MQM decides to quit federal cabinet: Reuters
MQM decides to resign from the Federal ministries. Tonight its party night at houses of people like Kamran Khan, Shahid Masood et al; who were striving for this to happen for long.
MQM’s resigning from ministries however is a pressure ploy to see if the Government is willing to concede to its demands, that of more federal ministries & committee chairs and that of more provincial ministries, espacially that of Home minister Sindh. Which can be so decisive in the local bodies elections
MQM is specifically an agencies’ party, and this may be a sign of things to come. This resignation from cabinet may mark that all is not well for PPP led government, as far as agencies’ plan go. This hardly is a secret however.
The government in National Assembly, with MQM, is 16 seats short of a majority. But being a minority government doesn’t necessarily mean that the government would collapse automatically. The law making process would be difficult, but if the current policy of reconciliatory legislating is continued, then PPP may continue to pass the required laws. In any case, most of the day to day work is done through executive orders and secondary legislation, and as such this shouldn’t be perturbed by losing majority.
Most importantly, would the government fall if MQM sits in the opposition? not automatically. According to the constitution, to make the current government resign, there is need for a vote of no confidence. This is when a motion is passed in the Parliament and it is passed by the majority of the members. In that case, government’s survival is not to be decided by MQM but by PML-N. In this scenario, Nawaz Sharif’s statement of 26th December is vital, where he commented that he wouldn’t let the government fail.
This is a big victory for the negotiating team of PPP, who have this public commitment from the leader of the main opposition party. This may also been the reason behind PPP’s decision not to budge under MQM pressure, after JUI’s resignation. But in politics, nothing is set in stone, this is specially true for Pakistani Politics.
Current situation has however created a silver-lining where PPP is sure that no more back stabbers remaining amidst them in the coalition. MQM’s departure does create one immediate concern, and that is the law and order situation in Karachi – the party’s hub. MQM would create unruliness soon, this is given. The options of past have been from bringing in rangers and Army, to impost curfew and martial law. All these have led to MQM gaining greater political influence at the same time not making things any better. The other option of Political conciliation has led to MQM taking too much advantage of their position.
One possible way of this may be to use all the available resources to control the events and not let them escalate. Peace in Karachi and Urban Sindh is in interest of Government and not in MQM’s interest. They will try to make things worse. The PPP and its ally ANP, must be ready to bear the first strike and must ensure that this is known who struck first. They have available to them the 21st century’s devices, such as video cameras, that would have proof of such actions. Even then, government intervention much come when public consensus is build, much like the Lal Mosque. But unlike the Lal Masjid, the retaliation must be measured and proportionate. Aim being restoration of peace, not annihilation of the party. Government must control the narrative, and that must be that MQM have slipped back to old ways. A successful operation would see MQM calling cease fire very soon, especially when it becomes clear that no political gain could be had. Otherwise consequences would be dire for the city and economy of the country.
How do they resolve this quandary is main test of the Government after today’s developments.

حکمران جماعت پاکستان پیپلز پارٹی ایک مرتبہ پھر اپنی حلیف جماعت متحدہ قومی موومنٹ کے دباؤ میں ہے، یہ پہلی مرتبہ نہیں ہوا گزشتہ پونے تین سال کے عرصے میں کئی بار حکمران جماعت کو اس صورتحال کا سامنا کرنا پڑا ہے۔
ملک کی چوتھی بڑی جماعت ایم کیو ایم کے پاس قومی اسمبلی میں پچیس، صوبائی اسمبلی میں اڑتیس اور سینیٹ میں چھ اراکین کی نمائندگی ہے۔
حکومت سازی سے لیکر آج تک دونوں جماعتوں کے تعلقات تناؤ کا شکار رہے ہیں شاید یہ ہی وجہ ہے کہ مبصرین اسے غیر فطری اتحاد قرار دیتے رہے ہیں۔
قومی مفاہمتی آرڈیننس جب منظوری کے لیے ایوان میں پیش ہونے جارہا تھا تو متحدہ قومی موومنٹ نے اس کی مخالفت کرکے حکومت کی کوششوں کو سبوتاژ کردیا۔
سندھ میں بلدیاتی نظام میں ترمیم پر بھی متحدہ نے سخت موقف اختیار کیے رکھا اور کراچی کو پانچ اضلاع میں تقسیم کرنے کی حکومتی کوششوں کو کامیاب نہیں ہونے دیا گیا، دونوں جماعتوں کی کور کمیٹی کے پاس ابھی بھی سب سے بڑا ایجنڈہ یہ ہی اشو بنا ہوا ہے۔
پاکستان میں حالیہ سیلاب کے بعد متاثرین کی مدد اور انفرااسٹرکچر کی تعمیر نو کے لیے جب حکومت نے عالمی دنیا کے سامنے دامن پھیلایا تو مالیاتی اداروں اور امریکہ نے پاکستان کو آمدنی کے وسائل بڑہانے کا مشورہ دیا، اس کے تحت حکومت نے جب ریفارمڈ جی ایس ٹی کے نفاذ کی کوشش کی تو ایک مرتبہ پھر خود حکمران اتحاد کو اپنے ہی صفوں میں مخالفت اٹھانا پڑی اور ایم کیو ایم نے صدائے احتجاج بلند کی اور آج تک یہ مسئلہ حل نہیں ہوسکا۔
کراچی میں جاری ٹارگٹ کلنگز بھی ایک ایسا مسئلہ رہا ہے ، جس میں اتحادی جماعتیں ایک دوسرے پر انگلیاں اٹھاتی رہیں، ان واقعات میں پچھلے پونے تین برسوں میں ایم کیو ایم ، پیپلز پارٹی اور عوامی نیشنل پارٹی کے ہی متعدد کارکن اور ہمدرد ہلاک ہوچکے ہیں۔
حالیہ کشیدگی کی ابتدا بھی انہیں الزامات کے سلسلے سے ہوئی جب صوبائی وزیر داخلہ ڈاکٹر ذوالفقار مرزا نے کراچی چیمبر سے خطاب میں ڈھکے چھپے الفاظ میں متحدہ قومی موومنٹ کو ٹارگٹ کلنگز کا ذمہ دار قرار دیا اور بتایا کہ گرفتار ٹارگٹ کلرز کی اکثریت کا تعلق کراچی کی نمائندگی رکھنے والی جماعت سے ہے۔
ڈاکٹر ذوالفقار مرزا کے اس بیان کو متحدہ نے آڑے ہاتھوں لیا اور ڈاکٹر ذولفقار مرزا پر لیاری گینگ وار مافیہ کا حمایتی قرار دیا۔
متحدہ قومی موومنٹ کے فیصلہ ساز ادارے رابطہ کمٹی کے اجلاس میں پیپلز پارٹی کی قیادت سے کہا گیا ہے کہ وہ ذوالفقار مرزا سے وضاحت طلب کریں اور یہ بتائیں کہ یہ بیان ان کی ذاتی رائے تھی یا جماعت کی پالیسی ۔ اس حوالے سے دس روز کی مہلت بھی دی گئی۔
مگر پیپلز پارٹی کی سیکریٹری اطلاعات اور صوبائی مشیر اطلاعات کا یہ موقف سامنے آیا کہ ڈاکٹر ذوالفقار مرزا کا بیان انٹلی جنس اداروں کی رپورٹوں پر مبنی ہے۔
اس عرصے میں متحدہ کی قیادت نے مسلم لیگ ن، جمعیت علما اسلام، پیر پگارہ کے علاوہ اپنی حریف تنظیم جماعت اسلامی سے بھی رابطہ کیا، جسے کے بارے میں مبصرین کا خیال تھا کہ ایم کیو ایم حکومت پر سیاسی دباؤ بڑھا رہی ہے۔
پچھلے دنوں ایم کیو ایم کے ایک وفد نے صدر آصف علی زرداری سے ملاقات کرکے انہیں ڈاکٹر ذوالفقار مرزا کی شکایت کی، بعد میں میڈیا سے بات کرتے ہوئے متحدہ کے پارلیمانی رہنما ڈاکٹر فاروق ستار نے کہا کہ صدر زرداری نے ان کی باتیں غور سے سنیں اور شکایت دور کرنے کی یقین دہانی کرائی ان کے ساتھ موجود وفاقی وزیر داخلہ رحمان ملک نے ان کا ہاتھ اپنے ہاتھ میں لیکر بلند کیا اور کہا ’ہم ساتھ ہیں اور ساتھ رہیں گے۔‘
پچیس دسمبر کو سندھ کے صوفی شاعر شاھ عبدالطیف بھٹائی کے مزار کے قریب متحدہ قومی موومنٹ کے کنوینشن سے خطاب کرتے ہوئے ایم کیو ایم کے قائد الطاف حسین نے کارکنوں سے حکومت میں رہنے یا نہ رہنے کے بارے میں رائے طلب کرلی۔
اس جلسے سے خطاب کرتے ہوئے انہوں نے کہا کہ کچھ لوگوں کا کہنا ہے کہ اگر ایم کیو ایم حکومت سے علیحدہ ہوئی تو سندھی مہاجر فساد ہوں گے، انہوں نے شرکا سے سوال کیا کہ کیا وہ اتحاد کا مظاہرہ کریں گے تو شرکا نے ہاں میں جواب دیا۔
بینظیر بھٹو کی برسی سے دو روز قبل اس جلسے سے خطاب کرتے ہوئے انہوں نے متنبہ کیا کہ اگر آئی ایس آئی کے سربراہ کو امریکہ کے حوالے کیا گیا تو حکومت کا صفایا کردیں گے۔

