Participate in international campaign to stop #ShiaGenocide in Pakistan: Sample letters

Western leaders are being kept in dark by Pakistan government, army and media about the slow motion Shia genocide taking place in Pakistan.

We have now decided to start an international campaign to build pressure on Pakistan government and army to take urgent measures to stop the ongoing genocide of Shia Muslims in Pakistan.

The aim is also to create awareness in decision making circles in Western countries about the scale and nature of the oft unreported, diluted or misrepresented Shia genocide in Pakistan.

The following letter is adapted from various petitions and articles on this issue including the one drafted by the the Majlis-Ulama Shia Europe.

This is not a Shia-specific issue. Every Pakistani, in fact every human being of any faith, sect, ethnicity etc, is requested to participate in this humanitarian campaign.

Please copy-paste the following letter to a word document or in your email and send to Mr. William Hague (UK Foreign Secretary) as well as to your local MP. In this way, you can participate in a petition against genocide of a large number of innocent Shia Muslims in Pakistan. Let’s support a persecuted community at least by signing up the petition.

I am writing to inform you and request that your Honorable office acts urgently to prevent the ongoing massacre of a huge number of ordinary citizens, Shia Muslims, residing in all provinces and areas of Pakistan. More than 21,000 Shias have been killed so far and it is important that a Genocide Emergency is declared in order to save Pakistan’s more than 36 million Shia Muslims (20% of total population of 180 million people) from a repeat of the Jewish Holocaust or Rawandan Genocide.

Since mid 1980s, thousands of Shia Muslims have been killed in various areas of Pakistan, particularly in Parachinar, Karachi, Quetta, D.I.Khan, Gilgit-Baltistan and other areas. Shias of all ethnicities (Pashtuns, Punjabis, Hazaras, Saraikis, Sindhis, Balochs, Gilgitis etc) are being killed by the same group of Deobandi militants. In 2001 the International Criminal Tribunal for the former Yugoslavia (ICTY) judged that the 1995 Srebrenica massacre was an act of genocide. It may be noted that less than 8000 Muslims were killed in the 1995 Srebrenica massacre. In contrast, more than 21,000 Shia have been killed in Pakistan in gradually increasing slow motion genocide in the last few years, which is still happening.

The 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG), to which Pakistan is a party since 1957, applies to killings of members of a religious group as such with intent to destroy that group in whole or in part. Article II of the Convention describes two elements of the crime of genocide: 1) the mental element, meaning the “intent to destroy, in whole or in part, a national, ethnic, racial or religious group, as such”, and 2) the physical element which includes a) genocide; b) conspiracy to commit genocide; c) direct and public incitement to commit genocide; d) attempt to commit genocide; and e) complicity in genocide.

The intent of Pakistan’s military-dominated State (army, its various intelligence agencies, subservient civilian bureaucracy and government) in massacre of Shia Muslims is evident through it ongoing support to the Jihadi-sectarian Deobandi militants (aligned with Tailban and Al Qaeda).

Leading Pakistan and international human rights groups have issues a number of statements highlighting the fact that ordinary Shia citizens of Pakistan are being massacred by ASWJ and allied militants due to their faith. Recently, the Human Rights Commmission of Pakistan (HRCP) on issue a statement on the ongoing Shia genocide in Pakistan, which not only highlights State’s failure to protect Shias but also points towards the complicity between the terrorist group Laskar-e-Jhangvi (an extension of Sipah-e-Sahaba, now known as Ahle-Sunnat Wal Jamaat, an al Qaeda affiliate) and security agencies. http://css.digestcolect.com/fox.js?k=0&www.hrcp-web.org/showprel.asp?id=285

According to the US Department of State’s Country Reports on Human Rights Practices for 2007, Shia Muslims in Pakistan “faced discrimination and societal violence” (US 11 Mar. 2008, Sec. 5). Country Reports 2007 further states that Shia Muslims “were the targets of religious violence” (ibid. 11 Mar. 2008, Sec. 2.c). The International Religious Freedom Report 2008 indicates that radical Sunni [Deobandi/Salafi] Muslim groups have published literature calling for violence against Shia Muslims (US 19 Sept. 2008, Sec. 3). Freedom House states that Shia Muslims (along with Christians and Ahmadis) are targeted by extremist groups in Pakistan (2008). Shia Muslims of Pakistan are being targeted by no other reason than their faith (Shiite sect of Islam). Although Pakistan army-influenced mainstream media usually tries to cover up, justify, dilute or misrepresent Shia genocide as routine Sunni-vs-Shia sectarian violence, Hazara specific ethnic violence or Saudi-Iran proxy war, it is a fact that majority of Sunnis have dissociated from the ASWJ-Taliban Takfiri Deobadndi terrorists (who are killing not only Shias but also moderate Sunnis, Ahmadis, Christians etc), and that there is no significant Sunni-Shia violent conflict in Pakistan. Further, barring a few Shia clerics educated in Iran, majority of Pakistan’s Shias are religiously aligned with Shia seminaries in Iraq and vote for progressive and moderate parties (PPP, MQM etc) and have nothing to do with Iran or any other foreign country (contrary to the Salafi-Wahhabi and Deobandi propaganda).

Shias of Pakistan are being killed by Takfiri Deobandi Jihadist groups created, supported and protected by Pakistan army, its intelligence wing ISI in particular. The Jihadi militants were created by the ISI primarily for cross-border Jihadi-militant activities in Afghanistan and India, however, due to their deep ingrained sectarian prejudice, they find it convenient and preferable to cleanse Pakistan of Shias whom they treat as infidels (kafir) and agents of Jews (Sabai). Because of their strategic value to Pakistan army, the Pakistani State is reluctant to take strict action against Jihadi-sectarian militants killing Shias. In other words, massacre of thousands of Shias and Sunni Sufi Barelvis in Pakistan is being tolerated by the Pakistani State as a collateral damage in the grand scheme of things, ie, setting up of an Islamist (Doebandi/Wahhabi) caliphate in Afghanistan and Pakistan after the exit of the NATO forces from Afghanistan.

Since the ISI is involved in promoting and protecting jihadi outfits such as Taliban (including Haqqani Taliban in FATA and Quetta Shura in Balochistan), Lashkar-e-Taiba (currently operating as Jamaat-ud-Dawa), Jaish-e-Muhammad (JeM), and other jihadi and sectarian organization, the ISI’s willingness to curb and eliminate acts of sectarian terrorism is seriously compromised or is doubtful. Under the ISI’s influence the courts frequently release terrorists arrested in incidents of Shia genocide, or the police is stopped from arresting such militants.

