Opposition leader Chaudhry Nisar Ali Khan has claimed that intelligence agencies were once again active for the downsizing of politicians. He expressed these views while answering questions from Hamid Mir in ‘Capital Talk’ of Geo News on Wednesday night.Nisar said that intelligence agencies are targeting not only politicians but also the media and the judiciary. He said that no intelligence official had contacted him directly but he is getting credible reports about the activities of intelligence officials against politicians. He pointed his fingers towards the intelligence agencies controlled by the Army. Responding to a question, he conceded that governance in Punjab also needed a lot of improvement. He agreed that the Supreme Court must reopen the Mehran Bank scandal case in which ISI distributed money among politicians in 1990.
He said that cases registered against Asif Ali Zadari in late 90’s by the government of Nawaz Sharif were not baseless and he still thinks that there was a lot of truth in allegations levelled by former Senator Saifur Rehman against Zardari. He said that his party never confessed that cases against Zardari were not true. When Hamid Mir informed Nisar that he was a witness when Saifur Rehman apologized to Zardari for making fake cases against him, Nisar said that a few months back Saifur Rehman had contradicted that he had ever apologized to Zardari.

Why do we forget that the so called ‘Lawyers Movement’ was basically a game to ease out Pakistan Army from the mess which was created by General Pervez Musharraf and the military establishment.
In fact, CJ Iftikhar Chaudhry basically attained a lot from 2000 to 2007. I wonder how an incommunicado CJ was issuing statement often published in The New York Times/Washington Post “during his days in Bastille” – [I still fail to understand that when CJ was sacked in March 2007, he and the press said the CJ is under house arrest and held incommunicado whereas the very next day Air Marshal [R] Asgher Khan “successfully” met him as per daily Dawn dated March 12, 2007.

If I remember correctly it was ever swinging and somersaulting Hamid Mir [in his one of Urdu columns in Jang] who unearthed that Hafeez Pirzada was one of the beneficiary of Mehran Bank “booty” and Akram Sheikh was hired by General Aslam Beg. Keep it up:)