س بار حکومتی تبدیلی کا جو کھیل شروع ہو گا‘پیپلزپارٹی اس میں ہدف بننے کے بجائے‘ فریق بنتی ہوئی دکھائی دے رہی ہے۔ ہو سکتا ہے میرا اندازہ غلط ہو۔ مگر گزشتہ روز چودھری شجاعت حسین نے صدر آصف زرداری کے ذاتی دوست احمد ریاض شیخ کے گھر جا کر میرے اندازوں کو تقویت دی ہے۔ وہاں بیٹھ کر ان کا یہ کہنا کہ ”ہم پیپلزپارٹی کے قریب ہو رہے ہیں۔“ اس بدلتی ہوئی سوچ کی نشاندہی کرتا ہے‘ جو پیپلزپارٹی کے اندر چل رہی ہے۔ ظاہر ہے ایسے بیانات آنے سے پہلے پس پردہ بہت کچھ ہو چکا ہوتا ہے۔ ایک طرف پیپلزپارٹی اور ق لیگ میں رابطوں کی خبریں ہیں‘ تو دوسری طرف نوازشریف نے گزشتہ روز ایک ہی تقریر میں دو محاذ کھول دیئے۔ انہوں نے آزاد کشمیرمیں مسلم لیگ کے قیام کا اعلان کیا‘ جس کا واضح مطلب مسلم کانفرنس سے مسلم لیگ کے روایتی رشتے کا خاتمہ ہے۔ میاں صاحب نے وہ تاریخی رشتہ توڑ دیا‘ جو آزادی سے پہلے قائم ہوا تھا۔ ظاہر ہے اب مسلم کانفرنس اور مسلم لیگ (ن) ایک دوسرے کی حریف ہوں گی۔ دوسرا محاذ انہوں نے ایم کیو ایم کے خلاف کھولا۔ ہدف بننے والی دونوں جماعتوں کا اسٹیبلشمنٹ کے ساتھ دیرینہ تعلق ہے۔ مولانا فضل الرحمن‘ آصف زرداری اور چودھری شجاعت حسین۔ ایم ایم اے‘ عمران خان‘ مسلم کانفرنس‘ اے این پی اور آخر کار ایم کیو ایم کی حمایت سے‘ جس نئے اتحاد کی طرف بڑھیں گے‘ اگر وہ حکومت تشکیل دیتا ہے‘ تو کیا یہ ایک بڑے بحران کا سامنا کرنے والی مستحکم حکومت نہیں بنا سکیں گے؟ اگر نہیں بنا سکے‘ تو غیرسیاسی حکومت کا انتظار کیجئے‘ جس کے صدر مملکت شایدآصف زرداری ہی رہیں۔

Talking to Geo News, PML-N spokesman Pervaiz Rasheed said his party accepts the argument challenge from Altaf Hussain, saying, they are ‘fully geared’ up for the purpose, urging MQM to specify whereabouts of the same to happen. ‘MQM speaks jargon of injections and bullets. We avoid speaking on personal issues,’ Rasheed stressed adding his party chief Nawaz Sharif did not criticize any party in Muzaffarabad’s public meeting; instead, he only cited Karachi occurrences.
The PML-N mouthpiece remarked Karachi was tainted red with blood on May 12, querying whether MQM can deny sack-wrapped bodies. ‘Why Altaf Hussain gets angry over mention of bodies wrapped in sacks,’ Rasheed asked adding Altaf should tell when he is coming back home.
‘We will give him reception,’ he added. Altaf Hussain took three years to understand a thing which PML-N comprehended three years ago, he said. Responding a query, he said he does not believe even now that MQM will sever ties with the coalition government.

After listening interview of Lt Gen (rtd) Naseer Akhter and Brig (rtd) Imtiaz on ARY, I got so disturb, which forced me to open my mouth, which I kept shut for many years, as I never felt safe for the life of my family, especially kids. A big lie of General Naseer Akhter and Brig Imtiaz regarding map of Jinnahpur, as they also had no knowledge! In 1989, as a Captain I was posted to B Company 50 Wing Bhittai Rangers district center Karachi in aid of civil administration.
At that time MQM terrorist activities were on the top. I was local area force commander located in KDA office Liaqutabad and was responsible for almost entire district centre, where MQM leader was living (90) and had headquarter (89) in Al-kerm squire adjacent to my company location. I was the most active and well known officer at that time, because of my actions against all sorts of criminals. I had so much knowledge of the area, upon which general officer commanding major General Saleem Malik was assisted by me for the recce of the area. None of the IB person came forward or had the knowledge of the area, as they did not dare to enter the area being controlled by MQM. Whereas IB personal have been making their reports after getting the information from us, while sitting their offices. MQM never spared any intelligence agencies personal, if ever entered to their area, thus they had very little knowledge about offices and torture cells of MQM on ground and a very little knowledge about MQM activities. Thus how it was possible for Brig Imtiaz to investigate the map of Jinnahpur? How he confirm that it was not the actual? What were his resources, where as I was never contacted, since I recovered this map along with many other documents from Al-kerm squire.
I did not have any enmity with MQM or with any other political parties or criminals, but was doing best by performing my duties. I never saw that General Naseer Akhter or Brig Imtiaz ever visited our area. During this operation clean up our 50 Wing Bhittai ranger was placed under command of Brig Usmani, who later became corps commander the same corps, which was commanded by Lt Gen Naseer Akhter. Lt Gen (rtd) Muzaffar Hussain Usmani knows all about our raid to al-kerm squire (89) and Azizabad (90). He also knows about all the torture cells we found and were shown on PTV. We recovered lot of arms and ammunition from different offices of MQM. I also served as General Staff Officer-II (IS) with General Saleem Hayder, who became GOC after General Saleem Malik. He also has been appreciating my knowledge and experience.
On 28 May I arrested APMSO leader Shahood Hashmi from Karachi Poly Technical College, on which MQM boycotted Nation assembly budget session in protest. FIR was launched against him in SITE police station. But I was forced to leave this criminal. My action was appreciated by General Officer Commanding Saleem Malik. Yes, that was the time once Major Naeem from IB contacted me and passed me a threat of General Naseer Akhter and President Ghulam Ishaq Khan, that if I will not leave Shahood Hashmi then I could be in civil cloth next day. Is it justice that a criminal, who was responsible for killing many innocents, especially students of JI in the same college from where he was arrested? Is it justice that a criminal, who scuffled with me and torn my military uniform, which belongs to the people of Pakistan?
In May I received credible reports about Karachi Sarafa Market, that there is lot of smuggling gold and Indian currency and then a plan was made, which later was discussed with Lt gen (rtd) Naseer Akhter by my commanding officer Lt Col Farooq Sultan and I was also sitting in that meeting. Lt Gen (rtd) Naseer Akhter permitted us and finally whole 50 Wing Bhittai Rangers along with police and magistrate executed a successful raid and seized a huge amount of Indian currency and Gold. Immediately after that the Sarafa union went on strike, where as the currency and the gold was deposited with custom after registration of the case under custom acts against Haji Ilyas. We were offered a bribe for not registering the case, but we refused. On the other hand these union people met Gen Naseer Akhter, who ordered us to hand over all seized items and release Haji Ilyas. Lt Gen (rtd) Naseer ordered an enquiry against the whole raiding party, including the magistrate also. I was the only officer among the whole raiding party who made a statement against Gen Naseer Akhter. At later many time I was asked to change the statement, but I did not. This enquiry can be found from the official documents. I got the information that Sarafa Union gifted him one land cruiser and to this effect I made the same statement at that time. Now the question comes that if my statement could have been wrong then why he did not ordered for my court martial. But true is that he got that, so that is why he preferred to keep quite.
Such corrupt people are the bad name to our institution, where as our army is the best in the world and I am proud of it. I will end my article with these questions:-

Will you believe that Altaf Hussain is not the Indian RAW agent, as he visited Indian and made the statement that “idea of Pakistan was dead at its inception”?

