The Pakistan Muslim League-Nawaz headed by Mian Nawaz Sharif is patronizing corrupt politics as well as promoting ‘horse-trading’ in Punjab for the sake of its own vested interest and political benefits. And even it’s leadership blatantly ignored charter of democracy, recently passed 18th amendment(which leads to disqualification of a person who changes his party for one reason or another), constitution and ethical values, just to save Punjab government.
The whole nation criticised & condemned Sharif brother’s undemocratic behavior and hypocritical politics.
As per news report in the ‘Express Tribune’, the President Asif Ali Zardari accused the PML-N of re-starting the tradition of horse trading. He, however added that these latest developments would not influence the PPP’s policy of carrying out “politics of reconciliation”.
Sharmila Farooqi slams horse trading:
The country due to terrorism, economic issues, socio-geographic significance and internal challenges cannot afford a revival of “Chhanga Maanga” like horse trading and political confrontation, said Information Secretary Pakistan Peoples’ Party Women Wing Sindh, Ms. Sharmila Farooqi, in a statement issued in Karachi on Sunday.
“The Pakistan Muslim League-Nawaz took the wrong decision of ousting PPP ministers from the Punjab cabinet at the time when the PPP already has implemented 21 points of Charter of Democracy and now is going to implement 10-point agenda given by the PML-N,” she said.
Farooqi said that after general elections, the PPP had strength to form a government in Punjab adding but it provided a chance to the PML-N honoring the mandate following CoD and Shaheed Benazir Bhutto’s policy of reconciliation.
She observed that the PML-N had taken steps to implement the agenda of elements who wanted instability in the country and wished to damage democracy, adding that PML-N was going to aid anti-democratic forces by encouraging horse trading.
Firdous strikes out at Nawaz
Federal Information Minister Firdous Ashiq Awan has blamed PML-N chief Nawaz Sharif for not abiding by the Charter of Democracy.
Talking to the media in the Sambaryal area of Sialkot, the minister said the PML-N chief was responsible for the uncertain political situation in the country. She said the PPP has always challenged elements attempting to derail democracy. She said the government has done enough to eliminate the menace of terrorism, and has tried its best to resolve issues of the common man.
Babar Awan says horse trading in politics is an unfair practice
Federal Law Minister Dr. Babar Awan says that Pakistan Muslim League-Nawaz (PML-N) is harming democracy through horse trading.
Taling to the media at Lahore Press Club, Awan said democracy needed time for its establishment, but unfortunately “some elements” don’t want it to flourish. He said the PPP sincerely worked on 75 per cent of the PML-N’s 10-point agenda. The law minister said that horse trading in politics is an unfair practice. He added that if anyone uses floor-crossing as a tool, it would harm the democratic environment.

In the present scenario in Pakistan, the national reconciliation is the way forward to ensure a strong democratic set-up in the country, as per constitutional provisions, the treasury and opposition have equal responsibilities in running affairs of the state, inflexibility and stubbornness in politics cannot make any breakthrough on issues or affairs and all the parties should adopt a new political culture in the new century and open doors of politics, as the democracy is a futuristic approach. The patience and tolerance are essential factors for continuation of democracy.
Sharif brothers, who are products of a dictatorship, once again give a bad name to Pakistani politics, as there is no justification for such practices i.e lotacracy, they are even deliberatly ignoring that patronizing corrupt politicians cannot make the country to be great.
What else can be expected from the Corrupt?
And off course, even if someone goes to court against them, nothing will happen. When Shahbaz Sharif’s government is running on stay order, this can go on for some time too.
Maybe the plan is to get Shahbaz’s government removed in end of 2011 or early 2012 to show the impartiality of the judiciary.

35 journalists on govt’s ‘hit list’
WASHINGTON, June 1: The Committee to Protect journalists, a New York-based press freedom organization, is conducting an investigation into a “hit list” prepared allegedly by the Pakistan government. “We are looking into it,” a CPJ spokesperson said, confirming that the list contains the names of 35 prominent journalists. Political confrontation: PPP vows to ‘expose politics of turncoats’
LAHORE: The Pakistan Peoples Party (PPP) has decided to use the 15-day period afforded by the law requiring the governor for approving the summary to remove PPP ministers to “expose Pakistan Muslim League-Nawaz’s politics of turncoats before the national audience,” sources in the party told The Express Tribune on Sunday.
