Selective operation against PPP in Faqir Colony, Orangi Town – by Ubaid Sarbazi
We have received from our contributors and supporters in Orangi Town, Karachi that a brutal and very selective crackdown has been initiated that is solely targeting a PPP constituency. While Karachi residents are hopeful that a proper de-weaponization operation is launched all over Karachi, the current operation is targeting an area that has nothing to do with the recent spate of target killings in Karachi and the ongoing turf war between the MQM vs. ANP.
Faqir Colony is located in Orangi Town, which is PPP stronghold, the only area in the whole Town where PPP won in local bodies election. PPP had a UC Nazim, Anwar Baloch from the area in last local bodies election, who resigned from the post as a protest against the discrimination by the MQM, Town Nazim Abdul Haq,
In Mush era, When MQM Was marching towards conquering areas with PPP vote bank, and have started supporting characters from the gang wars and Lyari became a battle field for this War. Faqir Colony another area with Baloch population also was aimed as it was the only hurdle in taking over the whole Orangi town. MQM offices were launched in various areas under Police covers, but the area was completely ignored in the much hyped MQM City Govt, Karachi ownership Claims.
Karachi has been periodically beset with violence since the mid-1980’s with the rise of the MQM and its open advocacy of gun culture and violence against all the other diverse ethnic communities that reside in Karachi. Today, the demographics have changed significantly since 1984 and those who identify as migrants are estimated to be between 30-40% of Karachi’s population, not all of whom vote or support MQM and vote for other parties too.
The latest selective operation on an area that is unrelated to the current spate of violence in Karachi highlights that the MQM is still being supported by the establishment against the other citizens of Karachi.
After PPP re-emergence in Lyari, MQM Backed elements chose Orangi town for settling the scores, and the result is in killing of Various PPP activists in Orangi Town.
In the recent spat of violence, astonishingly Faqir Colony was chosen for Rangers surgical operations. When people woke up in the morning, they found Rangers surrounding the whole areas, and a search operation was started to find target killers
The search operation may be better directed to the Governor House in Karachi and also to the Edgware Road in London.

Four political workers (belonging to MQM Altaf) have been arrested allegedly over charges of targeted killings and arson cases in the city, police sources said on Monday.
Police sources said the Rangers arrested Akram, Shariq, Emran and Atif in Gulistan-e-Jauhar from a car bearing registration number AQR-887 and a Kalashnikov, two TT pistols and a 9mm pistol were seized from their possession.
Police sources further said the arrested persons were involved in around dozen targeted killing incidents including that of two Punjabi Pakhtun Ittehad activists namely Amjad and Fayyaz Kala at the Rashid Minhas Road in Sharah-e-Faisal police limits on July 13, and two Pakhtun brothers near the Perfume Chowk in Gulistan-e-Jauhar. They were also involved in various cases of arson and riots, sources added.
Sources also said the suspects have been handed over to the East Zone Investigation Police-I SSP Niaz Khoso. Khoso could not be reached for comments whereas Sharah-e-Faisal and Shah Faisal police SHOs denied the arrests.

A well-placed source privy to the investigations told Dawn that three suspects had been arrested within the remit of the Sharea Faisal police station during the latest spate of targeted killings following the MPA’s assassination.
The suspects said to be associated to a political party during the questioning carried out by a joint interrogation team (JIT) disclosed that they had received directives on their cellphones to go out and “hit a certain number of persons by carrying out targeted killings”.
During the JIT interrogation, the suspects confessed to having killed several persons in different parts of the city, sources said.
The police have retrieved the SMS details from the suspects’ cellphones containing text messages, informing them about the positions of deployment of police and Rangers, the officer said.
The sources said 90 per cent of the killings had taken place in the streets where security forces were not deployed.
Similarly, on the basis of the interrogation, the sources said that in most cases targeted killings were carried out with licensed weapons.
Talking to the media on Thursday, the city police chief said that the east zone police had arrested two suspects belonging to a political party and who had taken part in targeted killings.

Police sources said the Rangers arrested Akram, Shariq, Emran and Atif in Gulistan-e-Jauhar from a car bearing registration number AQR-887 and a Kalashnikov, two TT pistols and a 9mm pistol were seized from their possession.

