Hundreds of people have died in northwestern Pakistan after floods triggered by monsoon rains swept through the region. More than a million people have been affected and thousands forced to flee their homes as bloated rivers washed away villages and triggered devastating landslides. PESHAWAR: The United Nations says devastating floods have affected 1 million people in Pakistan. Officials say floods have killed 430 people in the deadliest such disaster to hit the region since 1929. The U.N. Office for the Coordination of Humanitarian Affairs says the cost of damage from floods was not clear. Rescuers were using army helicopters, heavy trucks and boats to reach flood-hit areas. Government official Lutfur Rehman said Saturday floodwaters were receding in the northwest, but rescuers were facing problems reaching affected people because of damage caused to roads and bridges. The flooding capped an already deadly week in Pakistan. A passenger jet slammed into hills overlooking Islamabad killing all 152 people on board Wednesday.

PESHAWAR: The death toll from massive floods in northwestern Pakistan rose to 1,100 Sunday as rescue workers struggled to save more than 27,000 people still trapped by the raging water, officials said. – Monsoon floods kill up to 800, affects 1 Million Rescue workers and troops in northwest Pakistan struggled Saturday to reach thousands of people affected by the country’s worst floods in living memory, as the death toll rose to 800. Hundreds of homes and vast swathes of farmland were destroyed in the northwest and Azad Jammu Kashmir (AJK), with the main highway to China reportedly cut and communities isolated as monsoon rains caused flash floods and landslides. The United Nations said almost a million people had been affected by the flooding, and at least 45 bridges destroyed around Khyber Pakhtunkhwa province. Television footage and photos shot from helicopters showed people clinging to the walls and roof tops of damaged houses as gushing waters rampaged through inundated villages. Carrying their belongings and with children on their shoulders, some even walked barefoot through the water to seek safety. “This is the worst ever flood in the province of Khyber Pakhtunkhwa in the country’s history,” provincial information minister Mian Iftikhar Hussain said.

There is also a marked threat of outbreak of epidemics in the flood affected regions as there is a lack of food, clean water and medication leave alone substantial medicine and medical staff which are even unapproachable for easily-treatable cases of snake-bites that have been reported from villages but could not be treated as the rescue teams have not arrived or are short of medical articles such as snake-bite serum. The Wazirabad village of Bakhtiarabad in Lehri Tehsil is the worst-affected area and such is the situation there that dead bodies are decaying for nothing is available for neither the funeral nor the people to bury them. Over 57,000 people have been affected in Sibi, Lehri, Barkhan.The floods have damaged 90% of the houses, over 50% livestock and agriculture. And according to the district agriculture and revenue departments these floods have broken the past records of 1978. “In Tambo Tehsil of Nasirabad, more than 30,000 people have been made homeless while crops have been completely washed-out in the canal-irrigated area. Around 0.2 million people had been affected by floods in six districts of Balochistan where rescue and relief work had been slow and inadequate. Roads, power transmission lines and railway tracks have been destroyed in the district.

President Zardari and his entourage will stay at the five-star luxury hotel Hyatt Regency London – The Churchill, located in the Marylebone area, adjacent to Park Lane, and minutes walk from Hyde Park, Marble Arch and Buckingham Palace. ‘The News’ has learned that nearly half of the ninth exclusive floor called Regency Club Level, which has 18 suites and 10 executive type luxury rooms, has been booked and blocked for any commoner to venture into on the grounds of security reasons. Nearly half of the rooms will not be used at all as some of the delegation members will be accommodated in other cheap-rented rooms, but still the full rent will be paid. President Zardari will stay in one of the booked the Royal Suites, the most expensive luxury suites which cost around £7,000 per night for each room. He follows the footsteps of former president Pervez Musharraf who was addicted to staying in his nearby favourite Dorchester Hotel, which is even more expensive than the Churchill Hotel. The services bill or the catering (breakfasts, lunches and dinners) is not included in the price. The catering for this trip has been ordered from an Asian restaurant at the cost of around £18 per pack for the delegation members and the high commission members, but the special meals for the president and a selected few will be arranged by the hotel itself.    اب تک کہا جارہا ہے کہ گلگت بلتستان ، خیبر پختونخوا، پنجاب اور بلوچستان میں چھتیس لاکھ کے لگ بھگ لوگ سیلاب سے براہ راست متاثر ہوئے ہیں۔ خدشہ ہے کہ جب اگست کے دوسرے ہفتے تک سیلابی ریلا سندھ سے گذر کر بحیرہ عرب میں اترے گا تب تک سیلاب سے متاثرہ افراد کی تعداد پیتالیس تا پچاس لاکھ پہنچ جائے گی۔

