Chaudhry Nisar Ali Khan resignation as chairman Public Accounts Committee(PAC) is the biggest blow to democracy came at the hands of the Ziaist forces, it further exposed Sharif Brother’s impatience to hold on to power and the worst decision of the Pakistan Muslim League(N) since the restoration of democracy in Pakistan.

After the 2008 polls the country saw a transition to a democratic form of governance and slowly but steadily, democracy is taking root & space in the country and also tilting the balance of power towards civilian institutions.

The slot of chairman PAC was given to the opposition leader under the The Charter of Democracy (CoD), signed by Mian Nawaz Sharif of Pakistan Muslim League (N) and Shaheed Benazir Bhutto of Pakistan Peoples Party on May 14, 2006 in London. In this sense, this resignation has set a bad precedent for the future of the democratic politics in Pakistan.

The attempt to harm through undemocratic means and manipulation by putting pressure on civilian government will further undermine the democratic transition of the country, where democratic representative institutions are fragile & just beginning to take hold. I’m afraid tat such policies can actually threaten the very democratic transition and further foster intelligence & security establishment, which are enjoying all the advantages & resources.

This is not the time for political point scoring, but to honour the democratic institution and forging political consensus to reduce the establishment’s power & end supremacy. The whole nation want all political parties should work together, we need once again the culture of political maturity due to which the parliament was able to successfully reach a consensus on 18th amendment despite a wide spectrum of points of view.

Despite all odds and unlikely circumstances where democracy is fragile, like all parliamentary committees PAC is also contributing to democracy & governance. Most recently, the parliamentary committee approved audit reports for the years 1990-91, 1992-93, 1994-95, 1997-98, 2002-02, 2008-09 and monitoring and implementation committee annual report 2010. AND Accountability: Railways told to probe locomotive breakdown, PAC body directs NAB to seek AGP’s assistance, And Rs 2.92b embezzlement unearthed in PECO and so forth.

The PPP led government has committed to CoD and has done a lot in implementing the agreed commitments & program. Through 18th amendment it not cleansed the 1973 Constitution of dictators distortions but has also strengthen federation by devolving the whole centralized system.