KARACHI: City Nazim Mustafa Kamal considers ethnic Pushtun a “threat” to Karachi and believes that they are plotting to take over the city. These opinions came to light in an interview with National Public Radio’s Morning Edition host Steve Inskeep who is in Karachi for their ‘Urban Frontier’ series. Daily Times reproduces the story, ‘Karachi’s Growth Fuels Demand for Illegal Housing’:
Karachi is one of the world’s most populous cities and getting more crowded all the time. New neighborhoods are being built as quickly as people can pour the concrete.
Near the farthest reaches of the Pakistani city, a cement mixer hums and spins in a dusty lot. A workman drops some of the concrete into a wheelbarrow. He then dumps that load into a metal frame and pulls down a handle. A steel mold stamps out eight concrete blocks for one more Karachi home.
Many of these neighborhoods are built illegally on vacant land. Millions of people find homes this way. They generate an entire off-the-books economy.
A few houses are under construction on this barren patch of desert. An Urdu-language banner advertises a model home for the equivalent of $5,000. A look inside one of the houses reveals a two-bedroom home with a tile-floor washroom.
Before long, hundreds of houses likely will squeeze onto this dusty parcel of land in the desert. They’re built of a few simple materials, most of which can be purchased from a single dealer nearby.
You could think of it as a sort of extralegal Home Depot. What it’s called locally is a “thalla,” and the boss is called the “thallawalla.”
The boss of this thalla is named Wahab Khan, and he was dropping off a truckload of concrete blocks from his store.
Khan is a newcomer to Karachi. He hails from northern Pakistan, in the tribal areas near the border. Half his family still lives there.
Two years ago, he joined the other half of the family as they moved to the city. Now, he rents a tiny patch of dirt by the road, where he has set up a cement mixer.
Khan’s employees are rural men who came to Karachi just a few months ago. They live under a little thatch roof a few feet from the cement mixer. The concrete blocks cost the equivalent of 14 cents each. A bag of mortar costs about $4.
Throw in some concrete roofing material, hire some workers for about $3 a day, and you’re on your way to building and selling a house.
Because most locals have no money saved, everything is sold on credit. The electricity, at least, is free. Khan demonstrates how nearby power lines are tapped and how those taps are temporarily removed when government officials visit.
When asked about the danger of using hooks to tap into the lines illegally, he says, “What can we do? We have no choice.”
Because the whole system is outside the law, builders here say they also have no choice in another matter. They say that police, who have a way of dropping by, will threaten to tear down an illegal house unless they’re paid a few dollars.
Occasionally, a whole construction crew will be thrown in jail. It takes a couple hundred dollars to get them out.
The provincial police chief, Inspector-General Muhammad Shoaib Suddle, was not surprised to hear the claims that his men take protection money.
“Of course we all understand that without protection, these things cannot prosper,” he says.
The inspector-general says he recently suspended three mid-level officers for their alleged involvement in land deals. It’s widely assumed that corrupt officials play a role in most of these deals.
The illegal housing system in Karachi has its defenders. A leading urban planner says millions of poor people who otherwise might be homeless find shelter this way.
Still, the new settlements have caused some anxiety. Many of Karachi’s new arrivals have come from the north — from the area bordering Afghanistan, a region that supports the Taliban.
Karachi’s mayor, Syed Mustafa Kamal, considers these ethnic Pashtuns a threat. In his eyes, they are plotting to take over the city.
“These Pashtuns means like fundamentalist — religiously fundamentalist, religiously extremist,” Kamal says. “They are coming in. When it comes to ethnicity, when it comes to Islam they all are … the same.”
The mayor gives a tour of the area, driving past squatter neighborhoods and Islamic schools. He passes the area where the journalist Daniel Pearl was found slain. And he points out the window at a bearded man.
“The man who’s coming in front of you … look at him, look at his face,” Kamal says.
The mayor says he is convinced that Pashtuns are planning the locations of the illegal housing settlements. He says they are choosing strategic spots that block his own plans for the city.
“It’s a very strategic location, you see?” Kamal asks. “The superhighway is there. They can control the whole highway. … They had a master plan before me. And they definitely have a master plan.”
Speaking with several residents of the city’s new settlements, it’s clear that not all are Pashtuns. And they seemed to have no master plan beyond their next meal.
Two of the first residents in the desert neighborhood were outside on their knees cutting firewood. They hacked it out of scraggly bushes they’d found.
Shinaz Begum and Razia Begum live side by side with their families. Between them, they have 16 children, none of whom goes to school.
Their husbands are a fisherman and a fruit-drink vendor. Both women work cleaning houses, and they each earn about 2,500 Pakistani rupees per month, equivalent to $37. The monthly installment on each of their houses is 2,000 rupees, or just under $30.
Look at our children’s faces, they say. Don’t you think they’re underfed?
Even so, the women say their precarious existence on this sandy lot in Karachi is better than their past circumstances.

