaquat Hussain, MQM Chief Altaf Hussain and General Pervez Musharraf in an embarrassing political dilemma. Musharraf has been promoting Dr Aamir as the heir apparent of Altaf Hussain himself and the way his curve was rising was creating serious apprehensions within the MQM circles as well.
For Musharraf it would be a triple disaster in just a few weeks as Dr Aamir would be the third cabinet minister who has been caught literally with his pants down in the middle of the road. His supporter, PPP rebel and currently a minister, Faisal Saleh Hayat, has already been asked by the Prime Minister to resign as his bail application was cancelled by the Supreme Court and National Accountability Bureau has to arrest him for unpaid loans. Many other candidates in the 2002 elections were disqualified because they were defaulters of loans but not Faisal. Interestingly just before the Supreme Court decision to cancel his bail, Faisal Saleh Hayat slipped out of the country and is now residing in London, considering his options whether to return to Pakistan and land in a jail or stay away.
Another serious embarrassment for Musharraf has been the Health Minister in the Punjab Cabinet, Dr Tahir Javed who absconded from Nebraska after causing the worst Hepatitis C outbreak in US history and who had forced his insurance company and the State of Nebraska to pay millions of dollars to his victims who sued him. Now the show boy of Musharraf, Dr Aamir Liaquat Hussain is in the dock. Scores of seasoned politicians, including former minister Syeda Abida Hussain of Jhang, were either disqualified or did not contest the 2002 polls because they did not have graduate degrees. Now we find that some of those who did, committed a fraud with the law and the people. The biggest embarrassment would, however, be for his GEO TV channel because he hosts a program which is supposed to teach moral values to its viewers. The host has now proved to be an immoral person himself.
Shocking TV interview haunts Dr Aamir Liaquat’s career Daily Times Monitor Daily Times – Site Edition Thursday, May 26, 2005 ISLAMABAD/WASHINGTON: President Pervez Musharraf’s favourite Islamic TV preacher, the minister of state for religious affairs, Dr Aamir Liaquat Hussain, has finally shot himself, not in the foot but almost in the head, South Asia Tribune reported on Wednesday. “The minister, who was already in trouble over his allegedly fake degrees scandal and his sharp criticism of the Pakistan Army and Inter-Services Intelligence (ISI) and is being replaced by the Muttahida Qaumi Movement (MQM), despite all his denials, went on record in a TV interview last week and said Pakistan supported Iraqi insurgent leader Abu Musab Al-Zarqawi and what he was doing to US forces in Iraq,” it reported. “Aamir said this in an interview to ARY’s famous host, Dr Shahid Masood, on the subject of a fatwa (decree) issued by some Pakistani religious scholars recently, on whether suicide bombing was permissible in Islam. Aamir had been called to discuss the fatwa along with senior Muttahida Majlis-e-Amal leader Hafiz Hussain Ahmed,” it said. “The young and inexperienced minister, a loud-mouth who offends listeners, said such ‘truthful’ things about Pakistan’s policy on jihad in Iraq and Kashmir and even so strongly blasted President Musharraf for supporting the US that ARY TV decided not to run the programme on popular talk show Views-on-News,” South Asia Tribune added. Hafiz Hussain Ahmed, who was the other guest on the talk show, was shocked out of his senses when he heard the comments of the minister during the interview. He asked Aamir several times whether he was speaking in his personal capacity or on behalf of the MQM or the Musharraf government. When he was told that he was representing the government’s point of view, Hafiz Hussain Ahmed reportedly could not refrain from making the following remarks: ‘If this is what enlightened moderation of General Musharraf means, who in hell can oppose it. The MMA will fully support the MQM and Musharraf if this is the official policy’,” it said. “The whole show became so ridiculous that ARY decided not to run it, but the tape immediately became a hot potato and was soon in tremendous demand from all interested parties,” South Asia Tribune reported.
Hafiz Hussain Ahmed confirmed the story of the censored TV show to South Asia Tribune. It quoted him as saying that he was shortly going to protest to the ARY TV Channel for not running the interview, as the minister had repeatedly said that it was the official government policy. “The minister agreed with all the points that I raised and all the arguments for jihad that I made and concurred that it was jihad being fought by Muslims in Iraq and the Pakistani government supported it. I was so surprised that I told him on record that if this is the meaning of enlightened moderation of General Musharraf, we (the MMA) are with you and kon kambakht mukhalifat kar sakta hay (which Godforsaken soul can oppose it),” it quoted him as saying. “ARY officials in Dubai and Islamabad refused to say why the interview had not been shown but Hafiz Hussain Ahmed said he would be protesting to the channel and urging them to release the tape as it would open the eyes of the world,” South Asia Tribune reported. “When Hafiz Hussain Ahmed started asking questions about the interview, the secret service got wind of what had happened and immediately demands were made from the ARY administration to let the authorities have a copy of the dreaded tape,” it said. “Surprisingly, the London headquarters of the MQM also got wind of what had happened in the interview and Altaf Hussain, who had already summoned Aamir Liaquat Hussain to London, also started looking for a copy of the tape,” it added.
South Asia Tribune quotes US diplomatic sources in Islamabad as telling it that they had heard about the interview and that they would like to hear the tape and what the minister had said about President Musharraf’s policy about suicide attacks by Zarqawi’s men on US forces. It quoted sources as saying later that Pakistani authorities had informed the US diplomats about the contents of the interview and everyone might soon be watching the tape of the interview. “Whether President Musharraf, Altaf Hussain or the US diplomats have received the cassette and heard Dr Aamir’s comments or not is not yet confirmed, but experts in Islamabad said it is only a matter of time that everyone concerned will hear what this outspoken minister had to say and then the chips would fall where they may,” it added. South Asia Tribune quotes sources close to Hafiz Hussain Ahmed, who heard the minister in awe during the interview, as saying that the minister had become emotional while talking about jihad and suicide bombings and was grilled by the host of the programme, Dr Shahid Masood, who almost trapped him into making statements which no politician in such a high political position would make.
It quotes the sources as saying that Aamir had openly criticised President Musharraf for his pro-US policies and had fully supported the jihadis in Iraq, Palestine and Kashmir, but at the same time he had insisted that suicide bombings in Pakistan were against Islam. “‘Anywhere, if there is one American soldier present, suicide bombing is permissible in Islam,’ Dr Aamir was quoted by these sources as having said on record. ‘There are times when the truth must be told,’ he added in one remark,” South Asia Tribune reported. “The minister was the main sponsor when about 50 Pakistani religious leaders issued the fatwa against suicide bombings in Pakistan, which according to some analysts, was done to please President Musharraf. But in his exuberance the minister was caught on the wrong foot when questioned by ARY and Geo TV Channels about such attacks in Iraq and other places,” it added. South Asia Tribune quoted sources in London as saying that MQM Chief Altaf Hussain had already been told by the army to name a replacement for the minister, as he had become too controversial and out-spoken in his remarks and it was difficult to keep him at the cabinet post.
“The London sources also revealed a shocking story about Dr Aamir’s brother, Imran Liaquat Hussain, who studied in Iran and later declared himself an ‘Ayatollah’ opposed to the clerics of Iran,” it said, adding, “Dr Imran was arrested in Iran and later came to Karachi where he took up a fight with MQM Chief Altaf Hussain and declared him ‘an agent of Iran, and a mafia don’. He also issued a fatwa calling for Altaf Hussain’s death and accused the MQM of Wall Street Journal’s journalist Daniel Pearl’s kidnapping and murder.”
“He claimed that the MQM was getting funds from Iran,” South Asia Tribune said.
“In response to his statements in 2002, Altaf Hussain pressured his father, who was also a senior MQM leader to disown his son and Sheikh Liaquat Hussain did exactly that, saying the statements issued by his ‘Ayatollah’ son were stupid, misleading and provocative and he as his father had nothing to do with these views of his son,” it added. “Imran Liaquat Hussain also has a website where he has numerous press clippings of his war against the MQM and its leader Altaf Hussain. The MQM was the dream of a few Marxian scholars such as Rais Amrohvi, Mohammed Taqi, John Ailia and Shahanshah Hussain to establish an organization that could protect the rights of immigrants who chose Pakistan over remaining in India when the sub-continent was partitioned from British India in 1947. The All Pakistan Mohajir Student Organization (APMSO) was the initial reality of the dream. It became established on campuses in Karachi, and allied itself with the left-wing Progressive Student Alliance. However, the Islami Jamiat-i-Talaba, which was ideologically allied with the Jamaat-i-Islami and which had been the main force on Karachi campuses, expelled the APMSO. As a result, its founder Altaf Hussain left his studies and went to the US, where he drove a taxi to earn a living.
At this time in the 1980s, the honeymoon between the Jamaat-i-Islami and military ruler General Zia ul-Haq was over, and they developed differences on several national political issues. The sector commander of the ISI (now retired and still living in Karachi) persuaded Altaf Hussain to return to Karachi and take on the Jamaat-i-Islami. Altaf held big rallies and spoke against Punjabis and Pashtuns living in Karachi. In 1986, a bus driver who happened to be a Pashtun killed a college girl who was a member of a family that had migrated from India. The incident was immediately turned into a riot. The MQM was by now close to many bigwigs in the underworld – it still is – and they had several Pashtuns killed. Pashtuns retaliated in kind, and more.
Altaf then initiated a drive to sell televisions and video recorders, the proceeds from which he used to purchase arms and ammunition. MQM activists now numbered thousands, and they roamed all over Karachi with AK-47 assault rifles and other sophisticated arms. Later years saw the MQM turn against Sindhis as well as Pashtuns and Punjabis. Killings and strikes were the order of the day for Karachi.
In 1988, the MQM won national and provincial assembly elections, marking the all-out defeat to the Jamaat-i-Islami, knocking it from its only stronghold in the country.
The MQM then joined hands with the Pakistan People’s Party (PPP) and became a partner in the Sindh and federal governments. However, this participation in government did nothing to curtail its gutter politics. In the early 1990s the MQM was a part of Nawaz Sharif’s coalition government when its vice president, Saleem Shehzad, now in exile in London, kidnapped an army major, stripped him and beat him like a dog. As a result, the first army operation was conducted against the MQM. However, Altaf fled to the United Kingdom before it began, and he now holds a British passport.
A second operation was subsequently launched against the MQM, commanded by a former interior minister in the PPP government, retired Major-General Naseerullah Baber. This exposed extensive MQM torture cells and “no-go areas” in Karachi. Scores of MQM activists were killed in extrajudicial killings by the police.
After Musharraf took over in 1999 in a coup, he helped resolve differences with the MQM, and now it is a partner in the Sindh provincial government, as well as in the federal government. Yet it often remains critical of the establishment, and has the ability to raise rabble on the streets or call for citywide strikes at the drop of a hat.
Because of its declared secular nature, the US has traditionally been closer to the MQM than any other party in Pakistan. Over the years, thousands of its activists have been given asylum in the US, where the MQM has a powerful bureau.
After September 11, the United States identified even more with the MQM as it was the only party in Pakistan that widely mourned the attacks on the US, openly condemned the Taliban and al-Qaeda, and launched a powerful campaign in support of the US attack on Afghanistan. Latterly, the MQM has been the only party to support the military’s intervention in the tribal areas. Visits by US diplomats to MQM offices in Karachi have – and continue to be – commonplace.
Asia Times Online sources say that only US diplomatic intervention stopped Musharraf from taking strong action against the MQM after he received the report on the recent unrest in which the MQM was implicated. Washington indeed has a powerful southern ally in Pakistan.
Musharraf is now carefully weighing the alternatives of taking tough action in the tribal areas, or risking more trouble in Karachi, the country’s commercial center.