He also said that “The division of the subcontinent was the biggest blunder…it was not the division of land, it was the division of blood. Still you think he is loyal to Pakistan?

He wants India to open its doors to every Mohajir, the Muslim refugees who went to Pakistan after the partition. “I appeal to the politicians here to forgive the people who left and let them return, ” said Hussain. What this shows that it was mistake to migrate to Pakistan!
Still you believe Altaf Hussain and his helper has spoken truth by nullify his heinous plan to divide Pakistan and make new country as Jinnahpur?
I swear upon God that what so ever I have written is correct and I stand on my words. Till today I am the victim of MQM. I have very long history and story, on which people can weep, how I and my family have gone through a painful torture after this operation against MQM and other criminals.

KARACHI: What is going on in Karachi’s No-Go Areas is a mystery known only to the secret agencies of General Pervez Musharraf. Apparently the Army is trying to appease Altaf Hussain’s MQM by hitting out at the MQM Haqiqi Group but in reality the agencies do not want to hurt their own creation.
This has led to a stand off between the new Government of Mir Zafrullah Khan Jamali and Altaf Bhai who withdrew his candidate for a cabinet seat at the last minute. Attacks on Dr. Farooq Sattar while taking over an office in the No Go Area of Landhi further compounded the situation for the administration.
What has been going on is like a scene of a suspense thriller. After the vociferous demands of MQM Chief Altaf Hussain regarding elimination of these NGAs, President Musharraf gave a statement in favor of MQM and reportedly ordered abolition of all these areas.
But subsequent statements of his Interior Minister Moinuddin Haider and Information Minister Nisar Memon indicated that Pakistani agencies were still divided over the issue. Both these ministers said there were no NGAs in Karachi and it was a dispute between the two groups of MQM. Their statements gave the first clue that the most powerful agencies of the government were not in favour of abolishing the NGAs.
On November 18 Altaf Bhai decided to support the PML(Q) on the assurance that the government would abolish the NGAs. Next day government started the crackdown on the Haqiqi group. Its sector and unit offices were sealed and its leaders including Afaq Ahmed and Amir Khan were besieged in the party head office Baitul Humza.
But Altaf Bhai got alerted when both Afaq, Amir and other leaders managed to escape, despite the heavy presence of the Rangers and police. They even held a telephonic press conference. On Nov 20 the activists of Mutahida reached Landhi along with Dr. Farooq Sattar, Nasreen Jalil, Abdul Qadir Lakhani and other leaders of the party and tried to take over the head office of the Haqiqi. They were attacked and the female activists of Haqiqi manhandled Nasreen Jalil. Altaf Bhai’s men managed to occupy only three units of Landhi and six others stayed under the control of Haqiqi who were heavily armed despite the presence of police and law enforcement agencies.
If one compares this operation with that launched against the Altaf Group on June19, 1992, it was clear that the agencies did not want to eliminate the Haqiqi Group. In 1992 when the operation against the Altaf Group started, activists of Haqiqi came along with Pakistan Army and the troops not only allowed Haqiqi activists to torture activists of Altaf Group but some of them were killed right in front of these troops.
Those killed included the brother of Haroon Siddiqi, a former Altaf Group MPA who was shot in Unit 83. The army arrested every one. But in the current operation the attitude of the police and Rangers was totally different.
When the Rangers besieged Baitul Hamza, Afaq Ahmed and other leaders of the party were inside it. The Rangers did not allow police to get near the Head office of the Haqiqi, thus deliberately delaying the arrest of Afaq.
Haqiqi leaders claimed that 300 of its workers had been arrested but not a single prominent leader was named. Most of those arrested were youngsters and students of Matric or 9th class. The Haqiqi Group had close relations with the agencies and an army picket had been established near their head office for a long time, manned by the Rangers. That is why the Rangers were reluctant to arrest leaders of the Group.
Most of the activists of Haqiqi were armed and present at Landhi No 6, 5,3,4 and 5.5 locations but the police did not try to disarm them. The activists of the Mutahida were also armed but not as heavily as that of Haqiqi. They were present at Babar markets and two other units in Landhi. In Malir, Shah Faisal, Lines Area and Liaqautabad the Haqiqi workers were heavily armed and Mutahida was to face a stiff resistance if they tried to penetrate. Police and Rangers were simply watching as silent spectators and doing nothing to disarm the group.
Basically the agencies wanted to convey a message to the government that if these areas were opened to Mutahida there would be serious bloodshed and on this pretext they might discontinue the operation against the NGAs.
On Nov 22 an activist of the Haqiqi was fired upon in 2 B Sector of Landhi. He died on the same day. Following his death tension gripped Landhi and the office of Mutahida at Korangi No1 was attacked leaving four people injured. This happened in the heavy presence of the Rangers and police.
On Nov 22 female activists of the Haqiqi demonstrated in front of the Governor House in Karachi. They were armed with sticks and injured some police officials and tried to capture an armored carrier vehicle of the police. They remained there for over 100 minutes shouting slogans against the government. Interestingly the police did not turn violent giving yet another signal that the operation against Haqiqi was not going to be severe.
On Nov 21 an evening Urdu newspaper in Karachi published a report quoting the agencies in which they feared that a bloodbath may occur as both groups of the MQM were amassing weapons and trying to prepare for pitched battles against each other. The same newspaper published a report about the formation of Mohajir National Front, to be led by ousted Secretary General Dr. Imran Farooq. This was interpreted as a psychological tactic of the agencies. It seems that they want to divide the Altaf Group into as many groups as possible, like the Jeay Sindh.
There are also conflicting views about the crackdown. Some people think that the government wanted the support of Altaf Group for Mr. Jamali and now that he has got through the new regime may not honor the secret deal reached between the establishment and Altaf Bhai.
Haqiqi chief Afaq Ahmed’s statement also bolstered this view as he said after the election of the PM, the situation would change. Another view is that the agencies would keep both the groups in the NGAs so that the presence of Rangers and interference of the federal government agencies could be justified.
Analysts believe if the government would use the Haqiqi against the Mutahida, Altaf Bhai will not completely cooperate with the PML(Q), thus threatening to bring down Mr. Jamali. Others believe the MQM wants the chief ministership of the Sindh and it seems firm in doing so.

