Of the two principal characters involved in the nerve-racking drama on the evening of Oct 12, 1999, when the fate of 198 passengers on board flight PK 805 hung in the balance, one was supposed to be a paragon of virtue, the other a scoundrel. Author Aminullah Chaudry has tried to prove that both were great scoundrels. One was a household name, Nawaz Sharif; the other name would hit world headlines when he threw in Pakistan’s lot with America in the war on terror – Pervez Musharraf.
Leaf after leaf seems to come straight from a page-turner. Here is a dialogue between flight PK 805 and the air traffic control tower at Karachi:
Tower: Please convey to the Chief that this is Gen. Iftikhar. I would like to speak to him.
PK 805: Standby, we will get the General…. Iftikhar this is Pervez. Where is Usmani?
Tower: Sir, Iftikhar is on the set. Gen. Usmani is in the VIP lounge. He is waiting at the gate for you. I am here at the con tower.
PK 805: Iftikhar what is the problem?
Tower: I am sure you would not know. About two hours back your retirement was announced and you were to be replaced by Zia. The army has taken over and they were trying to divert your plane, so that it doesn’t land here. We have taken over the airport and you are coming in now.
PK 805: Iftikhar, thank you. Tell Mahmood and Aziz nobody will leave the country.
There is more of this drama across the book as apoplectic, nervous wrecks in Islamabad and Karachi exchanged angry messages full of mutual suspicion and often contempt. More important neither the givers nor takers of the orders were sure if they were acting professionally, ethically and legally.
The only person who was sure of himself was the author – Director General of Civil Aviation. All through the book Chaudry hammers one point: he obeyed the orders of an elected prime minister. Well versed in civil aviation law, Chaudry says that under clause 62(2) of Civil Aviation Rules, 1994 he had the right to close the airport as ordered by Sharif. The prime minister rang him up personally twice in 15 minutes and told him categorically that the plane carrying Musharraf should not land in Pakistan – it could go to any Middle Eastern airport, except Dubai. Chaudry makes his position clear: ‘There was no doubt in my mind that I was duty bound to carry out the orders of the chief executive’.
Both the prosecution and Sharif’s lawyers bungled – the former when the army arrested Chaudry; the latter when the case came up before the anti-terrorism court (ATC) headed by Judge Jafferi. A day after the coup, the CAA director was arrested and harassed to the point of torture and denied the medical care he deserved as a heart patient. But one day a ‘polite’ ISI officer came to him and told him that he was being interrogated because he would have to serve as star witness for the prosecution.
According to the author, the brains behind Sharif’s defence strategy were bad lawyers who not only contradicted each other, but also reversed their position when the defence went in appeal to the Sindh High Court after conviction by Judge Rehmat Jafferi, who sentenced the former prime minister to two life terms.
In the ATC the defence team argued that Sharif never gave the order for closing the airport. While in the high court they staged a somersault and accepted that Sharif did indeed order the closure of the airport in order to deny landing to flight PK 805. As prime minister, the defence lawyers said, Sharif had every right to consolidate his political position if he felt threatened by the army chief. Didn’t Bhutto, they argued, dismiss two service chiefs in one day to strengthen his power?
The author’s criticism of Judge Jafferi is harsh, and he points to several flaws in the prosecution’s case. First, the FIR was registered 28 days after the alleged crime was committed. Second ‘hijacking’ was never part of Pakistan’s anti-terrorism law and was added to the law after October 12, 1999, with retrospective effect. Judge Jafferi, the author says, seemed not to have taken this into account.
The pilot too gets his share of criticism as the author accuses him of falsifying the fuel position and climbing up while returning from Nawabshah – something Chaudry says wasted rather than saved fuel.
Aside from the ‘hijacking from the ground’ drama, the book gives the reader an insight into the world of Pakistan’s unwieldy and highly politicised bureaucracy, mutual antipathies, the clashes of personality and the monopolisation of CAA jobs by the Pakistan Air Force.
The author informs readers of the tacit hostility he faced from the PAF-CAA establishment because he was a civilian director general, as well as the distrust which Sharif had developed for him over the Islamabad and Lahore airport projects.
The author ought to revise some earlier portions of his book for he has made some extremely unpalatable remarks about his colleagues. He accuses his secretary of virtually taking over as CAA director general. If this really was the case, it is less a reflection on his wing commander-secretary.
For a book published in Britain it is poorly edited, especially the punctuation part of it. The transcripts of the messages add to the book’s utility as research material. There is no index.

During 1999 Ansar Abbasi was Praising General Musharraf Martial Law regime’s “Alleged Reforms” when Ansar Abbasi used to be a Correspondent in Daily Dawn, he never mentioned even a single time that Impsoing Martial Law is Treason and Violation of Article 6 of 1973 Constitution of Pakistan. Read the news reports which Ansar Abbasi filed in the Daily Dawn in 1999. Not a single time Ansar adress Musharraf as CMLA but Ansar was very respectful towards “alleged Chief Executive” Musharraf. You may not find a single personal observation by Ansar Abbasi on Constitutional Tampering by Military Regime. Musharraf was given mandate by the Judiciary to tamper with the Constitution. Everybody knows who was part of that Supreme Court Bench.
Shame on those journalists particularly Mr. Ansar Abbasi and his side kick Mr Muhammad Ahmad Noorani.etc.etc. of Jang Group of Newspapers/GEO TV who not very long ago were demanding Treason Trial against Musharraf and the same group is giving credibility to the so-called Corruption Cases registered by the National Accountability Bureau which was concocted by an Illegal Military Regime [1999 – 2008] of the same General Perverz Musharraf [who sold Pakistan hide as claimed by Dr. A Q Khan in yesterday’s The News International]. The National Accountability Bureau is Pakistan’s apex anti-corruption organization. It is charged with the responsibility of elimination of corruption through a holistic approach of awareness, prevention and enforcement. The National Reconciliation Ordinance (NRO) was promulgated as a result of a deal between then military dictator Pervez Musharraf and the PPP leadership on the night of October 5, 2007 to facilitate the election of General Musharraf in Army uniform on October 6, 2007. Under this highly controversial, discriminatory and unconstitutional NRO, corruption cases of hundreds of politicians, influential bureaucrats and political activists of some political parties were withdrawn and terminated with one stroke of the pen. According to legal experts the NRO was unconstitutional and a discriminatory law on the basis of the following three points; first, it applied to a certain category of people and is not applicable to each and every citizen. Second, it applies for a specific duration of time i.e. before October 12, 1999, thus it involved time limitations which again make it discriminatory with respect to time limits. Third, it excludes the indemnity benefits to people accused of cooperative societies, financial and investment scams which effectively means it excluded some people from taking benefits and included a select group of people to be benefited. It is in sheer violation of articles 4 and 25 of the Constitution which speaks of equality of citizens and declare that every citizen is entitled to equal treatment of law. It is worth mentioning here that the National Assembly Standing Committee on Law and Justice, which has a majority of ruling PPP members and comprises mostly ex-judges and senior lawyers, has recommended removal of these three discriminatory steps from the NRO thus admitting that it was an entirely unconstitutional and discriminatory law. ISLAMABAD, Oct 31: The military government is planning major amendments to the Ehtesab Act to plug the loopholes that had allowed an embezzler, defaulter or a corrupt to escape the arm of law, it is learnt. However, according to a reliable source, the accountability cases would continue to be placed before the civilian court. “There will be no military courts to try the defaulters and the corrupt, including corrupt politicians,” the source said. It further said that special courts would be set up, as envisaged in the Constitution, to ensure prompt disposal of accountability cases. The Supreme Court and the high courts would be asked to monitor the performance of these special courts so that speedy justice could be ensured, it added. The higher judiciary would be requested to appoint the best possible judges as presiding officers of these special courts. Lt Gen Mohammad Amjad Hussain, who had been asked to suggest amendments to the Ehtesab Act, was busy preparing the draft, the source said. It said that the military leadership had decided that as per demand of the people of Pakistan, the plunderers of national wealth should be taken to task in the shortest possible time. The accused, it is said, would, however, be given the right to defend himself as envisaged in the Constitution.