The coordination committee of the Muttahida Qaumi Movement (MQM) Rabita Committee will support Pakistan People’s Party (PPP) Co-Chairman Asif Ali Zardari for the presidential slot, MQM Founder and Chief Altaf Hussain said Sunday. Addressing a general workers’ meeting at the office of the Khidmat-e-Khalq Foundation (KKF), Altaf asked workers whether they approved the decision of the Rabita Committee. The huge gathering endorsed the decision. He also appealed to the Haq Parast people of Punjab to support Zardari and urged Pakistan Muslim League – Nawaz (PML-N) President Nawaz Sharif to support Zardari for his presidential election and avoid confrontation.
Hussain said that the Jamiat Ulema-e-Islam – Fazlur Rehman (JUI-F) and the Awami National Party (ANP) had also announced to support Zardari, who was at the moment the most suitable candidate as his wife had given her life for the restoration of democracy. Benazir Bhutto’s father and brother also sacrificed their lives for democracy, Hussain said. He asked Sharif to avoid any kind of crisis as the need of the hour at the moment was to remain united. Hussain said that after he had extended support to Zardari it was being given an ethnic colour and the PML-N had started opposing the idea.
Referring to sectarian clashes in D.I. Khan and Parachinar, Hussain said that the MQM could play the role of mediator and bring closer various religious scholars for creating harmony among different sects. He paid tribute to the law-enforcement agencies who are trying to control the highly tense situation in D.I. Khan and Parachinar. He lauded the role of the Adviser to the Prime Minister for Interior Rehman Malik for arranging food and shelter for those people who had migrated. Hussain referred to his past speeches and said they were given a wrong impression and said the MQM was neither against the Pakhtoons nor the ANP. The MQM is against Talibanisation, Hussain said. He stressed that the party would never allow Talibanisation in Sindh, including Karachi as Sindh was the land of Sufis and citizens of this province were peace-loving. He said the people of Karachi were against extremism and any kind of terrorism. He asked the Pakhtoons and the ANP to not get provoked as the MQM was not against them.He also appealed to the well-to-do people to donate generously zakat, fitra and other donations in Ramazan to Khidmat-e-Khalq Foundation (KKF) as this organisation was helping the needy. Hussain’s address from London was simultaneously telecast in 19 cities of Pakistan. A KKF board of trustees was also formed and Dr Farooq Sattar was named its Secretary General.
The MQM leader said the political and economic stability should be major priority of all democratic forces as the country was passing through defining circumstances. “MQM chief Altaf Hussain has also appealed to our old ally Mian Nawaz Sharif to review his decision,” Farooq Sattar said.
Scrutiny of the nomination papers would be conducted on Thursday August 28 at the election commission secretariat by the returning officer Justice (eetd) Qazi Muhammad Farooq. Talking to the media outside the election commission office, MQM deputy convener Farooq Sattar said his party has supported PPP Co-chairman Asif Ali Zardari’s candidature for office of the president unconditionally.
Farooq Sattar said the MQM has supported Zardari just for the cause of democracy and wanted same backing from its former government ally the PML-Q. “A decision on our participation in the ruling coalition is up to the discretion of the allies,” he added. The Muttahida Qaumi Movement (MQM) has decided not to field its candidate in the by-elections against the Pakistan Muslim League-Functional (PLM-F) nominee in Sanghar its policy of reconciliation.
This was decided by MQM when PML-F leaders led by Imtiaz Ahmed Sheikh called on MQM Coordination Committee at Nine Zero here on Saturday. Sheikh said that the PML-F delegation visited Nine Zero on the advise of the party chief Pir Sahib Pagara. As per the decision, MQM has withdrawn its candidate Ramesh Kumar from Sanghar against PML-F’s candidate Khuda Bux Rajar in NA 235 Sanghar 2. Talking to The News, Sheikh said that this was an attempt towards the continued reconciliation process as per the directives of Pir Pagara. Sheikh also thanked President Asif Ali Zardari who had advised local PPP leaders not to field their candidate against PML-F.
Meeting with Pir Pagara – Later, a delegation of the MQM called on Pir Pagara at his residence and discussed with him issues related to the local government system and the cooperation that has existed between the two parties for the last many years. After meeting the veteran politician and spiritual leader, MQM leader Babar Ghauri told newsmen outside the Kingri House that the MQM delegation had gone there to meet Pir Pagara on the directive of MQM cheif Altaf Hussain.
The Muttahida Qaumi Movement (MQM) and the Pakistan Muslim League-Functional (PML-F) have resolved to save the present system of local governance (LG), and to ensure that local government polls are held on time. An agreement over the LG system was reached at on Thursday, after two rounds of comprehensive dialogue between leaders of the two parties at Kingri House.

Kamal Majidullah, editor, Saleem Shahzad, chief correspondent, and reporter Ralph D Cruz of daily Star (Karachi, Sindh) December 22, 2006: These journalists were indicted in a defamation case filed by Anwar Alam, a leader of the Muttahida Qaumi Movement, a member party of the ruling coalition government. The Star was the oldest English language evening daily of the Dawn Group of Newspapers. It ceased publication on December 2, 2006 citing government pressures.
Pressure began to be exerted on the DAWN Group as early as July 2004. This first took the shape of complaints made by the Muttahida Qaumi Movement (MQM), a political party headed by Mr Altaf Hussain, currently in self imposed exile in London.
The MQM is a coalition partner with the ruling Pakistan Muslim League Q party, which supports President Pervez Musharraf. The Governor of Sindh is a member of the MQM as are several provincial and federal ministers The ante was upped when generalised complaints by MQM party members regarding coverage of their party’s activities in DAWN gave way to unending complaints from their advisors in the government; a case in point being the repeated complaints made by the Information Advisor to the Chief Minister Sindh. These ‘complaints’ soon became direct threats made to the DAWN CEO and to senior DAWN editors.
The focus then shifts to the STAR when the newspaper raises issues regarding the death in police custody of a suspect. The report is made the basis of criminal proceedings against the newspaper under the Defamation Ordinance 2002, and the matter is still subjudice. Under the Defamation Ordinance, the presence of all cited persons is required at every court hearing. They must also seek the court’s permission every time they leave the city or the country; the reporter involved is restrained from travelling on assignment; this constitutes harassment even before the verdict of whether defamation actually took place or not has been given. Then in response to a series of exposés written by STAR reporter, Mr Rasheed Channa, on human right violations that have taken place in the native village of the Chief Minister of Sindh, the Sindh Government unleashes a harassment campaign against Mr Channa culminating in his arrest and an attempt to implicate the DAWN CEO in a terrorist plot.
2.1.2. CHRONOLOGY
• July 2004: Exception is taken to a story in DAWN which allegedly misquotes the comments of a senior MQM politician ( Refer Appendix D.1) . Although a press release from the MQM( ReferAppendix D.2) to this effect is published in the next day’s paper, DAWN carried no retraction as it had the comments of the politician in question on tape. The ante is upped in December 2004, when the Information Adviser decided to take the DAWN CEO to task over the non publication of Mr Hussain’s article. This now moves from being pressure extended by a political party in power to pressure exerted by the Provincial Government where it is a coalition partner.
• December 2004, the Information Adviser (Mr Salauddin Haider) to the Chief Minister of Sindh (Mr Ghulam Arbab Rahim) requested the DAWN CEO to publish an article written by the leader of the MQM( Refer Appendix D.3, D.4). The DAWN CEO ( Refer Appendix D.5) informed the Advisor that the article must be referred to the Editor as according to the newspaper’s policy all matters pertaining to editorial coverage are within the exclusive purview of the Editor. The article is sent to Editor DAWN, but is not published. The Information Adviser writes to CEO DAWN ( Refer Appendix D.6, D.7) alleging that the latter had given his undertaking that the article would be published. In the same letter, the Information Adviser raised allegations with respect to the low volume of coverage in DAWN extended to MQM activities, which in his opinion, is far less than the coverage extended to other political parties.
• February 2005: In response to an article in the STAR, ( Refer Appendix D.8) the Legal Aid Committee (LAC) of the MQM sends a Legal Notice ( Refer Appendix D.9) to the DAWN Group alleging that the STAR has damaged the reputation of MQM party members and a Civil Suit and a Criminal Suit is filed under the Defamation Ordinance 2002 against the authors of the article, the editor, printer and publisher of the newspaper, accompanied by warrants for their arrest. Hearings begin on April 14th 2005 and the case is still subjudice.

Cases Gather Dust in Courts as Zardari Rots in Jail – By Aijaz Mahar Issue No 26, Jan 20-26, 2003 ISSN:1684-2075
ISLAMABAD: A high-powered four-member lawyers teamheaded by Farooq Naik and comprising Abu Bakar Zardari, Arshad Tabraiz and Qurban Ali Khoso, represents Asif Zardari in the numerous cases against him in various courts. The lawyers are not shy to declare that most of these cases have no substance and evidence but are politically motivated. Senior lawyer Farooq Naik said that Asif Ali Zardari has been imprisoned in Pakistan and seventh consecutive year has been started now to him in jail. Since the government of his spouse, Benazir Bhutto former Prime Minister of Pakistan, was dissolved by Presidential fiat on 5th November, l996. He was arrested on November 5, 1996 from the Governor house Lahore and since than facing the solitary confinement in different jails and presently he is kept in a small room in the government’s hospital known as PIMS at Islamabad declared as sub jail. He is no doubt an ailing person but his morale is very high as he believes in democracy, social justice, equality before law and supremacy of God who tests his people by putting them under various pressures as after all life and death is Ordained by God Almighty claimed Mr. Naik.
While telling the history of the cases registered against Asif Ali Zardari, Farooq said it is the painful story spread over the years because past three successive governments of Farooq Leghari, Nawaz Sharif and Musharraf has registered 16 cases in Sindh and Punjab provinces. Out of the 16 cases, in one case, Pakistan Steel Mills reference, he was convicted. He was acquitted the case known as Karachi Electric Supply Corporation (KESC) case, while out of remaining 14 under trial cases he got bail in 13 cases and is now in jail because of the BMW car case. There is at present eight references under National Accountability Bureau (NAB) Ordinance 1999 pending against Zardari at Rawalpindi and Attock Fort, a military garrison, he observed. A legal expert said if the list of corruption charges against General Musharraf was prepared, it would be far more substantial and larger than the cases against Asif Zardari as in none of these cases conclusive evidence has been produced to convict him. That is why the Government has dragged these cases on to keep Asif in jail. Here is a brief list of the charges:
1. Asset Reference No.l4/2001: This Reference is pending since July 1998. Presently it is being tried in the Accountability Court at Attock Fort since April 2001 after Zardari was shifted from Karachi to Rawalpindi/Islamabad by NAB authorities. The prosecution till date has only examined 33 witnesses out of 62 witnesses.
2. Polo Ground Reference No. 6/2000: This Reference was adjourned sine die by the Accountability Court in Attock Fort on l7th March 2001. No date of hearing has been fixed since then.
3. Ursus Tractor Reference No. 25 /2000: This Reference, which was filed in July 1998, has not proceeded at all since the day it was transferred from the Accountability Court in Rawalpindi to the Accountability Court in Attock Fort in November 2001.
4. Cotecna Reference No.35/2001: This Reference, which was filed in July 1998, has also not proceeded since 12th June 2001 when it was adjourned sine die by the Accountability Court in Rawalpindi on the request of the Prosecutor General NAB.
5. SGS Reference No. 41/2000: This Reference was remanded to Accountability Court Rawalpindi, by the Supreme Court of Pakistan on 5th Apri1 2001 after setting aside the judgment of the Accountability Court dated l4th April 1999 convicting Zardari along with his spouse Benazir Bhutto for retrial. Thereafter the prosecution evidence has not commenced till date.
Application of Asif Zardari that he has served his sentence and that he cannot be tried again on the principle of “double jeopardy” has not been heard and decided by the court despite the fact it was filed as far back as l4th September 2002 under Article 13 of the Constitution of Pakistan which lays down that no one can be tried or convicted twice for the same offence”.
6. A.R.Y. Gold Reference No.23/2000: This Reference, which was filed in July 1998, is pending before the Accountability Court in Rawalpindi since its transfer in the beginning of year 2000. The Prosecution has not examined any witness since its transfer to the present court.
7. BMW Care Reference 59/2002: In this Reference, warrants of arrest of Zardari were issued in the evening of l5th December 2001 when he was bailed out in the last of the cases viz. Narcotics Case on 15/17 December, 2001. Issuance of Warrant and arrest of Asif in this Reference was only to prevent his release. The allegation is that he imported the car in 1995 and miss-declared the value thereof and evaded payment of duties and charges. First of all the car is not registered in the name of Asif. It has changed ownership thrice and there is no document linking Zardari with the car. Secondly under Section 32 of Customs Act 1969, if there is a declaration by any importer, short levied duty cannot be recovered after three years. In this case car was imported in 1995 and as such the recovery of dues, if any, is barred by limitation.
As far as the trial of the case before the Accountability Court is concerned, the NAB filed the Reference in May 2002. After the court indicted Zardari, the prosecutor examined one witness, who had been instrumental in importing the car from UK to Pakistan. The said witness has stated that one Ghani Ansari and his brother Rashid Ansari imported the said car through him and that Zardari had nothing to do with it. Asif has filed application for the acquittal, which is pending.
8. Steel Mills Reference No. 27/2000. In this Reference, which was filed in June 1998, the Accountability Court Rawalpindi convicted Zardari on 12 September 2002 after being put under extreme pressure by the government. The judgment was announced at 8.50 p.m. which is against practice and law as the court rise for the day at 4.00 p.m. Surprisingly at 9.00 p.m. on the same day the government announced on national media about the conviction in order to malign and defame Zardari.
The conviction order is without substance as there is not an iota of evidence involving Asif in the commission of the alleged offence. The allegation in the said case was that Mr. Sajjad Hussain, former Chairman Pakistan Steel Mills in order to gain favor of Asif Ali Zardari for confirmation of his service arranged a sum of rupees 30 million from mercury corporation which had a contract with the Pakistan Steel Mills by giving the said Corporation and paid the same to Asif Ali Zardari. Sajjad Hussain unfortunately died before he gave evidence in the court.
However, during his life time while he was unlawfully confined by the Nawaz regime to extract forcible confession from him, his wife Mrs. Amna Hussain had filed constitution petition in the Sindh High Court at Karachi contending that her husband is suffering from various deceases including acute depression and his being forced by the Nawaz regime specially senator Saif ur Rehman the then Chairman Ehtesab Bureau to make statement Asif Ali Zardari.
The irony of the case is that National Accountability Bureau recovered the said sum of Rs. 30 million from Mercury Corporation, as prior to the announcement of judgment convicting Asif Ali Zardari but the said fact was not revealed to the Accountability Court, which convicted the Asif Ali Zardari. The judgment is nothing but travesty of justice said the lawyer.
Six Criminal Cases at Karachi (Sindh): The said cases are not being proceeding since February 2001 when Zardari was sent on internal exile from his home town Karachi within the province of Sindh to Rawalpindi/Islamabad within the province of Punjab about 1000 miles away. These cases included four murder cases registered against him told Farooq Naik.
The Government is responsible for the delay, as Asif is confined in Rawalpindi, is not being produced before these courts at Karachi despite the fact that orders for his production are regularly being issued for every date of hearing by the concerned courts. Murder cases are titled as Murtaza Bhutto, Justice Nizam, Alam Baloch and Sajjad Hussain. One case is registered against Asif allegedly said that he has shifted households to Surrey Mahal London form Bilawal House Karachi.
Two cases have been registered against Asif alleging that he attempted to commit suicide in jail while he was under investigation.
Narcotics Case No. 436 1998: This case is pending in session court Lahore and Asif Zardari is being taken to Lahore for appearance before the Sessions Judge in violation to the order of the Supreme Court but however, he is not being produced before the Court at Karachi under the cover of order of Supreme Court.
In the said case since 1998 till date out of 23 witnesses only five-prosecution witness have been examined. The evidence of all these witnesses which has come on record explicitly show that a false case at the behest of Saif Ur Rehman former Chairman of Accountability Bureau during the period of Mian Nawaz Sharif, the then prime minister, was registered against Zardari, his lawyer observed. He said it is obvious that the government with malafide intentions and ulterior motives in a systematic and planned manner wants to keep Asif in prison for the rest of his life claimed Naik. Asif Zardari is suffering from various life threatening ailments including Spondialitis. Zardari was admitted in Dr. Ziauddin University Hospital, Clifton Karachi, which had the requisite facilities including Hydrotherapy under the order of the Supreme Court of Pakistan, dated 11th August 2000.
However, NAB authorities without the permission of the Supreme Court shifted him from Karachi the Rawalpindi/Islamabad unilaterally and arbitrarily in February 2001 and confined him in a small room, the windows of which remain closed all the time and black painted, in the hospital known as Pakistan Institute of Medical Sciences (PIMS) Islamabad. All the facilities granted to Asif Ali Zardari in the hospital including Television and meeting with his counsel and family members (twice a week) are under the order of various courts. It can be said without fear of contradiction that government never of its own granted or gave any facility to Asif, said Naik. The officials on duty have strict instructions not to allow any facility to him over and above granted by the courts. A qualified physician/doctor does not accompany Asif in the ambulance which is old and rickety, for appearance before various courts said Farooq. The government till date has flouted the order of the court by not providing with the facility of walk as ordered by the court under the advise of the doctors and which is having serious adverse effect on his health, claimed Naik. The hydrotherapy treatment is not being carried out, as the said facility is not available in PIMS. The said facility is of utmost necessity as the specialists who examined him, have recommended the same.