LONDON: MQM Leader Altaf Hussain’s announcement to wage a war against the
establishment has surprised many political observers but the real secret deal under way between the MQM and the Musharraf Government is to accommodate Interior Minister Moinuddin Haider in the Senate on an MQM ticket.
Mr Haider recently praised Altaf Hussain as a “very responsible leader” and the sudden attention being paid to the “No Go Areas” (NGAs) in Karachi has given rise to serious speculation that MQM was asking for its pound of flesh before it could consider any concession to the Musharraf regime.
Analysts understand why General Musharraf did not say any thing about the NGAs earlier during the three years of his rule. He was in the army when his fellow generals decided to form the rival group of the MQM and fully supported them. Late COAS General Asif Nawaz had even publicly stated that if there could be 11 Muslim Leagues, why could not there be two MQMs.
On 19 June 1992 the army brought the Haqiqi group to the urban areas of Karachi. Many
MPAs and MNAs of the Altaf group were forced to change their loyalty and all this happened at a time when the army was present in the city and a crackdown against Altaf group was going on. It means that Musharraf must have been aware of the fact that there were certain NGAs but he did nothing about them.
Even during the recent elections these areas were not abolished and Mutahida was denied entry into these areas. So, what has prompted Gen. Musharraf to give a statement in favor of
MQM now. Some believe a secret deal has been struck.
Analysts also believe that the MQM may again be used against the PPP if it comes into power.
As the influence of the party has been reduced in many parts of Karachi, it is essential that Altaf Hussain’s group is provided a launching base for any powerful agitation against the government.
According to another view point, MQM might be inducted into the new Sindh administration and for that it would have demanded entry into these NGAs.
Others say the former members of the MQM Coordination Committee did not effectively raise the issue of NGAs which made Mr Altaf Hussain very angry. They mainly focused on ministries and privileges which annoyed Mr Hussain who dissolved the Committee.
Yet another view is that Mr Hussain was exasperated over the defeat of the MQM in some areas and thought that he was not given accurate reports regarding the party position of those areas. MQM also no longer raises any popular slogan. It has already used the slogan of a separate province and provincial autonomy which became quite unpopular.
Thus the NGAs are being used as a new slogan, according to this school of thought. Activists of the party were dejected when the party lost seats of national and provincial assemblies from Landhi and it is said that many workers of the party were now sure that Haqiqi could never be expelled from these NGAs so this issue had to be raised to enhance their morale and keep them involved.
It is thought the workers of the NGAs are more active in the party than those of other areas and that is why it was important to demand MQM’s entry.
Another analysis suggests that the threat to the establishment regarding the abolition of NGAs has been given to divert the attention of the party workers from the internal contradictions and
differences of the party because on this issue the workers are more emotional than on any other issue. It is interesting to note that in past MQM has been a part of the government but it did not raise the issue of NGAs as vehemently as it is doing now.
If after Ramadan the NGAs were not abolished then it would be clear that the slogan of its
abolishment was raised to divert the attention of the people from the internal contradictions of the party. Mr Hussain has said that his party would abolish the NGAs itself if the establishment did not do so. This indicates that there could be bloodshed in the city and taking this as an excuse the establishment might resort to impose Governor’s Rule in the province where PPP would be in power.
It may be mentioned that the first government of Benazir was destabilized by MQM following the operation of the Pakka Qila in Hyderabad. When the second Benazir government dissolved, she was blamed for extra judicial killings, though Nasirullah Babar, the incharge of the crackdown on MQM, had admitted that MI and other agencies helped him conduct the operation. So it is clear that with whose consent the extra judicial killings were carried out. But these killings were cited as one of the reasons for the dissolution of her government.
If the MQM really tries to get the NGAs vacated, it may be a difficult task because most of
the die-hard MQM activists had either been killed in fake police encounters or jailed. In the last five years the party has also expelled many militants like Kala Shafiq of New Karachi and many others besides suspending workers like Javed Shahpuri of the Liaquatabad.
This, however does not mean that the MQM has no die hard activists. There are still many who are ready to obey Altaf Bhai. If the party tries to enter those areas, there will be great bloodshed which might pave the way for the army government to impose extra constitutional rule on the province or even the country on the one hand and start a crackdown against the party on the other.
Altaf Hussain‘s warning to those who were trying to create the forward block in the MQM indicates that there are severe differences within the party and the decision to dissolve the coordination committee has been delayed to see that how many people go with Dr. Imran
Farooq. This is also an attempt to stop them from doing so.
The dilemma is how to abolish the NGAs as they are protected by the agencies themselves. In the past all attempts to do so have failed. During Liaquat Jatoi’s government the activists of the MQM tried to enter these areas but they were resisted by the rival group while Police and Rangers remained either neutral or supported the rival Haqiqi group.
The agencies do not want to abolish the NGAs because they are afraid that if the city is given back to MQM, they will go beyond the control of the agencies. These agencies may also try to
play games with the MQM. They may ask Mutahida to let Haqiqi work in other parts of Karachi which would be impossible for MQM to accept. It is believed that during the recent elections this offer was made by the Haqiqi and the government which was turned down by Mutahida
Altaf Hussain has also asked the members of the Coordination Committee to sit at the Khurshid Memorial Hall (named after Mr Hussain’s mother) during his speech. It is thought that this announcement was made so that the loyal workers of Mr Hussain could keep an eye on the
activities of his members.
The hall has big rooms and is dominated by the APMSO and Labour division of the party who are very loyal to party chief. Altaf’s control on the party is still very firm and sources said that party activists were of the opinion that no body could take the place of the party chief.
Earlier Dr Imran Farooq was in direct contact with the sector in charges but now they are all in direct contact with the party chief or his loyalists.

LONDON, Dec 29: Muttahida Qaumi Movement chief Altaf Hussain has said that he will soon inform the nation about the plans of the intelligence agencies to annihilate Mohajirs.In a press statement issued here on Wednesday, the MQM chief claimed that his party has collected hard evidence and facts about the intelligence agencies’ plans. The statement came a day after Altaf Hussain announced that he would reveal his future strategy to the people very soon. The MQM chief said that the details of the plans would enable the people to
understand his new strategy. He said on the one hand the government and its officials were claiming that action would be taken against all those police officials involved in extra-judicial killings in the past while on the other hand, according to MQM information,
government officials were conferring awards on those police officials who are involved in extra-judicial killings.
Mr Altaf Hussain said that according to MQM Intelligence Bureau Report, last week Corp Commander Karachi, General Muzaffar Usmani invited all those Station House Officers (SHOs) who were involved in extra-judicial killings and not only praised their “efforts” but also gave them costly wrist watches. “Mohajir people should not expect any good from any senior government official,” he said.
The MQM chief said according to another MQM Intelligence Bureau Report, on December 4, 1999, the head of Inter-Services Intelligence (ISI) in Sindh, met the head of the “Haqqiqi activist” at Barrack No 73 of Malir Garrison. He claimed a telephonic meeting was also arranged between the “Haqqiqi activists” and the Director General of ISI in Islamabad. He called upon General Pervez Musharraf and other army officials in GHQ to investigate these incidents. Mr Altaf Hussain also asked the MQM workers not only to seriously
read his statements but also keep the cutting of the newspapers in which these are published for future reference.
NON-VIOLENCE: Meanwhile, MQM Convenor Dr Imran Farooq in separate statement issued here on Wednesday said that MQM will continue to pursue a policy of non-violence in future. He said that some confusion has arisen because of the statement of Mr Altaf Hussain in which he had told workers that he would announce the MQM policy
soon. Dr Imran Farooq said that Mr Altaf Hussain after the publication of these reports has told him in clear terms that MQM will continue to pursue a policy of non-violence. The MQM Convenor said that MQM’s “new strategy” would also be based on “non-violence” and pursuing the objectives through peaceful means. The MQM Convenor also severely criticized the government for
failing to produce Dr Farooq Sattar before the Sindh High Court despite a court order. He said on 26th November, 1999, Dr Sattar voluntarily courted his
arrest from Karachi Press Club Karachi and since then is being kept in unlawful detention by the government.

KARACHI, July 5: The Muttahida Qaumi Movement is in a fix over the fate of Dr Imran Farooq who was ‘removed’ from the position of convener of coordination committee, amid reports of differences with party chief Altaf Hussain.
The Muttahida’s parliamentary leader in the National Assembly, Dr Farooq Sattar, told Dawn on Monday that there was a “status quo and decisions were in abeyance” with regard to reports about the London-based party leadership.
“The other matters have almost been resolved but no decision has been taken yet on matters concerning Dr Imran Farooq against whom there were repeated complaints of breach of discipline,” said Dr Farooq Sattar. His remarks confirmed the serious power struggle going on within the party.
The party was trying to resolve all the outstanding issues but success was not likely soon, he added. There were reports also that a split was imminent and that there were “some problems” at the party’s international secretariat in London.
Mr Hussain had assigned the convenership of the coordination committee to Dr Imran Farooq on Aug 15 last year in a major shakeup within the party. That move was the biggest one by Mr Hussain since his direct control of the party affairs after the suspension of Dr Imran Farooq, who was subsequently reinstated.
In the meantime, at a recent meeting of the cadres the founding chief of the party was critical of both the governor of Sindh and Dr Imran Farooq. And there were deliberate leakages indicating that some action against him was again being contemplated.
Mr Hussain, according to some sources, was also unhappy over Governor Ibad’s remarks that no operation against the MQM was being contemplated by the government. But in London, according to sources, he was shown various “evidence” contrary to his claim. His matter has been sorted out, said the sources.
Asked whether the party’s international secretariat in London was functional, he replied in the affirmative. Dr Sattar said the coordination committee had been dissolved but it had to be revived, but only for policy decisions.
The rest of the issues were looked after by the coordination committee here in Pakistan. Wherever guidance of Mr Altaf Hussain was required, those matters were dealt with by those members of the committee who were in London. The party leadership was playing down its internal power struggle because that could affect its bargaining power, both at the federal and provincial levels.