“We want to ensure that the legal lacunas that help the corrupt to escape should be removed,” the source said. To avoid uncalled for delays in the disposal of accountability references, he said, an amendment was being introduced so that the defendant must appear before the court once the summon was served on him/her. “Unlike past they will not find loose ends anymore,” the source said. Besides targeting corrupt politicians and bureaucrats, the military leadership had also decided to attack the “life style of businessmen.” Those who had earned their wealth through legal means would not be touched but the rest would have to cough up the looted money. ISLAMABAD, Jan 27: In a major initiative to strengthen the civil bureaucracy and ensure good governance, Chief Executive General Pervez Musharraf on Thursday agreed to restore the pre-1973 authority of the Federal Public Service Commission. During his visit to the FPSC, the chief executive also agreed to grant administrative and financial autonomy to the FPSC; enhancement of the FPSC’s role; fixation of non-extendable five year service tenure for the chairman and members of the FPSC and restoration of their oath; reduction of the maximum age limit for appearing in the CSS competitive examination; all recruitments in grade 11 and above through the FPSC; and recruitment to all the posts, including those in the ISI, IB and defence division, through the FPSC, etc.
The chief executive asked the chairman of the FPSC, Lt-Gen (retd) Mumtaz Gul, to give a presentation to the National Security Council for a formal approval to all these decisions. The secretary of the establishment and other authorities were asked to work out modalities for the implementations of the decisions taken in principle during the chief executive’s over three-hour stay in the FPSC. When contacted, the FPSC chairman confirmed to Dawn that the chief executive had agreed to almost all the proposals presented before him by the FPSC. The chairman was overwhelmed with this development and hoped that it would usher a new era for strengthening the country’s civil institutions. ISLAMABAD, March 1: Different intelligence agencies of the country are currently busy collecting information on almost 100 senior grade 21 officers who are in the run for promotion to grade 22. Chief Executive Gen Pervez Musharraf, on the basis of the reports submitted by these agencies and also after considering the already available personnel record of these officers, will make selection of limited number of officers for promotion to grade 22. The intelligence agencies have been involved for the first time in the promotion process and this exercise, it is believed, will have significant impact on the elevation of the officers. Previously, the promotion of bureaucrats to this highest echelon of bureaucracy, were made purely on the basis of record available with the establishment division. Personnel from different intelligence agencies are currently visiting various government offices to inquire about the conduct, reputation, behaviour and working style of the officers whose names were under consideration for promotion. Though this snooping exercise is conceived as embarrassing by many senior bureaucrats, the sources in the chief executive’s secretariat believe that this is necessary to make the proper selection.
They say that since the chief executive had the full power to select anyone for promotion so he wanted to exercise his power judiciously and in the best public interest. Recently, the military government had amended the relevant clauses of the Civil Servant Act to empower the chief executive with these powers. Previously, a high-powered Central Selection Board was recommending promotions for the approval of the competent authority. The establishment division has already sent, a few weeks back, a panel of almost 100 grade 21 officers to the chief executive’s secretariat for selection of “suitable” officers for promotion to grade 22 by Gen Musharraf. The establishment division was not allowed to recommend a panel of suitable officers, rather, it was asked to send names of all those grade 21 officers belonging to the regularly constituted groups/service of Central Superior Services who joined the service till 1969. The establishment division, in all, has communicated 18 vacancies but so many officers are not likely to be promoted in one go. ISLAMABAD, Dec 10: The exile of the Sharif family to Saudi Arabia following the pardon announcement by the government, has deprived the Raiwind dwellers of their 15 assets, worth billions of rupees. A spokesman for the government, Maj-Gen Rashid Qureshi, told Dawn on Monday that almost 80 per cent of the Sharifs’ property had been “taken over” by the government. According to Mr Qureshi, the 15 assets that have been taken over by the government in return for providing a safe “exit” to the Sharif family include Rs300 million in cash; industrial assets including Brother Steel Mills; Ilyas Enterprises; Hudaybia Paper Mill; Hudaybia Engineering Company; Hamza Spinning Mills; residential property including the Model Town bungalow; three houses at Mall Road Murree; property at 135 Upper Mall Lahore; a plot at Model Town Lahore; a plot at Upper Mall, Lahore; agricultural property including 10.2 kanals of land at Khanpur Sheikhupura Road Lahore; 41 acres and 7 kanals of land at Sheikhupura; 14.2 kanals of land and another 35 kanals at Bhaipharu in Chunnian and 88 kanals of land at Raiwind.
The Raiwind palace of the Sharif family, which ruled the country for almost 15 years, has however not been confiscated by the government. Mr Qureshi dispelled the impression that there had been any underhand deal between the government and the Sharif family. He said the government had simply responded to the repeated mercy petitions filed by the Sharifs. Contrary to what the Sharifs were pretending before the public and in their statements to the media, Mr Qureshi said they had been writing to the government including the chief executive and the president, appealing for pardon.
“We were receiving their requests for mercy in the past three to four months particularly after the courts handed over decisions against Nawaz Sharif,” he said. These requests were renewed recently following Nawaz Sharif’s reported ailment. Mr Qureshi stated that since the chief executive had repeatedly said that he was not vindictive so he recommended to President Tarar that the imprisonment of the Sharifs be pardoned and turned into exile while the rest of the punishments including fines, forfeiture of property and disqualification should stay. When told that the people in streets felt as if they had been betrayed by the government for allowing a safe exit to the Sharifs, the government spokesman said, “the government has actually taken a compassionate view of the situation and converted the imprisonment into exile.” Qureshi dispelled the impression that a “deal” was ‘brokered’ either by a Saudi prince or was the exit the consequence of Saudi Arabia’s pressure. ISLAMABAD, Dec 12: The government did not consult the cabinet but took into confidence the military elite while granting pardon to Nawaz Sharif and sending the family into exile. A well-placed government source confided to Dawn that the dramatic decision had been taken purely by the men in uniform. The matter was discussed in the closed circles of the military before being put to the corps commanders at their two-day meeting last week. Asked whether the matter was placed before the cabinet, the source said: “No”. It was too sensitive a matter to be discussed by the cabinet, he added. The military elite’s support to the idea came when it was explained that the pardon and the exile was being allowed following Saudi Arabia’s request.