   خیبر پختون خواہ اور پنجاب کی نسبت صوبہ سندھ کو سیلابی اثرات سے نمٹنے کے لئے کم ازکم ڈیڑھ ہفتے کا اضافی وقت میسر آیا۔ لیکن سرکاری برق رفتاری اور خطرے کی بو سونگھنے کی صلاحیت کا عالم یہ ہے کہ اس بارے میں صوبائی کابینہ کا پہلا اجلاس یکم اگست کو ہوا جس میں اس بات پر غور کیا گیا کہ کون کون سے دریائی بند اور پشتوں کو مضبوط کیا جانا چاہیے اور کن کن نشیبی اور کچے علاقوں سے آبادی کا انخلا ہونا چاہیے۔

   حالانکہ حفاظتی پشتوں کی مضبوطی کا کام ایک مسلسل عمل ہے اور ہر سال ہر صوبے کے بجٹ میں اس کام کے لئے محمکمہ انہار و آب پاشی کو ایک مخصوص رقم دی جاتی ہے۔ مگرسکھر سے کوٹری تک جہاں جہاں بھی باخبر افراد سے بات کرنے کا موقع ملا اکثریت کا یہی کہنا تھا کہ محکمہ انہار و آبپاشی کے اہلکاروں نے بھی قوم پرستوں کی طرح یہ فرض کرلیا تھا کہ ہمالیہ کی موسمیاتی تبدیلی، بھارت کی آبی سیاست اور پنجاب کی آبی لالچ دریائے سندھ میں اتنا پانی ہی نہیں چھوڑےگی کہ کوئی بہت بڑا سیلاب آجائے۔

   سب آرام طلب دلیل دیتے رہے کہ سائیں حالات اب وہ نہیں رہے ۔ بھلا چورانوے کے بعد کوئی بڑا سیلاب آیا ہے کیا؟ اس عرصے میں قوم پرست گریٹر تھل کینال میں چھوڑے جانے والے پانی کے کیوسک گنتے رہے۔ کوٹری سے نیچے دریائے سندھ میں پانی کے بجائے ریت کے ٹیلوں کی تصاویر چھپتی رہیں اور محکمہ آبپاشی کو جو بجٹ سیلابی بند اور پشتوں کی دیکھ ریکھ کے لئے ملتا رہا اس سے یا تو گاڑیاں خریدی گئیں یا دفاتر فرنش ہوئے یا پھر جیبوں میں چلے گئے۔

   اب جبکہ خیبر پختونخوا اور پنجاب سے خوفناک خبریں سندھ میں داخل ہو رہی ہیں تو بندوں کی مضبوطی کے لیے سولہ سال سے ٹلنے والا کام چھ سے سات دن میں مکمل کرنے کی کوشش کی جارہی ہے۔ خطرے کی سنگینی کو کتنی سنجیدگی سے لیا جارہا ہے۔ اس کا اندازہ ایک ٹی وی چینل کی نیوز ریل دیکھ کر ہوا جس میں سکھر کے قریب ایک حفاظتی پشتے پر ایک مقامی ایس ایچ او ٹی وی چینل کے رپورٹر کو بتا رہے ہیں کہ پریشانی کی کوئی بات نہیں صورتحال قابو میں ہے۔ بند پر پولیس کا گشت بڑھا دیا گیا ہے۔۔۔

   جب یکم اگست کو خیبر پختونخوا اور جنوبی پنجاب کے دریائی اضلاع لاکھوں کیوسک پانی کے غصے کو جھیل رہے تھے کراچی میں پانچ قوم پرست تنظیموں کا مشترکہ اجلاس مطالبہ کررہا تھا کہ سندھ کو اس کے حصے کا غصب شدہ پانی واپس کیا جائے۔

