Strategy to demonize civilian government? – by Anas Abbas
One of the main aims of Pakistan Army and its pro Taliban media sympathizers is to launch campaigns against the civilian government structure in order to justify its controversial interference.
The strategy employed here to achieve this objective by the army and its media agents is to present a picture in the Pakistani public that the army is doing all it can to take actions against certain contentious issues in Pakistan but it’s the civilian government that is acting as an impediment in its quest.
For example: Refer to this brief video where ISPR (ISI’s Public Relations) is giving this statement in the press conference that the Pakistan army has captured Indian weapons in Swat and all necessary proof regarding India’s complicity has been send to the civilian government (Foreign Office) and now it’s the government’s job to take this with India.

In other words the ISPR that represents Pakistan army is giving this impression that the military has fully done its job of collecting evidence against India and now it’s the turn of the civilian government to raise this issue with India.
Statements like these then are heavily exploited by army’s media agents (Zaid Hamid and Ahmed Qureshi in particular) to further justify their claim that the present civilian government is not taking these issues with India and hence is working with the CIA and RAW and the only way to bring stability in Pakistan and to fight Indian interference is to willingly accept an army rule.
Thus the army works collectively with its media propagandists to indoctrinate the common public with the popular view that the only choice left for them in these circumstances is army rule.
The question is that how the Pakistan Army is reaching this conclusion that the weapons captured in swat were Indian made?
Are the weapons really Indian made or is it just a propaganda tactic against the civilian government?
Why would India give its own, locally made weapons to these terrorists when it is well aware of the threat this will pose to its secret endeavour of destabilizing Pakistan?
The first rule for any covert operation is to make sure that that the operation remains clandestine. CIA has been an expert in covert operations and one good example of its successful operation was in 1980’s during afghan jihad when the mujahedeen who fought the Russians were supplied with Israeli weapons by the Americans.
Americans wanted to give the appearance that mujhadeen were using Russian made weapons. U.S Congressman Charlie Wilson together with Mossad agent Zvi Rafiah brokered a deal between the then Pakistani president Zia-ul-haq and Israeli government to help supply Russian made weapons that Israel had captured from the Palestinian Liberation Organization (PLO) in Lebanon to Afghanistan.
So why would India supply its locally made weapons to insurgents in Pakistan? Why would it not use Chinese or Pakistani made weapons?
Below is the link of Ahmed Qureshi’s website with a picture that is found on forums, blogs and websites that promotes the above mentioned “Indian made” weapons theory.
The above picture is showing weapons purportedly captured by Pakistani army in Swat. According to Zaid Hamid, Ahmed Qureshi and other conspiracy theorists, the weapon in the picture is an Indian made gun called Vickers-Berthier, hence it proves that India is secretly supplying weapons to the Pakistani Taliban in order to destabilize Pakistan.
Here is the text accompanying the above picture in Ahmed Qureshi’s website:
“A number of the Indian army standard issue Vickers-Berthier (VB) light machine gun, manufactured in India, have been found by the Pakistani military in the hands of the terrorists in Swat. This LMG has a 30-round box magazine and a bipod stand, and is sometimes mistaken for the Bren. Apart from India, it was only sold to a few Baltic and South American states”
Rebuttal of this theory:
The Vicker – Berthier is a machine gun manufactured by Vickers-Armstrongs Limited “a British engineering conglomerate”. It was adopted by the British Indian Army and its production line was established at the Ishapore Rifle Factory in India, and still remains in reserve use for the Indian army. But the real question is, is the above picture really showing a Vicker – Berthier?

Clearly the original Vicker – Berthier as shown above differs in structure from the one shown on Ahmed Qureshi’s website. (Notice the difference between buttstocks).
The gun which Ahmed Qureshi falsely calls the Vicker is actually a Russian PK machine gun or another variant called PKM.

Now let’s expose this propaganda of Pakistani conspiracy theorists further.

Notice the gun above. It’s the Russian PK machine gun that has been a standard weapon for the Taliban along with the infamous Russian AK – 47. There are also dozens of videos on YouTube of afghan Taliban fighters clearly showing them with Russian PK Machine guns. Now let’s look at some of the weapons captured by the coalition forces in Afghanistan and analyse the weapons used in recent attacks by Afghan Taliban on the Afghan Government officials, American, British and NATO troops.