It was said that the Saudi government had given assurance that the Sharifs would not take part in politics “for quite some time”. “Besides, the Sharifs, too, had given the undertaking in writing
not to take part in politics,” the source said. Asked how Saudi Arabia would prevent any of the Sharifs to travel to London and issue political statements from there against the military regime, the source said: “If the Saudis can get the Sharifs freed, they can also make them behave accordingly. They (the Saudis) are very strict in their commitments.” The source, however, refused to accept that there was any Saudi “pressure” on the government to get the Sharifs off the hook. In reply to a question, the source said that those exiled to Saudi Arabia would remain there. “If anyone of them goes to some other country he would be bound to come back to the country of exile,” the source said.
“We have the best example of Idi Amin who lives in Saudi Arabia with his 19 wives but as a completely non-political entity.” Persuading the government for pardon, the Saudi authorities had said that not only would it be an Islamic act to set Nawaz Sharif free after the payment of Qisas but it would also be politically helpful to the military regime. “We were told by the Saudis that they had also tried to get Zulfikar Ali Bhutto freed but Pakistan’s response in negative had plunged the country in an unending political turmoil,” the source said. He stated that the military government was expecting that the departure of Sharifs’ from politics would set things, particularly economic situation, right for the country. The government, he said, hoped that the present state of “shock” and “uncertainty” would not last long. “Don’t you agree with the idea of throwing the dirt out to get the house in order,” the source commented. ISLAMABAD, June 29: The Chief Executive, Gen Pervez Musharraf, has shown in principle his agreement to the police reforms proposed by the interior ministry but avoided its immediate implementation owing to the government’s devolution plan. At a meeting held here on Wednesday evening, the chief executive agreed to the recommendations formulated by the interior ministry’s focal group on police reforms. However, on the insistence of the National Reconstruction Bureau (NRB) no decision was taken on the implementation of the reforms pursued by the interior minister. Interior Minister Lt-Gen (retd) Moinuddin Haider, NRB chief Lt-Gen (retd) Syed Tanvir Naqvi, and senior officials of the chief executive secretariat and interior ministry attended the meeting. Reliable sources in the chief executive secretariat told Dawn that the interior minister pressed for the immediate implementation of these reforms as, he argued, the country badly needed independent but accountable police.
The NRB chief, however, said that he intended to finalize his recommendations on district government plan by the end of August so the government should refrain from introducing these reforms until the plan, which also covered reforming district police, was given shape. Since there are two sets of police reforms – one proposed by the interior ministry and the other considered by the NRB under its district government plan – currently under consideration of the government but both contradicting each other, the chief executive asked the two sides to remove the contradictions through consultation. Final decision on police reforms, it was decided, would be taken later. However, contrary to what was discussed at the meeting, the NRB publicised through newspaper advertisements on Thursday its own system of police reforms which totally negates what was proposed by the interior ministry. The interior ministry wants the police to be under an independent national/provincial/metropolitan safety commission to ensure the depoliticization of the force and ensure its impartiality.
But the NRB as publicised in the newspapers not only put the police under the proposed chief mayor’s control but authorised him (mayor) and the district assembly to select a police officer of their choice. The NRB proposes that even the ACR of the district police chief will be written by the chief mayor. At the same time the inspector general of police of the province, the NRB proposal said, would write technical report of the district police chief. The interior ministry sources seemed perturbed over the premature publication of this advertisement at a time when it was not even accepted by the ministry. They said this advertisement was also in complete disregard to what had already been agreed between the NRB and the ministry. ISLAMABAD, June 25: A large number of bureaucrats, found to be corrupt or inefficient, are to be placed under suspension anytime after July 31, reliable sources told Dawn on Sunday. The Chief Executive, Gen Pervez Musharraf, has directed the secretary of establishment division to seek lists of such unwanted members of the civil bureaucracy both from federal and provincial authorities by the date for an ‘immediate action’, it is learnt. The CE chaired a meeting of the top functionaries here on Saturday
to review the performance of the civil bureaucracy. Gen Musharraf wanted all the government institutions to follow the precedence set by the Central Board of Revenue which recently placed more than 1,000 officials, including over 100 senior bureaucrats associated with customs and income tax groups, under suspension after establishing charges of corruption and inefficiency against them, the sources revealed. The CE, it is also learnt, intended to talk personally to the governors and federal ministers to help speed up the process of ‘cleansing’ the bureaucracy. The establishment secretary told the CE that the federal and provincial authorities had already been directed to make such lists available to the the establishment division at the earliest but their response was not so encouraging. On his contention, the chief executive asked the secretary to issue a reminder with stress on the urgency of the task. During the meeting, officials apprised the CE of the progress on the government’s plan aimed at restructuring and reforming the civil services. Those who attended the meeting included Sahibzada Imtiaz, a member of the National Security Council, Lt-Gen (retd) Mumtaz Gul, chairman of the Federal Public Service Commission (FPSC), Lt-Gen Ghulam Ahmad, chief of staff to the CE, Tariq Aziz, principal secretary to the chief executive and Tariq Saeed Haroon, the establishment secretary. They informed Gen Musharraf of the measures taken for the implementation of the plan. Restructuring the FPSC, encadrement of occupational groups, career planning for bureaucrats, disciplinary proceedings, promotion and transfer policies and rightsizing in government departments were the other issues discussed at the meeting. ISLAMABAD, June 27: Interior Minister Moinuddin Haider said on Tuesday that the chief executive would start holding meetings with “clean”politicians from next week to develop consensus on various issues. Talking to newsmen here, the minister explained that the chief executive would meet only the “clean politicians filtered through a sieve”. The politicians, he stressed, needed to feel their responsibilities and behave accordingly, adding that the future of the country belonged to them. He said the military had to leave office, as ultimately a democratic government would be in place. In reply to a question, the minister said the government would not contact those politicians who had been involved in corruption, tax evasion or plunder of national wealth. Mr Haider said that politicians, traders, bureaucracy, etc., would have to play their roles for the development of the country, adding that every body would have to share the burden equally.

