LUBP condemns assassination of BNP-M leader Habib Jalib Baloch
Former senator and Baluchistan National Party Mengal (BNP) leader Habib Jalib was shot dead on Saryab Road in Quetta. Habib Jalib was ambushed by unidentified gunmen on Saryab Road. He was taken to the Civil Hospital Quetta where he succumbed to the injuries. A large number of BNP Mengal workers and family members of the senator gathered outside the hospital after the incident. Moscow-educated Jalib was a prominent Baloch intellectual and a former chairman of the Baloch Students Organisation. Currently he was the secretary general of the BNP Mengal party.(Source: Dawn, Tribune)
Lawlessness and target killings are rampant in Balochistan. Pakistan’s spy agencies and their proxy jihadi and sectarian organisations are long known for their involvement in target killing of certain targeted individuals and communities in Quetta and in other parts of the country.
Saryab Road where Habib Jalib was murdered has been a favourite spot for terrorists of the Sipah-e-Sahaba (Taliban) to attack and kill members of Quetta’s Hazara (Shia) community.
Pakistan army and its spy agencies are also alleged to be involved in human rights violation, torture and illegal kidnapping (disappearances) of numerous Baloch rights activists.
It must however be acknowledged that some Baloch nationalists too are involved in target killing and ethnic cleansing of Punjabi settlers in Balochistan, a step which has irreparably damaged their movement.
We condemn the brutal murder of Habib Jalib Baloch and express our concern that the real killers of Habib Jalib Baloch will never be brought to justice (not unlike the blank cheque given to the real killers of Benazir Bhutto shaheed and Akbar Bugti shaheed) because the de facto, incessant martial law in Pakistan is much more powerful than the ostensible, civil and judicial law.

Baloch leaders and activists are thrown from military helicopters to the ground. Baluchistan’s well known scholars are being targeted by state agents.
“The government is deliberately targeting the cream of Balochistan. The best of the Baloch intellectuals and politicians are being killed one after another” says Baloch leader, Habib Jalib Baloch “parliamentary politician.” This is true that Baloch scholar and the secretary of Mines and Minerals of Balochistan, Jan Muhammad Dashti, was deliberately targeted on February 23rd, 2009, and many Baloch writers and journalist in Balochistan. But Baloch honorable leaders should know that without being united the state will continue to “kill one after another” until the extinction of Baloch nation.
Therefore, “The Human Rights World reports 2009” says “Journalist continues to face pressure and threats from non-state actors and element of Pakistanis intelligence apparatus.”
On April 3rd 2009, Three Baloch leaders, Mir Gulam Mohammad Baloch, Lala Munir Ahamed, and Sher Mohammed Baloch had been kidnapped by dozens of Pakistani intelligence inside from their lawyer’s office. Their lawyer Mir Kachkol Ali, an senior advocate and former Balochistan assembly opposition leader.
On April 8th, 2009 all three Baloch leaders’ (martyred) dead bodies were found 35 kilometers far from city of Turbat, Balochistan where they had originally been kidnapped.
The United Nations Secretary General’s spokesperson, Michele Mantas expressed his views about the Baloch leaders’ killing by the Pakistani intelligence, saying it is a “serious concern” and his statements continued saying “The United Nations extends its condolences to the families of the deceased.” {April 10, 2009 the Nations Newspapers}

Jalib’s murder a blow to national integrity: HRCP
Whoever the killers may be and whatever their motives, it will be very difficult to persuade the people of Balochistan that he was not killed for fighting for Balochistan’s rights. The murder is bound to strengthen the hands of those advocating violence and drown out the voices of people committed to espousing peaceful change through democratic means.
HRCP demands the government must give Habib Jalib’s murder the attention a tragedy of this magnitude deserves. Its response must go beyond condemning the attack and issuing statements promising review of the security situation in the region. A transparent and credible investigation to the satisfaction of Habib Jalib’s family must be initiated to ensure that the perpetrators of the crime do not go unpunished and their mischief does not cause any more harm than it has already done.”
I really sad loss for all of us. I think Government need to take actions to bring the culprits to Justice. otherwise Baloch will be more alienated.