PK Machine gun is one of the most common weapons in Afghanistan which is not only used by the Afghan Taliban but used also by the Afghan police and their national army. These guns are available in large supply in Afghanistan mainly because the Russian army left behind large caches of Russian made weapons in after the war in 1980s. Another reason is the drug trade between the Russian gangs and Taliban where the gangs buy cheaper drugs from Afghanistan and pay for it with guns instead of money. This is exactly reminiscent of how the diamond for guns trade works to finance the African warlords in Africa.
Now for the final nail in the coffin of this conspiracy theory:
The Russian PK machine gun, which Pakistan Army (through Ahmed Qureshi and Zaid Hamid) claims is an Indian made Vicker, was captured by Israel from a Palestinian owned freighter in 2002. Here is the link
Now even if we grant the crazy claim of Qureshi and Hamid that these weapons are indeed Indian made Vickers (as ridiculous as this is) we are faced with this puzzle: if Indian made weapons, Vickers, are found in the hands of Taliban which hence incriminates India of involvement in Pakistan, then by the same logic India is also supporting the Muslim, Palestinian militia against Israel and the Afghan Taliban, both of whom Pakistan glorifies as freedom fighters.
But this does not sound so ludicrously insane since Ahmed Qureshi’s sources are none other than the ever so reliable Brass Tacks which is ostensibly a security think tank founded by army’s main media representative Zaid Hamid. Sources obtained by Zaid Hamid are as reliable as the sources that claim seeing the Loch Ness monster.

This is hilarious comedy material. He claims he has spies all over the world feeding him information through thousands of emails daily. Seriously, are we just supposed to take his word on this? He sounds like a megalomaniac freak.
Recently Pakistan army expressed its “serious concerns” on Kerry Lugar bill by holding 122 Corps Commanders Conference at General Headquarters.
On similar lines, why Pakistan army is not in a position to hold an emergency meeting (at least) to protest against these so called indian made weapons?
The answer is simple:
They cannot protest against this because its just a propaganda tactic only to demonize the civilian government and also to blame India for all the violence in Pakistan rather than the militants it had once harbored for achieving its strategic depth policy.