Besides, having an introductory talks with the National Accountability Bureau chairman, Marshal also spoke at a seminar organized by the NAB for the officers of the bureau, interior ministry, foreign office and other government agencies. The NAB chairman, Lt-Gen Syed Amjad Hussain, told Dawn that the objective of Mr Marshall’s visit was to educate the Pakistani authorities about the procedures and legal requirements that were needed to be adopted in taking up a solid case of extradition with the US. “We did not discuss any individual case of extradition rather tried to equip ourselves as how should we prepare the (extradition) case that can stand the examination of the US Law and Justice Department,” the NAB chief said. He categorically denied that Mr Marshall was here to give any sort of assurance about the extradition of any particular person or group of persons sought by Pakistan. “Mr Marshall is not from State Department, neither he is here for the purpose of discussing extradition case of any particular person,” Mr Amjad explained. He said the visiting official briefed the Pakistani authorities about the US laws pertaining to extradition. When asked to comment on the outcome of the first day of the discussions, the NAB chief said: “I can safely say that we made progress.” He added that Pakistan, in the light of these discussions, would ensure in the future that by default its extradition requests were not turned down by the US authorities. ISLAMABAD, Aug 18: The government said on Friday that two amendments would be made to the Constitution to provide safeguard to the devolution plan. It would also be ensured that the future governments should not bulldoze the amendments, the National Reconstruction Bureau (NRB) chairman Lt-Gen (retd) Tanveer Naqvi told a news conference. He said the two amendments were necessary at this stage. One of the proposed amendments, he said, would provide constitutional protection to the local government system and the other would ensure that the Constitution should not be amended by the future governments in 10 minutes as had happened in the past. “We will take all possible measures to ensure that the local government system could not be reversed by the succeeding governments,” the NRB chief said in response to a question. Mr Naqvi also said that the NRB would now start work on the second phase of the plan under which the powers would be shifted from the federation to the provinces. In the same phase, to be completed by August 2001, the question of provincial autonomy would also be addressed.
He hinted that the constitution might also be amended to meet the necessities arising out of the second stage of the plan. To a question, Mr Naqvi said the politicians, intelligentsia, academics and people from all walks of life would be consulted to prepare a framework for the transfer of powers from the centre to the provinces. The NRB chief disclosed that the bureau had also drafted a proposed law on local government in line with the devolution plan, which, he added, would soon be given to the provinces for promulgation. He said by Sept 30, the law would be enacted so that the local bodies elections could be held on schedule. The NRB, he said, was also preparing electoral rules on the basis of which the election commission would hold the local bodies elections.
In a few months time the bureau would also evolve six major systems to be adopted by the local governments, the NRB chief said. These systems, he added, would address to the financial, administrative, planning, and legislative aspects of the local governments besides introducing citizens’ monitoring system. An incentive system for government employees would also be introduced on the basis of reward and retribution concept. About police reforms the NRB chief said a new law would be introduced by replacing the outdated Police Act of 1861. He said the NRB was currently shaping up the new act and would promulgate it when finalised. He said the NRB was also contemplating reforms in the police service to improve the existing induction procedure, career, term of engagement, training, and pay structure of the police force. Answering a question, Mr Naqvi justified the elections on non-party basis and insisted that the candidates fielded by political parties did not serve the people. “They serve their political leaders and the parties,” he argued and maintained that those elected independently “actually serve” the people.
To another question, he said, a member of any political party could contest the forthcoming local bodies elections. But, he disclosed, no such candidate would be allowed to use the party’s influence for his/her elections. When asked about the nature of appointments of district coordinating officers (DCOs), he said any one from any service group could be inducted at the district level bureaucracy. This post, he said, had not been specified for any particular group or service of the civil bureaucracy.
APP adds: Naqvi assured that the elected members of the union councils would not be made an electoral college for election to any highest slot in the country. Responding to a question, he said the government had neither any intention in the past nor harbour it now and would not mull it even in future, to turn the elected councillors into an electoral college to elect the president as was done by President Ayub Khan. The ‘basic democracy’ system was used in Ayub Khan era to elect the president. The local government, he said, would be financially self-reliant. On the administrative system, he said, we are looking into matter as to what was the effectiveness of the department of magistracy, which was part of the colonial system. “We are looking whether there is a need for the administration to have the judicial power,” he added.
The chairman on developing the planning system said, they were working on the approach to start the process of planning from the lower tier to the upper level. On the legal system, he said as in the past, there should have the legal power at the district, Tehsil and the Union level. He said that the elections will be held in accordance with the 1998 census and at present the provincial government were carrying out delimitation of the union councils. He said all the union councils would comprise almost the same population to ensure equal representation of the people at district level. Gen Naqvi dismissed the contention that the present system was against the Islamic injunctions, saying the power devolution plan was to provide justice to the people. To a question if the government would be able to put police stations under an assistant superintendent of police (ASP), he said, it was possible as an officer of this rank needed training of six to one year. More officers of this rank would be recruited. This can be done either through lateral entry or some other way, he added. Replying to a question on first information report (FIR), he said, under the local government system this could be registered even outside the police station. Answering a question why the government decided to continue with the separate electorate for the minorities, he said this was one way of giving them representation. Mr Naqvi conceded that joint electorate was another way of allowing minorities to choose their representatives. Asked who decided to continue with the separate electorate, Mr Nagvi said, it was the government’s decision.
Replying to a question on the 1979 Local Bodies Act, he said, that only those provisions relating to the elections would be implemented. He said holding of local elections under the devolution plan would not violate Article 32 of the Constitution. To a question, he said, the party-based elections only bring in rich people to the fore as only they can afford to buy party tickets, leaving no room for the poor to contest the polls. TAXES: Responding to a question, he said, no district would be allowed to impose any import or export tax. “No tax will be allowed on the movement of goods from one district to another,” he said. To another question, he said, the people of tribal areas were devising their own plan in the light of the local government system. Once they were able to conceive such a plan, he said, the government would help them in this regard. ISLAMABAD, Oct 20: The government has decided to hire experts from the private sector to help the FIA in detecting white-collar crimes like bank frauds, kickbacks and bribery. Interior Minister Moinuddin Haider, who visited the FIA headquarters on Friday, said that “properly qualified” people would be inducted in the FIA to investigate complicated cases of white – collar crime. The minister approved the hiring of private individuals and companies, such as chartered accountants, auditors and cyber experts in cases where the FIA did not have expertise. The minister announced that immigration and passports cells of the agency would be separated from it and handed over to the NADRA, says a press release.
The minister was briefed on the structure, administration, efficiency and discipline, operations, charter of duties and other matters of the FIA. He cited the examples of land scams, property builders, visa agents and investment partnerships on which a large number of public complaints had been registered. “People spend lots of money in these areas and one day someone disappears with it,” the minister was quoted as saying. He directed the FIA officials to prepare recommendations and suggestions so that such complaints could be taken care of. The minister told the concerned officials to review those laws which had become redundant and obsolete with the passage of time and were usually misused by the corrupt elements in the department to harass the people and extort money from them. ISLAMABAD, Nov 9: The government is currently busy in finalising a draft law that will equip the government with the power of summarily dismissing “corrupt” and “inefficient” bureaucrats. Official sources told Dawn here on Thursday that the draft being discussed by the authorities, suggested the removal of “known corrupt” by merely issuing the show-cause notice. The authorities intend to avoid being dragged into normal disciplinary proceedings which include holding of proper inquiry to judge whether the accused officer is really involved in the charges he is facing.