Military Regime Snubbed as Asif Zardari is Acquitted by Lahore High Court By M T Butt WASHINGTON DC, Sept.9, 2004 ISSN: 1684-2057
ISLAMABAD, Sept 9: Jailed PPP leader and Benazir Bhutto’s husband Asif Ali Zardari scored another significant victory on Sept 9 when the Lahore High Court acquitted him in a corruption case, setting aside the 7-year jail term given to him by a special court. The court victory in the Pakistan Steel Mills case came days after a sitting Prime Minister, Choudhry Shujaat Hussain, who later resigned to make way for Shaukat Aziz, declared the drug smuggling case against Zardari as fake. Zardari has now been acquitted or bailed out in 8 cases while he is still being detained under the BMW Import Duty case in which his bail application is pending with the Supreme Court of Pakistan. The record of acquittals and bails has confounded the military rulers who keep on adding new cases against the PPP leader as he is freed in old ones, despite the immense pressure used by the Army on the judiciary.
If the Supreme Court grants him bail in the BMW case, Zardari would have to be released by the military regime, unless some new case is registered. But since he is in jail since November 1996, there is hardly any room left for accusing him of any other criminal offence. Exiled PPP leader Benazir Bhutto hailed the judgment of the Lahore High Court terming it the “triumph of justice”. She said the verdict shows that those who show patience and persevere are ultimately rewarded, adding that the decision “demonstrates that despite the clouds of darkness, the light of conscience prevails in our land.”
The decision by two Judges of the Lahore High Court was expected several months back. Suddenly the bench constituted of Judges Maulvi Anwar ul Haq and Justice Aslam was broken up. After a long, legal struggle and applications before the Supreme Court of Pakistan, the Bench hearing the appeal was allowed to announce its landmark judgment. The Bench declared that Mr. Zardari should be immediately set free if he was not needed in any other matter. The first time Mr. Zardari was ordered free by a court was in 1998. But another case was filed to stop him from his release. Mr. Zardari was arrested on the night of November 4, 1996 initially under one preventive detention law known as the Lahore Maintenance of Public Order and then under a second Karachi Maintenance of Public Order. He was acquitted in two attempted suicide cases, one murder case (Sajjad case), one corruption case known as KESC whereas the conviction in the SGS case was also set aside in 2001. The Steel Mill case is the eighth case in which Mr. Zardari has been granted relief by the judiciary. However, there are still 14 more cases against him. He is on bail in all the cases except the BMW case.
The BMW case is so ridiculous it makes a mockery of law and justice in Pakistan. It revolves around import of a second hand car by someone other than Mr. Zardari. The duty on the second hand car was re-evaluated by the regime and a small percentage of disputed deficit was recorded as payable duty. Since December 2001 Mr. Zardari is languishing in prison on the basis of the BMW case, which was initiated by NAB under Gen. Musharraf. Usually cases of disputed duty do not result in any arrest, either of the importer or buyer. But Zardari has been kept in jail shamelessly. The ordeal in the Steel Mills case began in 1996 when Steel Mills Chairman late Sajjad Hussain was arrested by NAB headed by disgraced Senator Saifur Rahman. Mr. Hussain was tortured and tried to commit suicide to avoid a third arrest by the NAB authorities. His wife filed an affidavit before the Sindh High Court documenting the torture and threats to kill meted out to Mr. Hussain if he refused to implicate a “VVIP” meaning Mr. Zardari.
Subsequently the Chairman Mr. Hussain was killed amid doubts whether it was a planned murder by the State or the result of random violence, which had plagued the city of Karachi. The article is biased,is PPP has any role in killing of 97 innocent and poor people? He also asked the President Asif Ali Zardari to review his decision to visit Britain that would reflect the sentiments of the whole nation.
He said that Pakistan is being blamed from all quarters. A few days ago a US website published numerous facts about Afghanistan War where allegations were made against Pakistan. Later on US Admiral Mike Mullen and other US leader targeted Pakistani agencies and now British P.M. has also blamed Pakistan while on his visit to India, he added.
He underlined the entire nation is deeply concerned by such allegations. He pointed out that Pakistan is engaged in War against terrorism. In the last few years the country’s armed forces, Para-military forces, ISI and other law enforcement agencies have lost thousands of their young men and thousands of Pakistani citizens have been victims of terror attacks. الطاف حسین اور ایم کیو ایم کے دیگر رہنماؤں کو ستائس ستائس سال قید کی سزا کا حکم دیا تھا
سپریم کورٹ کراچی رجسٹری نے سولہ سال پرانے مشہور میجر کلیم اغواء کیس میں ایم کیو ایم کے قائد الطاف حسین اور ان کی جماعت کے اٹھارہ اہم رہنماؤں کو بری کیے جانے کے خلاف حکومت سندھ کی اپیل، خود حکومت کی درخواست پر خارج کردی ہے۔ جب کہ واقعے کے مدعی میجر کلیم اللہ کی جانب سے اسی سلسلے میں داخل کردہ ایک اور اپیل عدم پیروی پر مسترد کر دی ہے۔
میجر کلیم اللہ کو جو اب لیفٹیننٹ کرنل کے عہدے پر فائز ہیں، 20 جون 1991ء کو نواز شریف کے دور حکومت میں کراچی کے علاقے لانڈھی میں اغواء کر کے تشدد کا نشانہ بنایا گیا تھا جس کا الزام انہوں نے متحدہ قومی موومنٹ جو اس وقت مہاجر قومی موومنٹ تھی اس کے قائد الطاف حسین، جنرل سیکریٹری ڈاکٹر عمران فاروق اور سلیم شہزاد سمیت انیس رہنماؤں پر عائد کیا تھا۔
لانڈھی تھانے میں درج کرائی گئی ایف آئی آر میں انہوں نے الزام لگایا تھا کہ ایم کیو ایم کے ان رہنماؤں نے انہیں تین فوجی اہلکاروں سمیت اغواء کرلیا اور علاقے میں واقع وائٹ ہاؤس نامی مکان میں لے جاکر سخت تشدد کا نشانہ بنایا اور سات گھنٹے حبس بے جا میں رکھا۔ جس کے بعد پولیس نے علاقے میں پہنچ کر انہیں بازیاب کرایا۔
انسداد دہشت گردی کی خصوصی عدالت کے جج سید غضنفر علی شاہ نے 9 جون 1993ء کو مقدمے کے تین گرفتار ملزمان اشفاق چیف، جاوید کاظمی اور حاجی جلال کو 30، 30 سال قید اور بھاری جرمانے کی سزا سنائی تھی جبکہ الطاف حسین، عمران فاروق، سلیم شہزاد، سابق صوبائی وزیر ڈاکٹر صفدر باقری اور دیگر کو ان کی غیرموجودگی میں اشتہاری مجرم قرار دیتے ہوئے ستائس ستائس سال قید کی سزا کا حکم دیا تھا۔ اس وقت الطاف حسین لندن جا چکے تھے۔
ایم کیو ایم پر آپریشن کا محرک
میجر کلیم کیس کو ایم کیو ایم کے خلاف جون انیس سو بانوے میں نواز شریف کے دور حکومت میں شروع ہونے والے فوجی آپریشن کا اہم محرک سمجھا جاتا تھا
ملزمان نے اس سزا کے خلاف سندھ ہائی کورٹ میں اپیل داخل کی تھی جس پر کارروائی کرتے ہوئے 6 فروری 1998ء کو جسٹس ناظم حسین صدیقی اور جسٹس عبدالحمید ڈوگر پر مشتمل ڈویژن بینچ نے سزا کو کالعدم قرار دیکر تمام ملزمان کر بری کردیا تھا۔ اس وقت بھی ملک میں نواز شریف برسراقتدار تھے۔
حکومت سندھ اور خود مقدمے کے مدعی لیفٹیننٹ کرنل کلیم اللہ نے عدالت کے اس حکم کے خلاف سپریم کورٹ کراچی رجسٹری میں اپیلیں داخل کی تھیں۔ پیر کو سپریم کورٹ کے جسٹس محمد نواز عباسی، جسٹس حامد علی مرزا اور جسٹس غلام ربانی پر مشتمل سہ رکنی بینچ نے اپیلوں کی سماعت کی تو لیفٹیننٹ کرنل کلیم اللہ پیش نہیں ہوئے۔ عدالت نے پیروی نہ کرنے پر ان کی اپیل مسترد کردی۔ اسی نوعیت کی حکومت سندھ کی اپیل پر انچارج ایڈووکیٹ جنرل مسعود اے نورانی اور ایڈیشنل ایڈووکیٹ جنرل قاضی خالد پیش ہوئے۔ انہوں نے عدالت کو بتایا کہ حکومت الطاف حسین اور دیگر کی مقدمے سے بریت کے خلاف اپنی اپیل واپس لینا چاہتی ہے جس پر عدالت نے سرکار کی اپیل خارج کردی۔
واضح رہے کہ میجر کلیم کیس کو ایم کیو ایم کے خلاف جون انیس سو بانوے میں نواز شریف کے دور حکومت میں شروع ہونے والے فوجی آپریشن کا اہم محرک سمجھا جاتا تھا جسے خود ایم کیو ایم اپنے خلاف ہونے والا بدترین آپریشن کہتی رہی ہے۔