A party office-bearer said that Governor Punjab Latif Khosa would not sign the summary until the very last day. They said that the PPP “knows that although the governor has no legal power to reject the summary, he can hold the summary for two weeks, after which period it would assume to have been approved automatically”.
During the two weeks, he said, PPP’s federal ministers would visit Punjab and other provinces in a bid to improve the PPP’s public image.
On Sunday, Governor Latif Khosa said that he has not yet dealt with the summary sent by Chief Minister Shahbaz Sharif. He said that he would act in accordance with the law.
A handout quoted the governor as saying that the PPP “will not destabilise the Punjab government, but if anyone takes any illegal step, he will perform his constitutional role,” adding that he would not allow the politics of turncoats in the province.
Taking pride in calling himself the first Ghazi of the lawyers’ movement who shed blood for the restoration of the judiciary, he said that the PPP’s policy of reconciliation should not be construed as weakness.
Reminding that the law dealing with floor-crossing was Article 63-A of the Constitution, he said that as a lawyer and a governor, he could better perform his constitutional role to deal with such adventurism.
Punjab Law Minister Rana Sanaullah Khan said he was surprised why the governor was taking so much time to approve the summary for removing the PPP ministers from the provincial cabinet.
He said that the delaying tactics being used by the Governor House was “creating doubts”.
“If this is not a conspiracy for creating a crisis, then what is hindering PPP ministers to leave their ministries?” he said.
Also on Sunday, federal Minister for Law, Justice and Parliamentary Affairs Babar Awan addressed a press conference at the Lahore Press Club and criticised the PML-N leadership for making public statements in support of what he described as the turncoats.
He said that Nawaz Sharif’s statement that they “have rejoined their parent party was enough to disqualify the turncoats”. He said that the PML-N was paying a “very high price for securing the loyalties of turncoats”, adding that the chief minister was emptying the provincial coffers to appease them.
The PPP, he said, could have formed government in Punjab with the support of independent lawmakers, but it had respected the public mandate and supported the PML-N.
Awan said the PPP-led government had honoured the 18th constitutional amendment when the PML-N presented its 10-point agenda, but then the PML-N went to “Chhanga Manga, ruining the 18th amendment.”

ISLAMABAD, Oct 6: The reported statement of the Punjab Chief Minister, Mian Shahbaz Sharif, in which he had accused the Taliban of backing sectarian violence in Pakistan, has stunned the high authorities here.
The Foreign Office has formally regretted what it termed “the baseless speculation and incorrect reporting in some sections of the media, claiming that the Taliban government of Afghanistan is allegedly involved in recent incidents of terrorist violence in the
country.” Sources in the relevant agencies of the federal government have expressed complete ignorance about the availability of any intelligence report that could support what the Punjab CM was reported to have said in his talk with newsmen at Lahore on Tuesday.
They said the Punjab delegation which had attended an inter-provincial meeting on Monday, a day before the CM’s reported statement, did not mention a word about the Taliban backing the sectarian violence in Pakistan.
“There was absolutely no mention of the Taliban in the meeting which was called merely to discuss sectarianism,” a source who attended the meeting said.
The Punjab Chief Secretary, A.Z.K. Sherdil, however, told Dawn by telephone from his Lahore residence that some intelligence reports did suggest that religious extremists from Pakistan got training in Afghanistan and before joining sectarian violence in the country.
He said these intelligence reports maintained that such elements received training in camps inside Afghanistan, had fought along with the Taliban against the Afghan opposition, and had infiltrated into Pakistan and were involved in sectarian violence. “We are quite concerned about this situation and want a comprehensive policy to check this movement across the Pakistan-Afghan border,”
Mr Sherdil said. He, however, denied that there was any mention, in these intelligence reports, about Riaz Basra’s protection by the Taliban.