Sources said that the draft law had already been discussed at the highest level during the last week. A high-level committee headed by law minister Aziz A Munshi and comprising Tariq Aziz, principal secretary to the chief executive and secretaries of the law, cabinet and establishment divisions as members is assigned by the CE to evolve the strategy for getting rid of known corrupt who are otherwise untouchable owing to non-availability of concrete documentary evidence. The military government is reportedly finding its hands legally tied up in tightening the noose around the corrupt officials. The authorities admit that the government is facing a dilemma – it knows the bureaucracy contains corrupt officials but cannot remove them owing to the non-availability of the evidence.
The new legislation, according to a source, was being contemplated to get a solution to this problem. The draft law, which was not yet final, suggested that the corrupt officials should be removed from service merely by issuing a show-cause notice, the source added. ISLAMABAD, July 27: The central board of revenue (CBR) has not yet initiated disciplinary proceedings against its officers suspended on corruption charges two months back. Lack of evidence is said to be the main cause of delay. The CBR chief on May 27 had suspended 1,045 officials, including 300 from income tax and customs groups in grade 17 to 21, on charges of corruption and malpractices. But, none of them have so for been issued even the charge sheet. “We have not yet even framed charges against any of the officer,” a CBR source, who has been engaged in the suspension exercise, told Dawn. He admitted that the authorities were finding it hard to bring up concrete evidence against the officials that could stand the independent inquiry and ultimately justify the CBR’s action.
Framing of charges, serving of these charge sheet and constitution of committees for initiating inquiry against the accused officers are the three main steps required to be taken during the disciplinary proceedings, he said. But nothing has been done so far, he added. There is a great realization within the bureaucracy that indecent haste was shown by the CBR administration in compiling the list of “corrupt” officials and in their suspension. In an apparent effort to separate the wheat from the chaff many innocent officials might have been victimised because of the personal liking and disliking of those involved in the exercise, a source commented. He said initially the government had decided to dismiss, straight away, these officials by issuing a stringent legislation but later the decision was reviewed and the authorities were convinced to suspend them and give them a fair trial.
The chief executive, the sources said, was even told that most of the suspended officials would be reinstated as the CBR would not be able to back these suspensions with concrete evidence that could stand a fair trial. The framing of charges is also said to be a tedious and technical job. The uncalled for delays in disciplinary proceedings, they said, would further spoil these cases because of possible tempering of records by some well connected suspended officers. The CBR chief, who is also revenue division secretary, had acted under the newly-promulgated ordinance – Civil Servants (Special Power) Ordinance 2000 – to suspend the 1,045 officers. Under the rules, the secretary will issue charge sheet to officers in grade 17 to 19 and in case of grade 20 and above he will seek the chief executive’s approval before issuing the charge sheet. The officials in lower grades will be issued the charge sheet by their respective regional bosses. The officials were suspended initially for a period of six months. The suspension period can be extended by the revenue division secretary.
Though the Civil Servants (Special Power) Ordinance, 2000, was issued to ensure swift proceedings against the corrupt, there is no time limit set by the ordinance for the completion of the inquiry proceedings after the suspension of an officer. However, once the inquiry committee is constituted it is required under the law to give its recommendations as to impose penalty or exonerate the accused within 30 days. AFTER 9/11.
In the afternoon, Mahmood was invited to CIA headquarters at Langley, Virginia, where he told George Tenet, the CIA director, that in his view Mullah Omar, the Taliban chief, was a religious man with humanitarian instincts and not a man of violence! This was a bit difficult for the CIA officials to digest and rightly so as the Taliban’s track record, especially in the realm of human rights, was no secret. General Mahmood was told politely but firmly that Mullah Omar and the Taliban would have to face US Military might if Osama Bin Laden along with other Al-Qaeda leaders were not handed over without delay. General Mahmood on September 13, 2001, was handed a formal list of the US demands by Mr. Armitage and was asked to convey these to Musharraf and was also duly informed, for the sake of emphasis, that these were “not negotiable.” Colin Powell, Richard Armitage, and the assisstant secretary of state, Christina Rocca, had drafted the list in the shape of a “non-paper”. It categorically asked Pakistan:
Stop Al-Qaeda operatives coming from Afghanistan to Pakistan, intercept arms shipments through Pakistan, and end ALL logistical support for Osama Bin Laden.
Give blanket overflight and landing rights to US aircraft.
Give the US access to Pakistani Naval and Air Bases and to the border areas betweeen Pakistan and Afghanistan.
Turn over all the intelligence and immigration information.
Condemn the September 11 attacks and curb all domestic expressions of support for terrorism.
Cut off all shipments of fuel to the Talibans, and stop Pakistani volunteers from going into Afghanistan to join the Taliban. Note that, should the evidence strongly implicate Osama Bin Laden and the Al-Qaeda Network in Afghanistan, and should the Taliban continue to harbour him and his accomplices, Pakistan will break diplomatic relations with the Taliban regime, end support for the Taliban, and assist the US in the aforementioned ways to destroy Osama and his network.

Mahmood then faxed the document to Musharraf. While the latter was going through it and in the process of weighing the pros and cons of each demand, his aide de camp that Colin Powell was on the line. Musharraf liked and respected Powell, and the conversation was not going to be a problem. He told him that he understood and appreciated the US position, but he would respond to the US demands after having discussed these with his associates. External Affairs Minister Jaswant Singh today released transcripts of the conversations between Pakistani Army chief Gen Parvez Musharraf, who was in China, and Chief of General Staff Lt Gen Mohammed Aziz in Pakistan on May 26 and 29.
“These two tapes and the transcripts have been authenticated through voice authentication and printing,” the minister said.
The conversations ranged on a wide variety of issues relating to the conflict — from the downing of the Mi-17 helicopter on May 28 to the visit of Foreign Minister Sartaj Aziz to New Delhi tomorrow.
Gen Musharraf was told that the helicopter had fallen in Indian territory after being shot down.
Gen Musharraf: Has this Mi-17 not fallen in our area?
Lt Gen Aziz: No, sir. This has fallen in their area. We have not claimed it. We have got it claimed through the mujahideen. (May 29).
During the conversations, Gen Musharraf was apprised of every aspect of the developments by Lt Gen Aziz.

Gen Musharraf: What is the news on that side?
Lt Gen Aziz: There is no change in the ground situation. They have started rocketing and strafing. That has been upgraded a little. It had happened yesterday also and today. Today high-altitude bombing has been done… Our stand should be that all these bombs are falling on our side.