During the recent mass arrests of Insurgents in Saudi Arabia, a new book by Sheik Abu-Bakar al Naji ,Al Qaeda’s Lead Warfare Theorist, Governance of the Wilderness (Edarat al-Wahsh), was found in safe houses. These are some of the ideas developed by al Qaeda’s chief theoretician, Sheik Abu-Bakar Naji, in his new book “Governance in the Wilderness” (Edarat al-Wahsh). Middle East analysts think that the book may indicate a major change of strategy by the disparate groups that use al Qaeda as a brand name. The Saudi police seized copies of the book last week as they arrested 700 alleged terrorists in overnight raids.
NO one should feel safe without submitting to Islam, and those who refuse to submit must pay a high price. The Islam ist movement must aim to turn the world into a Series of “Wildernesses” where only those under jihadi rule enjoy security. Naji’s book, written in pseudo-literary Arabic, is meant as a manifesto for jihad. He divides the jihadi movement into five circles – ranging from Sunni Salafi (traditionalist) Muslims (who, though not personally violent, are prepared to give moral and material support to militants) to Islamist groups with national rather than pan-Islamist agendas (such as the Palestinian Hamas and the Filipino Moro Liberation Front).
All five circles are at an impasse, says Naji. Some accept the status quo while hoping to reform it. Others have tried to set up governments in a world dominated by “Infidel” powers, and have been forced to abandon Islamic values. Still others failed because they didn’t realize that the only way to win is through total war in which no one feels safe.
NAJI claims that the fall of the Ottoman Empire and the abolition of the Islamic Caliphate in 1924 marked the start of “the most dangerous phase in history.” Those events put all Arab countries, the heartland of Islam, under domination by the “infidel”- who later continued to rule via native proxies. In Naji’s eyes, it is impossible to create a proper Islamic state in a single country in a world dominated by “Crusaders.” He cites as example the Taliban – which, although a proper Islamic regime, didn’t survive “infidel” attacks and opposition by Afghan elements. Instead, he says, the Islamic movement must be global – fighting everywhere, all the time, and on all fronts.
New Strategy
That persuaded some al Qaeda leaders that a new strategy of Smaller, Slower but Steadier attacks was needed. Ayman al-Zawahiri, al Qaeda’s No. 2, has advocated such a strategy since 2003, arguing that the jihad should First Target Muslim Countries where it has a chance of toppling the incumbent regimes.
Now Naji takes that analysis a step further – suggesting that low-intensity war be extended to anywhere in the world with a significant Muslim presence. Islamists in the “wilderness” must create parallel societies alongside existing ones, Naji says – but not set up formal governments, which would be subject to economic pressure or military attack. These parallel societies could resemble “Liberated Zones” set up by Marxist guerrillas in parts of Latin America in the last century. But they could also exist within cities, under the very noses of the authorities – operating as secret societies with their own rules, values and enforcement.
Taxation
But they could also take shape in Western countries with large Muslim minorities: The jihadis are to begin by giving areas where Muslims live a distinctly Islamic appearance, by imposing special styles of dress for women and beards for men. Then they start imposing the shariah. In the final phase, they create a parallel system of taxation and law enforcement, effectively taking the areas out of government control.
Countless Small Operations
The “Wilderness” will provide the cover for bases for jihad operations. Jihad would be everywhere, rather than in just one or two countries that the “infidel” could hit with superior firepower. In a notable departure from past al Qaeda strategy, Naji recommends “countless small operations” that render daily life unbearable, rather than a few spectacular attacks such as 9/11: The “infidel,” leaving his home every morning, should be unsure whether he’ll return in the evening.
Tactics :
Naji recommends kidnappings, the holding of hostages, the use of women and children as human shields, exhibition killings to terrorize the enemy, suicide bombings and countless gestures that make normal life impossible for the “infidel” and Muslim collaborators.
Naji asks jihadis to target Oil Fields, Sea and Airports, Tourist Facilities and especially banking and financial services. He envisages “a very long war,” at the end of which the whole world is brought under the banner of Islam.
Pakistan
He identifies several Muslim countries as promising for establishing “The Governance of the Wilderness”: that are Saudi Arabia , Pakistan , Yemen , Turkey , Jordan , Libya , Tunisia and Morocco . The implication is that “Wilderness” units already exist in Nations such as Afghanistan , Iraq , Lebanon , Egypt , Somalia and Algeria .
Prophet promoted Terror ( Naouzubillah and Lanat ul Allah Al-Lal Khwarijeen)
Naji’s theory is built on the concept of Terror as the main organizing principle of the Mini-States he hopes to set up everywhere in preparation for the coming Caliphate. He claims that the Prophet(pbuh) himself practiced the tactic by making his enemies in Medina , where he ran his version of the “Wilderness,” pay “the maximum price” for any deviance, and through constant raids on trade caravans belonging to his enemies in Mecca .
Wahabi + Qutubi + Takfeeri Plan : Nutshell :
In a simple language, Naji offers a synthesis of the themes that appeal to different jihadi groups. With anti-imperialist sentiments, missionary dreams, ethnic and class grievances and puritanical obsessions, he mixes a deadly cocktail. Naji’s message is stark: Western civilization is doomed. Its last bastion, America , lacks the will for a long war. The “infidel” loves life and treats it as an endless feast. Jihadis have to ruin that feast and persuade the “infidel” to abandon this world in exchange for greater rewards in the next.