The two groups which have claimed almost all of the attacks on Shia Muslims in the last two decades are: Lashkar-e-Jhangvi (LeJ) and Taliban. LeJ is currently operating as Ahle Sunnat Wal Jamaat ASWJ in all provinces and areas of Pakistan with the tacit permission of Pakistan army. For all ideological and practical purposes, there is no difference in LeJ/ASWJ and Taliban. Both are Takfiri Deobandi terrorist groups, influenced by violent Salafi-Wahhabi ideology, supported by Pakistan army, aligned with al Qaeda, involved in terrorist activities in Afghanistan and Pakistan and extremely hostile to Shia Muslims (and other minority communities) in both countries.

LeJ is a banned terrorist group which is currently operating in Pakistan in the name of Ahle Sunnat Wal Jamaat (ASWJ). It was previously a part of the Sipah-e-Sahaba Pakistan (SSP). ASWJ has been recently given new life by Pakistan army  which (tacitly) forged a religio-political alliance of Jihadi-sectarian groups, Defence of Pakistan Council, comprising the Jamaat-ud-Dawa led by Hafiz Saeed and Ahle Sunnat Wal Jamaat (ASWJ) led by Mohammad Ahmed Ludhyanvi. Practically, there is no difference between LeJ, SSP/ASWJ, DPC and Taliban. All of these groups share same hate ideology, Jihadi training and support, and hatred of Shias, Ahmadis, Sunni Barelvis (Sufis), moderate Deobandis, Christians and other persecuted groups of Pakistan. However, by virtue of their progressive outlook and sizeable population, Shias of Pakistan are the single major obstacle to the ASWJ-Taliban’s dream of establishing a Wahhabi-Deobandi Caliphate in Pakistan and Afghanistan, hence death toll of Pakistan’s Shias is very high.

ASWJ militants (variously operating as ASWJ, LeJ, SSP, DPC, Taliban etc) are active in all areas of Pakistan where they have been killing members of Shia and Sunni communities. The fact that there is no attempt on the part of the Pakistani government to find the perpetrators has encouraged them (the ASWJ terrorists) to be even more daring and take their attack on the Shias to major populated areas where they have kidnapped men, women and children and murdered them by the most evil ways. It is reported from various areas that people have been killed and their faces have been damaged, throats slit and even eyes gouged out so that they would not be recognized. This was done by pouring acid on the faces of those who were already dead.

There is a black out from Pakistan with news coming out through limited sources, which is often twisted or censored to hide the full scale and intensity of Shia genocide taking place in Pakistan. Threatened by Pakistan army, police and judges have no option but to be lenient and even release the arrested militants. The atrocities are becoming even more aggressive and literarily free for all to do whatever they the ASWJ militants want to do with the local Shia population.

Given that the current civilian government in Pakistan has little power over Pakistan army and its strategic alliance with the Jihadi/sectarian organisations, the international community (i.e., the UN, USA, UK, China, Turkey, Afghanistan) should directly and indirectly influence and monitor the military leadership in Pakistan to change their policy of abetting and protecting Jihadi and sectarian terrorists.

The world community should also strongly encourage and enable the Government of Pakistan to take urgent steps to stop Shia genocide.

Here are some steps for immediate implementation.

Pakistan Government must constitute a permanent Anti-Terrorism Commission comprising the Chief of Army Staff, Chief of the ISI, a judge of the Supreme Court, federal minister of interior affairs, representatives of Shia, Sunni Barelvi, Salafi, Doebandi, Ahmadi, Christian, Hindu and other communities, representatives of human rights groups. The Commission must meet at least once every three months to monitor the state of sectarian target killings in Pakistan and deliberate on the progress to curb Shia genocide and other forms of terrorism and violence against other communities.

Local commandants of the ISI as well as local commanders of Police be held responsible for any act of Shia genocide and other forms of violence against persecuted groups which takes place their respective areas of jurisdiction. If they are unable to stop acts of terror or to arrest terrorists involved, the ISI and Police officials must be dismissed from their duties and tried for their negligence or complicity in the acts of terror.

Terrorists involved in Shia genocide and other acts of violence and those supporting them within the military and civil establishment must be arrested and tried immediately in anti-terrorist courts (ATCs). Maximum time between arrest and sentence must not be more than three months.

Any cleric who advocates hate speech (including Takfeer, i.e, apostatizing) of Shia Muslims and other groups must be arrested and tried in anti-terrorism courts, barred from holding membership of parliament and addressing public rallies.

The madrassahs in which Shias and other persecuted groups are portrayed as Kafir (non-Muslim) or which promote hatred against Shias, Barelvis, Ahmadis, Christians etc must be immediately closed down, and their leaders arrested.

Compensate Shia Muslims affected during sectarian attacks financially; Rs. 2 million compensation should be paid to the family of each Shia killed; Rs. one million per person should be paid as compensation to those injured. Any loss of property must be fully compensated.

Provide security and support to Shias not only through adequate police security but also by providing Shia mosques, buses and gatherings with latest scanners, anti-bomb equipment, licensed weapons and anti-terrorism training so that Shias could secure themselves from any future attacks.

Given the ongoing patronage of Jihadi-sectarian networks by Pakistan army and its various agencies (Inter Services Intelligence, Military Intelligence etc), in the light of the ongoing human rights abuses and massacres of not only the Shias but also the Baloch, Pashtun, Ahmadis, rights activists, political workers, students, lawyers and journalists by Pakistan army and its various proxy groups spread all over Pakistan, it is important to hold Pakistan army generals to account.

I appeal you to to take concrete steps, not against the people of Pakistan or the civilian government, but against Pakistan army generals (all Major Generals and above) and commanders of its various agencies.

Such steps may include but not be limited to:

1. Trial of Pakistan Army generals who have supported terrorists (local and international) in the past or are doing it at present in the International Court of Justice and International Criminal Tribunal to investigate into their crimes against humanity including but not limited to Shia genocide and to award exemplary punishment to those found guilty;

2. Imposition of visa restrictions on Pakistan army generals and other individuals who are a part of the Jihadi-Sectarian Complex. The Pakistan army and allies subject to this visa ban may include uniformed officers as well as non-uniformed officials and affiliates of the terror network. Such travel restrictions must also apply to a broader class of individuals who have played a role in the ongoing persecution and murders of religious and ethnic minorities.

3. All financial and non-financial assets, bank accounts, properties etc of senior officers of Pakistan army and its various agencies may be frozen in all parts of the world.