یہ شاید ایم کیو ایم کی اب چالیس کے پیٹے سے زائد کی قیادت نے انیس سو اسی کی دہائی میں کراچی یونیورسٹی میں پٹ کر اسلامی جمعیت طلیہ سے سیکھا تھا کہ کیمپس اور ہاسٹلز میں اگر شیٹیں، پوسٹر بینر یا پروگرام ہوں گے تو وہ صرف جمعیت کے ہی ہوں گے۔ ’ورنہ جیوے جیوے پیر مودودی‘۔ اور یہی کچھ جامشورو اور اندرون سندھ کے کئی تعلیمی اداروں میں تب جیے سندھ والوں کا وطیرہ تھا: ’جی ایم سید رہبر آ، سندھو دیش مقدر آ۔‘
اور یہی انہوں نے بارہ مئی کو کراچي میں کیا۔
انیس سو اسی کی دہائي میں عزیز آباد میں پان کے کھوکھے پر ایک رات بی بی سی پر خبریں سننے کے بعد جماعت اسلامی کو برا بھلا کہنے پر مقامی’جماعتیوں‘ نے ’بڑے بھائي‘ کی پٹائی کردی تھی۔ تب عزیز آباد میں قریبی ’ کیفے آبشار‘ نامی ایک چائے خانے کی میز پر شطرنج کی بساط جمائے کوئی تین بڈھوں میں سے ایک کی نظر التفات جماعت سے مار کھائے اس الطاف حسین نامی نوجوان پر پڑ گئي تھی۔
اس زیرک شطرنج کے کھلاڑی، صاحب کلام، بلا کے ’ٹیبل ٹاکر‘ بڈھے کا نام سید اختر رضوی تھا۔
سید اختر رضوی کو مذہبی جماعتوں کے تیز اثر میں رہنے والے مہاجروں کو قوم پرستی کا ہلکا ڈوز دینے کیلیے الطاف حسین میں قائدانہ صلاحتیں نظر آگئيں تھیں
الطاف حسین جو آج اپنے کلام اور خطابت میں کاپی کیٹ ہیں، وہ آدھی اختر رضوی اور آدھی شیعہ مقرر و عالم علامہ رشید ترابی کی ہیں۔ یہاں تک کہ بالوں کا سٹائيل بھی انہوں نے اختر رضوی سے لیا تھا۔
کیفے آبشار پر شطرنج کے کھلاڑی یہ بڈھے بائيں بازو کی سوچ رکھنے والے، شیخ مجیب الرحمان کی عوامی لیگ اور ولی خان کی نیشنل عوامی پارٹی اور جی ایم سید سے ’یاد اللہ‘ والے لوگ تھے۔ ان کے ایک گرو نیشنل عوامی پارٹی سندھ کے سابق صدر اور دانشور محمود الحق عثمانی بھی تھے۔
حمود الحق عثمانی نے ان دنوں سندھ یونٹی بورڈ کے نام سے سندھی اور اردو بولنے والے دانشوروں اور سیاستدانوں کی ایک تنظیم بھی قائم کی ہوئی تھی۔ یہ ملک پر ضیاءالحق کے مارشل لاء کے دن تھے۔ بھٹو کو پھانسی لگ چکی تھی۔ پاکستان نیشنل الائينس جماعت اسلامی سمیت آمر فوجی حکومت میں شامل تھی۔
کراچي کے عام اردو بولنے والے لوگوں میں جماعت اسلامی اورمولانا شاہ احمد نورانی کی جمیعت علمائے پاکستان (جے یو پی) سے بیزاری اور فرسٹریشن اٹھنے لگي تھی۔
آئے دن کراچـي میں شیعہ سنی فسادات بھڑکنے لگے تھے جنکا خاص نشانہ فیڈرل بی ایریا، انچولی، ناظم آباد، لیاقت آباد، اور ملیر جیسے علاقے تھے۔اردو بولنے والے طلبہ اور طالبات سندھ کے تعلیمی اداروں میں پٹ کر گھر واپس آتے تھے اور کراچـی کا سفید پوش مہاجر منی بس یا وین والے مغرور مزاج کنڈکٹر یا ڈرائیور سے گالیاں کھا کر بغیر ’بقایا‘ کے گھر لوٹتا تھا۔ یا کم از کم تب ایسا لگتا تھا۔
انیس سو اسی کے وسط میں نشتر پارک کراچـي میں مہاجر قومی موومنٹ کا پہلا اجتماع ہوا
سندھی قوم پرست رہمنا جی ایم سید کی مذاہب عالم اور صوفی ازم پر مشہور زمانہ لیکن متنازعہ کتاب ( جس پر سید پر ملاؤں نے کفر کے فتوے لگائے تھے) کا اردو میں ’جیسا میں نے دیکھا‘ کے عنوان سے ترجمہ کرنے والے مہاجر فلسفہ دان سید اختر رضوی کا ایک خواب تھا کہ ’سندھ میں اردو بولنے والے مذہبی جماعتوں کے چنگل سے نکل کر سندھیوں کے قریب آجائيں۔‘
سید اختر رضوی کے نزدیک، جو دیگ پکنے کے لیے انہوں نے آگ پر چڑھائي تھی اسکا ڈھکن اس نوجوان الطاف حسین نے کھولنا تھا۔
مذہبی جماعتوں کے تیز اثر میں رہنے والے مہاجروں کو قوم پرستی (جسے مہاجر کفر سمجھتے تھے) اور غیر فرقہ واریت کا ہولے ہولے ہلکا ڈوز دینے کیلیے الطاف حسین جیسے اپنی دھن کے پکے اور تقریر باز نوجوان میں سید اختر رضوی کو قائدانہ صلاحتیں نظر آگئيں تھیں۔