ISLAMABAD: The main wheeler and dealer of the ISI during the 2002 elections, the then Maj-Gen Ehtesham Zamir, now retired, has come out of the closet and admitted his guilt of manipulating the 2002 elections, and has directly blamed Gen Musharraf for ordering so. Talking to The News, the head of the ISI’s political cell in 2002, admitted manipulating the last elections at the behest of President Musharraf and termed the defeat of the King’s party, the PML-Q, this time “a reaction of the unnatural dispensation (installed in 2002).” Zamir said the ISI together with the NAB was instrumental in pressing the lawmakers to join the pro-Musharraf camp to form the government to support his stay in power. Looking down back into the memory lane and recalling his blunders which, he admitted, had pushed the country back instead of taking it forward, Zamir feels ashamed of his role and conduct. Massively embarrassed because he was the one who negotiated, coerced and did all the dirty work, the retired Maj-Gen said he was not in a position to become a preacher now when his own past was tainted. He said the country would not have faced such regression had the political management was not carried out by the ISI in 2002. But he also put some responsibility of the political disaster on the PML-Q as well. The former No: 2 of the ISI called for the closure of political cell in the agency, confessing that it was part of the problem due to its involvement in forging unnatural alliances, contrary to public wishes. Zamir’s blaming Musharraf for creating this unnatural alliance rings true as another former top associate of Musharraf, Lt-Gen (retd) Jamshed Gulzar Kiyani has already disclosed that majority of the corps commanders, in several meetings, had opposed Musharraf’s decision of patronising the leadership of the King’s party. “We had urged Musharraf many times during the corps commanders meeting that the PML-Q leadership was the most condemned and castigated personalities. They are the worst politicians who remained involved in co-operative scandals and writing off loans. He said one of their colleagues, who was an accountability chief at that time, had sought permission many times for proceeding against the King’s party top leaders but was always denied. Kiyani asked Musharraf to quit, the sooner the better, as otherwise the country would be in a serious trouble. Ma-Gen (retd) EhteshamZamir termed the 2008 elections ‘fairer than 2002’. He said the reason behind their fairness is that there was relatively less interference of intelligence agencies this time as compared to the last time. But he stopped short of saying that there was zero interference in the 2008 polls. “You are quite right,” he said when asked to confirm about heavy penetration of ISI into political affairs during the 2002 elections. But he said he did not do it on his own but on the directives issued by the government. Asked who directed him from the government side and if there was somebody else, not President Musharraf, he said: “Obviously on the directives of President Musharraf.” Asked if he then never felt that he was committing a crime by manipulating political business at the cost of public wishes, he said: “Who should I have told except myself. Could I have asked Musharraf about this? I was a serving officer and I did what I was told to do. But I am of the view that the ISI’s political cell should be closed for good by revoking executive orders issued in 1975,” he said. Federal Law Minister Babar Awan called on the President of Supreme Court Bar Association Qazi Anwar here on Monday, Dunya News reported. The federal minister gave a cheque worth Rs. 1 million to Qazi Anwar.
Qazi Anwar welcomed the minister upon arrival in the bar in Islamabad. Qazi Anwar said that the cheque was due since March this year and soon after receiving the cheque he gave it to the employees of the bar. Qazi Anwar told the media personnel that he has advised the federal minister that there should be a continuous contact and correspondence between the bar and the federal law ministry.
Federal Law Minister said that there are a few matters that require all of us to sit together and resolve. He also said that there is a need of strengthening the constitutional system of the country to progress and develop. We cannot afford to amend or alter the constitution, he added, legislative process is not up to the expectations. The law ministry seeks guidance from the bar councils, bar associations and the Supreme Court Bar Association.
There has been a gross violation of rules and regulations in the bid
to renovate and reconstruct the Clifton sewage pumping station which
was destroyed in the November 11 CID centre bomb blast. The News has
learnt that the Karachi Water and Sewerage Board (KWSB) has awarded a
multi-million rupee contract for the provision of pumps to a
relatively unknown company.
Sources informed this correspondent that Rs 30 million were awarded in
advance to a local pumps manufacturing firm for four motor pumps to
make the facility operational again. According to sources, the pumps
that have been procured are not worth more than Rs 5.5 million.
The pumping station was badly damaged in the blast and it had stopped
pumping sewage from important areas like Saddar, Clifton, Urdu Bazar,
II Chundrigar Road, Bath Island and red-zone areas like the Governor
House, Chief Minster House, Sindh Assembly, Sindh Secretariat,
Pakistan Secretariat, several five star hotels and the State Guest
House. Within a day of the blast, many VIP areas of the centre of
Karachi were flooded with sewage.
The pumping station had the capacity to treat 20 to 21 million gallons
per day (MGD) of sewage. It had six motors which could handle sewage
at the speed of 10,000 gallon per minute (GPM).
After processing the sewage, the treated waste was transferred to
Treatment Plant (TP)-2 which is situated in Mehmoodabad.
The bomb blast caused massive damage to the pumps, its lines and also
destroyed the KESC supply line to the pumping station.
Keeping in view its importance, the Government of Sindh, on the
request of the KWSB Managing Director, released Rs 30 million to the
water utility to reconstruct the facility on an emergency basis.
While exercising Para 58, the management of KWSB, without seeking
tenders from other pump manufacturing companies, awarded the contract
for the provision of pumps to Mehraj Limited, located in the Korangi
Industrial Area. Under the emergency clause of the Sindh Public
Procurement Authority Rules, 2010, the organization was bound to
invite quotations from three pump manufacturing companies for the
provision of pumps.
However, instead of asking other companies, the KWSB management
obliged just a single company and paid an amount of Rs30 million to it
in advance.
According to sources, a 100 per cent advance payment to any
manufacturer is also in violation of rules and regulations.
The company provided three pumps of six-inch diameter and one pump of
12 inches diameter (suction and disposal lines temporary PVC made) to
KWSB. According to sources, the company which is basically known for
manufacturing water bowsers, fire fighting equipment, fire tenders,
snorkels etc used Cummins China engines for the manufacture of the
pumps. The well-known Cummins engines company is actually UK-based and
its products are also available in Pakistan. The Chinese company, on
the other hand, started manufacturing just a year ago.
The destroyed sewage pumping station was set up more than three
decades ago by the Karachi Development Authority (KDA) at a cost of
Rs1 billion which was loaned by the Asian Development Bank (ADB). The
station was part of the Greater Karachi Sewerage Scheme No2, which is
commonly known as S-2. After developing the pumping station, the KDA
handed it over to the defunct Karachi Metropolitan Corporation (KMC).
It was handed over to KWSB in 1982, after its emergence as a utility.