Gen Musharraf: That briefing to Mian Sahib (Nawaz Sharief) that we did, was the forum the same as where we had done previously? There at Jamshed’s place.
Lt Gen Aziz: No. In Mian Sahib’s office… Today for the last two hours the BBC has been continuously reporting on the air strikes by India. Keep using this — let them keep dropping bombs. As far as internationalisation is concerned, this is the fastest this has happened. You may have seen in the press about UN Secretary General Kofi Annan’s appeal that both countries should sit and talk.
Gen Musharraf: This is very good.
Lt Gen Aziz: Yes, this is very good.
The above conversation on May 26 also took note of the protests made by Indian officials to the Pakistani authorities about the support — logistical and otherwise — that Islamabad provided to the infiltrators holed up in Kargil and other areas, demanding its immediate withdrawal.

Gen Musharraf: Idea on LoC.
Lt Gen Aziz: Hint is that given that the LoC has many areas where the interpretation of either side is not what the other side believes. So comprehensive deliberation is required. So that can be worked out by DGMOs.
Gen Musharraf: If they [the Indians] are assured that we are here from a long period, we have been sitting here for long, like in the beginning, the matter is the same — no post was attacked and no post was captured. The situation is that we are along our defensive Line of Control. If it is not in his [Foreign Minister Sartaj Aziz’s] knowledge, then discuss it altogether. Emphasise that for years, we are here only. Yes, this point should be raised. We are sitting on the same LoC for a long period.
Lt Gen Aziz: This is their weakness. They are not agreed on the demarcation under UN’s verification, whereas we are agreed. We want to exploit it.
Gen Musharraf: This is in Simla Agreement that we cannot go for UN intervention.
Lt Gen Aziz: Our neighbour does not accept their presence or UNMOGIP arrangement for survey of the area. So we can start from the top, from 9842 [NJ 9842]. On this line, we can give them logic but in short, the recommendation for Sartaj Aziz Saheb is that he should make no commitment in the first meeting on the military situation. And he should not even accept a ceasefire, because if there is a ceasefire, then vehicles will be moving [on Drass-Kargil highway]. In this regard they have to use their own argument that whatever is interfering with you, that we don’t know, but there is no justification about tension on the LoC. No justification. We want to give them this type of brief so that he does not get into any specifics.”

There is general consensus on the fact that military juntas are convenient agents of change employed by larger powers to bring desired policy changes in smaller countries.This is more true for Pakistan where the USA has had a record of using the military juntas as agents of change . Ayub was cultivated in the 1950s and proved his worth as USA’s collaborator par excellence in destroying democracy in Pakistan . The Zia coup was US inspired and had complete US blessings since the USA viewed Mr Z.A Bhutto as a dangerously charismatic leader capable of uniting the Islamic/Third World ! Thus Operation Foul Play of 5th July 1977 ! When Liaquat Ali Khan the then prime minister of Pakistan warned the US Ambassador to Pakistan that the Graham Report on Kashmir must be presented in the UN by 15th October 1951 he was assassinated on 16th October 1951 ! Raja Ghazanfar Ali then Pakistan’s ambassador to Iran noted that Liaquat had planned an Islamic conference to discuss Kashmir , Anglo Iranian Oil Company and Palestine !
Keeping this background in mind the fact that a deliberate conspiracy with a design to control and manipulate Pakistan’s geopolitical future with Kargil as the key point cannot be ruled out.It is possible that Kargil may have been designed as the catalyst to create a civil-military political conflict in Pakistan and as a future launching pad of a military coup.
In 1998 Nawaz Sharif often criticized as a man with limited IQ took one of Pakistan’s most decisive strategic command decisions defying USA , not appeasing it as Musharraf took in September 2001 ! It is on record that Nawaz Sharif did not surrender on one telephone call from US president like General Musharraf did and defied US threats not to go on with the nuclear tests despite four telephone call threats from US president Clinton and resolutely went on with Pakistan’s Nuclear blasts ! Recently Dr Qadeer Khan speaking at a function in Karachi on 3rd April 2003 stated that Nawaz even refused an offer of bribe from Clinton wherein Clinton had offered to deposite 100 Million USD in Nawaz Sharif’s personal bank account !
All evidence proves that Nawaz Sharif’s decision to go on with the Nuclear blast was a political decision and the role of the armed forces was merely that of a technocrat consultant ! It appears that from May 1998 the US policy makers came to the conclusion that Nawaz was an irresponsible man and must be taken to task..
By September 1998 it appears that the Americans had succeeded in their manipulations . The then Army chief General Karamat at this stage started pressurizing the political leadership to include the army in the political decision making .
Nawaz had done his homework well.With the ISI firmly under the prime ministers command under Lieutenant General Ziauddin one senior officer Zulfiqar presently chairman WAPDA had been sent to Ukraine to find details of kick backs given to General Jahangir Karamat in the Ukraianian tank deal with Pakistan.Full evidence was prepared of Jahangirs complicity in taking kick backs.Once Karamat asserted his political ambitions Nawaz threatened him with prosecution for taking kick backs ! Thus Jahangir Karamat’s unceremonial exit from power ! USA’s likely agent of change had been removed !
Now comes Kargil. With the appointment of Musharraf as army chief the more Machiavellian geopolitical moves were planned ! Once Vajpayee came to Lahore on Nawaz’s initiatiave in 1999 he was a vampire but once Musharraf went to Agra later Vajpayee was an angel !
At the super power level Kargil was planned with a view to ridicule Pakistan’s political leadership , embarrass the Pakistani prime minister and to create a civil military divide aimed at a military coup in Pakistan ! Why ! Someone may ask naievely ! Because the USA views the military junta in Third World countries as a more reliable collaborator agent of change than a prime minister who repeatedly defies US threats of retaliation and a 100 Million USD bribery offer !
Thus Kargil operation was launched with an ulterior motive to divide Pakistan’s political and military leaderships ! It is an unfortunate fact of history that Nawaz Sharif was mot aided by a good defence analyst team ! Those who were with him and supposedly considered defence experts were either in secret league with Nawaz’s handpicked military man or too naieve to understand the military intricacies of Kargil !
Kargil in the final analysis stands out as the meticulously planned conspiracy catalyst employed to trigger a chain of events that led to the primacy of the military junta on 12 October 1999 !
So far the Americans have succeeded ! The Pakistani Nuclear programme is in safe hands ! Pakistan , the beautiful woman in words of General Habibullah has sold herself to , not the highest bidder , but the only bidder at a relatively low price !
The military junta has divided the society ! Bought the pillars of state ! Balkanised the political parties ! Marginalised the society introducing unjust ethnic domination in the army , reduced the Sindhis into a political minority , pitched Punjab against Sindh by Machaievellian agreement to Thal Canal and is all set to strike a deal with India which would ensure that Pakistan’s military junta is given a permanent share in the political hierarchy simply because it is USA’s best and most reliable agent of change ! Kargil stands as perhaps the final military effort on Pakistans part to settle the Kashmir dispute by military means.