سید اختر رضوی نے اپنے آدرشوں کے مطابق ’قائد مہاجر‘ نوجوان کی تلاش کتنے ہی نوجوانوں میں کی تھی اور سب نے انہیں تب تک مایوس کیا تھا۔ اس سے قبل ایسے قائدِ مہاجر کیلیے قرعہ نیشنل سٹوڈنٹس فیڈریشن کے صدر اور کراچی سے پیپلز پارٹی کے سابق وفاقی وزیر کا بھی نکلا تھا لیکن وہ اس پر پورے نہیں اترے۔ اس نوجوان نے کچھ دنوں اردو دیش تحریک بھی قائم کی تھی۔
جو دیگ سید اختر رضوی نے آگ پر چڑھائي تھی اسکا ڈھکن اس الطاف حسین نے کھولنا تھا
’جو مارے گئے وہ بھی مہاجر، جنہوں نے مارا وہ بھی مہاجر! اامام بارگاہیں کس کی شہید ہوئيں؟ مہاجروں کی۔ مسجدیں کس کی شہید ہوئيں؟ مہاجروں کی۔ بچے کس کے یتیم ہوئے؟ مہاجروں کے۔ سنی مہاجر، شیعہ مہاجر۔‘ کراچي میں فرقہ واریت سے متاثر اردو بولنے والوں کی بستیوں میں یہ نوجوان الطاف حسین اس طرح کی تقریریں کیا کرتے۔
کراچی یونیورسٹی میں دوسری تنظیموں سے وابستہ طلبہ و طالبات اس لوئر مڈل کلاس سے تعلق رکھنے والے نوجوان اور اسکے ساتھیوں کے ٹولے کی حرکات و سکنات اور خطابت کا مذاق اڑایا کرتے۔ انیس سو اکہتر کی جنگ میں رضاکار فوج میں منتخب ہونے والے الطاف حسین کی پوسٹنگ ڈھاکہ ہوگئی تھی کہ جنگ چھڑ گئي۔
(جہاں بھی فوجی نظر آئے ’پاک فوج زندہ باد‘ کا نعرہ لگائيں۔ الطاف حسین نے انیس سو نوے کی دہائی میں کراچـی میں فوجی آپرییشن کے کچھ دنوں بعد اپنے کارکنوں سے خطاب میں کہا تھا)۔
’ہم سے جو ٹکرائے گا لال بتی جاۓ گا۔ایم کیو ایم‘۔ حیدرآباد شہر کی دیواریں پینٹر جاوید کاردار کے دستخطوں سے ایسے رنگا رنگ نعروں سے جل اٹھیں تھیں
ففٹی ہونڈا موٹر سائيکل سوار نوجوان اور اسکے ساتھیوں کو کبھی پریس ریلیز دینے کیلیے کراچي پریس کلب کا چوکیدار کلب کے اندر نہیں چھوڑتا تھا۔ کراچی یونیورسٹی میں بی فارمیسی میں داخلہ نہ ملنے پر یہ نوجوان مہاجروں کے ساتھ امتیازی سلوک پر قائد اعظم کے مزار پر احتجاج کرتے ہوئے پاکستانی پرچم جلانے کے الزام میں گرفتار ہوا تھا۔ فوجی عدالت نے اسے سزا بھی سنائي تھی۔ جب یہ نوجوان جیل پہنچا تو وہاں کورنگي کے بہاری رہنما آفاق شاہد پہلے سے موجود تھے۔
لیکن انیس سو اسی کے وسط میں نشتر پارک کراچـي میں مہاجر قومی موومنٹ کے پہلے اجتماع سے تقریر اور ’قرارداد مقاصد‘ کے مصنف بھی سید اختر رضوی ہی تھے۔ ایم کیو ایم کی قرارداد مقاصد کے مطالبات میں بھارت سے ڈاک خرچ میں کمی اور کھوکھرا پار کا بارڈر کھولنے جیسے مطالبات نے دونوں ملکوں کے تقسیم شدہ خاندانوں میں ایم کیو ایم کو مقبول کردیا۔
یہ طالبہ بشریٰ زیدی کی ہلاکت کے بعد کراچي میں پٹھان بہاری، پٹھان مہاجراور پنجابی مہاجر فسادات کے بعد والی کراچي میں اب پانچویں قومیت کی بات کرنے والی ایم کیو ایم تھی۔ میرے ایک دوست نے اس درخت سے ایک پتہ اپنی ڈائری میں رکھ لیا تھا جہاں بشری زیدی کی منی بس سے کچلے جانے سے ہلاکت ہوئي تھی۔
انیس سو چھیاسی میں سندھ میں بلدیاتی انتخابات میں جب ایم کیو ایم کراچي اور حیدرآباد میں اکثریت سے جیت کر آئی تو سید اختر رضوی بھی کراچی سے کونسلر منتخب ہوئے تھے۔ ایم کیو ایم کی ٹکٹ پر سید اختر رضوی نے یہ جب یہ نششت جیتی تو وہ خیرپور میرس جیل میں قید تھے۔
لیکن اب سید اختر رضوی کہتے تھے کہ ایم کیو ایم میں سب کچھ ان کی ہدایات اور سکرپٹ کے مطابق نہیں ہو رہا۔ خاص طور سندھ میں نسلی فسادات انکے سکرپٹ کا حصہ نہیں یہ کوئی اور لکھ رہا ہے!
’ہم سے جو ٹکرائے گا لال بتی جاۓ گا۔ایم کیو ایم‘۔ حیدرآباد شہر کی دیواریں پینٹر جاوید کاردار کے دستخطوں سے ایسے رنگا رنگ نعروں سے جل اٹھیں تھیں۔ ’لال بتی‘ ہسپتالوں کے ایمرجنسی روم کو کہا جاتا ہے۔
جاوید کاردار کے خاندان کے لوگ بھی تیس ستمبر انیس سو اٹھاسی کو حیدرآباد میں سندھی قوم پرستوں اور ڈاکوؤں کی مشترکہ دہشتگردی میں مارے گئے تھے۔