LONDON, Sept 9: Muttahida Qaumi Movement Secretary General Dr Imran Farooq surfaced in London after remaining in hiding for more than seven years in Pakistan and has sought political asylum. “I arrived in London yesterday (Wednesday) evening and have sought political asylum in the United Kingdom,” he said. Sporting a beard, the MQM secretary general who had been declared a terrorist and an absconder by the Sindh government, appeared fresh and in good health as he sat next to MQM chief Altaf Hussain who kissed him before introducing him to the reporters. The Sindh government had initially announced head-money of Rs700,000 for the “capture of Dr Imran, dead or alive”. On Jan 2, 1995 it raised the head money to Rs3 million through an official notification. The MQM Secretary General said he made several attempts in the past to leave the country but did not succeed. He refused to divulge, however, details of how he reached London but expressed his gratitude to all those in Karachi who provided him refuge in their homes without fear of state persecution.

KARACHI, Nov 7: A split appeared in the Muttahida Qaumi Movement when its London-based chief, Altaf Hussain, on Thursday “suspended” Dr Imran Farooq, convener of the coordination committee, took direct control of party affairs and announced elections of coordination and organizational committees after a month.
Addressing workers’ meeting at Khurshid Memorial Hall here, Mr Altaf gave two months to the coordination committee members to “either mend their ways or be prepared to be relegated”.
The courtyard of Khurshid Memorial Hall and alleys were jampacked with highly charged workers who came to listen to their leader from various parts of the province.
His public announcement came amid unconfirmed reports that Dr Imran Farooq has also decided to go public within the next 36 hours which could plunge the party in a spin of uncertainty like the one after the June 19, 1992 operation that led to the creation of Haqiqi group.
The situation has also left the MPAs and MNAs-elect of Muttahida in a lurch.
Although Altaf Hussain did not say specifically that the coordination and organizational committee had been dissolved, his statement of taking everything in his control, implied that the two organizations were no more functional.
Mr Altaf said he had declared Imran Farooq a hero but he allegedly failed to mend his ways despite repeated counselling. The Muttahida chief said he had sent six emissaries to Dr Imran for convincing him and they returned with indications that he was inclined to repent. But, later Dr Imran rang up one of the those six and misbehaved with him. Mr Altaf said he was not sure at whose behest Dr Imran had allegedly adopted such an attitude.
He announced that he had suspended Dr Imran Farooq as convener of the coordination committee and said he was prepared to face all the consequences. He said if Dr Imran publicly apologized before the workers, he would forgive him. He said the same course was open for the members of the coordination and organisational committees.
He declared that after Eid he would observe a week of internal “cleansing”, which hinted at purge on a large scale.
Mr Altaf made no reference to the ongoing scramble for power after Oct 10 elections and the outcome of the negotiations his party had held for lending support to major contenders to form government.
Now that he has declared to take things in his direct control, most probably he wants the parties to negotiate with him directly the conditions on which he may lend support to either of the contenders for the top slot.
The internal crisis of the MQM would also be a problem for the newly-installed government both at the centre and in Sindh as Mr Altaf also hinted to resist the so-called no-go areas. This was clear as he vowed to restore the movement’s original spirit by detaching it from intense politicking and directed party workers to be prepared to make supreme sacrifice to liberate the no-go areas after Eid.
He declared that if the establishment brought out forces in support of those who were controlling the no-go areas, the Muttahida also had “other options”.
He warned the establishment that if the ISI allegedly continued with its policies, it should be prepared to face the consequences. “If we are harmed, everything will be harmed. We are prepared for an all-out war with the establishment,” he said.
Mr Altaf declared that after Eid there would be “damadam must qalandar in Sindh,” which indicated bad days for the people of the province.
He regretted that over the years some opportunists had misused the MQM platform because those responsible for running the affairs showed slackness. He directed the cadre to do soul-searching before raising finger at others and said those who had indulged in collecting funds through coercive means had betrayed the spirit of the movement.
He gave the party cadre, including members of the coordination committee, organisational (tanzeemi) committee, sector and zonal in charges two months to reform and completely mould themselves according to the ideology of the party.
He declared that after Eid, elections of Rabita Committee members would be held and it would also include people who were loyal workers of the movement.
He also declared that except for unavoidable meetings the coordination committee and organisational committee members should not sit at Nine-Zero and instead spend their time at Khurshid Memorial Hall and sort out problems being faced by the party cadre and supporters.
This was seen as a mode of punishment when he said those who were not willing to “reform” themselves were free to “go, go, go.”
Mr Altaf said the situation had become unbearable for him and said if the coordination and organizational committee members were not ready to reform themselves, they were free to leave to their homes and join any other party.

KARACHI: The Muttahida Qaumi Movement (MQM) has expelled Saleem Shahzad from its Rabita Committee on account of his personal and secret activities and contacts. Besides, MQM activists have been asked not to contact another Rabita Committee member, Muhammad Anwar, on any issue.
According to a press release issued by the MQM on Friday, anyone found contacting Saleem Shahzad would be expelled from the party. Similarly, the MQM activists have been directed instead of contacting Muhammad Anwar they may contact the Rabita Committee in Karachi or the party’s international secretariat. The party took the decision on the basis of Anwar’s suspicious activities and his disinterest in the affairs of the party, the statement said.
Meanwhile, MQM’s senior member and in-charge of its Labour Division Anees Ahmed Khan, advocate, has voluntarily resigned from the basic membership of the MQM, the statement said.
Another MQM statement said on the grounds of serious violation of organisational discipline and involvement in activities outside the organisation, the Rabita Committee had suspended the following activists of the All Pakistan Muttahida Students Organisation (APMSO) for an indefinite period: Ejaz Qureshi and Mohsin Shahab (University of Karachi unit); and Mohsin Ahsanul Haq (NED unit). When contacted, MQM spokesman Faisal Sabazwari offered no comments, saying: “Whatever the MQM has to say in this regard, it has stated in the press release.”

KARACHI, Feb 13: The Muttahida Qaumi Movement expelled on Friday its senior leader Syed Saleem Shahzad from the party for his alleged ‘mysterious’ activities. The decision was taken at an emergency meeting of the party’s coordination committee. A statement issued from the MQM’s London secretariat said any party member found in contact with Mr Shahzad would lose his membership.
A former MNA and London-based MQM leader, Anis Ahmed Advocate, resigned from the party and stated that in future he would have nothing to do with the views and actions of the MQM, the statement said. Meanwhile, the MQM directed its workers not to contact Mohammad Anwar, another senior London-based member of the coordination committee.