متحدہ قومی موومنٹ کے قائد الطاف حسین نے اپنے ایک بیان میں جماعت کی قیادت سے علیحدگی کا تاثر دیا ہے۔
ایم کیو ایم کے بین الاقوامی سیکریٹریٹ سے جاری ہونے والے ایک بیان میں الطاف حسین کا کہنا ہے کہ ان کی علیحدگی کی ایک وجہ تنظیم کے ذمہ داران کا ’جاگیرانہ اور وڈیرانہ‘ طرزِ عمل اختیار کرنا ہے۔

انہوں نے صحت کی خرابی کو بھی قیادت سے علیحدہ ہونے کی وجہ قرار دیا ہے۔ ان کا کہنا ہے کہ’ تیس سالہ جدوجہد کے بعد اب میری صحت اس بات کی اجازت نہیں دیتی کہ میں قیادت کا بوجھ سنبھال سکوں‘۔
بیان میں کہا گیا ہے کہ ایم کیو ایم کے ذمہ داران کی ایک بڑی تعداد تحریک کے اندازِ فکر و عمل کو تبدیل کر چکی ہے اور یہ لوگ اپنے آپ کو تنظیم کے نظم و ضبط اور ’قائد کی ہدایات‘ سے بری الذمہ سمجھنے لگے ہیں۔
الطاف حسین نے اپنے بیان میں تنظیم کے عہدیداروں اور کارکنوں میں موجود فرق پر بھی دکھ کا اظہار کیا ہے اور کارکنوں سے اپیل کی ہے کہ وہ تحریک کے مشن کو جاری رکھیں۔
ایم کیو ایم کے ڈپٹی کنوینر فاروق ستار نے بی بی سی کو بتایا ہے کہ الطاف حسین کا یہ بیان پارٹی کارکنان اور عہدے داروں کے لیے ایک انتباہ ہے۔
انکا کہنا تھا: ’انہوں نے یہ تاثر دیا ہے کہ اگر پارٹی کے ارکان اسی طرح کوتاہیاں کرتے رہے اور انہیں صدمے ملتے رہے تو انکے پاس اس کے علاوہ اور کوئی چارہ نہیں کہ وہ اپنی ذمہ داریوں سے الگ ہوجائیں۔‘
ایک سوال کے جواب میں فاروق ستار نے کہا کہ پارٹی میں اختلافات نہیں ہیں لیکن الطاف حسین اس بات سے مایوس ضرور ہیں کہ ذمہ دار لوگ اپنا کام صحیح سے انجام نہیں دے رہے ہیں۔
فاروق ستار نے کہا کہ الطاف حسین سے اس کے متعلق جلد ہی صلاح و مشورہ کیاجائےگا کہ ایسے کار کنان کے ساتھ کیا سلوک کیا جائے۔ ان کا کہنا تھا کہ ایسے لوگوں کو یا تو سبکدوش کر دیا جائے یا پھر معطل کیا جائے۔

’پاکستان میں جان کاخطرہ ہے‘
لندن کی بورو بارنیٹ میں ایک دفتر ہے جہاں سے پاکستان کے شہر کراچی کےلاکھوں لوگوں کے لیے احکامات جاری ہوتے ہیں۔ متحدہ قومی مومنٹ کا ’انٹرنیشنل سکریٹیریٹ‘ لندن کے علاقے ایجویئر میں ہے۔ وہاں ایک عمارت کی پہلی منزل سے ایم کیو ایم کے قائد الطاف حسین کراچی کے لاکھوں شہریوں سے خطاب کرتے ہیں۔
الطاف حسین کا کہنا ہے کہ وہ لندن میں اس لیے رہتے ہیں کیونکہ انہیں خدشہ ہے کہ اگر وہ پاکستان جائیں گے تو انہیں قتل کر دیا جائے۔
اس پارٹی میں وہ لوگ شامل ہیں جن کے خاندان تقسیم کے وقت ہندوستان سے ہجرت کر کے پاکستان آئے تھے۔
الطاف حسین ٹیلی فون کی کانفرنس لائن کے ذریعے اپنے حامیوں سے بات کرتے ہیں یہ لائن کراچی کے مختلف علاقوں میں لاؤڈ سپیکروں سے جڑی ہوتی ہے۔
ہزاروں لوگ کام کاج چھوڑ کر لندن سےان کا خطاب سنتے ہیں حالانکہ الطاف حسین 1992 سے پاکستان واپس نہیں گئے ہیں۔ان کی کچھ تقریریں چار گھنٹے سے بھی زیادہ طویل رہی ہیں۔
بارہ مئی کو کراچی میں ہونے والے تشدد کے واقعات کے بعد سے ایم کیو متنازعہ پارٹی بن گئی ہے کیونکہ حزبِ اختلاف کا کہنا ہے کہ تشدد بھڑکانےمیں ایم کیو ایم کی قیادت کا ہاتھ ہے۔
حزبِ اختلاف کی جماعتوں کا الزام ہے کہ پارٹی نے اپنے حامیوں سے اپیل کی تھی کہ وہ پاکستان کے چیف جسٹس افتخار محمد چودھری کو معطل کرنے کے صدر مشرف کے فیصلے کے دفاع کے لیے سڑکوں پر نکل پڑیں۔
ایم کیو ایم پاکستانی پارلیمان میں صدر مشرف کے حامیوں کی اتحادی ہے۔ حزبِ اختلاف کا الزام ہے کہ اتوار کو جب چیف جسٹس کراچی آئے تو ایم کیو ایم کے حامیوں نے انہیں ائر پورٹ سے نکلنے نہیں دیا۔
ایم کیو ایم کے کوآرڈینیٹر ایم انوار کہتے ہیں کہ ان کی جماعت طالبانائیزیشن کے خلاف ہراول دستہ ہے
لندن میں مقیم پارٹی کے سینئیر رابطہ کار ایم انور کا کہنا تھا ’میں اس بات کی سختی سے تردید کرتا ہوں کہ ہمارے حامی کسی طرح کے تشدد میں ملوث تھے۔‘
انہوں نے کہا کہ کراچی کی ہلاکتوں کے لیے ذمہ دار پی پی پی، عوامی نیشنل پارٹی اور اسلامی جماعتوں کا اتحاد ہے جو چیف جسٹس کے مسئلے کو سیاسی رنگ دینا چاہتے تھے۔
یہ پوچھے جانے پر کہ کیا الطاف حسین کھی واپس پاکستان جائیں گے انہوں نے کہا کہ سکیورٹی فورسز الطاف حسین کومسلسل خبردار کرتی رہتی ہیں کہ اگر وہ پاکستان گئے تو ان کی جان کو ملاؤں اور جہاد کے حامیوں سے خطرہ ہوگا۔
انہوں نے مزید کہا کہ اگر پاکستان کے وزیر اعظم اور صدر پر جان لیوا حملے ہو سکتے ہیں تو ’میرے خیال میں الطاف حسین کا پاکستان جانا ٹھیک نہیں ہے۔‘

واضح رہے کہ گزشتہ ہفتے لندن میں صدر جنرل مشرف کی طرف سے ایک اعلی فوجی افسر نے ایم کیو ایم کے رہنما الطاف حسین سے ملاقات کی تھی جس کے بعد ایم کیوایم کی شکایت کو دور کرنے کے لیئے منگل کی صبح اسلام آباد میں اجلاس طلب کیا گیا تھا۔

The police claimed that the victims — 27-year-old Habib Noor and 25-year-old Farid Mumtaz — were not the residents of the area but part of the ‘land mafia’ that put up an armed resistance against the anti-encroachment drive. However, the Awami National Party (ANP), which enjoys considerable influence in the area, strongly criticised the drive. The party claimed that the issue of removing encroachments from the cottage industry zone had been discussed in detail by the Sindh coalition partners and dialogue on the issue was still under way when the operation was launched.
But the drive had to be called off when violence erupted: the police say members of the land mafia put up armed resistance, leading to the deaths. The operation has been criticised by the Awami National Party, which enjoys support in the area. KARACHI, Jan 3: As the setting sun of Dec 27 saw Pakistan’s popular political leader lie dead in the Rawalpindi General Hospital, Karachi streets witnessed quick disappearance of Rangers and police, leaving the people rushing home in panic from their workplaces at the mercy of robbers, plunderers and arsonists.
Disappearance of police and Rangers from streets and roads after devastating bomb blasts and target killings in Karachi has become a routine feature during the last few years. Motorists, shopkeepers, petrol pumps and the public on roads become easy target of armed assailants, who come from nowhere and disappear after completing their mission.
The year 2007 has left behind a trail of blood, looting and arson as unprotected people in Karachi and elsewhere in the province were deprived of their belongings and subjected to all sorts of vandalism from the evening of Dec 27 to Dec 31. More than three dozen people were killed and many others wounded. Though the loss of property is still being assessed, a rough estimate puts it at something between Rs60 billion and Rs80 billion.
All this loss of life and property has been suffered by the poor province of Sindh, which has spent as much as Rs90 billion on police and Rs15 billion on Rangers in the last 16 years. The bulk of this amount went to salaries and perks. A substantial amount has been spent on the purchase of vehicles but very little on upgrading skills and competence of the law enforcers.
‘’Police and Rangers are not motivated enough,’’ a teacher of a local law college said, pointing out that our law enforcers were ruthless when it came to dealing with unarmed trade union activists and civil society members, but they could not face armed miscreants to protect citizens. On all crucial occasions, police and Rangers have abandoned the citizens.
What were police and Rangers doing during the four days from Dec 27 to 31? This is the question being asked commonly. Neither is any assembly in place nor the senate is being convened where an answer or explanation could be sought. The caretaker ministers are not obliged to give answers to the people many of whom were target of highhandedness. Many people were pulled out of their cars, robbed of their cellphones and cash and their cars were set on fire. Food warehouses were looted, shops were plundered and set on fire. Trailers on the highways were emptied of their cargoes and burnt down.
Since 1991, Rangers have been a regular part of the law enforcing outfit in Sindh. Every year in July, the Sindh government makes a formal request to the federal interior ministry for one-year extension in their deployment in the province and Islamabad readily obliges. Since 1991, the crime graph in the province has maintained an upward trend. In fact crimes have been more heinous than before. There were bank robberies and target killings during the ‘80s. In the ‘90s, there were bomb blasts at places of worship and after the year 2000 suicide bombings have become frequent.
A top bureaucrat, who is now abroad but previously served Sindh as home and finance secretaries, recalls the year 1983 when the province came in the severe grip of lawlessness and there were frequent incidents of ethnic and sectarian violence. It was then that people in rural areas had put up resistance against the military dictatorship and were brutally suppressed. Since then the army was called out and paramilitary forces were deployed. It was also during those years that private security forces were set up that drew their personnel mostly from retired army men.
But in 1991, the Rangers were deployed and since then every year in July there is a ritual of making a formal request to Islamabad. It happened even in the year 2003 when the Muttahida Qaumi Movement joined the Sindh coalition government as its major partner.
During the 1980s and the 1990s, police and Rangers reportedly targeted MQM cadres. In 1998, the MQM set up a protest camp against Rangers and police in front of the Karachi Press Club. Police also sponsored some people to set up a counter protest camp opposite the MQM. But to everyone’s relief nothing untoward happened despite tension.
In 2003, the MQM controlled the Sindh home department and approached the federal interior ministry through the chief minister for a one-year extension in Rangers’ deployment. It was a very uncomfortable situation for all those involved in this ritual — the MQM, the interior ministry and the Rangers. But as it was, Rangers served the MQM well and demolished the rival MQM faction’s headquarters in Landhi. After 2003, the MQM leaders are full of praise for Rangers.
An official document of the Sindh government shows that over Rs4 billion was spent on Rangers and the Frontier Constabulary during 1991-92 to 1998-99. Since then the expenditure has gone up manifold because of the rise in wages, fuel prices and the impact of inflation.
After their induction, Rangers were given control of the lucrative fishing lakes and seashores in Sindh. The fishing licences were auctioned to the highest bidders, depriving the fishermen of their living. They were made to quit after much protest recently. Rangers also supply water in Karachi through tankers. They have opened a general store in the city.
A Rangers spokesman was contacted but he was unavailable for comment.