Such action would demonstrate a commitment to express solidarity with victims of genocide, torture, persecution, murder and arbitrary detention; urge respect for the rule of law, UN resolutions and universal rights in Pakistan and entire region, and hold officials accountable for terrorism and human rights abuses committed against their own people.

I also recommend that a Terror Black List be compiled and publicized comprising all senior officers of Pakistan army, rank Major General and above, and heads and directors of its various institutions and agencies.

I believe it is time for action. Mere rhetoric has failed to save the people of Pakistan, including democracy in Pakistan, and the entire region from the brutal clutches of Pakistan army and its Jihad-sectarian Enterprise. It is time to hold the mentors of genocide, terrorism and human rights abuse accountable for their crimes.

There is also a need for a UN Special Commission to rid Pakistan and the entire world of the Pakistan army Sponsored Jihadist violence and to restore the supremacy of democratically elected leaders over the military bureaucracy.

United Nations must form an independent inquiry into the allegations that Pakistan army harbored and offered assistance to Osama bin Laden and other senior Al Qaeda operatives. The inquiry will be accountable and independent, and result in findings will specify the elements responsible for harboring and aiding UBL inside and close to the inner ring of influence in Pakistan’s Government (civilian, intelligence directorates and military). It is certain that the UN Commission will result in immediate termination of active service officers in the appropriate government offices and agencies found responsible for complicity in assisting UBL.

Pakistan army must be asked to implement a policy of either handing over those left in the leadership of Al Qaeda / Taliban / Sipah-e-Sahaba (ASWJ) or other affiliated terrorist groups who are still on Pakistani soil, including Ayman Al Zawahiri, Mullah Omar, Sirajuddin Haqqani, Malik Ishaq, Ahmad Ludhianvi, Hafiz Saeed, General Hamid Gul or giving US military forces a “green light” to conduct the necessary operations to capture or kill them on Pakistani soil.

Pakistan army must eliminate Section S of the ISI charged with maintaining relations to the Taliban, Haqqani network, etc.

Pakistan army must completely dismantle the political wing of the ISI which is behind the recent formation of the Defence of Pakistan Council (DPC) comprising vehemently anti-Shia militant groups (ASWJ, JuD etc).

Pakistan army generals must publish their assets on yearly basis for accountability in the elected parliament. Pakistan’s military budget must be completely audited by independent auditors appointed by the elected parliament.

We propose such Commission to be mandated through the United National Security Council to verify Pakistan Army’s compliance with its obligation to be rid of its international proxy war (Jihad Enterprise) in Afghanistan, Kashmir and elsewhere, and to operate a system of ongoing monitoring and verification to ascertain that Pakistan Army does not violate the specific conditions prohibited to it by the Security Council.

In conformity with the Charter of the United Nations, the Commission’s staff will be selected on the basis of securing the highest standard of efficiency, competence and integrity, taking into consideration the importance of recruiting staff on as wide a geographical basis as possible. The Commission’s staff will include legal and constitutional experts, political and social scientists, guerilla/proxy war specialists, weapons specialists, analysts, scientists, engineers and operational planners.

The Commission will have its headquarters at the United Nations in New York, however, the operational headquarters will be located in Islamabad with sub-offices in Muzaffarabad, Kabul, Sri Nagar, Quetta and Peshawar.

Pakistan army needs to answer some tough questions

British Prime Minister, David Cameron, stated that Osama bin Laden must have had a “support network” in Pakistan to live undetected for several years. He said the Pakistani authorities (in fact Pakistan army) would have to face “searching questions” over the al-Qa’ida leader’s comfortable existence in the fortified compound stormed by US troops. He said he did not want a “flaming great row” with a Pakistani [civilian] leadership which was committed to tackling terrorism. But Mr Cameron made clear he suspected [army] officials within the country of helping Bin Laden to hide from view. He said in a statement to MPs: “The fact that Bin Laden was living in a large house in a populated area suggests that he must have had a support network in Pakistan. We don’t currently know the extent of that network, so it is right that we ask searching questions about it – and we will.” (Source)

In order to help Pakistan, the United Nations Security Council needs to formulate a high power commission with the following mandate:

1. The Commission will have the legal approval of the UNSC.

2. The Commission will comprise six core members representing six different countries including 3 Muslim majority countries and 3 non-Muslim majority nations (barring any countries with dictatorial regimes).

3. The Commission will include experts and have sub-committees focused on the following issues:

(a) Economic affairs: Complete audit of all funds available to Pakistan army;

(b) Political affairs: Ensuring that Pakistan army does not exceed its constitutional duties, does not dictate its agenda on the civilian government, does not rig elections, does not intervene in political affairs or alliances, does not dictate to Pakistani media or judiciary.

(c) Jihad / proxies affairs: Ensuring that Pakistan army severs all connections with Taliban, Sipah-e-Sahaba (ASWJ-LeJ), Jaish-e-Muhammad, Jamaat-ud-Dawa (DPC) and other Islamofascists organizations involved in jihadi and sectarian activities within and outside Paksitan. Ensuring that all such organizations are banned, their leaders arrested and punished through due process of law. All these groups have established links with the Al Qaeeda for over a decade and before 9/11. The Lashkar-e-Jhangvi (ASWJ) publicly supports Al Qaeda and Taliban. These and the other groups jointly undertake terrorist acts as part of an Islamist umbrella that has Al Qaeda as its inspiration.

(d) Legal affairs: Ensuring that Pakistan’s judiciary does not remain hostage to Pakistan army’s Jihadi and political agendas, that due justice is meted out to terrorists and their supporters, and that politicians are not unduly harassed or victimized by the ISI backed courts

(e) Media affairs: Ensuring that right wing or pseudo-liberal proxies of Pakistan army (security establishment) do not dominate in the media, and that artificial manufacturing of Xenophobia and pro-Jihad discourses is curtailed.

The United Nations Security Council may provide a 5 year mandate by authorizing a International Independent Investigation Commission (IIIC) probing Pakistan Army’s connection with Al Qaeda, Taliban and Ahle Sunnat Wal Jamaat (ASWJ). The IIIC will be provided all resources and help by the Pakistan government and the international community to complete the investigations.

If the current wave of anti-Shia violence is allowed to continue, and the ASWJ (and allied) militants are not stopped from their atrocities then for sure the Shia population will experience a sectarian cleansing not previously seen or experienced by any community of Pakistan. This is not only a threat to the Shia population but to everyone who does not hold to the ASWJ’s warped religious beliefs. It is well known to all that this group has been involved in the murder of Christians, Ahmadis, Sunni Barelvis, and modeate Deobandis in Pakistan and the destruction and desecration of places of worship of diverse faiths in Pakistan in their effort to rid Pakistan of any religious group which does not accept and adhere to their values.