کراچی میں متحدہ قومی موومنٹ کے سربراہ الطاف حسین کے سسر فیصل ملک کے گھر پر پولیس تعینات کی گئی ہے۔ فیصل ملک کا گھر کراچی کے پوش علاقے گذری میں واقع ہے۔ان کا کہنا ہے کہ انہیں غیر اعلانیہ نظر بند کیا گیا ہے۔
بی بی سی سے بات کرتے ہوئے فیصل ملک نے بتایا کہ جمعہ کی دوپہر ڈھائی بجے کے قریب گذری تھانے کے ایس ایچ او عرفان ان کے پاس آئے اور بتایا کہ میں گھر سے باہر نہیں نکل سکتا۔
فیصل کے مطابق انہوں نے ایس ایچ او سے تحریری حکمنامے کے بارے میں استفار کیا تو انہوں نے بتایا کہ انہیں ایس ایس پی سیکیورٹی نے حکم دیا ہے کہ آپ کے گھر پولیس مقرر کی جائے۔

آئے تھے مگر پولیس نے انہیں واپس کردیا۔ کچھ دیر کے بعد پولیس کی مزید تین گاڑیاں اور بارہ تیرہ پولیس اہلکار پہنچ گئے۔
ایس ایچ او گذری عرفان احمد نے فیصل ملک کی نظر بندی کی تردید کی اور کہا ہے کہ وہ جہاں چاہیں آجا سکتے ہیں البتہ گھر کے باہر پولیس ان کی حفاظت کے لیئے مقرر ہے جبکہ پولیس کی گاڑیاں اپنے معمول کے مطابق گشت کر رہی ہیں۔
فیصل گبول کے مطابق گھر میں ان کے ساتھ ان کی بیوی، بیٹی اور بیٹا بھی موجود ہے۔ جب ان سے سوال کیا گیا کہ کیا انہوں نے باہر نکلنے کی کوشش کی ہے تو ان کا کہنا تھا کہ یہ انتہائی بدتمیز لوگ ہیں کیا پتہ فائرنگ کردیں اور کل کہیں کہ مقابلہ ہوا تھا، اس لیئے انہوں نے ایسی کوئی کوشش نہیں کی ہے۔

فیصل گبول نے بتایا کہ وہ وزیر داخلہ سے رابطے کی کوشش کر رہے ہیں مگر بتایا جارہا ہے کہ وہ مصروف ہیں۔ وزیر داخلہ رؤف صدیقی کا تعلق بھی متحدہ قومی موومنٹ سے ہے۔
واضح رہے کہ فیصل ملک سندھ حکومت میں مشیر تھے اور انہیں محکمۂ صحت کا قلمدان دیاگیا تھا جس سے بعد میں انہیں ہٹایا گیاتھا۔
ان کے خلاف محکمہ انسداد رشوت ستانی کی جانب سے تحقیقات کی جارہی ہیں جس کے خلاف انہوں نے سندھ ہائی کورٹ میں درخواست دائر کر رکھی ہے۔

The Muttahida Qaumi Movement-Altaf (MQM-A) has been widely accused of human rights abuses since its founding two decades ago. BACKGROUND
The current MQM-A is the successor to a group called the Mohajir Qaumi Movement (MQM) that was founded by Altaf Hussein in 1984 as a student movement to defend the rights of Mohajirs, who by some estimates make up 60 percent of Karachi’s population of twelve million. At the time, Mohajirs were advancing in business, the professions, and the bureaucracy, but many resented the quotas that helped ethnic Sindhis win university slots and civil service jobs. Known in English as the National Movement for Refugees, the MQM soon turned to extortion and other types of racketeering to raise cash. Using both violence and efficient organizing, the MQM became the dominant political party in Karachi and Hyderabad, another major city in Sindh. Just three years after its founding, the MQM came to power in these and other Sindh cities in local elections in 1987 (AI 1 Feb 1996; U.S. DOS Feb 1997, Feb 1999; HRW Dec 1997).
The following year, the MQM joined a coalition government at the national level headed by Benazir Bhutto’s Pakistan People’s Party (PPP), which took power in elections following the death of military leader General Zia ul-Haq. This marked the first of several times in the 1980s and 1990s that the MQM joined coalition governments in Islamabad or in Sindh province. Meanwhile, violence between the MQM and Sindhi groups routinely broke out in Karachi and other Sindh cities (AI 1 Feb 1996; Jane’s 14 Feb 2003).
In 1992, a breakway MQM faction, led by Afaq Ahmed and Aamir Khan, launched the MQM Haqiqi (MQM-H), literally the “real” MQM. Many Pakistani observers alleged that the MQM-H was supported by the government of Pakistan to weaken the main MQM led by Altaf Hussein, which became known as the MQM-A (Jane’s 14 Feb 2003). Several smaller MQM factions also emerged, although most of the subsequent intra-group violence involved the MQM-A and the MQM-H (AI 1 Feb 1996; U.S. DOS Feb 1999; Jane’s 14 Feb 2003).
Political violence in Sindh intensified in 1993 and 1994 (Jane’s 14 Feb 2003). In 1994, fighting among MQM factions and between the MQM and Sindhi nationalist groups brought almost daily killings in Karachi (U.S. DOS Feb 1995). By July 1995, the rate of political killings in the port city reached an average of ten per day, and by the end of that year more than 1,800 had been killed (U.S. DOS Feb 1996).