The chief secretary said there was massive gun-running from Afghanistan to the tribal areas in Pakistan from where the weapons came to the NWFP and then supplied to other provinces. He said since the Pakistan-Afghan border was not properly manned, this practice continues.
However, official sources in the federal government totally deny having seen any such intelligence report. But some sources believe that the Punjab chief minister who has recently returned from an “important US trip” had taken an initiative to dissociate Pakistan from the Taliban and Afghanistan.

ISLAMABAD, Dec 27: The year 1998 has been one of the worst years for civil bureaucracy in Pakistan for mounting politicization, intensified inter-service rivalries, controversial promotions and non-resolution of outstanding issues. According to official sources, during 1998 well over 90 persons were appointed on political basis and were given key positions in
the civil bureaucracy on the orders of Prime Minister Nawaz Sharif.
The political appointees include retired government servants and persons from open market. At least 13 persons were offered grade 22 positions; 17 were adjusted against grade 21 posts; 31 were offered
grade 20; and the rest in other grades. These include the retired civil servants re-employed in violation
of the rules and without fulfilling the conditions for re-employments. These political appointees also include those retired military officers who were re-employed without following the prescribed procedure.
“Most of these appointments were irregular,” a source said, adding the prime minister had been using his discretionary powers to make these appointments.
Political appointments in certain cases is allowed under the rules provided it is done in the public interest. However, during the year under review hardly any of these political appointments were made on the recommendation of relevant government agencies.
“Everything has been travelling down from big office,” a source said. The sources said transfer of bureaucrats remained a tricky issue and most of the appointments at key positions were made without consulting the government agencies which were supposed to initiate
and regulate the transfers of bureaucrats.
The establishment division, which is responsible for the career planning of the officers, has turned into a post office and is there only to stamp whatever is communicated to it by the prime minister’s office.
Under the rules the prime minister issues the transfer order for bureaucrats in grade 21 and 22. The rest is the jurisdiction of the secretary, establishment. But in case of the transfer of grade 21 and 22 bureaucrats the establishment division is the authority to identify the vacancy, look for suitable candidates and propose a
panel of officers before the prime minister. The PM is then supposed to select one of the officers.
“But in actual practice no such exercise is done. Now everything is done by the PM’s office who simply conveys as to who should be transferred against which position,” a source said, adding during this year almost all the key positions like federal secretaries, chief secretaries, inspector generals of police (IGPs) and heads of different departments were decided without the knowledge of the ED.
“The ED has been only bothered at the time of the issuance of notifications,” the source said.
Even in those cases where the secretary, establishment, is the competent authority, the PM office has been interfering to give the plum postings to ‘blue-eyed’ bureaucrats. Sources in the PM’s office confirmed to this correspondent that most of these posting orders were issued by the PM’s office on the wish of the parliamentarians and other influentials.
The promotions have also been very controversial during this year. Most of the groups of the civil bureaucracy remained frustrated because of their bleak promotion prospects. The district management group, however, got good promotions. It got two promotion in grade
22, 14 in grade 21, at least 21 in grade 20 and others.
Information group officers, having very bleak promotion prospects, were happy during this year because of their en-block promotions. These promotions were made without following the statutory provisions.
Disparity in the pace of promotion between different groups has further worsened. Bureaucrats, particularly belonging to the groups of office anagement/secretariat, information, military land and cantonment, railways, and commerce and trade, remained the worst as far as promotion is concerned.
The government has set a new precedent during the year 1998 by giving out of turn promotions to at least four of its ‘blue eyed’ bureaucrats. Two juniors were promoted (in grade 20 and 21 respectively) in PSP; and one each in secretariat group (in grade 22) and DMG (in grade 20) without considering a brigade of their
seniors. All these officers were promoted without following the statutory provision or fulfilling the prescribed procedure and in complete violation of government rules.
Long-standing issues, like the fixation of share for different occupations in the secretariat group, remained unresolved. The issue is pending since the introduction of the 1973 administrative reforms.

