In response to the Human Rights Commission Pakistan’s statement on the Nairang incident, Ms Zohra Yusuf has just rec’d a copy of a letter from Mustafa Khokhar, advisor to the Prime Minister on human rights, instructing the Punjab IG to register FIRs against the SHO Shadman & others involved and asking for a report within 3 days.
One of the recurring issues seems to be a lack of training and oversight of the civilian police in Islamabad. I also wonder about the selection prcess and pay levels of the police. I don’t mean to over simplify. Still, I am convinced that if the Capital Teritorial Police were funded a fraction as well as the army, and selection process was strick and training more involved there would not be the abuses and negligence we see recurring in Islamabad and Karachi.
We have the same issue in our major cities in the U.S. Those police departments that are funded well, paid well, sufficiently numbered for the population, with proper oversight, tend to have a better record.
erratum: …selection process was “strict.”
