Memo: The conspiracy against President Zardari has failed

All political theories and speculations you have watched on TV screens & read on newspapers Op-Ed pages, have evaporated like fog with the landing of a special plane carrying the President Asif Ali Zardari at the PAF base Masroor in Karachi.

So, the president is back: Sindh Home Minister Manzoor Wassan told the media outside Bilawal House that all speculation of the political pundits about his return had proved baseless. He said that the president had neither retreated from his position nor had he accepted any pressure. Wassan also rejected that the president’s return was a part of any deal and declared that the late Zulfikar Ali Bhutto and Benazir Bhutto had sacrificed their lives but never compromised.

“The president is, thankfully, fit and healthy, and that is why he has returned,” Shazia Marri, information minister for Sindh Province, of which Karachi is the capital, told Reuters. “However, his activities over the next few days will depend on what the doctors advise.”

According to the Daily Times, the party heads have decided that president Zardari would stay in the Bilawal House and take rest till December 26 avoiding work and meetings, but he would appear in the public meeting at Garhi Khuda Baksh on the eve of Benazir Bhutto’s death anniversary where he would deliver a special speech and take the nation in confidence regarding conspiracies against him and his party’s government. The PPP sources also said that some party leaders had been in favour of the president’s return on Benazir Bhutto’s death anniversary to prevent any move against him. They were of the view that the party was showing its strength and all the activists and followers of Bhuttos would be united at Garhi Khuda Baksh.

Lamentably, the irresponsible reporting & conspiracy based analysis simply gave the rumours more credence and created undue sensation and hype without evaluation of the facts & a reality check. Since memo the media & it’s right wing spin doctors have been campaigning against PPP led civilian govt with new enthusiasm, instead informing people.

Now, there is no ambiguity when General (r) James Jones, former US national security adviser exempts Haqqani from all allegations leveled by controversial Mansoor Ijaz. The US ex-security adviser in his written affidavit says Mansoor Ijaz did not once mention Husain Haqqani as the origin of the memo and his reference to “the highest authority in Pakistan” did not win his credence. General Jones has repeated that he did not think that the document which he passed onto then US military chief Admiral Mike Mullen was credible. There is also a discrepancy between the dates of contact with General Jones given by Mansoor Ijaz and those given by General Jones himself.

The word secret was not written on the memo General Jones said. He said he personally did not think the memo to be valid because its language was like that of Mansoor Ijaz’. With respect to such important written statement the case is almost clear & now, should be dealt as a matter of “conspiracy” by non state actors & opposition forces against civilian elected government.

امریکہ کی قومی سلامتی کے سابق مشیر جنرل جیمز لوگن جونز کا کہنا ہے کہ متنازع میمو منصور اعجاز نے خود لکھا تھا اور پاکستان کے سابق سفیر حسین حقانی کا اس متازع میمو کی تخلیق میں کوئی کردار نہیں ہے۔

یہ بات انہوں نے اپنے اس بیان حلفی میں کہی ہے جو سابق سفیر حسین حقانی کی وکیل عاصمہ جہانگیر کی درخواست پر بھجوایا گیا ہے تاکہ یہ بیان حلفی سپریم کورٹ کے اس بنچ کے روبرو پیش کیا جاسکے جو متنازع میمو کے معاملے پر سماعت کررہا ہے۔

بیان حلفی میں جیمز لوگن جونز نے کہا کہ ان کے پاس اس بات پر یقین کرنے کی کوئی وجہ نہیں ہے کہ میمو کی تخلیق میں حسین حقانی کا کوئی کردار ہے اور نہ ہی سابق سفیر کو اس متنازع میمو کے بارے میں پہلے سے کوئی علم تھا۔

جیمز جونز نے اپنے بیان حلفیہ میں کہا کہ نو مئی سنہ دو ہزار گیارہ سے چند دن پہلے ان کو منصور اعجاز کی فون کال موصول ہوئی جنہیں وہ دو ہزار چھ سے ذاتی طور پر جانتے ہیں۔ جنرل جیمز جونز کے بقول فون کال کے دوران منصور اعجاز نے انہیں بتایا کہ ان کے پاس حکومت پاکستان کے ایک اعلیٰ ترین اتھارٹی کا ایک پیغام ہے جو وہ امریکی فوج کے سابق سربراہ مائیک مولن تک پہنچانا چاہتے ہیں۔