If your office does not take a stand and notify the Pakistani government of your and Her Majesty’s Government’s concern regarding the slow motion genocide presently unfolding in various areas of Pakistan then for sure you would have allowed a Human Rights injustice to take place. The people of Pakistan expect your government to demonstrate the same concern for the rights of the Shias of Pakistan as you have demonstrated in expressing your support for human rights in other countries.

As the Foreign Secretary and a member of Her Majesty’s Parliament you should announce that you expect these crimes to be stopped by the Pakistani government, Pakistan army in particular, and the ASWJ and allied Jihadi-Deobandi-Wahhabi groups who have penetrated various levels of Pakistan security institutions be immediately removed from their posts so that these crimes would never happen again.

Leading Pakistan and international human rights groups have issues a number of statements highlighting the fact that ordinary Shia citizens of Pakistan are being massacred by ASWJ and allied militants due to their faith. Shia Muslims of Pakistan are being targeted by no other reason than their faith (Shiite sect of Islam). Although Pakistan army-influenced mainstream media usually tries to cover up, justify, dilute or misrepresent Shia genocide as routine Sunni-vs-Shia sectarian violence, ethnic violence or Saudi-Iran proxy war, it is a fact that majority of Sunnis have dissociated from the ASWJ-Taliban terrorists (who are killing not only Shias but also moderate Sunnis, Ahmadis, Christians etc), and that there is no significant Sunni-Shia conflict in Pakistan. Further, barring a few Shia clerics educated in Iraq and Iran, majority of Pakistan’s Shias vote for progressive and moderate parties (PPP, MQM etc) and have nothing to do with Iran or any other foreign country (contrary to the Salafi-Wahhabi and Deobandi propaganda).

Shias of Pakistan are being killed by Takfiri Deobandi Jihadi-sectarian groups created, supported and protected by Pakistan army, its intelligence wing ISI in particular. The Jihadi militants were created by the ISI primarily for cross-border Jihadi-militant activities in Afghanistan and India, however, due to their deep ingrained sectarian prejudice, they find it convenient and preferable to cleanse Pakistan of Shias whom they treat as infidels (kafir) and agents of Jews (Sabai). Because of their strategic value to Pakistan army, the Pakistani State is reluctant to take strict action against Jihadi-sectarian militants killing Shias. In other words, massacre of thousands of Shias in Pakistan is being tolerated by the Pakistani State as a collateral damage in the grand scheme of things, ie, setting up of an Islamist (Doebandi/Wahhabi) caliphate in Afghanistan and Pakistan after the exit of the NATO forces from Afghanistan.

Since the ISI is involved in promoting and protecting jihadi outfits such as Taliban (including Haqqani Taliban in FATA and Quetta Shura in Balochistan), Lashkar-e-Taiba (currently operating as Jamaat-ud-Dawa), Jaish-e-Muhammad (JeM), and other jihadi and sectarian organization, the ISI’s willingness to curb and eliminate acts of sectarian terror is seriously compromised or is doubtful. Under the ISI’s influence the courts frequently release terrorists arrested involved in incidents of Shia genocide, or the police is stopped from arresting such militants.

The two groups which have claimed almost all of the attacks on Shia Muslims in the last two decades are: Lashkar-e-Jhangvi (LeJ) and Taliban. LeJ is currently operating as Ahle Sunnat Wal Jamaat ASWJ in all provinces and areas of Pakistan with the tacit permission of Pakistan’s civilian government and army. For all ideological and practical purposes, there is no difference in LeJ/ASWJ and Taliban. Both are Jihadi-Deobandi terrorist groups, influenced by violent Salafi-Wahhabi ideology, supported by Pakistan army, aligned with al Qaeda, involved in terrorist activities in Afghanistan and Pakistan and extremely hostile to Shia Muslims (and other minority communities) in both countries.

LeJ is a banned terrorist group which is currently operating in Pakistan in the name of Ahle Sunnat Wal Jamaat (ASWJ). It was previously a part of the Sipah-e-Sahaba Pakistan (SSP), which too is now a part of the ASWJ. ASWJ has been recently given new life by Pakistan army  which (tacitly) forged a religio-political alliance of Jihadi-sectarian groups, Defence of Pakistan Council, comprising the Jamaat-ud-Dawa led by Hafiz Saeed and Ahle Sunnat Wal Jamaat (ASWJ) led by Mohammad Ahmed Ludhyanvi. Practically, there is no difference between LeJ, SSP/ASWJ, DPC and Taliban. All of these groups share same hate ideology, Jihadi training and support, and hatred of Shias, Ahmadis, Sunni Barelvis (Sufis), moderate Deobandis, Christians and other persecuted groups of Pakistan. However, by virtue of their progressive outlook and sizeable population, Shias of Pakistan are the single major obstacle to the ASWJ-Taliban’s dream of establishing a Wahhabi-Deobandi Caliphate in Pakistan and Afghanistan, hence death toll of Pakistan’s Shias is very high.

ASWJ militants (variously operating as ASWJ, LeJ, SSP, DPC, Taliban etc) are active in all areas of Pakistan where they have been killing members of Shia and Sunni communities. The fact that there is no attempt on the part of the Pakistani government to find the perpetrators has encouraged them (the ASWJ terrorists) to be even more daring and take their attack on the Shias to major populated areas where they have kidnapped men, women and children and murdered them by the most evil ways. It is reported from various areas that people have been killed and their faces have been damaged, throats slit and even eyes gouged out so that they would not be recognized. This was done by pouring acid on the faces of those who were already dead.

There is a black out from Pakistan with news coming out through limited sources, which is often twisted or censored to hide the full scale and intensity of Shia genocide taking palce in Pakistan. Threatened by Pakistan army, police and judges have no option but to be lenient and even release the arrested militants. The atrocities are becoming even more aggressive and literarily free for all to do whatever they the ASWJ militants want to do with the local Shia population.

Given that the current civilian government in Pakistan has little power over Pakistan army and its strategic alliance with the Jihadi/sectarian organisations, the international community (i.e., the UN, USA, UK, China, Turkey, Afghanistan) should directly and indirectly influence and monitor the military leadership in Pakistan to change their policy of abetting and protecting Jihadi and sectarian terrorists.