ISLAMABAD, April 25: Government agencies involved in the accountability exercise are said to be avoiding the processing of cases of alleged corruption or misuse of authority against members of the ruling PML, it is
learnt. Investigations into the working of the Ehtesab commission and the interior ministry which are directly concerned with the accountability process under
a statute, show that neither of them has been processing the references against PML leaders. According to sources, the two agencies have even been told to lay off certain cases.
The sources claimed that some of the top PML leaders against whom references had been pending were Prime Minister Nawaz Sharif, Sindh Chief Minister Liaquat Jatoi, Punjab Assembly speaker Pervez Elahi, former chief minister of the NWFP Pir Syed Sabir Shah, former Balochistan chief minister Zulfiqar Magsi, and former Punjab minister Raja Ishfaq Sarwar. Besides, a case against the NA deputy speaker, Jaffar Iqbal, was referred by an advocate from Multan to the Ehtesab Commissioner. But the commission has denied having received any formal reference in this regard.
A commission source, however, told this correspondent that the reference had actually been sent to the commission and it had been redirected to the provincial anti-corruption department for verification of the allegations. The Ehtesab Commission has so far referred a total of 54 cases to special benches of the high courts for trial. These include only two references
against the PML leaders Chaudhry Sher Ali (MNA) and Jam Mashooq Ali (MNA). But both had been sent to the high courts much before the present government came to power.
It is learnt that the agencies concerned have been told to keep a low profile in some cases involving bureaucrats and other top officials. The case of Raana Sheikh, former MD, PTV, for instance, has been pending with the interior division but they have been asked not to send it to the Ehtesab Commission, interior ministry sources told dawn. Later, the Accountability Cell of the PMs Secretariat suspended all these officers except the two Ahmad Riaz Shiekh and Chaudhry Sharif. The FIA
administration, the sources said, wanted to move against these two officials but they had not only been saved but the authorities had also been asked to process the case of promotion of one of them.
According to one source, these officers have set the condition that they will only go to FIA if the incumbent director general is removed.

لوٹا کریسی اتنا بڑا جرم نہ ٹھہرتی‘ اگر اس کے ذریعے آمریتوں کو سہارے نہ ملے ہوتے۔ لوٹوں کی آمدورفت صرف سیاسی جماعتوں تک محدود رہتی‘ تو شاید وہ زیادہ توجہ کا مرکز نہ بنتے۔ زیادتی یہ ہوئی کہ جب بھی لوٹاکریسی کا کھیل ہوا‘ نتیجے میں فوجی آمریتوں نے فائدے اٹھائے۔ ایوب خان نے بھی لوٹے جمع کرنے کے بعد حقیقی سیاسی لیڈرشپ کو منظر سے ہٹا دیا۔ یحییٰ خان کو وقت نے مہلت نہ دی۔ ضیاء الحق نے غیرجماعتی انتخابات کرا کے لوٹے جمع کئے۔ اسی طرح پرویزمشرف نے بھی لوٹوں کی خدمات حاصل کر کے اپنی حکومت کو جائز بنوایا۔ ضیاء نے ایک سیاسی پارٹی کو ہدف بنا کر اس کی قیادت پر ظلم و ستم ڈھائے اور پرویزمشرف نے تو دونوں بڑی جماعتوں کو عملاً اپنے رہنماؤں کی قیادت سے محروم کر کے‘ الیکشن میں دھکیلا اور پھر اسمبلی میں آنے والوں کے اند ر سے لوٹے ڈھونڈے اور اپنی حکومت کو آئینی حیثیت دلوائی۔ میں نے یہ تاریخی پس منظر اس لئے بیان کیا ہے کہ لوٹوں کے خلاف عوام کے اندر نفرت اور حقارت کے جو جذبات پائے جاتے ہیں‘ ان کے پیچھے انتہائی تکلیف دہ اور تباہ کن سیاسی تجربات کی تاریخ ہے۔ اگر معمول کے سیاسی نظام کے اندر کوئی گروپ ایک جماعت کو چھوڑ کر دوسری میں چلا جاتا‘ تو شاید عوام اتنا مضطرب نہ ہوتے‘ جتنا عدلیہ‘ آمریتوں اور لوٹوں کے گٹھ جوڑ کے تلخ تجربات کی وجہ سے اب وہ ہوتے ہیں۔
پنجاب میں اب لوٹوں کو جمع کر کے جو سیاسی دھماکہ کیا گیا‘ اس کی وجہ سے عوام میں اندیشے پیدا ہونے لگے ہیں۔ پرانے تجربے یاد آنے لگے ہیں اور ان تجربات کی تلخیاں ذہنوں اور سوچوں میں زہرگھولنے لگی ہیں۔ جب میثاق جمہورت میں ملک کی دونوں بڑی جماعتوں نے‘ لوٹا کریسی کو مسترد کرنے کا عہد کیا‘ تو جمہوریت پسند قوتوں نے سکھ کا سانس لیا تھا۔ انتخابات کے نتیجے میں ماسوا صوبہ سندھ کے‘ کسی بھی اسمبلی میں کسی کو فیصلہ کن اکثریت نہیں ملی تھی۔ لیکن میثاق جمہوریت کے زیراثر وفاق اور صوبوں میں بڑی خوش اسلوبی سے حکومتیں قائم ہو گئیں اور اس وقت تو جمہوریت پسندوں کے حوصلے مزید بلند ہو گئے‘ جب سینٹ کے انتخابات میں پہلی بار لوٹوں اور ووٹ فروشوں کی دال نہ گل سکی۔ یہ صرف اسمبلیوں میں موجود سیاسی پارٹیوں کے درمیان اس انڈرسٹینڈنگ کی وجہ سے ہوا کہ ہر جماعت اسمبلیوں میں موجود‘ اپنی عددی طاقت کے تناسب سے جتنی نشستوں کی حقدار ہو گی‘ اتنے ہی امیدوار کھڑے کرے گی اور اس طرح لوٹوں کو موقع ہی نہیں ملے گا کہ وہ اپنے ووٹ بیچ سکیں۔
بحالی جمہوریت کے بعد تین سال کا عرصہ بڑی خوش اسلوبی سے گزرا۔ حالانکہ منتخب حکومت قائم ہوتے ہی چند عناصر مارشل لا کو آوازیں دینے لگے تھے۔ مگر یہ آوازیں صدا بہ صحرا ثابت ہو رہی تھیں۔ کچھ لوگوں نے معمول کے سیاسی اختلافات کو بڑھا چڑھا کر پیش کرتے ہوئے فوج کی حکمرانی کے حق میں دلائل دینا شروع کر دیئے۔ مگر یہ کوششیں بھی اکارت گئیں۔ کسی کو حوصلہ نہیں پڑ رہا تھا کہ سیاسی جماعتوں کے درمیان عملی طور پر‘ ایک دوسرے کو برداشت کرنے کا جو مظاہرہ ہو رہا ہے‘ اس کی موجودگی میں جمہوری نظام کی بساط الٹا دیں۔پنجاب کی حکومت پہلے ہی مسلم لیگ (ن) کے پاس تھی اور آئندہ بھی رہے گی۔ مگر لوٹوں کا کھیل شروع ہونے سے‘ جمہوری نظام کے خلاف سازشیں کرنے والوں کے حوصلے بڑھ گئے ہیں۔ فی الحال دیوار سے چند اینٹیں نکلی ہیں۔ مگر اینٹوں کے گرنے کا سلسلہ نہیں رکے گا۔ غیرجمہوری قوتوں کی فتح کے لئے جمہوریت کے قلعے کا ایک دروازہ کھول دیا گیا ہے۔ ن لیگ والے دیکھیں گے کہ ان کے گن گانے والے میڈیا کو عوامی دباؤ‘ کس طرح ن لیگ کی حمایت کی پالیسی پر نظرثانی کے لئے مجبور کرتا ہے؟

The health minister of Punjab, Dr Tahir Ali Javed, who practiced in America from 1989 to 2002, has been formally accused by the state of Nebraska in connection with the Hepatitis outbreak which has been linked to his former clinic. Vowing to defend himself in the US court, he told the BBC that he did not receive any legal notice while he was in the United States and that the cases date back some four years.