The “Wilderness” will provide the cover for bases for jihad operations. Jihad would be everywhere, rather than in just one or two countries that the “infidel” could hit with superior firepower. In a notable departure from past al Qaeda strategy, Naji recommends “countless small operations” that render daily life unbearable, rather than a few spectacular attacks such as 9/11: The “infidel,” leaving his home every morning, should be unsure whether he’ll return in the evening.
Tactics :
Naji recommends kidnappings, the holding of hostages, the use of women and children as human shields, exhibition killings to terrorize the enemy, suicide bombings and countless gestures that make normal life impossible for the “infidel” and Muslim collaborators.
Naji asks jihadis to target Oil Fields, Sea and Airports, Tourist Facilities and especially banking and financial services. He envisages “a very long war,” at the end of which the whole world is brought under the banner of Islam.
Pakistan
He identifies several Muslim countries as promising for establishing “The Governance of the Wilderness”: that are Saudi Arabia , Pakistan , Yemen , Turkey , Jordan , Libya , Tunisia and Morocco . The implication is that “Wilderness” units already exist in Nations such as Afghanistan , Iraq , Lebanon , Egypt , Somalia and Algeria .
Prophet promoted Terror ( Naouzubillah and Lanat ul Allah Al-Lal Khwarijeen)
Naji’s theory is built on the concept of Terror as the main organizing principle of the Mini-States he hopes to set up everywhere in preparation for the coming Caliphate. He claims that the Prophet(pbuh) himself practiced the tactic by making his enemies in Medina , where he ran his version of the “Wilderness,” pay “the maximum price” for any deviance, and through constant raids on trade caravans belonging to his enemies in Mecca .

In a simple language, Naji offers a synthesis of the themes that appeal to different jihadi groups. With anti-imperialist sentiments, missionary dreams, ethnic and class grievances and puritanical obsessions, he mixes a deadly cocktail. Naji’s message is stark: Western civilization is doomed. Its last bastion, America , lacks the will for a long war. The “infidel” loves life and treats it as an endless feast. Jihadis have to ruin that feast and persuade the “infidel” to abandon this world in exchange for greater rewards in the next world.

The ironic and sad part about all of this is that I have readed on many website that the peoples who caused the death of the caliphate were also ancenstor of the same wahabbi kharijites who wagered a jihad against the Khalifa of Usmaniya. Why now mr. Nazeer Naji wants to bring back Khilafat and crying for it?

Balochistan killings
The cycle of violence in Balochistan continued with the killing of the secretary-general of the BNP-M, Habib Jalib Baloch, in Quetta yesterday.
Mr Baloch was not one of the radical, fringe nationalist figures demanding independence for Balochistan but a respected politician from a humble background who fit more properly in the self-determination camp in Balochistan’s political spectrum. In short, he favoured a type of politics whereby the people of Balochistan controlled their own affairs but within the federal framework of Pakistan. His killing will re-energise the hatred felt in some parts of Balochistan for Pakistan and all that it has come to represent for a people who see themselves as oppressed, friendless and left to fend for themselves. It does not bode well for peace in the province.
Deplorable and ugly as the violence has been from certain Baloch quarters, the real introspection required is on the part of the Pakistani state — introspection that is hinted at occasionally but never actually delivered on. While the terrible days of violent suppression by the security forces in the Musharraf era may be over, there is a sense that the Pakistan Army continues to view the Baloch problem with uncompromising eyes. Proof of that is the continuing problem of ‘missing persons’. While Baloch leaders claim many thousand people are missing, independent observers suggest a figure between one and two thousand.
For its part, the state claims only a few hundred people are missing. But that begs the question: why, given the deep resentment it causes, are even those few hundred people still ‘missing’? Beyond that is the problem of the federal government’s failure to deliver on promises, especially jobs for unemployed Baloch youth. From internships to jobs in the federal government to even recruitment in the provincial services, jobs that could keep young men employed and serve as a political balm have not been made available as quickly as promised. Neither has the federal government taken up the challenge of starting a meaningful and regular political dialogue with the leaders of the people of Balochistan. In the absence of such measures, no amount of wishful thinking will bring an end to the crisis in Balochistan.