‘BRILLIANT’ BRAINS IN PAKISTAN ARMY’
I am quoting their pearls of wisdom, read and lament:
A retired Brigadier is of the view that, ‘India has set for itself a mission of re-establishing the Akhand Bharat with borders on Madagascar, Hindu Kush and Malacca straits.
Lt. General (r) Hameed Gul addressing a seminar stated that, ‘at present Pakistan has two enemies one physical – India and the other ideological – Israel.
A Colonel states, “to mature Akhand Bharat dream, India is too inclined and capable to sacrifice the innocent civilian if it can bring damage to Pakistan’s interests’.
A Lt. General advocates Pakistan’s improved relations with Iran and Afghanistan because of Indian threat not only to Pakistan but to entire Muslim world.
A Lt. Colonel is of the view that India supported Northern Alliance during Afghan civil war because ‘she had long been seeking to thwart Pakistan’s ambition to create a defensive Islamic block stretching from Pakistan to Central Asia’.
Major General (r) Ghulam Omar (He was a close confidant of General Yahya Khan, secretary of National Security Council and a key member of the military regime in 1971) with all the hindsight in 1993 has this to say about 1971 crisis, “I swear by God that Pakistan was broken by Bhutto, Mujib, Indira, Soviet Union and America. It was a conspiracy hatched by all of them together”.
Brigadier (r). Amanullah’s (He has served as ISI head of the Sindh province and currently secretary of Benazir Bhutto) statement. In an interview, while talking about nuclear strike against India, he stated, “They have acted so badly towards us; they have been so mean. We should teach them a lesson”. He went on to add that, “Believe me, if I were in charge, I would have already done it’. He then chillingly gives us his death wish that, “Before I die, I hope I should see it”.
A Lt. General and former Director General (DG) of Inter Services Intelligence (ISI) pointing to Kashmir struggle stated, “This freedom struggle had resulted in the suction of very large-scale Indian regular and para-military forces, creating a major strategic imbalance in Indian groupings to such an extent where it is no longer remained possible for it to fight even a defensible battle, what to talk of any offensive across the international borders’.
A defence analyst’s comments that, ‘when the Pakistan missiles were test-fired in early May, sheer panic swept through the Indian population at the belated realization that no Indian city was safe from a Pakistan counter-attack’.
General Musharraf’s statements after easing of recent tensions that we don’t care about the de-escalation and we will teach Indians a lesson fall into the second category.
Ayub Khan who advocated close defence ties with US and even provided air force base for spying mission lamented that US was not a friend but master.
Another general who was involved at the highest level of close Pakistani defence and intelligence ties with US in 80s, in the post-retirement enlightment phase sees that Islamic world is ‘exploited and blackmailed by the developed countries’, ‘targeted countries are subjected to coercion, technological barriers, sanctions, media trial and economic hurdles’ and ‘attempts are also made to create political divisions within the Islamic Ummah’.
A retired Air Marshal complains that Indian leadership ‘by crafty rope tricks have managed to convince the Bush and Blair administrations’ about their point of view on Kashmir and ‘Washington and London believe almost everything they say’.
A Major General complains that , “Our allies have displayed no signs of helping Pakistan in solving our basic and most crucial problem”.
One analyst a year after the Kargil adventure is of the view that as ‘the Pakistani military used forces already deployed in the area to occupy the heights along the LoC’ and ‘the move itself was simply an offensive-defence, which did not constitute crossing over to the Indian side of LoC – but simply along the LoC’.
In the same article the author states that the forced disengagement ‘caused heavy loss of life for the Pakistan’s Northern Light Infantry’ which ‘led to inevitable frustration within the Armed Forces’.
General Musharraf commenting on recent stand off with India stated, “Sanity demands avoidance of war but at the same time in the pursuit of peace you can’t compromise on honour and dignity so one has to strike a balance maintaining honour and dignity and going for peace also’.
Two examples of senior officers will illustrate the lack of any in-depth knowledge even about their own society.
Lt. General (r) Hameed Gul (Former DG ISI and Corps Commander) refuted the theory of isolation if Pakistan go nuclear by stating that, “Firstly, because it is self-sufficient in food and secondly, because Pakistan is a nuclear state. The difficulty will help Pakistan to unleash a socio-monetary revolution in the country”.
Lt. General (r) Javed Nasir (Former DG ISI) while talking about the potential financial difficulties if nuclear tests were done stated, “what Pakistan will miss in terms of foreign loans? The expatriates and Pakistani nationals within the country will pile up billions of dollars without much problem”.
There is almost a consensus of opinion among the armed forces officers that the Indian airplane hijacking in 1999 was a conspiracy hatched by India to malign Pakistan. One Colonel stated that the hijacking was created by India herself.