The final go-ahead of even this first step has been left to Altaf Hussain as very diplomatically, during the heat of nasty exchanges of vitriolic between Sindhi PPP and second tier MQM leaders, it has been said that MQM’s parliamentary party has asked for permission from Altaf Bhai to sit in the opposition. The next stage would be to pull out of the Sindh cabinet, although the MQM knows that the PPP on its own has a simple majority in the Sindh Assembly and would not be in danger of falling as such. But if the MQM walks out, the rural-urban divide will become a major issue and given the temperature, Karachi and Hyderabad could return to the days of endless turmoil, body bag killings, looting and chaos. But the domino effect of the MQM pulling of the coalition with the PPP will be massive, the London Secretariat of the MQM believes. FATA MPs, who have acquired a critical role in the number game, have already shown in the recent past that they could part ways with the PPP, given their own grievances and the wishes of the quarters, which normally have a decisive say in their major political decisions. Mustufa Kamal is seen by Altaf Hussain as his party’s poster boy and the MQM chief promises to produce one Mustufa Kamal for every big city of Pakistan, should the MQM ever get a chance to do so.
There is an underlying feeling in some MQM circles that the superior judiciary, especially the current Supreme Court, may still have some lingering anger about the role of the MQM on May 12, 2007 when Justice Iftikhar Chaudhry was not allowed to enter Karachi. But another view is that the party may have washed its negative image when it stood up against the NRO and practically blocked it from being moved in parliament, a decision which paved the way for the Supreme Court to strike the law as void ab initio. The MQM’s bold stand that it was not afraid of reopening of any or all of its cases in courts and the underlying confidence in the judiciary may have also restored some comfort level between the party and the judges. All in all the MQM is not much worried about the developing situation in Karachi, specially in the aftermath of the Ashura bombing and the calculated loot and plunder supported by elements in the administration. The leaders are confident of the way things are moving, no matter how shrewdly PPP plays the good-cop, bad-cop game. The MQM leadership is going along, fighting its way where needed and playing soft when required. It appears the future is clear in their eyes and they seem to know the roadmap but they are proceeding with caution, but with confidence. Mr Shaheen Sehbai (former correspondent of Daily Dawn; former editor of The News; ex Director News of ARY ONE TV Channel; former director of GEO News Network; and presently Group Editor the News), escaped from Pakistan to save himself from the so-called wrath of the establishment headed by General Musharraf, after the controversy surrounding his story about the murder of Daniel Pearl. It was apparently simply to obtain the Green Card for himself, and his family in the United States. Mr Sehbai then started to run a web based news service, i.e., South Asia Tribune, funded through dubious sources, but he suddenly reappeared and closed his website. During his self-imposed exile in the USA, he used to raise hue and cry against the military establishment that he and his family members’ life was in danger, but the so-called danger suddenly vanished after the whole family getting the Green Cards. He then returned to Pakistan and that too under the same Musharraf regime, and joined ARY TV channel, then GEO, and then the News, where he is presently working.

KARACHI: What is going on in Karachi’s No-Go Areas is a mystery known only to the secret agencies of General Pervez Musharraf. Apparently the Army is trying to appease Altaf Hussain’s MQM by hitting out at the MQM Haqiqi Group but in reality the agencies do not want to hurt their own creation. This has led to a stand off between the new Government of Mir Zafrullah Khan Jamali and Altaf Bhai who withdrew his candidate for a cabinet seat at the last minute. Attacks on Dr. Farooq Sattar while taking over an office in the No Go Area of Landhi further compounded the situation for the administration. What has been going on is like a scene of a suspense thriller. After the vociferous demands of MQM Chief Altaf Hussain regarding elimination of these NGAs, President Musharraf gave a statement in favor of MQM and reportedly ordered abolition of all these areas.
But subsequent statements of his Interior Minister Moinuddin Haider and Information Minister Nisar Memon indicated that Pakistani agencies were still divided over the issue. Both these ministers said there were no NGAs in Karachi and it was a dispute between the two groups of MQM. Their statements gave the first clue that the most powerful agencies of the government were not in favour of abolishing the NGAs. On November 18 Altaf Bhai decided to support the PML(Q) on the assurance that the government would abolish the NGAs. Next day government started the crackdown on the Haqiqi group. Its sector and unit offices were sealed and its leaders including Afaq Ahmed and Amir Khan were besieged in the party head office Baitul Humza. But Altaf Bhai got alerted when both Afaq, Amir and other leaders managed to escape, despite the heavy presence of the Rangers and police. They even held a telephonic press conference. On Nov 20 the activists of Mutahida reached Landhi along with Dr. Farooq Sattar, Nasreen Jalil, Abdul Qadir Lakhani and other leaders of the party and tried to take over the head office of the Haqiqi. They were attacked and the female activists of Haqiqi manhandled Nasreen Jalil. Altaf Bhai’s men managed to occupy only three units of Landhi and six others stayed under the control of Haqiqi who were heavily armed despite the presence of police and law enforcement agencies.
If one compares this operation with that launched against the Altaf Group on June19, 1992, it was clear that the agencies did not want to eliminate the Haqiqi Group. In 1992 when the operation against the Altaf Group started, activists of Haqiqi came along with Pakistan Army and the troops not only allowed Haqiqi activists to torture activists of Altaf Group but some of them were killed right in front of these troops. Those killed included the brother of Haroon Siddiqi, a former Altaf Group MPA who was shot in Unit 83. The army arrested every one. But in the current operation the attitude of the police and Rangers was totally different. When the Rangers besieged Baitul Hamza, Afaq Ahmed and other leaders of the party were inside it. The Rangers did not allow police to get near the Head office of the Haqiqi, thus deliberately delaying the arrest of Afaq. Haqiqi leaders claimed that 300 of its workers had been arrested but not a single prominent leader was named. Most of those arrested were youngsters and students of Matric or 9th class. The Haqiqi Group had close relations with the agencies and an army picket had been established near their head office for a long time, manned by the Rangers. That is why the Rangers were reluctant to arrest leaders of the Group.
Most of the activists of Haqiqi were armed and present at Landhi No 6, 5,3,4 and 5.5 locations but the police did not try to disarm them. The activists of the Mutahida were also armed but not as heavily as that of Haqiqi. They were present at Babar markets and two other units in Landhi. In Malir, Shah Faisal, Lines Area and Liaqautabad the Haqiqi workers were heavily armed and Mutahida was to face a stiff resistance if they tried to penetrate. Police and Rangers were simply watching as silent spectators and doing nothing to disarm the group. Basically the agencies wanted to convey a message to the government that if these areas were opened to Mutahida there would be serious bloodshed and on this pretext they might discontinue the operation against the NGAs. On Nov 22 an activist of the Haqiqi was fired upon in 2 B Sector of Landhi. He died on the same day. Following his death tension gripped Landhi and the office of Mutahida at Korangi No1 was attacked leaving four people injured. This happened in the heavy presence of the Rangers and police.
On Nov 22 female activists of the Haqiqi demonstrated in front of the Governor House in Karachi. They were armed with sticks and injured some police officials and tried to capture an armored carrier vehicle of the police. They remained there for over 100 minutes shouting slogans against the government. Interestingly the police did not turn violent giving yet another signal that the operation against Haqiqi was not going to be severe. On Nov 21 an evening Urdu newspaper in Karachi published a report quoting the agencies in which they feared that a bloodbath may occur as both groups of the MQM were amassing weapons and trying to prepare for pitched battles against each other. The same newspaper published a report about the formation of Mohajir National Front, to be led by ousted Secretary General Dr. Imran Farooq. This was interpreted as a psychological tactic of the agencies. It seems that they want to divide the Altaf Group into as many groups as possible, like the Jeay Sindh.
There are also conflicting views about the crackdown. Some people think that the government wanted the support of Altaf Group for Mr. Jamali and now that he has got through the new regime may not honor the secret deal reached between the establishment and Altaf Bhai. Haqiqi chief Afaq Ahmed’s statement also bolstered this view as he said after the election of the PM, the situation would change. Another view is that the agencies would keep both the groups in the NGAs so that the presence of Rangers and interference of the federal government agencies could be justified. Analysts believe if the government would use the Haqiqi against the Mutahida, Altaf Bhai will not completely cooperate with the PML(Q), thus threatening to bring down Mr. Jamali. Others believe the MQM wants the chief ministership of the Sindh and it seems firm in doing so.

LONDON: MQM Leader Altaf Hussain’s announcement to wage a war against the establishment has surprised many political observers but the real secret deal under way between the MQM and the Musharraf Government is to accommodate Interior Minister Moinuddin Haider in the Senate on an MQM ticket. Mr Haider recently praised Altaf Hussain as a “very responsible leader” and the sudden attention being paid to the “No Go Areas” (NGAs) in Karachi has given rise to serious speculation that MQM was asking for its pound of flesh before it could consider any concession to the Musharraf regime.
Analysts understand why General Musharraf did not say any thing about the NGAs earlier during the three years of his rule. He was in the army when his fellow generals decided to form the rival group of the MQM and fully supported them. Late COAS General Asif Nawaz had even publicly stated that if there could be 11 Muslim Leagues, why could not there be two MQMs. On 19 June 1992 the army brought the Haqiqi group to the urban areas of Karachi. Many MPAs and MNAs of the Altaf group were forced to change their loyalty and all this happened at a time when the army was present in the city and a crackdown against Altaf group was going on. It means that Musharraf must have been aware of the fact that there were certain NGAs but he did nothing about them. Even during the recent elections these areas were not abolished and Mutahida was denied entry into these areas. So, what has prompted Gen. Musharraf to give a statement in favor of MQM now. Some believe a secret deal has been struck.
Analysts also believe that the MQM may again be used against the PPP if it comes into power. As the influence of the party has been reduced in many parts of Karachi, it is essential that Altaf Hussain’s group is provided a launching base for any powerful agitation against the government. According to another view point, MQM might be inducted into the new Sindh administration and for that it would have demanded entry into these NGAs. Others say the former members of the MQM Coordination Committee did not effectively raise the issue of NGAs which made Mr Altaf Hussain very angry. They mainly focused on ministries and privileges which annoyed Mr Hussain who dissolved the Committee. Yet another view is that Mr Hussain was exasperated over the defeat of the MQM in some areas and thought that he was not given accurate reports regarding the party position of those areas. MQM also no longer raises any popular slogan. It has already used the slogan of a separate province and provincial autonomy which became quite unpopular.
Thus the NGAs are being used as a new slogan, according to this school of thought. Activists of the party were dejected when the party lost seats of national and provincial assemblies from Landhi and it is said that many workers of the party were now sure that Haqiqi could never be expelled from these NGAs so this issue had to be raised to enhance their morale and keep them involved. It is thought the workers of the NGAs are more active in the party than those of other areas and that is why it was important to demand MQM’s entry. Another analysis suggests that the threat to the establishment regarding the abolition of NGAs has been given to divert the attention of the party workers from the internal contradictions and differences of the party because on this issue the workers are more emotional than on any other issue. It is interesting to note that in past MQM has been a part of the government but it did not raise the issue of NGAs as vehemently as it is doing now.
If after Ramadan the NGAs were not abolished then it would be clear that the slogan of its abolishment was raised to divert the attention of the people from the internal contradictions of the party. Mr Hussain has said that his party would abolish the NGAs itself if the establishment did not do so. This indicates that there could be bloodshed in the city and taking this as an excuse the establishment might resort to impose Governor’s Rule in the province where PPP would be in power. It may be mentioned that the first government of Benazir was destabilized by MQM following the operation of the Pakka Qila in Hyderabad. When the second Benazir government dissolved, she was blamed for extra judicial killings, though Nasirullah Babar, the incharge of the crackdown on MQM, had admitted that MI and other agencies helped him conduct the operation. So it is clear that with whose consent the extra judicial killings were carried out. But these killings were cited as one of the reasons for the dissolution of her government. If the MQM really tries to get the NGAs vacated, it may be a difficult task because most of the die-hard MQM activists had either been killed in fake police encounters or jailed. In the last five years the party has also expelled many militants like Kala Shafiq of New Karachi and many others besides suspending workers like Javed Shahpuri of the Liaquatabad. This, however does not mean that the MQM has no die hard activists. There are still many who are ready to obey Altaf Bhai. If the party tries to enter those areas, there will be great bloodshed which might pave the way for the army government to impose extra constitutional rule on the province or even the country on the one hand and start a crackdown against the party on the other.
Altaf Hussain‘s warning to those who were trying to create the forward block in the MQM indicates that there are severe differences within the party and the decision to dissolve the coordination committee has been delayed to see that how many people go with Dr. Imran Farooq. This is also an attempt to stop them from doing so. The dilemma is how to abolish the NGAs as they are protected by the agencies themselves. In the past all attempts to do so have failed. During Liaquat Jatoi’s government the activists of the MQM tried to enter these areas but they were resisted by the rival group while Police and Rangers remained either neutral or supported the rival Haqiqi group. The agencies do not want to abolish the NGAs because they are afraid that if the city is given back to MQM, they will go beyond the control of the agencies. These agencies may also try to play games with the MQM. They may ask Mutahida to let Haqiqi work in other parts of Karachi which would be impossible for MQM to accept. It is believed that during the recent elections this offer was made by the Haqiqi and the government which was turned down by Mutahida
Altaf Hussain has also asked the members of the Coordination Committee to sit at the Khurshid Memorial Hall (named after Mr Hussain’s mother) during his speech. It is thought that this announcement was made so that the loyal workers of Mr Hussain could keep an eye on the activities of his members. The hall has big rooms and is dominated by the APMSO and Labour division of the party who are very loyal to party chief. Altaf’s control on the party is still very firm and sources said that party activists were of the opinion that no body could take the place of the party chief. Earlier Dr Imran Farooq was in direct contact with the sector in charges but now they are all in direct contact with the party chief or his loyalists.

