Justice Iftikhar of the Lahore High Court has struck a blow for democracy. He has granted a bail before arrest to the selfless civil servant and policeman par excellence, Rana Maqbool Ahmed, formerly of Sind Police department and currently in charge of public prosecution in the Punjab.
This kind-hearted and mild mannered gentleman has always put duty before personal benefit and national service before self interest. However has never given any quarter to the enemies of the state and has always been unflinching and steadfast in upholding the rule of law.
That is the reason that he has been the bane of antisocial elements across the length and breadth of the country. He shot to prominence in 1999, when he slashed the tongue of a known and habitual offender, Asif Ali alias Zardari of Nawab Shah. This was done in a spirit of a scientifically conducted police enquiry, without any trace of personal animosity or desire for material gain. Only the best, the sharpest and carefully sterilised razor blades, available in the market were used. The enquiry was conducted in the presence of highly qualified medical personnel in a meticulously controlled and safe environment.
It should be noted that the accused was known to have belonged to a long line of public offenders, the chief among them, Zulfiqar Ali alias Bhutto of Naudero, who had been brought to justice by the greatest of the jurists to have rested his impartial, pious and just bottom on this august bench, the late Mr. Justice Maulvi Mushtaq Hussain (May God’s everlasting blessings be upon him).
The news of this historic bail before arrest spread across the city like wildfire. There is jubilation in Lahore especially in GOR 1. The city has been lit up like a Christmas tree. People have thronged the streets and are joining the widespread celebrations to pay homage to our fearless and independent judicial system.
The Chief Justice, Khawaja Mohammad Sharif, addressed a large rally of adoring crowds in Hafizabad and told them that the discredited and defunct PPP should leave the Punjab Government, if they have any semblance of respect for public sentiment and any feeling of responsibility towards the rule of law.
There is always a danger that our enemies can miscalculate and try and infiltrate the holy land of GOR. We are determined that we will defend the sanctity of GOR with the blood of our young men. Fortifications are going up on the Mall and Jail Road and special forces are keeping an eagle eye on all entering and leaving the estate. At the slightest hint of trouble, the CM’s helicopter, armed with sasti rotis, will be scrambled.
Our friends and allies in the South of Punjab have been alerted to a possible misadventure from the direction of Sind, an area historically known for bandits and enemies of Islam such as Raja Dahir.
We will not give any quarter to Raja Dahir or Raja Riaz.

KARACHI: A sessions court on Saturday directed Rana Maqbool, a former inspector-general of the Sindh police, to surrender himself before the court within 10 days in a case pertaining to an attempt on the life of Asif Ali Zardari in 1999.
Former chairman of the Ehtesab Bureau Saifur Rehman Khan, his brother Mujibur Rehman Khan, former Sindh police chief Rana Maqbool, former DIG Farooq Amin Qureshi and then superintendent of the central prison Najaf Mirza are booked in the case.
When the matter came up for hearing before the additional district and sessions judge (south), Abdul Razzaq, Rana Mohammad Shamim appeared in court and submitted an undertaking stating that he would represent Rana Maqbool and file his Vakalatnama on the next hearing.
He stated that the court could not issue warrants for the accused as it was against the law. Besides, he was facing death threats and a petition in this regard was also pending in the Supreme Court, adding that notices or warrants were never served on his client and he had recently come to know about the reopening of this case when the court called a report from the chief secretary of Punjab.
However, Public Prosecutor Kaleemullah and counsel for the complainant Ashiq Solangi submitted that the apex court had already dismissed the plea of the accused and requested the court to issue non-bailable warrants for the arrest of Rana Maqbool and Farooq Amin Qureshi.
The court granted 10 days to Rana Maqbool to surrender himself and observed that if he failed to do so, non-bailable warrants would be issued for his arrest. The judge also directed the police to arrest Farooq Amin Qureshi and produce him in court.
According to the prosecution, the accused had obtained the physical custody of Asif Ali Zardari apparently in an illegal manner from an anti-terrorism court on the night between May 15 and 16, 1999 and took him to the CIA Centre, where they allegedly tortured and forced him to record incriminatory statements.
The case (FIR 16/2005) was registered in February 2005 at the Artillery Maidan police station after an inquiry conducted by a district and sessions judge established that the injuries were not self-inflicted.
The trial court, however, disposed of the case and discharged all the accused in June 2006. Asif Zardari had moved an application in the Sindh High Court to challenge the trial court’s order. On May 27, 2008 a single bench of the high court suspended the trial court’s order.
All the accused were declared proclaimed offenders on Sept 30, 2008 since the police failed to execute their non-bailable warrants of arrest. Later, accused Najaf Mirza appeared before the court and got pre-arrest bail.

LHC grants protective bail to Rana Maqbool

LAHORE: The Lahore High Court on Thursday granted two-weeks protective bail to Secretary Prosecution Punjab Rana Maqbool Ahmad to appear before the competent court in Sindh in a case of attempt to murder President Asif Ali Zardari.
Justice Iftikhar Hussain granted bail to the petitioner Rana Maqbool on the application in which he submitted that he had been falsely roped in a case for hatching a conspiracy and attempt to murder President zardari in 1999.
The FIR was registered against Saif-ur-Rehman, his brother Mujeeb-ur-Rehman, former DIG Farooq Anwar, and former SP Central Jail Karachi Najaf Mirza besides petitioner who was then IGP Sindh.
The petitioner submitted that he was not at all party in conspiracy and there was no reliable evidence against him.
He prayed the court to grant protective bail to have access to court of competent jurisdiction for the purpose.—APP

Here’s some more ‘ah zat! addled yeah’ for you.
The Chief Justice Lahore High Court Khwaja Sharif decided to take time out from his “35 to 37-year-old friendship with the Sharif brothers” – his own words – to give his opinion on the Pakistan Peoples Party’s agitation against former Sindh Inspector General Police and fugitive from law Rana Maqbool’s appointment as Prosecutor General in the Punjab Government (recall that Rana Maqbool is a proclaimed offender in a case in the Sindh High Court for allegedly torturing then inmate Asif Zardari).
According to various reports, the unbiased and independent judge announced at a public gathering of lawyers in Hafizabad:
“If someone cannot digest that, he should part ways with PML-N government in Punjab.”
Good to know that, while Punjab Law Minister Rana Sanaullah’s in London, someone’s got the PML(N)’s back. I mean, if friends can’t watch out for your interests, who can? Or dare we say it’s a case of putting one’s mouth where one’s boti is?