LAHORE: The much trumpeted 1992 operation clean-up in Sindh had actually been launched against the backdrop of the infamous ‘Major Kaleem kidnapping case’, when a serving Army major was abducted and tortured, allegedly by a group of activists belonging to the Muttahida Qaumi Movement (which was then known as the Muhajir Qaumi Movement).
While the MQM leadership has recently blamed former prime minister Nawaz Sharif for the 1992 operation and asked him to apologise for the atrocities committed during his tenure, it remains a fact that the MQM high command had held at that time the military leadership responsible for the action, saying it actually wanted to avenge the honour of Major Kaleemuddin.
As a matter of fact, Major Kaleemuddin of the Field Investigation Unit (FIU) of the Army had been tasked to restore peace in the trouble-stricken Landhi area of Karachi. He was abducted on June 20, 1991, along with a few subordinates, while in civvies ñ the night when the MQM-Haqiqi led by Afaq Ahmed made an abortive attempt to take over Landhi offices of the Altaf-led MQM, called Muhajir Khel. This led to a bloody gun battle between the two MQM factions, killing many from both sides.
However, the Haqiqi group was forced to flee after the Altaf group unleashed all its fire power in the gun battle. A few hours after the abortive attempt by the Haqiqi group, Major Kaleemuddin was abducted from the Landhi area by armed activists of the MQM, who allegedly took him to a torture cell and subjected him to ‘mistreatment’. The Major Kaleemuddin kidnapping case is still described by many in the establishment as the bedrock of the subsequent military operations carried out against the MQM under the Sharif and the Bhutto governments. Altaf Hussain and several other MQM leaders and workers were subsequently accused of being involved in the kidnapping episode and named in the FIR registered on June 24, 1991. Altaf left Pakistan in December 1992.
But there are different versions of what exactly happened to Major Kaleemuddin. Some of the MQM leaders had claimed after the incident that the abductors were under the impression that MQM-Haqiqi leaders ñ Afaq Ahmed and Amir Khan – had returned to the port city at the behest of the agencies and that the major was present in Landhi to supervise the establishment-sponsored operation against them. During the court trial, many of the accused had claimed that since the major was in plain clothes, he was mistaken by them for a Haqiqi activist and subsequently roughed up. But as soon he had revealed his identity, the major was allowed to go.
However, according to the prosecution, Major Kaleemuddin, along with three other Army officers, was patrolling the Landhi area in an Army jeep when 20 armed youths took them hostage after seizing their weapons. The Army men were taken to a place called Muhajir Khel in Landhi where they were allegedly tortured and kept for seven hours and rescued when the police reached the place. The accused charged with kidnapping the Army officers and torturing them included Altaf Hussain, Saleem Shahzad, Dr Imran Farooq, Safdar Baqri, Nadeem Ayubi, Ayub Shah, Aftab Ahmed, Ismail alias Sitara, Ashraf Zaidi, Sajid Azad, Ashfaq Chief, Javed Kazmi, Haji Jalal Asghar Chacha, Rehan Zaidi and Mohammad Yousuf.
Whatever the truth might be, the then-Army high command’s keen interest in the prosecution of the accused gave an impression as if the traditional martial pride of the Khakis – that nobody gets away with bashing up an Army officer ñ was at work. Gen Asif Nawaz had been the Corps Commander Karachi at that time who got promoted as the Army Chief in August 1991, right before the start of the military operation.
A special court for suppression of terrorist activities (STA), led by Justice Rafiq Awan, began hearing of the Kaleemuddin kidnapping case in March 1993 and delivered judgment on June 9, 1994. The court had convicted Ashfaq Chief, Javed Kazmi and Haji Jalal and sentenced them to 30 years of rigorous imprisonment, besides imposing a fine of Rs 20,000 each under the Pakistan Penal Code, the Hudood Ordinance. All other accused, including Altaf Hussain, were declared absconders and sentenced to 27 years jail and a fine of Rs 30,000 each in absentia.
Almost three years later, following the 1997 general elections and the subsequent decision by Altaf Hussain to join hands with Prime Minister Nawaz Sharif, all the convicted MQM leaders and activists challenged afresh their conviction and sentences before the Sindh High Court. Their appeal was heard by a division bench, which found the case as one ‘of almost no legal evidence’. Relying on the provisions of the Suppression of Terrorist Activities Act, 1976, the bench upheld on trial in absentia as well as the right of the absentee accused to file an appeal. Dealing with evidence, the bench observed that the eyewitnesses’ account did not inspire confidence and the evidence of the complainant was, in particular, full of contradictions.
The bench, comprising Justice Nizam Hussain Siddiqui and Justice Abdul Hameed, noted that it is difficult to believe, a group of 15 or 20 boys could disarm four trained soldiers. Therefore, all the accused were acquitted and three convicts serving their term were ordered to be released immediately. But it is interesting to point out that after AQ Halepota, one of the counsels for the MQM leaders, concluded his arguments before the court, the then-advocate-general Sindh Shaukat Zuberi submitted that numerous omissions and contradictions had been made during the trial of Major Kaleemuddin’s kidnapping and torture case and that he would not support the convictions of the accused by the STA court. The verdict came hardly a week after the then-prime minister Nawaz Sharif had travelled to London to meet Altaf Hussain.
To recall, the MQM and the PML-N had been coalition partners at that time, before finally falling apart following the assassination of Hakim Mohammad Saeed in Karachi. Major Kaleemuddin had subsequently challenged the acquittal of the MQM leaders and activists by the Sindh High Court. But the petition was dismissed as withdrawn by the apex court on August 13, 2007, mainly due to non-prosecution, as neither the petitioner nor his counsel had turned up.

LAHORE: The present animosity between the Altaf-led MQM and the Sharif-led PML has more to do with the October 1998 murder of former Sindh governor Hakim Mohammad Said and the subsequent imposition of the Governorís Rule in the province by the then prime minister Nawaz Sharif, rather than the 1992 operation clean-up, following which the two parties had mended fences and joined hands to form coalition governments in Sindh and at the federal level.
The MQM is swinging between the PML and the PPP since the restoration of democracy in Pakistan in 1988, by joining almost every ruling coalition in Sindh. Having joined hands with then prime minister Benazir Bhutto after the 1988 elections, the MQM walked out of the PPP-led coalition in Sindh and at the centre in 1989. After the 1990 elections, the MQM teamed up with the Sharif-led PML, but left the coalition in 1992. After the dismissal of the second Benazir government in November 1996 and the subsequent holding of the 1997 general elections, Nawaz Sharif and Altaf Hussain had again joined forces against their common rival PPP.
On February 21, 1997, the MQM leadership signed a power sharing accord with new prime minister Nawaz Sharif and joined the coalition government at the federal level and in Sindh. As per the accord, Nawaz Sharif had agreed to hold a judicial probe into the deaths of ìhundreds of MQM workers in police custody or fake encounters besides granting compensation to the families of the deceasedî. Interestingly, the PML-MQM did not mention the 1992 military operation, for which the MQM now blames the PML.
The first major development that followed the PML-MQM reunion was the Sindh High Courtís February 1997 decision to acquit Altaf Hussain and his 18 co-accused in the kidnapping and torture case of Major Kaleemuddin of the Field Intelligence Unit (FIU) of the Pakistan Army. The acquittal only became possible after Advocate General Sindh Shaukat Zuberi had submitted before the court that numerous omissions and contradictions had been made during the trial and that he would not support the convictions of the accused by a special court for suppression of terrorist activities.
On April 1, 1997, the PML-MQM coalition government in Sindh announced the formation of a compensation committee to pay compensation to the members of the affected families and their legal heirs ìwho had suffered during the period October 1993 to November 1997î. Once again, there was no mention of the year 1992 when the infamous operation clean up was launched by the Pakistan Army in Sindh. This was despite the fact that the operation clean-up had started in the rural areas of Sindh on May 23, 1992 and in the urban areas of the province on June 19, 1992. The operation had cost the government over Rs 4 billion since 45,000 military and para-military troops of the Corps V were deployed in Sindh to assist the civil administration in restoring peace.
As a follow up to the PML-MQM power sharing accord of February 21, 1997, the Sharif government subsequently paid a hefty amount of Rs 500 million from the federal kitty as compensation to the families of 711 MQM activists who had either been killed or left disabled. However, the London-based MQM leadership now claims that around 15,000 MQM workers and supporters had lost their lives in the aftermath of the 1992 operation clean up. Interestingly, the MQM workers were not the only ones to have been compensated by the then Sharif government.
A sum of Rs 200 million was also distributed as compensation money amongst 634 bereaved families of the Army, Rangers and the Police Jawans who had lost their lives between May 1992 and April 1998 in ìanti-terrorist operationsî carried out in Sindh.
To the amazement of many, the families of those killed (MQM-A workers) and those who had been blamed for their deaths (law enforcement agencies) were paid an equal compensation amount of Rs 300,000 each by the Sharif government. While the widows and other dependents of the army, rangers and police Jawans were given compensation money because they had lost their lives ìfighting terrorismî, the family members of the MQM-A workers were compensated for their ìextra-judicial killings by the law enforcement agencies.î But the most astonishing aspect of the whole episode was that the army had claimed a head money reward of Rs 5 million from the Sindh government for killing 368 desperados during the 1992 operation clean-up, including several MQM-A activists whose families had to be paid compensation money eventually.
The PML-MQM coalition went smooth afterwards for almost a year, before some serious differences erupted between the two partners, making the MQM to quit the federal and Sindh governments in August 1998. Yet on September 20, 1998, the MQM resumed support to the PML government at federal level and in Sindh, but without joining the cabinets.
However, their alliance came to an abrupt end following the October 17, 1998 murder of the former Sindh governor Hakim Mohammad Said, who was allegedly assassinated by MQM activists in Karachi. The main accused in the murder case was Zulfiqar Haider, a serving MPA of the MQM from the Sindh Assembly.
On October 28, 1998, ten days after the murder and having received the initial inquiry report from the authorities, Nawaz Sharif accused the MQM legislator and seven other party activists of involvement in the Hakim Said murder and set a three-day deadline for Altaf Hussain to handover the killers, including the MPA, failing which he threatened to call-off the PML-MQM alliance.
On October 31, 1998, following the MQM leadershipís refusal to meet the deadline, the then prime minister Nawaz Sharif imposed federal rule in Sindh, which was followed by a massive crackdown by the security agencies against the MQM, which led to a fresh round of hostilities between the two political parties whose leadership is at daggers drawn against each other even today.