KARACHI, March 9: He is the most high profile Parliamentarian of Altaf Hussain’s Muttahida Qaumi Movement (MQM) and is also projecting himself as Altaf Bhai’s successor, should something happen to the MQM leader in London. He is the blue-eyed boy of General Pervez Musharraf as the General telephones him after hearing his dramatic preachings on the TV. He is the most versatile preacher of Islamic values and morals on home TV screens round the clock. He is a prolific speaker and a successful fund-raiser for charities. He is a junior Minister for Religious Affairs in the huge cabinet of Prime Minister Shaukat Aziz. But in addition to all these qualifications, young, dapper and the stylish member of the National Assembly from Karachi, “Dr.” Aamir Liaquat Hussain, is a fake and a fraud.
In a stunning investigation by Karachi Urdu Daily “Ummat” it has been documented and proved that Dr Aamir purchased fake University degrees to contest the 2002 general election, forced the Karachi University officials to authenticate these degrees in a single day and prevented any investigations by the newspaper to dig deep into the unavailable records at the University. The newspaper, however, persisted with the three-month long probe and was able to obtain the copies of the “University” degrees Dr Aamir used to make himself eligible to contest the election for a National Assembly seat on the MQM ticket from Karachi. He won because of the party ticket and when MQM joined the Musharraf coalition, he was made a junior Minister of Religious Affairs in the cabinet. But his fame came from his TV show on GEO TV “Aalim Online” a religious program in which viewers phone in their questions on Islamic issues and he invites two prominent Islamic scholars every week to answer these personal and social questions. He also hosts other religious programs and General Musharraf and his wife Sehba are so fond of his style of preaching and reciting “Hamds and Naats”, specially during the month of Ramazan, that two years ago Sehba Musharraf called him instantly and told him General Musharraf was crying as he listened to his voice on TV. Dr Aamir did not have a graduate degree in 2002 and according to the investigation he approached a web site in Spain, The Trinity College & University, which boasts about providing Bachelors, Masters or even Doctorate degrees, without attending any class or college. “Everything by Email” the web site of the College says right on top with the big slogan: “Get your degree today.”
Dr Aamir bought his “Bachelor of Arts in Islamic Studies” degree (Serial No: P-2002227 Dated March 17, 1995), got his “Master of Arts in Islamic Studies” degree (No: P-2002341 Dated March 15, 2002) and his “Doctor of Philosophy in Islamic Studies” degree (No: P-2002528 Dated April 5, 2002). In what may be a world record worthy of the Guinness Book of Records. He got his Doctorate in just three weeks after his Master’s degree, if the documents are to be believed. (see images above) Daily Ummat contacted the Karachi University authorities to find out how these web site Email degrees were authenticated in a single day, in writing, by the then Registrar of Karachi University, Prof. NM Aqil Burney. The Registrar received the application from Dr Aamir on August 24, 2002, days before filing of his nomination papers for the NA election and authenticated his degrees though this letter No PA/2002 Dated August 24, 2002. Prof. Aqil, however, did leave some elbow room by stating in his letter that the authentication was “provisional” and the final decision would be conveyed to the applicant in due course of time. That decision was neither needed nor taken nor conveyed to anyone as Dr Aamir had used the provisional certificate to get himself elected to the Parliament and the matter was forgotten. When the newspaper contacted Prof Aqil later to ask how he could issue the authentication without referring the documents to the Karachi University’s Equivalence Committee, he admitted that Dr Aamir had come to him with degrees from some Spanish University and since these were not degrees issues by his University, he authenticated them on the spot. His answer was unconvincing to say the least. Prof Aqil kept no record of these degrees and when the newspaper contacted the current Registrar to verify whether any such record was kept, no one could trace the file, as none existed.
When the newspaper contacted the Higher Education Commission in Islamabad, the official authority on the matter, to verify whether the Trinity College & University of Spain, which issued the degrees to Dr Aamir, was a recognized institution by Pakistan, Director General Mohammed Javed Khan informed the newspaper vide a letter Dated February 23, 2005 that the Trinity College was not recognized. The letter confirmed the forgery of Dr Aamir and abetment in the forgery by Prof Aqil to facilitate his candidacy in the election. Daily Ummat also obtained copies of the degrees Dr Aamir presented to the Election Commission and during the investigation found that the Trinity College had placed exactly similar samples on its web site, offered the same day for a price. The investigation leaves Dr Aamir Liaquat Hussain, MQM Chief Altaf Hussain and General Pervez Musharraf in an embarrassing political dilemma. Musharraf has been promoting Dr Aamir as the heir apparent of Altaf Hussain himself and the way his curve was rising was creating serious apprehensions within the MQM circles as well.
For Musharraf it would be a triple disaster in just a few weeks as Dr Aamir would be the third cabinet minister who has been caught literally with his pants down in the middle of the road. His supporter, PPP rebel and currently a minister, Faisal Saleh Hayat, has already been asked by the Prime Minister to resign as his bail application was cancelled by the Supreme Court and National Accountability Bureau has to arrest him for unpaid loans. Many other candidates in the 2002 elections were disqualified because they were defaulters of loans but not Faisal. Interestingly just before the Supreme Court decision to cancel his bail, Faisal Saleh Hayat slipped out of the country and is now residing in London, considering his options whether to return to Pakistan and land in a jail or stay away.
Another serious embarrassment for Musharraf has been the Health Minister in the Punjab Cabinet, Dr Tahir Javed who absconded from Nebraska after causing the worst Hepatitis C outbreak in US history and who had forced his insurance company and the State of Nebraska to pay millions of dollars to his victims who sued him. Now the show boy of Musharraf, Dr Aamir Liaquat Hussain is in the dock. Scores of seasoned politicians, including former minister Syeda Abida Hussain of Jhang, were either disqualified or did not contest the 2002 polls because they did not have graduate degrees. Now we find that some of those who did, committed a fraud with the law and the people. The biggest embarrassment would, however, be for his GEO TV channel because he hosts a program which is supposed to teach moral values to its viewers. The host has now proved to be an immoral person himself.
Shocking TV interview haunts Dr Aamir Liaquat’s career Daily Times Monitor Daily Times – Site Edition Thursday, May 26, 2005 ISLAMABAD/WASHINGTON: President Pervez Musharraf’s favourite Islamic TV preacher, the minister of state for religious affairs, Dr Aamir Liaquat Hussain, has finally shot himself, not in the foot but almost in the head, South Asia Tribune reported on Wednesday. “The minister, who was already in trouble over his allegedly fake degrees scandal and his sharp criticism of the Pakistan Army and Inter-Services Intelligence (ISI) and is being replaced by the Muttahida Qaumi Movement (MQM), despite all his denials, went on record in a TV interview last week and said Pakistan supported Iraqi insurgent leader Abu Musab Al-Zarqawi and what he was doing to US forces in Iraq,” it reported. “Aamir said this in an interview to ARY’s famous host, Dr Shahid Masood, on the subject of a fatwa (decree) issued by some Pakistani religious scholars recently, on whether suicide bombing was permissible in Islam. Aamir had been called to discuss the fatwa along with senior Muttahida Majlis-e-Amal leader Hafiz Hussain Ahmed,” it said. “The young and inexperienced minister, a loud-mouth who offends listeners, said such ‘truthful’ things about Pakistan’s policy on jihad in Iraq and Kashmir and even so strongly blasted President Musharraf for supporting the US that ARY TV decided not to run the programme on popular talk show Views-on-News,” South Asia Tribune added. Hafiz Hussain Ahmed, who was the other guest on the talk show, was shocked out of his senses when he heard the comments of the minister during the interview. He asked Aamir several times whether he was speaking in his personal capacity or on behalf of the MQM or the Musharraf government. When he was told that he was representing the government’s point of view, Hafiz Hussain Ahmed reportedly could not refrain from making the following remarks: ‘If this is what enlightened moderation of General Musharraf means, who in hell can oppose it. The MMA will fully support the MQM and Musharraf if this is the official policy’,” it said. “The whole show became so ridiculous that ARY decided not to run it, but the tape immediately became a hot potato and was soon in tremendous demand from all interested parties,” South Asia Tribune reported.
Hafiz Hussain Ahmed confirmed the story of the censored TV show to South Asia Tribune. It quoted him as saying that he was shortly going to protest to the ARY TV Channel for not running the interview, as the minister had repeatedly said that it was the official government policy. “The minister agreed with all the points that I raised and all the arguments for jihad that I made and concurred that it was jihad being fought by Muslims in Iraq and the Pakistani government supported it. I was so surprised that I told him on record that if this is the meaning of enlightened moderation of General Musharraf, we (the MMA) are with you and kon kambakht mukhalifat kar sakta hay (which Godforsaken soul can oppose it),” it quoted him as saying. “ARY officials in Dubai and Islamabad refused to say why the interview had not been shown but Hafiz Hussain Ahmed said he would be protesting to the channel and urging them to release the tape as it would open the eyes of the world,” South Asia Tribune reported. “When Hafiz Hussain Ahmed started asking questions about the interview, the secret service got wind of what had happened and immediately demands were made from the ARY administration to let the authorities have a copy of the dreaded tape,” it said. “Surprisingly, the London headquarters of the MQM also got wind of what had happened in the interview and Altaf Hussain, who had already summoned Aamir Liaquat Hussain to London, also started looking for a copy of the tape,” it added.
South Asia Tribune quotes US diplomatic sources in Islamabad as telling it that they had heard about the interview and that they would like to hear the tape and what the minister had said about President Musharraf’s policy about suicide attacks by Zarqawi’s men on US forces. It quoted sources as saying later that Pakistani authorities had informed the US diplomats about the contents of the interview and everyone might soon be watching the tape of the interview. “Whether President Musharraf, Altaf Hussain or the US diplomats have received the cassette and heard Dr Aamir’s comments or not is not yet confirmed, but experts in Islamabad said it is only a matter of time that everyone concerned will hear what this outspoken minister had to say and then the chips would fall where they may,” it added. South Asia Tribune quotes sources close to Hafiz Hussain Ahmed, who heard the minister in awe during the interview, as saying that the minister had become emotional while talking about jihad and suicide bombings and was grilled by the host of the programme, Dr Shahid Masood, who almost trapped him into making statements which no politician in such a high political position would make.
It quotes the sources as saying that Aamir had openly criticised President Musharraf for his pro-US policies and had fully supported the jihadis in Iraq, Palestine and Kashmir, but at the same time he had insisted that suicide bombings in Pakistan were against Islam. “‘Anywhere, if there is one American soldier present, suicide bombing is permissible in Islam,’ Dr Aamir was quoted by these sources as having said on record. ‘There are times when the truth must be told,’ he added in one remark,” South Asia Tribune reported. “The minister was the main sponsor when about 50 Pakistani religious leaders issued the fatwa against suicide bombings in Pakistan, which according to some analysts, was done to please President Musharraf. But in his exuberance the minister was caught on the wrong foot when questioned by ARY and Geo TV Channels about such attacks in Iraq and other places,” it added. South Asia Tribune quoted sources in London as saying that MQM Chief Altaf Hussain had already been told by the army to name a replacement for the minister, as he had become too controversial and out-spoken in his remarks and it was difficult to keep him at the cabinet post.
“The London sources also revealed a shocking story about Dr Aamir’s brother, Imran Liaquat Hussain, who studied in Iran and later declared himself an ‘Ayatollah’ opposed to the clerics of Iran,” it said, adding, “Dr Imran was arrested in Iran and later came to Karachi where he took up a fight with MQM Chief Altaf Hussain and declared him ‘an agent of Iran, and a mafia don’. The MQM connection
The MQM was the dream of a few Marxian scholars such as Rais Amrohvi, Mohammed Taqi, John Ailia and Shahanshah Hussain to establish an organization that could protect the rights of immigrants who chose Pakistan over remaining in India when the sub-continent was partitioned from British India in 1947. The All Pakistan Mohajir Student Organization (APMSO) was the initial reality of the dream. It became established on campuses in Karachi, and allied itself with the left-wing Progressive Student Alliance. However, the Islami Jamiat-i-Talaba, which was ideologically allied with the Jamaat-i-Islami and which had been the main force on Karachi campuses, expelled the APMSO. As a result, its founder Altaf Hussain left his studies and went to the US, where he drove a taxi to earn a living.
At this time in the 1980s, the honeymoon between the Jamaat-i-Islami and military ruler General Zia ul-Haq was over, and they developed differences on several national political issues. The sector commander of the ISI (now retired and still living in Karachi) persuaded Altaf Hussain to return to Karachi and take on the Jamaat-i-Islami. Altaf held big rallies and spoke against Punjabis and Pashtuns living in Karachi. In 1986, a bus driver who happened to be a Pashtun killed a college girl who was a member of a family that had migrated from India. The incident was immediately turned into a riot. The MQM was by now close to many bigwigs in the underworld – it still is – and they had several Pashtuns killed. Pashtuns retaliated in kind, and more.
Altaf then initiated a drive to sell televisions and video recorders, the proceeds from which he used to purchase arms and ammunition. MQM activists now numbered thousands, and they roamed all over Karachi with AK-47 assault rifles and other sophisticated arms. Later years saw the MQM turn against Sindhis as well as Pashtuns and Punjabis. Killings and strikes were the order of the day for Karachi.
In 1988, the MQM won national and provincial assembly elections, marking the all-out defeat to the Jamaat-i-Islami, knocking it from its only stronghold in the country.
The MQM then joined hands with the Pakistan People’s Party (PPP) and became a partner in the Sindh and federal governments. However, this participation in government did nothing to curtail its gutter politics. In the early 1990s the MQM was a part of Nawaz Sharif’s coalition government when its vice president, Saleem Shehzad, now in exile in London, kidnapped an army major, stripped him and beat him like a dog. As a result, the first army operation was conducted against the MQM. However, Altaf fled to the United Kingdom before it began, and he now holds a British passport.
A second operation was subsequently launched against the MQM, commanded by a former interior minister in the PPP government, retired Major-General Naseerullah Baber. This exposed extensive MQM torture cells and “no-go areas” in Karachi. Scores of MQM activists were killed in extrajudicial killings by the police.
After Musharraf took over in 1999 in a coup, he helped resolve differences with the MQM, and now it is a partner in the Sindh provincial government, as well as in the federal government. Yet it often remains critical of the establishment, and has the ability to raise rabble on the streets or call for citywide strikes at the drop of a hat.
Because of its declared secular nature, the US has traditionally been closer to the MQM than any other party in Pakistan. Over the years, thousands of its activists have been given asylum in the US, where the MQM has a powerful bureau.
After September 11, the United States identified even more with the MQM as it was the only party in Pakistan that widely mourned the attacks on the US, openly condemned the Taliban and al-Qaeda, and launched a powerful campaign in support of the US attack on Afghanistan. Latterly, the MQM has been the only party to support the military’s intervention in the tribal areas. Visits by US diplomats to MQM offices in Karachi have – and continue to be – commonplace.
Asia Times Online sources say that only US diplomatic intervention stopped Musharraf from taking strong action against the MQM after he received the report on the recent unrest in which the MQM was implicated. Washington indeed has a powerful southern ally in Pakistan.
Musharraf is now carefully weighing the alternatives of taking tough action in the tribal areas, or risking more trouble in Karachi, the country’s commercial center.