امریکی مشیر کے مطابق فون پر ہونے والی گفتگو کے دوران کسی موقع پر بھی سابق سفیر حسین حقانی کا تذکرہ نہیں ہوا اور نہ ہی اس گفتگو سے یہ ظاہر ہوا کہ منصور اعجاز یہ سب کچھ حسین حقانی کے ایماء پر کررہے ہیں۔

جیمز جونز کا کہنا ہے کہ انہوں نے منصور اعجاز کو باور کرایا کہ وہ کسی ایسے پیغام کو زبانی طور پر مائیک مولن تک نہیں پہنچائیں گے اور اگر وہ یہ پیغام آگے پہنچانا چاہتے ہیں تو وہ اسے تحریری شکل میں دیں۔

بیان حلفی میں بتایا کہاگیا کہ گیارہ مئی سنہ دو ہزار گیارہ کو جیمز جونز کو منصور اعجاز کی طرف سے ان کی ذاتی ای میل اکاونٹ پر ایک ای میل موصول ہوئی جو متنازع میمو پر مشتمل تھی۔ سابق امریکی مشیر کے مطابق فون پر ہونے والی گفتگو اور ای میل پر بھیجی گئی ای میل کا مواد لگ بھگ ایک ہی نوعیت کا تھا۔
جنرل جیمز جونز کا کہنا ہے کہ ان کا یہ خیال ہے کہ متنازع میمو منصور اعجاز نے لکھا ہے کیونکہ اس کی تحریری ان کی ٹیلی فون پر ہونے والی گفتگو سے ملتی جلتی تھی۔

انہوں نے مزید کہا کہ ان کے لیے یہ بات انتہائی غیر معمولی تھی کہ پاکستانی حکومت کی اعلی ترین اتھارٹی نے یہ پیغام ایک جزوقتی صحافی اور ایک پرائیویٹ شہری کے ذریعے بھجوایا۔

جیمز جونز کے بقول سابق امریکی مشیر نے بیان حلفی میں بتایا کہ انہوں نے منصور اعجاز کی طرف سے ای میل کے ذریعے ملنے والے متنارعہ میمو کو دس مئی سنہ دو ہزار گیارہ کو مائیک مولن کو بجھوادیا تھا۔

ان کا کہنا ہے کہ انہوں نے میمو کو مائیک مولن کو بھجوادیا تاکہ وہ اس متنازع میمو کے قابل اعتبار ہونے کا تعین کرسکیں اور یہ فیصلہ کرسکیں کہ اس پر کیا کارروائی ہونی چاہیے۔
ان کے خیال میں مائیک مولن کے بیان سے ظاہر ہوتا ہے کہ وہ اس میمو کو قابل بھروسہ نہیں سمجھتے ہیں اور انہوں نے میمو پر کوئی کارروائی نہیں کی۔

From day one, our position was that Mian Nawaz Sharif should not have taken the memo case to the Supreme Court and a parliamentary probe by the Parliamentary Committee on National Security (PCNS) headed by Senator Raza Rabbani, should have been investigated & concluded first.

Mian Nawaz Sharif is one of the conspirators who intended to derail the democratic transition phase & dislodge the civilian government. He has once again tried to play an instrumental role in destabilizing the political system to the benefit of a powerful establishment. Based on totally false and fabricated reasons he had taken the memo case to the Supreme Court. All Political parties doubt Nawaz Sharif’s intentions of taking the memogate to the Supreme Court, saying that Nawaz Sharif should have waited for the outcome of the parliamentary committee.

Pakistan People’s Party (PPP) senior leader Babar Awan has alleged that the PML-N chief is playing into the hands of the powerful undemocratic establishment to strangle democracy. “A rope has been provided to Sharif (to strangle the democratically-elected government),”. Said Babar Awan.

On Sharif’s move to “bypass” Parliament and involve the Supreme Court in investigating the memogate scandal, Awan said it was regrettable that the former Premier had not learnt a lesson from his past dealings with the establishment.

This is very interesting, that Mian Nawaz Sharif believes on Mansoor Ijaz, a Pakistani-American national and a businessman tycon with a dubious past & controversial credentials, but not ready to believe on General (r) James Jones or other US officials. Over 30 representatives of the civil society including nongovernmental organizations, labour organizations, academia, women’s rights bodies and media have termed the memogate scandal an attempt to thwart democracy.

“This [crisis] has the potential of subverting the democratically-elected parliament and the constitution,” they added.
In a joint statement issued on Saturday, key civil society activists appealed to the people of Pakistan to stand united in support of democracy and resist all attempts aimed at its subversion.