The world community should also strongly encourage and enable the Government of Pakistan to take urgent steps to stop Shia genocide.

Here are some steps for immediate implementation.

Pakistan Government must constitute a permanent Anti-Terrorism Commission comprising the Chief of Army Staff, Chief of the ISI, a judge of the Supreme Court, federal minister of interior affairs, representatives of Shia, Sunni Barelvi, Salafi, Doebandi, Ahmadi, Christian, Hindu and other communities. The Commission must meet at least once every three months to monitor the state of sectarian target killings in Pakistan and deliberate on the progress to curb Shia genocide and other forms of terrorism and violence against other communities.

Local commandants of the ISI as well as local commanders of Police must be held responsible for any act of Shia genocide and other forms of violence against persecuted groups which takes place their respective areas of jurisdiction. If they are unable to stop acts of terror or to arrest terrorists involved, the ISI and Police officials must be dismissed from their duties and tried for their negligence or complicity in the acts of terror.

Terrorists involved in Shia genocide and other acts of violence and those supporting them within the military and civil establishment must be arrested and tried immediately in anti-terrorist courts (ATCs). Maximum time between arrest and sentence must not be more than three months.

Any cleric who advocates hate speech (including Takfeer, i.e, declaring infidels) of Shia Muslims and other groups must be arrested and tried in anti-terrorism courts, barred from holding membership of parliament and addressing public rallies.

The madrassahs in which Shias and other persecuted groups are portrayed as Kafir (non-Muslim) or which promote hatred against Shias, Barelvis, Ahmadis, Christians etc must be immediately closed down, and their leaders arrested.

Compensate Shia Muslims affected during sectarian attacks financially; Rs. 2 million compensation should be paid to the family of each Shia killed; Rs. one million per person should be paid as compensation to those injured. Any loss of property must be fully compensated.

Provide security and support to Shias not only through adequate police security but also by providing Shia mosques, buses and gatherings with latest scanners, anti-bomb equipment, licensed weapons and anti-terrorism training so that Shias could secure themselves from any future attacks.

Given the ongoing patronage of Jihadi-sectarian networks by Pakistan army and its various agencies (Inter Services Intelligence, Military Intelligence etc), in the light of the ongoing human rights abuses and massacres of not only the Shias but also the Baloch, Pashtun, Ahmadis, rights activists, political workers, students, lawyers and journalists by Pakistan army and its various proxy groups spread all over Pakistan, it is important to hold Pakistan army generals to account.

I appeal you to to take concrete steps, not against the people of Pakistan or the civilian government, but against Pakistan army generals (all Major Generals and above) and commanders of its various agencies.

Such steps may include but not be limited to:

1. Trial of Pakistan Army generals who have supported terrorists (local and international) in the past or are doing it at present in the International Court of Justice and International Criminal Tribunal to investigate into their crimes against humanity including but not limited to Shia genocide and to award exemplary punishment to those found guilty;

2. Imposition of visa restrictions on Pakistan army generals and other individuals who are a part of the Jihadi-Sectarian Complex. The Pakistan army and allies subject to this visa ban may include uniformed officers as well as non-uniformed officials and affiliates of the terror network. Such travel restrictions must also apply to a broader class of individuals who have played a role in the ongoing persecution and murders of religious and ethnic minorities.

3. All financial and non-financial assets, bank accounts, properties etc of senior officers of Pakistan army and its various agencies may be frozen in all parts of the world.

Such action would demonstrate a commitment to express solidarity with victims of genocide, torture, persecution, murder and arbitrary detention; urge respect for the rule of law, UN resolutions and universal rights in Pakistan and entire region, and hold officials accountable for terrorism and human rights abuses committed against their own people.

I also recommend that a Terror Black List be compiled and publicized comprising all senior officers of Pakistan army, rank Major General and above, and heads and directors of its various institutions and agencies.

I believe it is time for action. Mere rhetoric has failed to save the people of Pakistan, including democracy in Pakistan, and the entire region from the brutal clutches of Pakistan army and its Jihad-sectarian Enterprise. It is time to hold the mentors of genocide, terrorism and human rights abuse accountable for their crimes.

There is also a need for a UN Special Commission to rid Pakistan and the entire world of the Pakistan army Sponsored Jihadist violence and to restore the supremacy of democratically elected leaders over the military bureaucracy.

United Nations must form an independent inquiry into the allegations that Pakistan army harbored and offered assistance to Osama bin Laden and other senior Al Qaeda operatives. The inquiry will be accountable and independent, and result in findings will specify the elements responsible for harboring and aiding UBL inside and close to the inner ring of influence in Pakistan’s Government (civilian, intelligence directorates and military). It is certain that the UN Commission will result in immediate termination of active service officers in the appropriate government offices and agencies found responsible for complicity in assisting UBL.

Pakistan army must be asked to implement a policy of either handing over those left in the leadership of Al Qaeda / Taliban / Sipah-e-Sahaba (ASWJ) or other affiliated terrorist groups who are still on Pakistani soil, including Ayman Al Zawahiri, Mullah Omar, Sirajuddin Haqqani, Malik Ishaq, Ahmad Ludhianvi, Hafiz Saeed, General Hamid Gul or giving US military forces a “green light” to conduct the necessary operations to capture or kill them on Pakistani soil.

Pakistan army must eliminate Section S of the ISI charged with maintaining relations to the Taliban, Haqqani network, etc.

Pakistan army must completely dismantle the political wing of the ISI which is behind the recent formation of the Defence of Pakistan Council (DPC) comprising vehemently anti-Shia militant groups (ASWJ, JuD etc).

Pakistan army generals must publish their assets on yearly basis for accountability in the elected parliament. Pakistan’s military budget must be completely audited by independent auditors appointed by the elected parliament.

We propose such Commission to be mandated through the United National Security Council to verify Pakistan Army’s compliance with its obligation to be rid of its international proxy war (Jihad Enterprise) in Afghanistan, Kashmir and elsewhere, and to operate a system of ongoing monitoring and verification to ascertain that Pakistan Army does not violate the specific conditions prohibited to it by the Security Council.

In conformity with the Charter of the United Nations, the Commission’s staff will be selected on the basis of securing the highest standard of efficiency, competence and integrity, taking into consideration the importance of recruiting staff on as wide a geographical basis as possible. The Commission’s staff will include legal and constitutional experts, political and social scientists, guerilla/proxy war specialists, weapons specialists, analysts, scientists, engineers and operational planners.