Another retired Colonel also is of opinion that, ‘India once again tried the same tactic to revenge her failure in Kargil’.
Brigadier Gulzar Ahmad explaining the role of celestial powers to lessen his troop casualties in 1965 war stated, “There was a hidden hand deflecting the rounds which would otherwise have taken a heavy toll of the advancing troops”.
ISI chief Lt. General Mahmud Ahmad during Pakistani ambassador’s conference ‘reprimanded the ambassadors for not relying ‘on the intercession of Providence’ while analyzing Pakistan’s Afghan policy’.
A former army chief considers the training of thousands of fighters from different countries by United States during 80s as a ‘Divine Will’.
One retired Colonel while commenting on Nawaz Sharif’s attempts to improve relations with India is of the opinion that ‘Our Sharif’s remained more busy in secret sugar deals with Vajpayee’.
One defence commentator chastising civilians stated that, ‘the response of successive governments in Pakistan, to escape the label of ‘terrorist state’, they have shown themselves weak-kneed in reaction, sometimes downright apologetic’.
“the military success of Kargil was totally undermined by the Sharif government’s confused and panicked approach from beginning to end’ and that ‘The pro-US lobby within the Pakistan government panicked Sharif into undertaking a meaningless flight to Washington – leaving everything on the ground in a state of confusion’.
One commentator in 2000 states, “The attitude of Sharif’s government was most dubious right from the very beginning. He was concerned more to divide and weaken the Armed Forces”.
In 1965, Inter Services Intelligence (ISI) led by Brigadier Riaz Hussain had a very poor performance. In less than 48 hours after the launching of Operation Gibraltar, ISI lost all its contacts. Instead of any accountability, Brigadier Riaz was promoted to the rank of Major General. Similarly, Director of Military Intelligence, Brigadier Irshad had very little information about the whole exercise let alone a comprehensive strategy. He admitted to then information minister when asked about the nature and purpose of operation so that ministry could project it. He innocently admitted that the beauty of the operation is that ‘even I know very little about the operation’. He rose up the ranks to become Lt. General and lead a Corps. A senior retired Lt. General while commenting about 1965 war is of the view that ‘the reputation of many senior commanders was tarnished and many others would have come to the limelight but intense personal lobbying prevented any meaningful change’.
A defence analyst has summed up the overall attitude of Pakistani military leadership in these words, “…although most of generals have learned how to “play politics” both within the military and in dealing with politicians and bureaucrats, they are often lacking in speculative or conceptual skills, let alone the ability to articulate their ideas in such a way that a mass public would find them intelligible”.
The general despise of Hindus and doubting their capacity of able to give a good fight was almost universal. General Ayub Khan in his letter to C-in-C General Muhammad Musa stated, “as a general rule Hindu morale would not stand more than a couple of hard blows delivered at the right time and place. Such opportunities should, therefore, be sought and exploited”.
Ayub Khan was of the view that Indian army had expanded too rapidly and lacked disciplined leadership.
The most tragic effect of 1965 war was not military but political which military mind was unable to comprehend. The remarks of an East Pakistani summarize the feelings of Bengalis about 1965 war, “while the West Pakistan was using its American tanks and American planes to fight India for the precious five million Kashmiris, 65 million Bengalis were left to fight with their bare hands if the Indians had attacked us”.
In late 80s, Pakistan policy about Kashmir saw a new direction. The cornerstone of this policy was that ‘Pakistan could only protect itself from India by encouraging its dissolution’.This change was brought due to the heavy influence of the intelligence community of the armed forces. ISI was the main architect of the policy. They were flushed with their recent victory in Afghanistan. Surely, a large number of mid-level officers performed their task in Afghanistan professionally and efficiently which was one of the factors of Soviet withdrawal. They argued that if a superpower can be defeated by guerrillas and then why not India? They didn’t fully evaluated Afghan experience and didn’t learn the lessons of Afghanistan. This lack of detailed analysis resulted in replication of Afghan experience in Kashmir with significant negative fall out both for Kashmir struggle and Pakistan itself. The strategy was two pronged. ‘One, it sought to maximize the cost of occupation for the Indian army in Kashmir and, in the process, bleed it white. Two, it thought it could keep the cost of its own offensive to pittance by sending religiously swayed armed volunteers across the Line of Control’. This ‘privatization of Jehad’ would be the blunder which would come back to haunt them a decade later.