Analysis has mostly centred around political aspects of the operation while the military aspects have been largely left to the imagination of the public.Lately it has been claimed that Kargil was launched to bail out Mujahideen as a last resort ! This is an insult to the memory of the Pakistani armed forces “Volunteers” who died in that Himalayan wasteland without a funeral and in circumstances of unimaginable misery !
Kargil operation cannot be understood unless the personalities and motives of the principal characters are examined ! Every action in history is the final culmination of a personality’s self perception,ambition and subconscious as well as conscious urges.
In this context the Kargil operation was born out of two key factors ! One was the personality of general Pervez Musharraf and the second was the unceremonial manner in which Nawaz Sharif ousted General Jahangir Karamat Musharraf’s predecessor army chief of Pakistan Army.
Musharraf as those who have served with him know which includes this scribe also has always been an intensely ambitious man ! One hallmark of his personality is that he wants to stand out as a great military commander ! Propelled by an enormous ego wherever he served he endeavoured to do something extraordinary ! However fate did not allow him the glory in battle which his other coursemates like shabbir sharif achieved ! In 1965 Musharraf was a subaltern in an artillery unit which saw little action apart from supporting operatiions by indirect fire ! The 16 SP unlike 3 SP which fired on Indian tanks with direct gunsights at Chawinda stayed in conventional artillery role ! In 1971 Musharrafs commando company was not involved in action ! Nevertheless Musharraf compensated for this lack of combat laurels by achieving laurels in army courses and in various command assignments ! His final opportunity came when he ascended to the post of army chief in a situation when the army was in a subservient position vis a vis the civilian head of state , something which was regarded by the military herarchy as worse than blasphemy !
The forced retirement of General Karamat by prime minister Nawaz Sharif was regarded as a personal defeat by the Pakistani military brass and by Musharraf who felt that he would be a far weaker army chief under a strong prime minister who had asserted civilian control over the military machine !
These two factors were the fathers of the Kargil operation ! Ambition accompanied by a perception that the Pakistani public must be convinced that the soldiers were better than politicians.
Kargil at the military level was the brainchild of three men i.e General Musharraf the army chief ,Aziz the then army Chief of general Staff and Mahmud the then corps commander 10 Corps ! Musharraf and Mahmud were motivated by intense ambition to achieve military glory and Aziz was motivated by his Kashmiri ancestry plus military ambition.The person they selected to execute the operation was again one distinguished by out of proportion ambition i.e Major General Javed Hassan , author of a book in 1990s that claimed that India was on its way to disintegration and in which mughal king Humayun was resurrected from the grave to fight at Second Battle of Panipat !
In November December 1998 just one month after Musharraf’s elevation to the post of army chief volunteers were asked for at the army level for an operation in Kashmir ! Many thousand volunteered including both officers and men from various units !
At no stage did any Mujahideen enter Kargil ! This is a piece of fiction and has no veracity !
These were attached to NLI units in the 80 Brigade sector for training.The principal idea of the plan was to infiltrate four battalions of NLI (Northern light Infantry) stationed in 80 Brigade Sector into Kargil Heights overlooking and dominating the Srinagar Ladakh road the lone Indian link with the Siachen and Leh Sectors ! The idea being to cut the lifeline of Indian supplies to Leh and Siachen Sectors ! Indian held heights in Kargil were to be occupied in February 1999 while Indian infantry had abandoned these heights at the approach of winter snow as an annual routine since 1948.In occupying the heights no fighting was involved ! The real issue was that of supplying Pakistani troops holding these heights which was far more difficult from the Pakistani side than from the Indian side !
Plans were kept secret and even the Commander 10 Corps Engineers of was not allowed to enter the Operations Room in 10 Corps Pindi.
The distance involved in reaching the heights varied from 15 to 35 kilometres from Pakistan side over mountains as high as 13 to 19,000 feet .To do this each battalion was divided into two parts , one acting as porters taking supplies forward and one half occupying the heights .
The heights were occupied as per the plan but the four units while doing so were severly exhausted ! In March-April the Indians discovered the Pakistani presence and reacted severely ! Severe fighting continued till July once the Indians finally re-captured the heights after Pakistani troops had been left to the mercy of Indian artillery and overwhelming troop concentrations as a result of the Blair House Accord !
A brief military examination of the plan reveals following weaknesses.(1) Failure to assess strategic repercussions of the operation at geopolitic and national strategic level .(2) Logistic failure in incorrect appreciation of supplying the troops . (3) Failure to understand that by occupying the heights the Indians were driven into a corner and had no choice but to retaliate , not for glory as was the Pakistani military’s case but for pure military survival . (4) At a more subtle level the use of the Chora-Batalik Sector as a future spring board for Pakistani operations against India was sealed since Indians heavily fortified this sector for any future war.
The Pakistani planners failed to assess that war as an instrument of policy is no longer in vogue at the international level and their temporary military success would only bring greater international censure and a negative war mongering image without any corresponding military gain at the strategic level.
This scribe interviewed a former commander of FCNA and 10 Corps about logistics and General Imtiaz Warraich replied as following :–
” We initiated this operation but failed to support it with comprehensive operational planning and above all buildup for essential logistic support without which no operation can succeed”……'” the principal reason for our heavy casualties and lack of progress was unimaginative and callous logistic operations to support the units”.
At one point the sepoys who had volunteered to fight and had come from many other infantry units to the NLI units refused to act as porters carrying supplies over 15 kilometres and were so exasperated that they defied Javed Hassan’s personal orders in unit durbars to carry supplies and when Javed Hassn threw his cap on the ground threatened to march over it unless they were not employed as porters ! One such volunteer told this scribe that we had volunteered to fight ,not to act as porters ! The same fact was also mentioned in ISI chief Ziauddin Butt’s secret report to Nawaz Sharif prepared by an Engineer officer on Zia’s staff in ISI !
The failure to assess the “Enemy” factor was another strategic planning failure at the highest level .I asked General Warraich this question and he stated ” Capture of Kargil Heights would totally stop all Indian movement to Leh and Ladakh Sectors unlike Pakistan in Siachen and Indians had no option but to do and die ” !
Lust for glory and honour in battle are perfectly reasonable aspirations as long as they are accompanied by commensurate military talent in the generals who are at the helm of affairs ! This was sadly lacking in the Musharraf team who planned the operation. Their egos were many times larger than their real military talent !
By promoting an intensely ambitious man to the rank of army chief Nawaz did a favour which could only be repaid by betrayal ! The plan was based not on sound military reasoning but on burning ambition and an unrealistic desire for glory by men far away from the heat of battle ! No one above major level died , yet in a report to the military secretarys branch Javed Hassan recommended retiring 75 % of officers involved in the operation below colonel level !