The Commission will have its headquarters at the United Nations in New York, however, the operational headquarters will be located in Islamabad with sub-offices in Muzaffarabad, Kabul, Sri Nagar, Quetta and Peshawar.

Pakistan army needs to answer some tough questions

British Prime Minister, David Cameron, stated that Osama bin Laden must have had a “support network” in Pakistan to live undetected for several years. He said the Pakistani authorities (in fact Pakistan army) would have to face “searching questions” over the al-Qa’ida leader’s comfortable existence in the fortified compound stormed by US troops. He said he did not want a “flaming great row” with a Pakistani [civilian] leadership which was committed to tackling terrorism. But Mr Cameron made clear he suspected [army] officials within the country of helping Bin Laden to hide from view. He said in a statement to MPs: “The fact that Bin Laden was living in a large house in a populated area suggests that he must have had a support network in Pakistan. We don’t currently know the extent of that network, so it is right that we ask searching questions about it – and we will.” (Source)

In order to help Pakistan, the United Nations Security Council needs to formulate a high power commission with the following mandate:

1. The Commission will have the legal approval of the UNSC.

2. The Commission will comprise six core members representing six different countries including 3 Muslim majority countries and 3 non-Muslim majority nations (barring any countries with dictatorial regimes).

3. The Commission will include experts and have sub-committees focused on the following issues:

(a) Economic affairs: Complete audit of all funds available to Pakistan army;

(b) Political affairs: Ensuring that Pakistan army does not exceed its constitutional duties, does not dictate its agenda on the civilian government, does not rig elections, does not intervene in political affairs or alliances, does not dictate to Pakistani media or judiciary.

(c) Jihad / proxies affairs: Ensuring that Pakistan army severs all connections with Taliban, Sipah-e-Sahaba (ASWJ-LeJ), Jaish-e-Muhammad, Jamaat-ud-Dawa (DPC) and other Islamofascists organizations involved in jihadi and sectarian activities within and outside Paksitan. Ensuring that all such organizations are banned, their leaders arrested and punished through due process of law. All these groups have established links with the Al Qaeeda for over a decade and before 9/11. The Lashkar-e-Jhangvi (ASWJ) publicly supports Al Qaeda and Taliban. These and the other groups jointly undertake terrorist acts as part of an Islamist umbrella that has Al Qaeda as its inspiration.

(d) Legal affairs: Ensuring that Pakistan’s judiciary does not remain hostage to Pakistan army’s Jihadi and political agendas, that due justice is meted out to terrorists and their supporters, and that politicians are not unduly harassed or victimized by the ISI backed courts

(e) Media affairs: Ensuring that right wing or pseudo-liberal proxies of Pakistan army (security establishment) do not dominate in the media, and that artificial manufacturing of Xenophobia and pro-Jihad discourses is curtailed.

The United Nations Security Council may provide a 5 year mandate by authorizing a International Independent Investigation Commission (IIIC) probing Pakistan Army’s connection with Al Qaeda, Taliban and Ahle Sunnat Wal Jamaat (ASWJ). The IIIC will be provided all resources and help by the Pakistan government and the international community to complete the investigations.

If the current wave of anti-Shia violence is allowed to continue, and the ASWJ (and allied) militants are not stopped from their atrocities then for sure the Shia population will experience a sectarian cleansing not previously seen or experienced by any community of Pakistan. This is not only a threat to the Shia population but to everyone who does not hold to the ASWJ’s warped religious beliefs. It is well known to all that this group has been involved in the murder of Christians, Ahmadis, Sunni Barelvis, and modeate Deobandis in Pakistan and the destruction and desecration of places of worship of diverse faiths in Pakistan in their effort to rid Pakistan of any religious group which does not accept and adhere to their values.

If your office does not take a stand and notify the Pakistani government of your and Her Majesty’s Government’s concern regarding the slow motion genocide presently unfolding in various areas of Pakistan then for sure you would have allowed a Human Rights injustice to take place. The people of Pakistan expect your government to demonstrate the same concern for the rights of the Shias of Pakistan as you have demonstrated in expressing your support for human rights in other countries.

As the Foreign Secretary and a member of Her Majesty’s Parliament you should announce that you expect these crimes to be stopped by the Pakistani government, Pakistan army in particular, and the ASWJ and allied Jihadi-Deobandi-Wahhabi groups who have penetrated various levels of Pakistan security institutions be immediately removed from their posts so that these crimes would never happen again.

The Jihadi militants were created by the ISI primarily for cross-border Jihadi-militant activities in Afghanistan and India, however, due to their deep ingrained sectarian prejudice, they find it convenient and preferable to cleanse Pakistan of Shias whom they treat as infidels (kafir) and agents of Jews (Sabai). Because of their strategic value to Pakistan army, the Pakistani State is reluctant to take strict action against Jihadi-sectarian militants killing Shias. In other words, massacre of thousands of Shias in Pakistan is being tolerated by the Pakistani State as a collateral damage in the grand scheme of things, ie, setting up of an Islamist (Doebandi/Wahhabi) caliphate in Afghanistan and Pakistan after the exit of the NATO forces from Afghanistan.

Since the ISI is involved in promoting and protecting jihadi outfits such as Taliban (including Haqqani Taliban in FATA and Quetta Shura in Balochistan), Lashkar-e-Taiba (currently operating as Jamaat-ud-Dawa), Jaish-e-Muhammad (JeM), and other jihadi and sectarian organization, the ISI’s willingness to curb and eliminate acts of sectarian terror is seriously compromised or is doubtful. Under the ISI’s influence the courts frequently release terrorists arrested involved in incidents of Shia genocide, or the police is stopped from arresting such militants.

The two groups which have claimed almost all of the attacks on Shia Muslims in the last two decades are: Lashkar-e-Jhangvi (LeJ) and Taliban. LeJ is currently operating as Ahle Sunnat Wal Jamaat ASWJ in all provinces and areas of Pakistan with the tacit permission of Pakistan’s civilian government and army. For all ideological and practical purposes, there is no difference in LeJ/ASWJ and Taliban. Both are Jihadi-Deobandi terrorist groups, influenced by violent Salafi-Wahhabi ideology, supported by Pakistan army, aligned with al Qaeda, involved in terrorist activities in Afghanistan and Pakistan and extremely hostile to Shia Muslims (and other minority communities) in both countries.