The coordination committee of the Muttahida Qaumi Movement (MQM) Rabita Committee will support Pakistan People’s Party (PPP) Co-Chairman Asif Ali Zardari for the presidential slot, MQM Founder and Chief Altaf Hussain said Sunday. Addressing a general workers’ meeting at the office of the Khidmat-e-Khalq Foundation (KKF), Altaf asked workers whether they approved the decision of the Rabita Committee. The huge gathering endorsed the decision. He also appealed to the Haq Parast people of Punjab to support Zardari and urged Pakistan Muslim League – Nawaz (PML-N) President Nawaz Sharif to support Zardari for his presidential election and avoid confrontation.
Hussain said that the Jamiat Ulema-e-Islam – Fazlur Rehman (JUI-F) and the Awami National Party (ANP) had also announced to support Zardari, who was at the moment the most suitable candidate as his wife had given her life for the restoration of democracy. Benazir Bhutto’s father and brother also sacrificed their lives for democracy, Hussain said. He asked Sharif to avoid any kind of crisis as the need of the hour at the moment was to remain united. Hussain said that after he had extended support to Zardari it was being given an ethnic colour and the PML-N had started opposing the idea.
Referring to sectarian clashes in D.I. Khan and Parachinar, Hussain said that the MQM could play the role of mediator and bring closer various religious scholars for creating harmony among different sects. He paid tribute to the law-enforcement agencies who are trying to control the highly tense situation in D.I. Khan and Parachinar. He lauded the role of the Adviser to the Prime Minister for Interior Rehman Malik for arranging food and shelter for those people who had migrated. Hussain referred to his past speeches and said they were given a wrong impression and said the MQM was neither against the Pakhtoons nor the ANP. The MQM is against Talibanisation, Hussain said. He stressed that the party would never allow Talibanisation in Sindh, including Karachi as Sindh was the land of Sufis and citizens of this province were peace-loving. He said the people of Karachi were against extremism and any kind of terrorism. He asked the Pakhtoons and the ANP to not get provoked as the MQM was not against them.He also appealed to the well-to-do people to donate generously zakat, fitra and other donations in Ramazan to Khidmat-e-Khalq Foundation (KKF) as this organisation was helping the needy. Hussain’s address from London was simultaneously telecast in 19 cities of Pakistan. A KKF board of trustees was also formed and Dr Farooq Sattar was named its Secretary General.

The Muttahida Qaumi Movement (MQM) has decided not to field its candidate in the by-elections against the Pakistan Muslim League-Functional (PLM-F) nominee in Sanghar its policy of reconciliation.
This was decided by MQM when PML-F leaders led by Imtiaz Ahmed Sheikh called on MQM Coordination Committee at Nine Zero here on Saturday. Sheikh said that the PML-F delegation visited Nine Zero on the advise of the party chief Pir Sahib Pagara. As per the decision, MQM has withdrawn its candidate Ramesh Kumar from Sanghar against PML-F’s candidate Khuda Bux Rajar in NA 235 Sanghar 2. Talking to The News, Sheikh said that this was an attempt towards the continued reconciliation process as per the directives of Pir Pagara. Sheikh also thanked President Asif Ali Zardari who had advised local PPP leaders not to field their candidate against PML-F.

If Syed Saleem Shahzad’s reporting a Cardinal Truth for you then read what he had filed
Kamal Majidullah, editor, Saleem Shahzad, chief correspondent, and reporter Ralph D Cruz of daily Star (Karachi, Sindh) December 22, 2006: These journalists were indicted in a defamation case filed by Anwar Alam, a leader of the Muttahida Qaumi Movement, a member party of the ruling coalition government. The Star was the oldest English language evening daily of the Dawn Group of Newspapers. It ceased publication on December 2, 2006 citing government pressures.
Pressure began to be exerted on the DAWN Group as early as July 2004. This first took the shape of complaints made by the Muttahida Qaumi Movement (MQM), a political party headed by Mr Altaf Hussain, currently in self imposed exile in London.
The MQM is a coalition partner with the ruling Pakistan Muslim League Q party, which supports President Pervez Musharraf. The Governor of Sindh is a member of the MQM as are several provincial and federal ministers The ante was upped when generalised complaints by MQM party members regarding coverage of their party’s activities in DAWN gave way to unending complaints from their advisors in the government; a case in point being the repeated complaints made by the Information Advisor to the Chief Minister Sindh. These ‘complaints’ soon became direct threats made to the DAWN CEO and to senior DAWN editors.
The focus then shifts to the STAR when the newspaper raises issues regarding the death in police custody of a suspect. The report is made the basis of criminal proceedings against the newspaper under the Defamation Ordinance 2002, and the matter is still subjudice. Under the Defamation Ordinance, the presence of all cited persons is required at every court hearing. They must also seek the court’s permission every time they leave the city or the country; the reporter involved is restrained from travelling on assignment; this constitutes harassment even before the verdict of whether defamation actually took place or not has been given. Then in response to a series of exposés written by STAR reporter, Mr Rasheed Channa, on human right violations that have taken place in the native village of the Chief Minister of Sindh, the Sindh Government unleashes a harassment campaign against Mr Channa culminating in his arrest and an attempt to implicate the DAWN CEO in a terrorist plot.
2.1.2. CHRONOLOGY
• July 2004: Exception is taken to a story in DAWN which allegedly misquotes the comments of a senior MQM politician ( Refer Appendix D.1) . Although a press release from the MQM( ReferAppendix D.2) to this effect is published in the next day’s paper, DAWN carried no retraction as it had the comments of the politician in question on tape. The ante is upped in December 2004, when the Information Adviser decided to take the DAWN CEO to task over the non publication of Mr Hussain’s article. This now moves from being pressure extended by a political party in power to pressure exerted by the Provincial Government where it is a coalition partner.
• December 2004, the Information Adviser (Mr Salauddin Haider) to the Chief Minister of Sindh (Mr Ghulam Arbab Rahim) requested the DAWN CEO to publish an article written by the leader of the MQM( Refer Appendix D.3, D.4). The DAWN CEO ( Refer Appendix D.5) informed the Advisor that the article must be referred to the Editor as according to the newspaper’s policy all matters pertaining to editorial coverage are within the exclusive purview of the Editor. The article is sent to Editor DAWN, but is not published. The Information Adviser writes to CEO DAWN ( Refer Appendix D.6, D.7) alleging that the latter had given his undertaking that the article would be published. In the same letter, the Information Adviser raised allegations with respect to the low volume of coverage in DAWN extended to MQM activities, which in his opinion, is far less than the coverage extended to other political parties.
• February 2005: In response to an article in the STAR, ( Refer Appendix D.8) the Legal Aid Committee (LAC) of the MQM sends a Legal Notice ( Refer Appendix D.9) to the DAWN Group alleging that the STAR has damaged the reputation of MQM party members and a Civil Suit and a Criminal Suit is filed under the Defamation Ordinance 2002 against the authors of the article, the editor, printer and publisher of the newspaper, accompanied by warrants for their arrest. Hearings begin on April 14th 2005 and the case is still subjudice.