The prime minister was not fully briefed because of ulterior motives ! Had the operation succeeded it would have been projected as a proof of Musharraf’s Napoleonic brilliance and if it failed as it did Nawaz Sharif would have been made the scapegoat !
The operations planners were distinguished neither by loftiness of thought,nor audacity in the conduct of battle athe operational or strategic level.Thus boldness at tactiacl level was sacrificed because of operational and tactical timidity at the highest level.
No one appreciated that the army men who were employed , and it is a fiction that there was a single Mujahid in Kargil , had flesha nd blood ! These men mourned by a few hundred families were sons husbands fathers and brothers !
The Kargil operation at the military level is a watershed ! Idealism that propelled many hundred to die in those Himalayan wastes is buried for good ! Now there is a new breed which dominates the army ! The ones who aim at going on lush UN secondments or to KESC,WAPDA or as well paid consulatants !
What can one conclude ! It was the human heart that failed in Kargil and this heart which failed was housed in the ribcage of men sitting in the GHQ and not on the rocky pinnacles of Kargil ! Once the supply lines were closed under Indian threat of a counter attack , these brave men all Pakistan Army regulars were abandoned to die , pounded by artillery fire , bayoneted by overwhelming numbers , weakened by starvation ! Who can hear their cries ! Our ears are covered with heaps of lies ! Truth died at Kargil ! What remains is a body guard of lies!

Shahzad Adil Khatri, son of the late Sindh High Court judge Adil Khatri, and an office peon were also killed with Iqbal Raad in his office in the multi-storey Paradise Chambers near the High Court building on Shahrah-i-Iraq. The peon, Ghulam Abbas, who hailed from Ranipur, had joined Iqbal Raad only three days ago. Iqbal Raad, from whose office a some unknown persons had stolen the fax machine and other equipment a fortnight ago, died of a
kalashnikov burst while he was in his seat, and the bodies of Khatri and Ghulam Abbas lay just outside the internal door of Raad’s offices.
Iqbal Raad, in his mid-50s, who has left behind his wife, three sons and one daughter, had been holding the post of advocate- general of Sindh until the Nawaz Sharif government was dismissed last year. Before being appointed AG, Mr Raad had showed interest in organizing the lawyers under the PML’s legal wing. According to witnesses, three men went up to the office of Mr Raad on the second floor, after alighting from an beige-coloured Alto car, and sprayed all the three with Kalashnikov and TT pistol shots. The witnesses said that soon after they had completed their
operation, the killers climbed down the stairs and pulled up the car to flee the scene.

KARACHI: Iqbal Raad, one of the counsel for deposed prime minister Nawaz Sharif in the plane conspiracy case, was gunned down in his office at Saddar along with two others on Friday.
The other two victims were identified as Shahzad Adil Khatri, son of Justice (retd) Hussain Adil Khatri, and Ghulam Abbas, an office boy of Iqbal Raad offices in Paradise Chambers, situated behind the Sindh High Court Building and near Passport Office.
The killings took place at about 1:30 pm when former advocate general of Sindh Iqbal Raad had arrived in his chamber a little while ago. At that time, most of the area people had gone to Masjid-e-Khizra to offer Friday prayers.
According to eyewitnesses, four commuters of a beige-coloured Alto car (ABZ-947) came outside Paradise Chambers, where Raad’s offices are located on the second floor. One remained in the driving seat with the vehicle’s engine start, while three others got off and entered the building. The gunmen stormed into the offices of Iqbal Raad and opened indiscriminate fire, killing Shahzad Adil Khatri, 23, and Ghulam Abbas, 18, in the front room. They then barged into Raad’s chamber where he was sitting on his revolving chair. The killers sprayed a volley of bullets, targeting the upper portion of his body. Iqbal Raad, the 53-year-old lawyer, sustained multiple bullets and died instantly. After completing their operation, the killers fled in the awaiting vehicle.
An eyewitness, who saw the assailants rushing out of the building, told The News that two of them were wearing Shalwar Qameez and were armed with TT pistols in both hands, while the third gunman, who was wearing a shirt and trouser, was armed with a Kalashnikov rifle.
Iqbal Raad received six bullets in the left of his upper thorax and hand. Five bullets pierced through his body while the sixth bullet was retrieved by a medico-legal officer from Raad’s shoulder blade.
Eyewitnesses said that the prayers had concluded in the nearby Masjid-e-Khizra at the time of shooting. SP Aslam Soomro was also attending the prayers and his two police guards were standing outside the chambers of the slain lawyer.
The bodies of the victims were shifted to the Civil Hospital for autopsies. A large number of lawyers rushed to the hospital. Due to power failure at the Civil Hospital mortuary, the postmortem was conducted with a delay of about half an hour. “Raad’s collarbone was broken,” said an MLO, who conducted the postmortem. Peon Ghulam Abbas received a single bullet below his right ear and Shahzad sustained a bullet in his skull, he added.
An advocate, on condition of anonymity, told The News that he had just taken his seat in his third floor office when he heard the gunshots. “I looked down from my window and saw three gunmen getting into a a beige-coloured Alto. I had seen that car parked right in front of the building’s gate with the driver in his seat. I also managed to see its registration number as ABZ-947,” he added.
Another advocate, who shared Raad’s office on the same floor, told The News that he rushed to the scene on hearing the firing and saw the victims in a pool of blood. “I then telephoned the police on Emergency No 15. But they told me to inform the concern police station. Finally I called the Edhi Foundation’s volunteers,” he added.
Shahzad Adil Khatri, who was also killed in the attack, had sold his offices to Raad a couple of months ago and was preparing for his CSS examinations in another office adjacent to that of Iqbal. Shahzad, eyewitnesses said, had come to Raad’s offices because his library was still there and he wanted to take some books. The young peon, Ghulam Abbas, was hired a couple of days ago.
When contacted, a senior police official said that the car (ABZ-947), used in the incident, had a fake number plate. “It was a beige-coloured Alto car carrying the number allotted to Surrayia wife of Nazimuddin,” said one of the police investigators. When contacted, SSP South Iqbal Mehmood said: “We are still investigating that to whom the vehicle belongs.”
Meanwhile, the acting police chief, SSP West Akhtar Gorchani, constituted a high-level team to probe the incident. The special team comprises SSP South Iqbal Mehmood, SSP CIA Manzoor Ahmed Mughal, SP City South Zaeem Iqbal Shaikh, SDPO Clifton Farooq Awan, DSP CIA Karachi Athar Rasheed Butt, DSP CIA Karachi Rasheed Shah, DSP CIA Ayub Gabol and SHO Artillery Maidan Naeem.
Pk 805 was in a state of declared emergency due to a low fuel situation. The Air Traffic Control at Karachi was aware of that. Closing Karachi Airport to the aircraft constituted an unlawful act. It is immaterial who issued that order. The Director General of Civil Aviation in Pakistan should not have entertained such an unlawful command.