They said people have made many sacrifices for the cause of democracy and they should not let those with vested interests trample their right to have an elected representative system run the country.

“We believe that any attack on the sovereignty of the people will be unjust. It will lead to conflict and must be resisted,” they said in the joint statement.

They further said: “It is time to hold accountable all those conspiring against democracy and the sovereignty of the people. Sovereignty belongs to the people who have agreed to exercise it through their representatives in a federal, parliamentary and a democratic system. Any attempt at arbitrarily altering this arrangement is tantamount to an attack on the sovereignty of the people,” they added.

They pointed out that various institutions of the state are supposed to function within their defined constitutional parameters and complement each other, but they seem to be working at cross-purposes.

“We emphasise that the role of political parties and political leaders is to represent their constituents’ interests and arrive at negotiated agreements to differences in agreed political forums.”

They said that the role of state’s security organisations is to serve the people through stipulated constitutional arrangements, under the command of the executive, and not to define what is or is not in the national interest.

The role of the judiciary is to protect the rights of the citizens from arbitrary abuse of executive power, and not to itself become a source of arbitrary executive power.

The role of the mass media is to help citizens hold powerful interests groups within and outside the state to promote their legitimate interests and hold violators of rights accountable and not to act as an unaccountable interest group.

They said in their opinion, the parliament is the appropriate forum to discuss and investigate this issue.

امریکہ میں پاکستان کے سابق سفیر حسین حقانی کی وکیل عاصمہ جہانگیر نے خبردار کیا ہے کہ متنازع میمو کے معاملے کو طول نہ دیا جائے وگرنہ اس سے بہت سے دوسرے سوالات بھی جنم لیں گے جن میں سویلین حکومت کو گرانے پر بغاوت کے مقدمہ کی بات بھی ہو سکتی ہے۔

عدالت کے باہر اخبار نویسوں سے بات کرتے ہوئے انہوں نے کہا کہ منصور اعجاز نے اپنے حلف نامے میں تحریر کیا ہے کہ وہ ایک امریکی شہری ہیں اور ان کی اول و آخر وفاداریاں امریکہ کے ساتھ ہے۔

عاصمہ جہانگیر نے کہا کہ ’ہم ایسے شخص کی بات کو جو خود تحریر کرتا ہے کہ اس کی وفاداریاں امریکہ کے ساتھ ہیں، خوب اچھال رہے ہیں جیسے کہ وہ پاکستان کا بہت وفادار ہو۔‘

انہوں نے منصور اعجاز کے الفاظ دہراتے ہوئے کہا کہ وہ کہتا ہے کہ بے شک میری وفاداریاں امریکہ کے ساتھ ہیں۔‘
عاصمہ جہانگیر نے کہا کہ ’ایسے شحص کی بات پر ہم حکومت گرا رہے ہیں، سفیر کو پھینکے رہے ہیں اور ان پر پابندیاں لگا رہے ہیں۔‘

انھوں نے اس ساری گفتگو میں ایک مرتبہ بھی منصور اعجاز کا نام نہیں لیا۔
انہوں نے مزید کہا کہ یہ شخص لکھتا ہے وہ حسین حقانی سے ذاتی طور پر ملا ہی نہیں۔ انہوں نے کہا کہ جب وہ حسین حقانی سے ملا ہی نہیں تو انھیں اتنی بڑی ذمہ داری کیسے سونپ دی۔

آئی ایس آئی کی طرف سے اس سلسلے میں کی گئی تحقیقات پر بھی عاصمہ جہانگیر نے سوال اٹھایا کہ آئی ایس آئی کے سربراہ کس کے کہنے اور کسی اختیار پر تحقیقات کرنے گئے تھے۔ انہوں نے کہا کہ کیا سویلین حکومت کو گرانا بغاوت کے ضمرے میں نہیں آتا۔

متنازع میمو کے مندرجات پر عاصمہ جہانگیر نے اظہار خیال کرتے ہوئے کہا کہ کوئی صحیح الدماغ شحص ایسا میمو نہیں لکھتا۔
انہوں نے کہا کہ ان کے خیال میں پاکستان کے حالات کے تناظر میں ایسا میمو لکھنے والا شخص ’شیخ چلی‘ ہی ہو سکتا ہے۔
انہوں نے کہ وہ اس میمو گیٹ کو ’شیخ چلی کا پلاؤ‘ کہتی ہیں۔