RAWALPINDI: Operation clean-up that began in the interior Sindh on May 20, 1992 was originally targeted against dacoits but the scope was widened to the urban areas including Karachi to do away with the impression that it was against Sindhis. The operation in the urban Sindh was launched on June 19, 1992 and on the same day army raided MQM central offices at Al-Karam Squire and ‘90’ in Karachi. Responding to Dr Shahid Masood’s questions in the Geo News programme ‘Mere Mutabiq’ Brig (retd) Asif Haroon recalled that the operation in the interior Sindh was inevitable as the area was paralysed because of the law and order situation. The MQM was hesitant over the action but Nawaz Sharif was adamant and insisted that it had to be carried out. Brig Asif Haroon admitted that the 1992 briefing with regard to Jinnahpur was given without the map of Jinnahpur. The situation in Karachi had also deteriorated because of the ongoing operation in the interior Sindh. It had also tarnished army’s image because of certain actions and to do away with this situation it was taken to Karachi.
Taking part in the programme, Mustafa Azizabadi of the MQM refused to accept what was stated by Brig Asif and said to carry forward some opinion without verifying its authenticity is enough to believe that he is wrong. He said the utterances of Brig Asif Haroon are contradictory also. He was surprised as how such heinous allegations were levelled against the third largest political party of the country without any basis. He recalled that at that time the MQM Quaid Altaf Hussain had challenged to produce the said anti-state documents in the Supreme Court of Pakistan along with proof. He had also announced that if the charges were proved against him, he might be hanged at the Minar-e-Pakistan in Lahore. He recalled that ISPR had also refused to support the claims and declared that army had not found any conspiracy concerning Jinnah Pure.
Dr Shahid Masood asked Asif Haroon as to where from he had received the Jinnah Pure maps that he had produced at that time. He reminded him that now his seniors are maintaining that such maps had never existed. Asif denied the statement and said that he had never presented such maps neither he had seen them. He said it began on July 17, 1992 when a briefing was held at Malir Cantonment in view of the operation clean up in Sindh. Some of the generals from Rawalpindi present there were keen to secure first hand knowledge about the happenings in the interior Sindh. Asif admitted that MQM was assured that the operation was against dacoits in the interior of the province. When asked as to ever he saw the Jinnah Pure map or it was in his knowledge, Brig Asif said he never saw them but revealed that in one of the briefings at Hyderabad the GOC had informed that posters and documents pertaining to Jinnah Pure were recovered during a raid at the MQM Unit office at Kotri. Setting aside claims from Brig Asif, Mustafa Azizabadi maintained that on June 19, 1992, army and rangers raided offices at Al-Karam Squire and ‘90’ in Karachi and the action continued for almost 15 days. The offices were burnt down and army and rangers pickets were set up there. But no one claimed to have found any thing pertaining to Jinnah Pure between June 19 and October 11. He ridiculed the statement of DG Rangers Gen Safdar that came the other day claiming that such documents were recovered in large number, rather in thousands. He referred to the conflicting claims from Gen Safdar and that of Gen Asad Durrani, former ISI director general who say that no such recoveries were made. Mustafa asked Asif to reveal as to who had misused and exploited him.
When Dr Shahid Masood asked Brig Asif to elaborate the situation, he said when he met Gen Naseer Akhtar the other day he found him annoyed over the emanating of several disclosures. He asked me to handle the situation carefully. The other day I contacted Brig Mumtaz in Hyderabad who could not confirm the availability of such documents despite initial confirmation. The corps headquarters and the ISI desk also denied possession of any such literature. Mustafa Azizabadi maintained that the conflicting and baseless arguments confirm Brig Imtiaz’s version that the Jinnah Pure issue was simply a drama. It was also a sheer joke with a large section of the society. To a question from Dr Shahid Masood, Br Asif Haroon said he might agree that everything might be a fabricated story. Over this confession, Mustafa Azizabadi said now he leaves everything to the people of the country to ponder as to how things were fabricated to get declared MQM an anti state entity. He said like Jinnah Pure drama and torture cell cases were also visualised and publicised under a planned programme. However about the torture cells, Brig Asif Haroon said he was responsible to press briefings only and taking the media to places where the concerned officials claimed to have recovered them. He recalled finding of three torture cells, one of them being in the Lines Area.

I am extremely delighted to have been invited to speak to the distinguished guests and the members of the public from your Forum. The subject of the discussion of this Seminar “Positioning Pakistan in “War Against Terrorism” is an extremely complex one. The word “Positioning” signifies choice whereas in case of Pakistan, Pakistan had no choice of positioning herself. In the governance of Pakistan or in its foreign policy, the ruling oligarchy of Punjab does not consider political or public consensus. It was imposed by a single telephonic conversation between the senior members of the U S Administration and the President General Parvez Musharraf, which according to the news reports was as follows? U.S. “What did we just say? The Taliban are your guys. Osama-bin-Laden has their protection. We have just lost 6000 people. We are in no mood for games. You join us, or face our wrath too”. That in fact, decided the “Positioning” of the Government of Pakistan in “War Against Terrorism”.
Before the tragic terrorists attacks on the Twin Towers in New York and Washington on 11th. September 2001, the “Positioning” of Pakistan was crystal clear. I am quoting two excerpts from the statements of the President of Pakistan General Parvez Musharraf; the first one was made on 5th. February 2000 that stated: “Jihad is not terrorism, Mujahideen organisations are not terrorist organisations. Jihad had been revived during Afghan war and now it is Jihad in Kashmir. Muslims from different parts of the world are coming together to support their oppressed brothers and sisters”. On 14th. August 2001, he said: “The Taliban are the dominant reality in Afghanistan, and the international community should engage rather than isolate them”. Those statements should be clear enough to establish the position of Pakistan pre- and post 11th. September 2001 tragedy.
The Military and the ISI had created the Taliban and hundreds other terrorists groups, trained them, fed them, nourished them and then armed them in the name of “Jihad”. It then, connected them with Osama-bin-Laden and his Al-Qaeda to conquer the entire Afghanistan in search of strategic-depth in case of an Indian attack. Expecting Pakistan to fight terrorism is like asking Frank stein to destroy his own monster.
While supporting the United States, Great Britain and the International Community in dismantling the Taliban and Al-Qaeda network, the ISI continually played the double game. It continued its logistic support to the Taliban, formulated their war strategy including supply of arms and men. The MQM continuously kept informing President George W Bush and the Prime Minister Rt.Hon. Tony Blair about the double game and duplicity of the ISI. The intelligence information gathering of the MQM was validated by the voluminous International Press reports about the double game of the ISI, later on.
I, on behalf of the MQM and the permanent citizens of Sindh offered fullest and unconditional support to the United States and Great Britain in combating and eradicating terrorism from face of the earth including Afghanistan. I offered them humint resources for intelligence gathering and monitoring of “Madrassas” in Sindh province and Punjab. I organised “Rally Against Terrorism” in Karachi in which, over 300,000 men, women and children participated to show their solidarity with the International Community on 26th. September 2001. This was the first demonstration of its kind in favour of the United States and Great Britain, in any part of the world. The “Rally against Terrorism” was followed by the province-wide vigil on 27th. September 2001. Terrorism and violence, in any shape or form, cannot and will not be tolerated, whether committed by the Governments’, groups or individuals, in any part of the world. We must endeavour to make the world free of violence, terrorism, hatred and vengeance.
However, my heart throbs for Pakistan. Blood within my veins gushes for Sindh. Annexation of 17 villages of Sindh to the province of Punjab by the colonialists and expansionists Establishment will not be tolerated. If, expansionism of Punjab to the detriment of Sindh continues, I swear, Mohajirs and Sindhis will have no alternative but to seek the right to self-determination. Kalabagh Dam will never be built. Due shares of Sindh under the NFC and in other spheres of life including employment must be attained.
The President of Pakistan General Parvez Musharraf, on his trip to the United States and Turkey, repeatedly said that Afghanistan is a multi-ethnic country. All ethno-linguistic and cultural groups shall be included in the broad-based government. He repeatedly cited the “Pashtun” segment. Similarly, the religious parties and Jihadi groups claimed that they would not accept the Government of the Northern Alliance or any one nation. They persist that a broad-based government in Afghanistan should be formulated in which all ethno-linguistic groups should be represented including the “Pashtun”. There is a “Hadith” in which the prophet Mohammad (PBUH) said, “You should only preach what you practice”. Parvez Musharraf should form a broad-based government in Pakistan, first, before preaching for a broad-based government in Afghanistan. All the ethno-linguistic groups of Pakistan should be equitably represented not only in the governance of the state but also in all walks of life including the Army and other institutions. He should also make public announcement in regards to giving equal rights to all the ethno-linguistic cultural minorities of Pakistan including the religious minorities. The religious minorities should be incorporated into the “Joint Electoral System” instead of voting rights under “Separate Electoral System”.
The present and past ruling oligarchies, Punjabi Establishment and the political and religious leaders claimed that those seeking rights on the basis of ethnicity are the agents of Jews, Christians and the Hindus and also anti-Islam. They also claim that in Islam, there is no ethnicity and having recited the “Kalama” (verse) the ethno-linguistic and cultural identity transcends into one identity that is Islam. The same religious and political parties that proclaimed nationhood on the basis of Islam are now advocating the formation of a broad-based government in Afghanistan and the inclusion of “Pashtun” alongside of the other ethnicities. I had been all along telling that religion does not supersede ethno-linguistic and cultural affinities and religions do not form nations. I challenge the religious and political leaders to have a public debate with me over this subject.
Nations are born in accordance with the teachings and maxims of the revered and blessed saint of Sindh, Shah Abdul Latif Bhitai RH that the land of Sindh belongs to people who live on it whether he is a Hindu, Christian or Muslim or non-Muslim. This land is the land of those who live on permanent basis and it provides sanctuary to people belonging to all faith under her wings. The ideology of religion is not dependent on the geographical boundaries and those confine it into geographical boundaries, commit wrong. I ask the Jihadi and religious groups who claim of the renaissance of Islam and hoisting of Pakistani flag on the Red Fort of Delhi shall not make Sindh, a centre of their fanaticism and go to Punjab to carryout their terrorism and patronisation of the terrorists. They claim Lahore as the heart of Pakistan but demonstrate in Karachi.
I re-iterate that the permanent citizens of Sindh are united on the issues of the Kalabagh Dam and NFC Award and on the injustice practised against them in other sectors including employment and recruitment in the Army and other national institutions. I call upon the Establishment of Punjab that if a single village of Gothki were annexed to Punjab then the people of Sindh would not like to live with Pakistan. I do not care if another case of treason is registered against me on this account. If those villages are annexed to Punjab then we will struggle in unison and snatch those villages back to form the part of Sindh, again.
The MQM is brining political awareness amongst the permanent citizens of Sindh and building bridges to narrow the gap between Sindhis and Mohajirs. The understanding and harmony between both the communities is being harnessed and an understanding of this is developing amongst Mohajirs and Sindhis. “Divide and Rule” policy of the rulers and feudal oligarchy will not work any more and nor would the process of colonisation of Sindh. The grass roots Sindhis are joining the MQM and a realisation is dawning upon both that a unified struggle is now inevitable against the common enemy. The Mohajirs have accepted Sindhis as a ground reality in Sindh and Sindhi brethren should also accept Mohajirs as a ground reality, we both have to live and die for Sindh. We must choose the way of compromise over conflict. We must remember that united we stand and divided we fall. If we remain divided, both Mohajirs and Sindhis would never get their rights and the Establishment of Punjab will continually rule over us and we will continually remain as its salves. We have to choose freedom over slavery.