‘PPP will not stoop to horse-trading’
MURIDKE: The government will not stoop to bribing lawmakers to switch their loyalties to gain majority in Punjab, Prime Minister Yousaf Raza Gilani said on Saturday.
Talking to reporters after a ceremony at a local school, the premier said that the PPP would prefer to sit on opposition benches, instead of resorting to horse-trading, adding that some people might genuinely want to join the PPP of their own free will.
Commenting on PML-N chief Nawaz Sharif’s assertion that his party might push for mid-term elections, the premier said that if provincial governments were not able to hold local bodies elections, how could they conduct general elections. He said that even if elections were held, the PPP would win by a wide margin.
Prime Minister Gilani said that despite the end of its formal partnership with the PML-N, the PPP would call upon all political parties, including the PML-N, to play their part in steering the country out of crisis. “All of our coalition partners are cooperating with us and the PML-N has also played an effective role as parliamentary opposition,” he added.
Referring to the PML-N’s economic agenda, he said that lawmakers of both parties had discussed it “very efficiently for 200 hours”, adding that PML-N should de-link the 10-point agenda from the Punjab government as the PPP has been working to implement it.
The prime minister also said that there were no deadlines or ultimatums in politics, and if the PML-N has decided to part ways with the PPP, “we will not shun the policy of reconciliation.” He said that all political parties would have to make joint efforts for the country’s progress. “Today, I announce that no single party can steer the country out of crisis,” he added.
He said that because of the effective and viable policies of the federal government, “Pakistan’s economy is improving, foreign reserves are at their peak, stock markets have shot up and there is a boom in the agricultural sector.”
He added when he took over the government, there was a shortage of wheat, but now it is being exported. “We are used to overcoming Herculean challenges. We will surpass all targets, and we will take Mian Nawaz Sharif on board about our economic agenda,”he said.
Earlier, the prime minister said that education and health were the government’s top priorities. “Literacy rate in the country would be raised to 85 per cent by increasing GDP spending up to seven per cent by year 2015,” he said.

I wonder how Sharif brother talk about corruption and governance of government. By criticizing government they are very much trying to save their own skin. People are well aware of the history and assets piled up by the looted money and national assets. Sharif brother minted billions through yellow cab scheme, Qarz Utaro Mulk Sunwaro, Mehran bank and several other scams not on the pages.
A spokesman for the government, Maj-Gen Rashid Qureshi, told Dawn that almost 80 per cent of the Sharifs’ property had been “taken over” by the government.
According to Mr Qureshi, the 15 assets that have been taken over by the government in return for providing a safe “exit” to the Sharif family include Rs300 million in cash; industrial assets including Brother Steel Mills; Ilyas Enterprises; Hudaybia Paper Mill; Hudaybia Engineering Company; Hamza Spinning Mills; residential property including the Model Town bungalow; three houses at Mall Road Murree; property at 135 Upper Mall Lahore; a plot at Model Town Lahore; a plot at Upper Mall, Lahore; agricultural property including 10.2 kanals of land at Khanpur Sheikhupura Road Lahore; 41 acres and 7 kanals of land at Sheikhupura; 14.2 kanals of land and another 35 kanals at Bhaipharu in Chunnian and 88 kanals of land at Raiwind. Apart from this other assets include Agriculture properties include 10 kanal and two marla land at Khanpur, Sheikhupura Road, Lahore; 41 acres and seven kanal land at Watton, Sheikhupura; 14 kanal and two marla land at Bhaipheru, Chunian; 35 kanal and three marla land at Bhaipheru, Chunian; and 88 kanal land, Phubtian, Raiwind.

Bank deposits: Rs 300 million. How will you conclude the politics of principles being prompted by Sharif brothers. By building palaces and industries by the money of poor and downtrodden people of Pakistan, PML-N thinks it is playing politics of principles, shame on such leaders.
Sharif brothers corruption is not true corruption, only Zardari-Gilani’s corruption is? The incompetence of the Sharif brothers is not true incompetence only Zardari-Gilanis incompetence is? The cases against sharif brothers are politically motivated but those against Zardari-Gilani are genuine?