I am little bit confused here because the caption of the photo says Dadullah was Afghan War Veteran [pictures shows that he is 35 years old] and Afghan War was finished in 1988. Was he 16 during Afghan Russia War. Gulbadin, Masood, Rabbani, Mujaddadi, Siyaf, Dostum, Jalaluddin Haqqani were Afghan War Veteran and their present photos shows the age. I couldn’t digest that Dadullah would’ve been even in Afghanistan for War. In my humble opinion all this Facade of Tehreek-e-Taliban Pakistan is creation of Musharraf’s Military Regime for more “Strategic Deaths”
The whole drama of it the external forces that are conspiring against Pakistan must end, the world does not revolve around Pakistan and we are not the center of attention! The rampant growth of religious extremism in the 80’s and 90’s have lead to such a state of affairs, no amount of foreign funding can be successful until there is home-grown militancy which is eager to receive this funding!
One thing I couldn’t get in this drama that how can it be possible without Establishment’s help because Mullahs and FM were rampant under Military Regime of Musharraf and that too when Musharraf was fighting War on Terror????

سوات کے ضلعی پولیس سربراہ قاضی غلام فاروق نے بی بی سی کو تصدیق کی کہ دو اہم طالبان کمانڈر مولانا محمد عالم بنوری اور قاری شمش الحق عرف گڈ ملا اتوار اور پیر کی شب سکیورٹی فورسز کے ساتھ ہونے والی ایک جھڑپ میں ہلاک ہوگئے تھے۔ انہوں نے کہا کہ دونوں کمانڈروں کی لاشیں تحصیل مدائن کے علاقے فتح پور سے ملی ہیں۔ مقامی لوگوں کا کہنا ہے کہ دونوں لاشیں سڑک کنارے ابھی تک پڑی ہوئی ہیں جہاں دور دراز علاقوں سے لوگ اسے دیکھنے آرہے ہیں۔
ادھر یہ بھی اطلاعات ہیں کہ فتح پور ہی کے علاقے سے تین مزید شدت پسندوں کی لاشیں ملی ہیں جن کے بارے میں خیال ہے کہ وہ مولانا عالم بنوری کے ساتھی تھے۔
بعض ذرائع کا کہنا ہے کہ مولانا محمد عالم کو تین ماہ قبل گرفتار کیا گیا تھا تاہم سرکاری طور پر اس کی تصدیق نہیں ہوسکی۔
یہ لاشیں ایسے وقت ملی ہیں جب چند دن قبل صدر مقام مینگورہ کے بازار میں دن کے وقت سکیورٹی فورسز کے ایک قافلے پر ایک خودکش حملہ کیا گیا تھا جس میں اٹھ افراد ہلاک ہوگئے تھے۔
مقامی لوگوں کا کہنا ہے کہ اس حملے کے بعد سوات میں ایک مرتبہ پھر سکیورٹی کے سخت انتظامات کیے گئے ہیں۔ انہوں نے کہا کہ اس واقعہ کے بعد علاقے میں ختم کی گئیں بعض سکیورٹی چیک پوسٹوں کو دوبارہ بحال کر دیا گیا ہے۔
مولانا محمد عالم کا شمار تحریک طالبان سوات کے پہلے تین اہم رہنماؤں میں ہوتا تھا۔ ضلعی پولیس سربراہ کے مطابق حکومت نے اسکی سر کی قیمت ایک کروڑ روپے مقرر کی تھی۔ مولانا محمد عالم طالبان سربراہ مولانا فضل اللہ اور شاہ دوران کے بعد سوات میں سب سے اہم کمانڈر سمجھے جاتے تھے۔ مقامی لوگوں کا کہنا ہے کہ مولانا محمد عالم فتح پور میں ایک مدرسے میں امامت کے فرائض سرانجام دیتے تھے۔
مولانا فضل اللہ نے تقریباً تین سال قبل جب سوات میں سکیورٹی فورسز کے خلاف مسلح جدوجہد کا آغاز کیا تو محمد عالم بھی ان کے ساتھ شامل ہوگئے۔ وہ فتح پور میں ایف ایم ریڈیو چینل بھی چلاتے تھے۔ گزشتہ سال سوات میں امن معاہدے کے بعد جب طالبان نے ضلع بونیر کی طرف پیش قدمی کی تو مولانا محمد عالم کو وہاں کا کمانڈر مقرر کیا گیا تھا۔

خیال رہے کہ ضلع سوات میں تحریک طالبان کے سربراہ مولانا فضل اللہ کے بعد سب سے اہم سمجھے جانے والے پہلے پانچ کمانڈروں کو یا تو ہلاک کیا جاچکا ہے یا انہیں گرفتار کیا گیا ہے۔ ان میں شاہ دوران، شیر محمد قصاب، مولانا محمد عالم بنوری، مسلم خان اور محمود خان شامل ہیں۔ حکومت کی طرف سے ان تمام کمانڈروں کی سروں کی قیمتیں کروڑوں روپے مقرر کی گئی ہے۔
ان میں شاہ دوران کے بارے میں کہا جارہا ہے کہ وہ ہلاک کیے گئے ہیں تاہم اسکی ابھی تک باقاعدہ تصدیق نہیں ہوسکی ہے جبکہ محمد عالم، شیر محمد قصاب مارے گئے ہیں۔ مسلم خان اور محمود خان گزشتہ سال گرفتار کیے گئے تھے۔