LeJ is a banned terrorist group which is currently operating in Pakistan in the name of Ahle Sunnat Wal Jamaat (ASWJ). It was previously a part of the Sipah-e-Sahaba Pakistan (SSP), which too is now a part of the ASWJ. ASWJ has been recently given new life by Pakistan army  which (tacitly) forged a religio-political alliance of Jihadi-sectarian groups, Defence of Pakistan Council, comprising the Jamaat-ud-Dawa led by Hafiz Saeed and Ahle Sunnat Wal Jamaat (ASWJ) led by Mohammad Ahmed Ludhyanvi. Practically, there is no difference between LeJ, SSP/ASWJ, DPC and Taliban. All of these groups share same hate ideology, Jihadi training and support, and hatred of Shias, Ahmadis, Sunni Barelvis (Sufis), moderate Deobandis, Christians and other persecuted groups of Pakistan. However, by virtue of their progressive outlook and sizeable population, Shias of Pakistan are the single major obstacle to the ASWJ-Taliban’s dream of establishing a Wahhabi-Deobandi Caliphate in Pakistan and Afghanistan, hence death toll of Pakistan’s Shias is very high.

ASWJ militants (variously operating as ASWJ, LeJ, SSP, DPC, Taliban etc) are active in all areas of Pakistan where they have been killing members of Shia and Sunni communities. The fact that there is no attempt on the part of the Pakistani government to find the perpetrators has encouraged them (the ASWJ terrorists) to be even more daring and take their attack on the Shias to major populated areas where they have kidnapped men, women and children and murdered them by the most evil ways. It is reported from various areas that people have been killed and their faces have been damaged, throats slit and even eyes gouged out so that they would not be recognized. This was done by pouring acid on the faces of those who were already dead.

There is a black out from Pakistan with news coming out through limited sources, which is often twisted or censored to hide the full scale and intensity of Shia genocide taking palce in Pakistan. Threatened by Pakistan army, police and judges have no option but to be lenient and even release the arrested militants. The atrocities are becoming even more aggressive and literarily free for all to do whatever they the ASWJ militants want to do with the local Shia population.

Given that the current civilian government in Pakistan has little power over Pakistan army and its strategic alliance with the Jihadi/sectarian organisations, the international community (i.e., the UN, USA, UK, China, Turkey, Afghanistan) should directly and indirectly influence and monitor the military leadership in Pakistan to change their policy of abetting and protecting Jihadi and sectarian terrorists.

The world community should also strongly encourage and enable the Government of Pakistan to take urgent steps to stop Shia genocide.

Here are some steps for immediate implementation.

Pakistan Government must constitute a permanent Anti-Terrorism Commission comprising the Chief of Army Staff, Chief of the ISI, a judge of the Supreme Court, federal minister of interior affairs, representatives of Shia, Sunni Barelvi, Salafi, Doebandi, Ahmadi, Christian, Hindu and other communities. The Commission must meet at least once every three months to monitor the state of sectarian target killings in Pakistan and deliberate on the progress to curb Shia genocide and other forms of terrorism and violence against other communities.

Local commandants of the ISI as well as local commanders of Police must be held responsible for any act of Shia genocide and other forms of violence against persecuted groups which takes place their respective areas of jurisdiction. If they are unable to stop acts of terror or to arrest terrorists involved, the ISI and Police officials must be dismissed from their duties and tried for their negligence or complicity in the acts of terror.

Terrorists involved in Shia genocide and other acts of violence and those supporting them within the military and civil establishment must be arrested and tried immediately in anti-terrorist courts (ATCs). Maximum time between arrest and sentence must not be more than three months.

Any cleric who advocates hate speech (including Takfeer, i.e, declaring infidels) of Shia Muslims and other groups must be arrested and tried in anti-terrorism courts, barred from holding membership of parliament and addressing public rallies.

The madrassahs in which Shias and other persecuted groups are portrayed as Kafir (non-Muslim) or which promote hatred against Shias, Barelvis, Ahmadis, Christians etc must be immediately closed down, and their leaders arrested.

Compensate Shia Muslims affected during sectarian attacks financially; Rs. 2 million compensation should be paid to the family of each Shia killed; Rs. one million per person should be paid as compensation to those injured. Any loss of property must be fully compensated.

Provide security and support to Shias not only through adequate police security but also by providing Shia mosques, buses and gatherings with latest scanners, anti-bomb equipment, licensed weapons and anti-terrorism training so that Shias could secure themselves from any future attacks.

Given the ongoing patronage of Jihadi-sectarian networks by Pakistan army and its various agencies (Inter Services Intelligence, Military Intelligence etc), in the light of the ongoing human rights abuses and massacres of not only the Shias but also the Baloch, Pashtun, Ahmadis, rights activists, political workers, students, lawyers and journalists by Pakistan army and its various proxy groups spread all over Pakistan, it is important to hold Pakistan army generals to account.

I appeal you to to take concrete steps, not against the people of Pakistan or the civilian government, but against Pakistan army generals (all Major Generals and above) and commanders of its various agencies.

Such steps may include but not be limited to:

1. Trial of Pakistan Army generals who have supported terrorists (local and international) in the past or are doing it at present in the International Court of Justice and International Criminal Tribunal to investigate into their crimes against humanity including but not limited to Shia genocide and to award exemplary punishment to those found guilty;

2. Imposition of visa restrictions on Pakistan army generals and other individuals who are a part of the Jihadi-Sectarian Complex. The Pakistan army and allies subject to this visa ban may include uniformed officers as well as non-uniformed officials and affiliates of the terror network. Such travel restrictions must also apply to a broader class of individuals who have played a role in the ongoing persecution and murders of religious and ethnic minorities.

3. All financial and non-financial assets, bank accounts, properties etc of senior officers of Pakistan army and its various agencies may be frozen in all parts of the world.

Such action would demonstrate a commitment to express solidarity with victims of genocide, torture, persecution, murder and arbitrary detention; urge respect for the rule of law, UN resolutions and universal rights in Pakistan and entire region, and hold officials accountable for terrorism and human rights abuses committed against their own people.

I also recommend that a Terror Black List be compiled and publicized comprising all senior officers of Pakistan army, rank Major General and above, and heads and directors of its various institutions and agencies.

I believe it is time for action. Mere rhetoric has failed to save the people of Pakistan, including democracy in Pakistan, and the entire region from the brutal clutches of Pakistan army and its Jihad-sectarian Enterprise. It is time to hold the mentors of genocide, terrorism and human rights abuse accountable for their crimes.

There is also a need for a UN Special Commission to rid Pakistan and the entire world of the Pakistan army Sponsored Jihadist violence and to restore the supremacy of democratically elected leaders over the military bureaucracy.