The violence in Karachi and other cities began abating in 1996 as soldiers and police intensified their crackdowns on the MQM-A and other groups (Jane’s 14 Feb 2003). Pakistani forces resorted to staged “encounter killings” in which they would shoot MQM activists and then allege that the killings took place during encounters with militants (U.S. DOS Feb 1996). Following a crackdown in 1997, the MQM-A adopted its present name, the Muttahida Qaumi Movement, or United National Movement, which also has the initials MQM (HRW Dec 1997).
MQM-A leader Hussein fled in 1992 to Britain, where he received asylum in 1999 (Jane’s 14 Feb 2003). The MQM-A is not on the U.S. State Department’s list of foreign terrorist organizations (U.S. DOS 23 May 2003). While the multifaceted nature of the violence in Sindh province in the 1980s and 1990s at times made it difficult to pinpoint specific abuses by the MQM-A, the group routinely was implicated in rights abuses. In 1992 after the Sindh government called in the army to crack down on armed groups in the province, facilities were discovered that allegedly were used by the MQM-A to torture and at times kill dissident members and activists from rival groups. In 1996, Amnesty International said that the PPP and other parties were reporting that some of their activists had been tortured and killed by the MQM-A (AI 1 Feb 1996).
The MQM-A and other factions also have been accused of trying to intimidate journalists. In one of the most flagrant cases, in 1990 MQM leader Hussein publicly threatened the editor of the monthly NEWSLINE magazine after he published an article on the MQM’s alleged use of torture against dissident members (U.S. DOS Feb 1991). The following year, a prominent journalist, Zafar Abbas, was severely beaten in Karachi in an attack that was widely blamed on MQM leaders angered over articles by Abbas describing the party’s factionalization. The same year, MQM activists assaulted scores of vendors selling DAWN, Pakistan’s largest English-language newspaper, and other periodicals owned by Herald Publications (U.S. DOS Feb 1992). The MQM-A has also frequently called strikes in Karachi and other cities in Sindh province and used killings and other violence to keep shops closed and people off the streets. During strikes, MQM-A activists have ransacked businesses that remained open and attacked motorists and pedestrians who ventured outside (U.S. DOS Feb 1996; Jane’s 14 Feb 2003).
The MQM-A allegedly raises funds through extortion, narcotics smuggling, and other criminal activities. In addition, Mohajirs in Pakistan and overseas provide funds to the MQM-A through charitable foundations (Jane’s 14 Feb 2003). Since the September 11, 2001 terror attacks on the United States, the MQM-A has been increasingly critical of Islamic militant groups in Pakistan. The MQM-A, which generally has not targeted Western interests, says that it supports the global campaign against terrorism (Jane’s 14 Feb 2003). The man in charge of Pakistan’s largest city, Karachi, was at his usual command-and-control post at the weekend: a sofa in north London.
As his fiefdom descended into brutal violence, with the deaths of at least 40 people reported amid the worst political bloodshed Pakistan has witnessed in years, Altaf Hussain directed his followers by telephone from a safe place more than 5,000 miles away.
His headquarters, or “international secretariat”, is not in the Pakistani port city but housed in a red-brick office block opposite a supermarket on Edgware High Street.
Followers of Mr Hussain, 53, whose Muttahida Quami Movement (MQM) is allied to President Pervez Musharraf’s government, were accused yesterday of playing a bloody part in the clashes with opposition supporters.

But in an interview with The Daily Telegraph, Mr Hussain insisted that they held a “completely peaceful gathering” and that it was opposition supporters who provoked the violence, in which at least nine MQM activists were killed. When reports of the killings reached Edgware on Saturday morning, Mr Hussain was preparing to address the party by telephone. Three hours later, he defied what he called “agitators” by leaning over the loudspeaker of his phone to speak to his supporters. Opposition activists loyal to Benazir Bhutto were staging their own anti-government rally when the violence began. But Mr Hussain said: “It was a completely peaceful gathering by MQM supporters that was targeted by a collaboration of three other parties.”
He said he had called for peace. But as tens of thousands of his followers sat cross-legged in reverential silence as they listened to their leader’s telephonic address relayed by loudspeakers, in another street armed MQM activists fired directly into the crowds of opposition protesters. Mr Hussain, who founded the MQM in 1984 specifically to represent the Mohajirs – Muslim refugees from India – has lived in Britian since arriving in 1992 for a kidney operation. He has since become a British citizen, while his party governs five cities and the populous Sind province.
He claimed yesterday that his party is the only force to stand up for secular values in Pakistan. “MQM is the only party against all sorts of religious fanaticism in Pakistan,” he said. “It is these groups and their influence, which is all around, that is stopping me coming home. A sizeable majority of the army even have been brainwashed to supporting what the Taliban wants to impose.” Mr Hussain, who spent part of yesterday speaking on the telephone to Gen Musharraf, warned Pakistan’s leader not to make any deals with exiled leaders, such as his rival Miss Bhutto, that would see the military ruler resign from the army. Pakistan faces a referendum on Gen Musharraf’s rule before the end of the year and he has promised to abandon his uniform before the poll.
“The situation in South Asia does not allow Pervez Musharraf to take off his uniform, for without it he will have no power at all. Because of activities next door in Afghanistan as well as our own country, the Taliban is growing very strong,” Mr Hussaid said. “He is doing his level best to fight these groups. Musharraf is a very brave man. Only he can prevent the Talibanisation of Pakistan.” Unlike the former prime ministers Nawaz Sharif and Miss Bhutto, Mr Hussain is an exile whose party has consolidated its grip. But Karachi remains tense.
The MQM’s most senior leader in Pakistan, Farooq Sattar, said: “The opposition wants to show that Karachi does not belong to the MQM. We have accepted the challenge.” Mr Hussain is one of the Indian subcontinent’s more unusual leaders. His political addresses by telephone have been known to last up to four hours, while a Western diplomat in Pakistan described the MQM as “something out of Chicago – nobody leaves the party”. While Mr Hussain promotes the party as a secular cause and courts the middle-class vote, his supporters are known to extort a goonda, or thug, tax from Karachi businesses. Mr Hussain, who once drove a taxi in Chicago for a living, micro-manages the MQM with acute attention to detail.
The movement runs on Greenwich Mean Time with his ministers in Pakistan fielding hour-long telephone calls into the early hours. Mr Sattar admitted that his party’s image had been tarnished by “accusations of fascism and terrorism” but said this was a “misperception”. Some observers argue that in the tough city of Karachi the MQM has given a vulnerable group protection and a voice. After Mr Hussain left Pakistan, an army operation was launched against his party during which hundreds of its workers were either killed by police or were arrested on charges of terrorism. He has no plans to return to Pakistan. When asked why Mr Hussain was not deported to Pakistan before he was granted citizenship, a British diplomat said: “He has not committed a crime on British soil.”