MQM demands arrest of Benazir, Babar.
ISLAMABAD: Leaders of the Mutahidda Qaumi Movement (MQM) have demanded of thegovernment to register criminal cases against the Leader of the OppositionBenazir Bhutto and former interior minister Naseerullah Khan Babar on the charge of killing scores of MQM workers.
Senator Aftab Sheikh during a news conference here on Thursday at the Parliamentcafeteria toldjournalists that the MQM was reiterating its demand on the basis of a recentstatement of Interior Minister Chaudhry Shujaat Hussain in which he had alleged that around30 MQM workers were brutally murdered in the mountainous region of Islamabad on the orders offormer interior minister Naseerullah Babar.
“This is not an assertion of a common man. Interior Minister Shujaat Hussain hasstated these facts before Senate Standing Committee on Law and Order,” the MQM senator saidand added: “The real facts are placed before the government and it is now upto them to arrestthe murderers of MQM workers.”
Flanked by Dr Farooq Sattar, Kanwar Khalid Younas and others MQM leaders,Senator AftabSheikh said that since 1987 over 15,000 MQM workers were either missing orkilled under thepatronage of former prime minister Benazir Bhutto.
“We are demanding from the government to arrest Benazir Bhutto, Naseerullah KhanBabar and theother accused involved in extra-judicial killing of innocent MQM workers,” thesenator said and added: “Cases should be registered against them and they all should be tried ina court of law for killing innocent citizens.”
“The worst kind of state-sponsored terrorism was witnessed during the previoustenure of PPP,” Aftab Sheikh said, adding: “One of the major charges emphasised by formerpresident Farooq Leghari while dismissing the Bhutto government was the extra-judicial killing ofMQM workers and the ouster of that regime was even endorsed by the apex court of the country.”
As far as the last meeting with the prime minister is concerned, Aftab Sheikhsaid, we demandedabolition of “no-go areas”, besides the arrest of those nominated in differentFIRs for killing 108 MQM workers during the past one year.
When asked whether they approached the interior minister for registration ofcases and recovery of bodies of MQM workers, Aftab Sheikh said their repeated attempts to contactShujaat Hussain bore no fruit as he was not available on telephone.

RE: ISI IS BEHIND THE MURDER OF DANIEL PEARL
I hope that you are in good health and spirit. I know that you are one of the busiest person in the world and, therefore, I will try and keep this letter short, as much as possible which is about the subject mentioned above.
After the horrific terrorist acts against the United States of America on 11th September 2001, the United Nations, United States of America and the entire sovereign nations, peace loving political leaders including Mr Altaf Hussain, Founder and Leader of Muttahida Quami Movement (MQM), the third largest political party in Pakistan and the second largest in the province of Sindh, strongly condemned the cowardly acts of terrorism in the United States of America. MQM held the biggest rally on 26th. September 2001 in Karachi (port city of Pakistan) to demonstrate its solidarity that it stands shoulder to shoulder with the international community against all sorts of terrorists’ acts and terrorism throughout the world. MQM also offered its unconditional support to the international community against all sorts of terrorism.
As you would know that one of the journalists of the Wall Street Journal, Mr Daniel Pearl was kidnapped on 23rd January 2002 in Karachi. The kidnappers put certain demands for the release of Mr Daniel Pearl. The present Military Government of Pakistan and its high officials were assuring the entire world that the Authorities and police will recover Mr Daniel Pearl alive within two or three days but failed.
Pakistan’s interior minister on Friday predicted a “major breakthrough” and more arrests within 48 hours in the search for Daniel Pearl. The official rejected a claim from Pearl’s self-confessed kidnapper that the Wall Street Journal reporter is dead.

The ISI is responsible for harbouring the terrorists’ not only in Pakistan but also throughout the world under the pretext of “Jihad”. The ISI is not at all happy with the decisions taken by the present Government for eradicating religious fanatics, as they are its own creation.
The ISI and only the ISI is behind this barbaric killing of Mr Daniel Pearl because the ISI wanted to give the message to the USA that by supporting the present Government the USA will not be able to achieve its goals and the United States of America must deal with the ISI and not with anybody else; and if the United States of America would continue to support the present Government then they have to face and see many more barbaric acts.
From early on in the Pearl investigation, ISI involvement was evident.

The intelligence agency’s past actions indicate that its interests – or, at a minimum, those of former agency officials – have often dovetailed with the interests of Mr. Pearl’s kidnappers, as reflected in their original demands. New disclosures of links between Mr. Sheikh and two recently dismissed agency officials only intensify suspicions about its role in this case.

I would also request you that for the dismantling of the ISI, full support and active involvement of the United Nations, USA and the International Community would be required otherwise the present Government or any other Government in Pakistan would not be able to dismantle the ISI.

LAHORE: The mysterious absence of MQM chief Altaf Hussain from the political scene has raised several doubts about his health, with sources claiming Altaf is currently undergoing treatment in Germany. However, an MQM spokesman expressed his ignorance of such reports. The exact nature of Altaf’s illness is not clear as yet, as MQM spokesman Salahuddin did not deny or confirm the rumours.