اگر آپ پاکستان کا کوئی پرائیویٹ ٹی وی چینل دیکھتے ہیں تو آپ زید حامد کے نام سے واقف ہوں گے۔ آج کل وہ پاکستان کو اقبال کا پاکستان بنانے میں مصروف ہیں۔
اس مقصد کے لیے انہیں فیشن ڈیزائنروں، پاپ گلوکاروں اور پرائیویٹ تعلیمی اداروں کے ممی ڈیڈی بچوں کی حمایت حاصل ہے۔ کبھی وہ غزوہ ہند کے نام سے ہمیں سبز رنگ کے ایف سولہ طیارہ اور کبھی ایستادہ غزنوی میزائل دکھا کر بھارت پر آخری فتح کی بشارت دیتے ہیں اور کبھی امریکہ کو اقبال کے شعروں اور ہماری قوت ایمانی سے ڈراتے ہیں۔ (شاید اسی خوف سے کئ امریکی ملٹی نیشنل کمپنیاں انکے پروگراموں کو اشتہار بھی دیتی ہیں)۔
اپنے مشن کی تکمیل کے لیے زید حامد کو کئی روپ بھرنے پڑتے ہیں۔ کبھی وہ لال ٹوپی پہن کر وسط ایشیائی مجاہد لگتے ہیں تو کبھی سوٹ بوٹ میں عالمی بینک کے نمائندے۔ آخری دفعہ میں نے انہیں دیکھا تو انہوں نے نارنجی رنگ کی فوجی ٹوپی اور فائٹر پائلٹوں والی جیکٹ پہنی ہوئے تھے۔ مجھے لگا کہ نیٹو کا کوئی بھگوڑا فوجی ہے۔
کبھی انہیں دیکھ کر یوں لگتا ہے کہ چہ گویرا نے اپنی جنس تبدیل کروانے کی کوشش کی ہے یا حافظ سعید نے کوئی ایسی گولی کھا لی ہے جو اس عمر میں انہیں نہیں کھانی چاہیے تھی۔ سچی بات تو یہ ہے کہ اگر زید حامد نہ ہوتے تو ٹی وی چینلوں کا کیا ہوتا؟ مولانا فضل الرحمان جتنی پگڑیاں بدل لیں، مولانا منور حسن جتنی بھی خوبصورت مسکراہٹیں بکھیر لیں، میوزک ویڈیو دیکھنے والی نسل کے لیے ان میں کوئی کشش نہیں۔ زید صاحب تو ہمارے میڈیا میں ایک ڈسکو مولوی کے خلا کو پر کر رہے ہیں۔
ویسے راقم کو یہ سمجھ نہیں آئی کہ وہ اس پاکستان کو اقبال کا اور کتنا پاکستان بنائیں گے۔ ہمیں پتہ نہیں اقبال کے خواب میں پاکستان کے خدوخال کیسے تھے لیکن ہمارے ارد گرد ان کی جن تعلیمات نے فروغ پایا ہے وہ تو علامہ نے کسی برے خواب میں بھی نہیں سوچا ہوگا۔ ہم اپنے ہر بچے کو سکول میں پڑھاتے ہیں تو شاہین ہے بسیرا کر پہاڑوں کی چٹانوں میں۔ تو ہمارے کئی بچے یہ سبق دہراتے دہراتے پہاڑوں پر جا بیٹھے ہیں اور کبھی کبھی اپنا خون گرم رکھنے کے لیے مسجدوں، بازاروں اور سکولوں کو بموں سے اڑاتے رہتے ہیں۔ انہیں منع کرتے ہوئے بھی ہم شرماتے ہیں کیونکہ ہم نے ہی تو انہیں پڑھایا تھا کہ شہادت ہے مطلوب و مقصود مومن۔
لیکن اس سارے قتل و غارت کی سول سوسائٹی ہمیشہ مذمت کرتی ہے۔ لیکن یہ سول سوسائٹی اس دہائی کی سب سے بڑی سازش ہے۔