KARACHI: A deputy superintendent police (DSP), his gunman and the son of the Shia Action Committee head were gunned down in Karachi in two separate incidents on Monday.
Preedy police station DSP and his gunman were killed near Radio Pakistan on MA Jinnah Road late on Monday night in an incident of targeted killing.
According to police officials, Nawaz Ranjha was on his way home with constable Muhammad Jahangir when four to five armed men on two motorcycles intercepted their vehicle and sprayed them with bullets.
In the second incident, the son of Shia Action Committee chief and Majlis-e Wahdat-e Muslimeen (MWM) central leader Maulana Mirza Yousuf Hussain was gunned down in the Nazimabad locality. A passerby was also wounded in the incident.
Unidentified gunmen opened fire on 37-year-old Khadim Hussain near the Shalimar Park within Nazimabad police precincts as he was leaving his house. The deceased was the father of three children.
“Motorcyclists taking advantage of a power failure in the locality shot him several times,” Jaffaria Alliance Pakistan (JAP) spokesman Ali Ahmer said.
He further said the deceased had received multiple bullets injuries and died shortly after he was moved to the Abbasi Shaheed Hospital (ASH).
As the news spread, scores of Shia leaders, workers and relatives reached the ASH and chanted slogans against banned religious outfits and the failure of the government in curbing the continued killings in the city.
Following the incident, tension engulfed various Shia-dominated areas in the city including Ancholi, Jafar-e-Tayyar Society and Abbas Town where routine and commercial life came to a halt.

In the same newspaper another report titled ‘Violence as Musharraf’s power fades’ said in the (Karachi) city’s Jinnah Hospital yesterday, Adil Bashir, 23, was recovering from three bullet wounds after narrowly escaping a street execution. “He said he had not taken part in the rally but was rounded up by armed, teenage MQM activists along with four others. He alleged that he and others were lined up against a wall before being sprayed with automatic gunfire. He and one other survived. “The actions of the MQM may have been not so much a sign of support for the eight-year rule of Gen Musharraf, but a demonstration of its own power in what could be the first round of a new turf war in Karachi. “Gen Musharraf’s options are becoming more and more limited as he struggles to have himself re-elected and to continue as army chief. “His bargaining position for striking a possible power-sharing deal with the PPP leader, Benazir Bhutto, appears to be growing weaker.”