Cases Gather Dust in Courts as Zardari Rots in Jail – By Aijaz Mahar Issue No 26, Jan 20-26, 2003 ISSN:1684-2075
ISLAMABAD: A high-powered four-member lawyers teamheaded by Farooq Naik and comprising Abu Bakar Zardari, Arshad Tabraiz and Qurban Ali Khoso, represents Asif Zardari in the numerous cases against him in various courts. The lawyers are not shy to declare that most of these cases have no substance and evidence but are politically motivated. Senior lawyer Farooq Naik said that Asif Ali Zardari has been imprisoned in Pakistan and seventh consecutive year has been started now to him in jail. Since the government of his spouse, Benazir Bhutto former Prime Minister of Pakistan, was dissolved by Presidential fiat on 5th November, l996. He was arrested on November 5, 1996 from the Governor house Lahore and since than facing the solitary confinement in different jails and presently he is kept in a small room in the government’s hospital known as PIMS at Islamabad declared as sub jail. He is no doubt an ailing person but his morale is very high as he believes in democracy, social justice, equality before law and supremacy of God who tests his people by putting them under various pressures as after all life and death is Ordained by God Almighty claimed Mr. Naik.
While telling the history of the cases registered against Asif Ali Zardari, Farooq said it is the painful story spread over the years because past three successive governments of Farooq Leghari, Nawaz Sharif and Musharraf has registered 16 cases in Sindh and Punjab provinces. Out of the 16 cases, in one case, Pakistan Steel Mills reference, he was convicted. He was acquitted the case known as Karachi Electric Supply Corporation (KESC) case, while out of remaining 14 under trial cases he got bail in 13 cases and is now in jail because of the BMW car case. There is at present eight references under National Accountability Bureau (NAB) Ordinance 1999 pending against Zardari at Rawalpindi and Attock Fort, a military garrison, he observed. A legal expert said if the list of corruption charges against General Musharraf was prepared, it would be far more substantial and larger than the cases against Asif Zardari as in none of these cases conclusive evidence has been produced to convict him. That is why the Government has dragged these cases on to keep Asif in jail. Here is a brief list of the charges:
1. Asset Reference No.l4/2001: This Reference is pending since July 1998. Presently it is being tried in the Accountability Court at Attock Fort since April 2001 after Zardari was shifted from Karachi to Rawalpindi/Islamabad by NAB authorities. The prosecution till date has only examined 33 witnesses out of 62 witnesses.
2. Polo Ground Reference No. 6/2000: This Reference was adjourned sine die by the Accountability Court in Attock Fort on l7th March 2001. No date of hearing has been fixed since then.
3. Ursus Tractor Reference No. 25 /2000: This Reference, which was filed in July 1998, has not proceeded at all since the day it was transferred from the Accountability Court in Rawalpindi to the Accountability Court in Attock Fort in November 2001.
4. Cotecna Reference No.35/2001: This Reference, which was filed in July 1998, has also not proceeded since 12th June 2001 when it was adjourned sine die by the Accountability Court in Rawalpindi on the request of the Prosecutor General NAB.
5. SGS Reference No. 41/2000: This Reference was remanded to Accountability Court Rawalpindi, by the Supreme Court of Pakistan on 5th Apri1 2001 after setting aside the judgment of the Accountability Court dated l4th April 1999 convicting Zardari along with his spouse Benazir Bhutto for retrial. Thereafter the prosecution evidence has not commenced till date.
Application of Asif Zardari that he has served his sentence and that he cannot be tried again on the principle of “double jeopardy” has not been heard and decided by the court despite the fact it was filed as far back as l4th September 2002 under Article 13 of the Constitution of Pakistan which lays down that no one can be tried or convicted twice for the same offence”.
6. A.R.Y. Gold Reference No.23/2000: This Reference, which was filed in July 1998, is pending before the Accountability Court in Rawalpindi since its transfer in the beginning of year 2000. The Prosecution has not examined any witness since its transfer to the present court.
7. BMW Care Reference 59/2002: In this Reference, warrants of arrest of Zardari were issued in the evening of l5th December 2001 when he was bailed out in the last of the cases viz. Narcotics Case on 15/17 December, 2001. Issuance of Warrant and arrest of Asif in this Reference was only to prevent his release. The allegation is that he imported the car in 1995 and miss-declared the value thereof and evaded payment of duties and charges. First of all the car is not registered in the name of Asif. It has changed ownership thrice and there is no document linking Zardari with the car. Secondly under Section 32 of Customs Act 1969, if there is a declaration by any importer, short levied duty cannot be recovered after three years. In this case car was imported in 1995 and as such the recovery of dues, if any, is barred by limitation.
As far as the trial of the case before the Accountability Court is concerned, the NAB filed the Reference in May 2002. After the court indicted Zardari, the prosecutor examined one witness, who had been instrumental in importing the car from UK to Pakistan. The said witness has stated that one Ghani Ansari and his brother Rashid Ansari imported the said car through him and that Zardari had nothing to do with it. Asif has filed application for the acquittal, which is pending.
8. Steel Mills Reference No. 27/2000. In this Reference, which was filed in June 1998, the Accountability Court Rawalpindi convicted Zardari on 12 September 2002 after being put under extreme pressure by the government. The judgment was announced at 8.50 p.m. which is against practice and law as the court rise for the day at 4.00 p.m. Surprisingly at 9.00 p.m. on the same day the government announced on national media about the conviction in order to malign and defame Zardari.
The conviction order is without substance as there is not an iota of evidence involving Asif in the commission of the alleged offence. The allegation in the said case was that Mr. Sajjad Hussain, former Chairman Pakistan Steel Mills in order to gain favor of Asif Ali Zardari for confirmation of his service arranged a sum of rupees 30 million from mercury corporation which had a contract with the Pakistan Steel Mills by giving the said Corporation and paid the same to Asif Ali Zardari. Sajjad Hussain unfortunately died before he gave evidence in the court.
However, during his life time while he was unlawfully confined by the Nawaz regime to extract forcible confession from him, his wife Mrs. Amna Hussain had filed constitution petition in the Sindh High Court at Karachi contending that her husband is suffering from various deceases including acute depression and his being forced by the Nawaz regime specially senator Saif ur Rehman the then Chairman Ehtesab Bureau to make statement Asif Ali Zardari.
The irony of the case is that National Accountability Bureau recovered the said sum of Rs. 30 million from Mercury Corporation, as prior to the announcement of judgment convicting Asif Ali Zardari but the said fact was not revealed to the Accountability Court, which convicted the Asif Ali Zardari. The judgment is nothing but travesty of justice said the lawyer.
Six Criminal Cases at Karachi (Sindh): The said cases are not being proceeding since February 2001 when Zardari was sent on internal exile from his home town Karachi within the province of Sindh to Rawalpindi/Islamabad within the province of Punjab about 1000 miles away. These cases included four murder cases registered against him told Farooq Naik.
The Government is responsible for the delay, as Asif is confined in Rawalpindi, is not being produced before these courts at Karachi despite the fact that orders for his production are regularly being issued for every date of hearing by the concerned courts. Murder cases are titled as Murtaza Bhutto, Justice Nizam, Alam Baloch and Sajjad Hussain. One case is registered against Asif allegedly said that he has shifted households to Surrey Mahal London form Bilawal House Karachi.
Two cases have been registered against Asif alleging that he attempted to commit suicide in jail while he was under investigation.
Narcotics Case No. 436 1998: This case is pending in session court Lahore and Asif Zardari is being taken to Lahore for appearance before the Sessions Judge in violation to the order of the Supreme Court but however, he is not being produced before the Court at Karachi under the cover of order of Supreme Court.
In the said case since 1998 till date out of 23 witnesses only five-prosecution witness have been examined. The evidence of all these witnesses which has come on record explicitly show that a false case at the behest of Saif Ur Rehman former Chairman of Accountability Bureau during the period of Mian Nawaz Sharif, the then prime minister, was registered against Zardari, his lawyer observed. He said it is obvious that the government with malafide intentions and ulterior motives in a systematic and planned manner wants to keep Asif in prison for the rest of his life claimed Naik. Asif Zardari is suffering from various life threatening ailments including Spondialitis. Zardari was admitted in Dr. Ziauddin University Hospital, Clifton Karachi, which had the requisite facilities including Hydrotherapy under the order of the Supreme Court of Pakistan, dated 11th August 2000.
However, NAB authorities without the permission of the Supreme Court shifted him from Karachi the Rawalpindi/Islamabad unilaterally and arbitrarily in February 2001 and confined him in a small room, the windows of which remain closed all the time and black painted, in the hospital known as Pakistan Institute of Medical Sciences (PIMS) Islamabad. All the facilities granted to Asif Ali Zardari in the hospital including Television and meeting with his counsel and family members (twice a week) are under the order of various courts. It can be said without fear of contradiction that government never of its own granted or gave any facility to Asif, said Naik. The officials on duty have strict instructions not to allow any facility to him over and above granted by the courts. A qualified physician/doctor does not accompany Asif in the ambulance which is old and rickety, for appearance before various courts said Farooq. The government till date has flouted the order of the court by not providing with the facility of walk as ordered by the court under the advise of the doctors and which is having serious adverse effect on his health, claimed Naik. The hydrotherapy treatment is not being carried out, as the said facility is not available in PIMS. The said facility is of utmost necessity as the specialists who examined him, have recommended the same.

ISLAMABAD, Sept 9: Jailed PPP leader and Benazir Bhutto’s husband Asif Ali Zardari scored another significant victory on Sept 9 when the Lahore High Court acquitted him in a corruption case, setting aside the 7-year jail term given to him by a special court. The court victory in the Pakistan Steel Mills case came days after a sitting Prime Minister, Choudhry Shujaat Hussain, who later resigned to make way for Shaukat Aziz, declared the drug smuggling case against Zardari as fake. Zardari has now been acquitted or bailed out in 8 cases while he is still being detained under the BMW Import Duty case in which his bail application is pending with the Supreme Court of Pakistan. The record of acquittals and bails has confounded the military rulers who keep on adding new cases against the PPP leader as he is freed in old ones, despite the immense pressure used by the Army on the judiciary.
If the Supreme Court grants him bail in the BMW case, Zardari would have to be released by the military regime, unless some new case is registered. But since he is in jail since November 1996, there is hardly any room left for accusing him of any other criminal offence. Exiled PPP leader Benazir Bhutto hailed the judgment of the Lahore High Court terming it the “triumph of justice”. She said the verdict shows that those who show patience and persevere are ultimately rewarded, adding that the decision “demonstrates that despite the clouds of darkness, the light of conscience prevails in our land.”
The decision by two Judges of the Lahore High Court was expected several months back. Suddenly the bench constituted of Judges Maulvi Anwar ul Haq and Justice Aslam was broken up. After a long, legal struggle and applications before the Supreme Court of Pakistan, the Bench hearing the appeal was allowed to announce its landmark judgment. The Bench declared that Mr. Zardari should be immediately set free if he was not needed in any other matter. The first time Mr. Zardari was ordered free by a court was in 1998. But another case was filed to stop him from his release. Mr. Zardari was arrested on the night of November 4, 1996 initially under one preventive detention law known as the Lahore Maintenance of Public Order and then under a second Karachi Maintenance of Public Order. He was acquitted in two attempted suicide cases, one murder case (Sajjad case), one corruption case known as KESC whereas the conviction in the SGS case was also set aside in 2001. The Steel Mill case is the eighth case in which Mr. Zardari has been granted relief by the judiciary. However, there are still 14 more cases against him. He is on bail in all the cases except the BMW case.
The BMW case is so ridiculous it makes a mockery of law and justice in Pakistan. It revolves around import of a second hand car by someone other than Mr. Zardari. The duty on the second hand car was re-evaluated by the regime and a small percentage of disputed deficit was recorded as payable duty. Since December 2001 Mr. Zardari is languishing in prison on the basis of the BMW case, which was initiated by NAB under Gen. Musharraf. Usually cases of disputed duty do not result in any arrest, either of the importer or buyer. But Zardari has been kept in jail shamelessly. The ordeal in the Steel Mills case began in 1996 when Steel Mills Chairman late Sajjad Hussain was arrested by NAB headed by disgraced Senator Saifur Rahman. Mr. Hussain was tortured and tried to commit suicide to avoid a third arrest by the NAB authorities. His wife filed an affidavit before the Sindh High Court documenting the torture and threats to kill meted out to Mr. Hussain if he refused to implicate a “VVIP” meaning Mr. Zardari.
Subsequently the Chairman Mr. Hussain was killed amid doubts whether it was a planned murder by the State or the result of random violence, which had plagued the city of Karachi. The LHC Rawalpindi bench set aside the conviction awarded by the Accountability Court on October in dubious circumstances. The judgment was announced at 9 pm at night, after military authorities stopped the judge from giving his verdict during court hours. The prosecution had claimed that a meeting allegedly took place between Asif Zardari and the Steel Mill Chairman on September 14, 1995 between 6.30 pm and 7 pm in the Prime Minister’s house regarding kickbacks. However the prosecution’s case fell apart during examination. A witness deposed that Mr. Zardari was accompanying the Prime Minister to Lahore that day and could not have met Steel Chairman at Islamabad as the prosecution claimed.