United Nations must form an independent inquiry into the allegations that Pakistan army harbored and offered assistance to Osama bin Laden and other senior Al Qaeda operatives. The inquiry will be accountable and independent, and result in findings will specify the elements responsible for harboring and aiding UBL inside and close to the inner ring of influence in Pakistan’s Government (civilian, intelligence directorates and military). It is certain that the UN Commission will result in immediate termination of active service officers in the appropriate government offices and agencies found responsible for complicity in assisting UBL.

Pakistan army must be asked to implement a policy of either handing over those left in the leadership of Al Qaeda / Taliban / Sipah-e-Sahaba (ASWJ) or other affiliated terrorist groups who are still on Pakistani soil, including Ayman Al Zawahiri, Mullah Omar, Sirajuddin Haqqani, Malik Ishaq, Ahmad Ludhianvi, Hafiz Saeed, General Hamid Gul or giving US military forces a “green light” to conduct the necessary operations to capture or kill them on Pakistani soil.

Pakistan army must eliminate Section S of the ISI charged with maintaining relations to the Taliban, Haqqani network, etc.

Pakistan army must completely dismantle the political wing of the ISI which is behind the recent formation of the Defence of Pakistan Council (DPC) comprising vehemently anti-Shia militant groups (ASWJ, JuD etc).

Pakistan army generals must publish their assets on yearly basis for accountability in the elected parliament. Pakistan’s military budget must be completely audited by independent auditors appointed by the elected parliament.

We propose such Commission to be mandated through the United National Security Council to verify Pakistan Army’s compliance with its obligation to be rid of its international proxy war (Jihad Enterprise) in Afghanistan, Kashmir and elsewhere, and to operate a system of ongoing monitoring and verification to ascertain that Pakistan Army does not violate the specific conditions prohibited to it by the Security Council.

In conformity with the Charter of the United Nations, the Commission’s staff will be selected on the basis of securing the highest standard of efficiency, competence and integrity, taking into consideration the importance of recruiting staff on as wide a geographical basis as possible. The Commission’s staff will include legal and constitutional experts, political and social scientists, guerilla/proxy war specialists, weapons specialists, analysts, scientists, engineers and operational planners.

The Commission will have its headquarters at the United Nations in New York, however, the operational headquarters will be located in Islamabad with sub-offices in Muzaffarabad, Kabul, Sri Nagar, Quetta and Peshawar.

Pakistan army needs to answer some tough questions

British Prime Minister, David Cameron, stated that Osama bin Laden must have had a “support network” in Pakistan to live undetected for several years. He said the Pakistani authorities (in fact Pakistan army) would have to face “searching questions” over the al-Qa’ida leader’s comfortable existence in the fortified compound stormed by US troops. He said he did not want a “flaming great row” with a Pakistani [civilian] leadership which was committed to tackling terrorism. But Mr Cameron made clear he suspected [army] officials within the country of helping Bin Laden to hide from view. He said in a statement to MPs: “The fact that Bin Laden was living in a large house in a populated area suggests that he must have had a support network in Pakistan. We don’t currently know the extent of that network, so it is right that we ask searching questions about it – and we will.” (Source)

In order to help Pakistan, the United Nations Security Council needs to formulate a high power commission with the following mandate:

1. The Commission will have the legal approval of the UNSC.

2. The Commission will comprise six core members representing six different countries including 3 Muslim majority countries and 3 non-Muslim majority nations (barring any countries with dictatorial regimes).

3. The Commission will include experts and have sub-committees focused on the following issues:

(a) Economic affairs: Complete audit of all funds available to Pakistan army;

(b) Political affairs: Ensuring that Pakistan army does not exceed its constitutional duties, does not dictate its agenda on the civilian government, does not rig elections, does not intervene in political affairs or alliances, does not dictate to Pakistani media or judiciary.

(c) Jihad / proxies affairs: Ensuring that Pakistan army severs all connections with Taliban, Sipah-e-Sahaba (ASWJ-LeJ), Jaish-e-Muhammad, Jamaat-ud-Dawa (DPC) and other Islamofascists organizations involved in jihadi and sectarian activities within and outside Paksitan. Ensuring that all such organizations are banned, their leaders arrested and punished through due process of law. All these groups have established links with the Al Qaeeda for over a decade and before 9/11. The Lashkar-e-Jhangvi (ASWJ) publicly supports Al Qaeda and Taliban. These and the other groups jointly undertake terrorist acts as part of an Islamist umbrella that has Al Qaeda as its inspiration.

(d) Legal affairs: Ensuring that Pakistan’s judiciary does not remain hostage to Pakistan army’s Jihadi and political agendas, that due justice is meted out to terrorists and their supporters, and that politicians are not unduly harassed or victimized by the ISI backed courts

(e) Media affairs: Ensuring that right wing or pseudo-liberal proxies of Pakistan army (security establishment) do not dominate in the media, and that artificial manufacturing of Xenophobia and pro-Jihad discourses is curtailed.

The United Nations Security Council may provide a 5 year mandate by authorizing a International Independent Investigation Commission (IIIC) probing Pakistan Army’s connection with Al Qaeda, Taliban and Ahle Sunnat Wal Jamaat (ASWJ). The IIIC will be provided all resources and help by the Pakistan government and the international community to complete the investigations.

If the current wave of anti-Shia violence is allowed to continue, and the ASWJ (and allied) militants are not stopped from their atrocities then for sure the Shia population will experience a sectarian cleansing not previously seen or experienced by any community of Pakistan. This is not only a threat to the Shia population but to everyone who does not hold to the ASWJ’s warped religious beliefs. It is well known to all that this group has been involved in the murder of Christians, Ahmadis, Sunni Barelvis, and modeate Deobandis in Pakistan and the destruction and desecration of places of worship of diverse faiths in Pakistan in their effort to rid Pakistan of any religious group which does not accept and adhere to their values.

If your office does not take a stand and notify the Pakistani government of your and Her Majesty’s Government’s concern regarding the slow motion genocide presently unfolding in various areas of Pakistan then for sure you would have allowed a Human Rights injustice to take place. The people of Pakistan expect your government to demonstrate the same concern for the rights of the Shias of Pakistan as you have demonstrated in expressing your support for human rights in other countries.

As the Foreign Secretary and a member of Her Majesty’s Parliament you should announce that you expect these crimes to be stopped by the Pakistani government, Pakistan army in particular, and the ASWJ and allied Jihadi-Deobandi-Wahhabi groups who have penetrated various levels of Pakistan security institutions be immediately removed from their posts so that these crimes would never happen again.