LONDON: Prime Minister Tony Blair might be dragged into the controversy over the role of British passport holder Altaf Hussain in the recent unrest in Karachi as the UK media has turned its guns on the Muttahida Qaumi Movement (MQM) and has given a prominent coverage to accusation of PTI chief Imran Khan and other opposition leaders for giving “sanctuary” to a politician whose party was linked to killings in Pakistan.
The threats of Pakistani opposition leaders to file cases in the courts of Britain against the British government for giving asylum to Altaf has also generated a lot of interest in the media. Imran’s criticism of Tony Blair has been given prominent coverage in the British media on Thursday and there is strong possibility that it might echo in the House of Commons where Blair or Labour party leaders might be asked to explain the position of Britain with regard to the role of one of its citizens in the Karachi carnage.
Observers here believe that British media might create troubles for Altaf Hussain in the days to come as the statements of Pakistani politicians against the MQM and its involvement in the recent violence were being given big coverage. Altaf had obtained British passport in the 90s. Since Saturday’s killings in Karachi, the British media has already started asking serious questions from its government about the role of Altaf in the killings in Karachi. Daily Telegraph was the first British paper that had filed stories against Altaf and his role in the violence in Karachi. The next day, its reporter met Altaf at his residence and the newspaper ran a four-column story on its front page with the headline “Running Karachi from London”. Altaf who usually does not meet Pakistani journalists, spent a lot of time with the British journalist knowing how much power the media enjoyed in this country. Altaf defended the position of his party and rejected allegations that he or his party was responsible for violence in Karachi.
Despite denials by the MQM, almost all the British newspapers in their reports, comments and editorials put the blame of violence on the shoulders of MQM workers and had asked that to what extent the man running MQM from London could be responsible. Imran in his statement accused Blair of giving sanctuary to a politician whose party he claimed was linked to killings in Pakistan at the weekend. Daily Telegraph says that armed gunmen linked to MQM are accused of sparking a series of clashes between rival groups when they opened fire on an anti-government protest.
However, Mohammed Anwar, head of international relations for the MQM, denied that Altaf had been responsible for any violence in Karachi, saying: “He is living here [Britain] since 1992 so how could he stir up violence when he is not even living in Karachi?” Anwar pointed out that women and children joined the rallies, which the MQM organised in the city. “If we wanted to commit carnage, would we bring our mothers and sisters and daughters on to the streets with us? Dr Imran Farooq, Convenor of Muttahida Quami Movement (MQM) in his statement said that certain important officials of the present military government are openly supporting the Haqiqi terrorists. He said that the MQM Investigation Team is investigating the facts regarding the reactivation of Haqiqis in Karachi since 12 October 1999. According to MQM Investigation Team, preparations are being put together to launch a fresh operation against Mohajirs and the MQM. For that purpose, a high-ranking official of the Army and his subordinates are not only guiding the Haqiqi terrorists but are also helping them to infiltrate throughout the city as well as providing them with funds and ammunition. According to the MQM Investigation Team, certain officials of the Army and their agents are bribing the MQM leaders to change the allegiance. The information further revealed that on the eve of 23 December 1999, a Brigadier along with his staff went to Bait-Ul-Hamza (Headquarters of Haqiqi Terrorists) and met its ringleader and handed over a large sum of money. Dr Imran Farooq requested the Chief Executive General Parvez Musharraf to depute one of his trusted officers to verify the findings of the MQM Investigation Team. If General Parvez Musharraf desired then the names and the ranking of the officers involved in reorganising, patronising, arming and funding the Haqiqi Terrorists, can be relayed through newspapers. Dr Imran Farooq demanded of the Chief Executive to have this information thoroughly investigated and intervene to stop the patronisation of Haqiqi terrorists by those Army Officers.

Mr Altaf Hussain, Founder and Leader of Muttahida Quami Movement (MQM), in a statement said that when his silence is broken, the truth and the whole truth comes out, that is liked by a few people while the majority of those at the helm of affair find it extremely bitter. He said that two months ago, Nawaz Sharif’s oppressive and tyrannical Government was ousted and the nation had a sigh of relief and felt that they would be relieved of the unlawful and unconstitutional machinations of the agencies and its barbarism. The people felt that those political plunderers and pirates arrested would be brought to book and punished while the innocents would be provided justice.
Mr Altaf Hussain said that one hundred forty (140) million people had a sigh of relief on the ouster of Nawaz Sharif Government and on the announcement of the agenda of the new Government that included the promise of the arrests of the plunderers and pirates. Two months have elapsed and with the exception of two and a half dozen of persons, none of the dinosaurs have been arrested. Mr Altaf Hussain stated that people had been waiting for the reduction in the rising prices, recovery of 21.3 billion rupees of looted national wealth, they felt that if not three square meals a day, at least two square meals would be made available. However, with the elapse of two months, justice and relief has not been made available to the common people and the well known plunderers of the national wealth have not been arrested so far while the announcement to raise the price on petrol, diesel and kerosene oil has been made.
Mr Altaf Hussain said that kerosene oil is not used by wealthy people but the ninety-eight (98) per cent of the down trodden people and the present Government should not take such steps that would increase the burden of these people while the wealthy people living a luxurious life remain unaffected. He stated that we hear different and fresh news about the accountability, the Government claims that every one will face accountability including politicians, bureaucrats, judiciary and the armed forces. Those prominent figures arrested since 16th. November on the account of accountability included a former Air Marshal and we now hear that a former Naval Admiral would also be arrested for misappropriating funds in the submarine dealings.
Mr Altaf Hussain appreciated the arrests of these prominent figures but said that it should not only confined to the Air Force and Navy but corrupt Army officers should also be held accountable. He said that in this connection, he would take the name of Lt. Gen. (Retired) Nasir Akhtar, who was the corps commander of Karachi for several years. He said that not only the businessmen and traders are aware of the record of corruption he had set in his tenure but also the civil and military officials are aware.
Mr Altaf Hussain stated that an investigation should be commissioned to find out the details of his personal properties and possessions and also the numbers of his petrol pumps and landholdings. During his tenure, the army personnel were stationed at his petrol stations for security, which was misuse of his authority, and this act is against the rules and the conduct of the Army. Mr Altaf Hussain said that he would wait for the actions of the Chief Executive, General Parvez Musharraf, Members of the National Security Council and the Cabinet in this regard. He also said that he is astounded that no action has been taken against those Generals concerning their corruption and distribution of secret funds to the political parties.
Finally, he appealed to General Parvez Musharraf and his associates that if they can not provide relief to the common man by reducing the prices then they should stop price hikes because the ninety-eight per cent down trodden people can not afford the weight of further inflation.