   بہت سے لوگوں کی یادداشت میں وہ مناظر اب بھی ہوں گے جب سنہ تہتر میں پنجاب اور سندھ میں شدید سیلاب آئے تھے۔ اس وقت پاکستان کے پاس فلڈ وارننگ کے لیے نہ تو بہت جدید آلات تھے اور نہ بحالی کے کاموں کے لیے کوئی مضبوط ادارہ۔ لیکن حکومتِ پاکستان کی مسلسل اپیلوں کے سبب مغربی دنیا اور مسلمان ممالک نے دل کھول کر امداد پہنچائی۔امریکہ نے ویتنام میں الجھے ہونے کے باوجود متعدد ہیلی کاپٹرز امدادی کاموں کے لیے بھجوا دیے۔

   ذوالفقار علی بھٹو کا زیادہ تر وقت ہیلی کاپٹر میں یا گھٹنوں گھٹنوں پانی میں یا موقع پر ہنگامی اجلاسوں میں گذرنے لگا۔ متاثرین کو اس وقت بھی کافی امداد نہیں پہنچ سکی تھی لیکن کم ازکم انہیں یہ امید ضرور ہوتی تھی کہ کسی بھی وقت بھٹو کا سفید ہیلی کاپٹر ان کے گاؤں میں یا کیمپ میں اترسکتا ہے۔ اس حکمتِ عملی کا نتیجہ یہ نکلا کہ گورنرز اور چیف منسٹرز سے لے کر نائب قاصد تک سرکاری اہلکاروں نے بھی گھر جانا چھوڑ دیا۔ یا تو وہ ریلیف کیمپوں میں پائے جاتے تھے یا امداد بھجوانے والے ٹرک گنتے تھے یا پھر سچویشن رومز میں سوتے تھے۔

   لیکن وہ نیشنلائزیشن کا زمانہ تھا۔اب پرائیویٹائزیشن کا دور ہے۔ فرد کو آزادی ہے کہ وہ اپنی مرضی سے جہاں رہے خوش رہے۔یا پھر کسی محفوظ مقام پر چلا جائے اگر جاسکتا ہے۔ کنکرنٹ لسٹ کے خاتمے کے بعد وفاق کا کردار ایسے کاموں میں ویسے بھی علامتی رہ گیا ہے۔ یہی وجہ ہے کہ صدر آصف علی زرداری کو بیرونِ ملک مصروفیات کے سبب تاحال موقع نہ مل سکا کہ وہ کم ازکم ہیلی کاپٹر میں بیٹھ کر اوپر سے ہی اپنی زیرِ آب مملکت ملاحظہ کرلیں۔ وزیرِ اعظم یوسف رضا گیلانی گذشتہ دو تین دن سے ہیلی کاپٹر میں سوار ہونا اور اترنا شروع کیا ہے۔

   پنجاب کے خادمِ اعلیٰ شہباز شریف بھی کچھ علاقوں میں اترے ہیں لیکن ان کے ساتھ کیمرہ مینوں اور کیمرہ نوازوں کا پورا آرکسٹرا ساتھ چلتا ہے۔میانوالی، بھکر، کوٹ ادو، مظفر گڑھ، ڈیرہ غازی خان، راجن پور اور آدھا ضلع رحیم یار خان زیرِ آب ہیں۔ لیکن خادمِ اعلیٰ کی حکومت اب تک فی متاثرہ ضلع ایک کروڑ روپیہ ہی مختص کرپائی ہے جبکہ حکومتِ پنجاب میں جونیئر پارٹنر یعنی پیپلز پارٹی کی زیادہ تر توجہ ضمنی انتخابی سیاست اور خادمِ اعلیٰ کی حکومت سے فقرے بازی کے میچ پر مرکوز ہے۔

   ظاہر ہے جب اوپر کی صورت یہ ہو تو نیچے کیا کچھ نہیں ہورہا ہوگا۔

   مثلاً سیلاب کی نجکاری کے سبب دریائے سندھ کے بائیں جانب واقع لئیہ کے دیہی و دریائی علاقوں میں تین لاکھ سے زائد متاثرین میں سے بیشتر اپنی مدد آپ کے تحت محفوظ مقامات پر پہنچنے کی کوشش کررہے ہیں۔ ہر کنبے کے ساتھ گائیں، بھینسیں اور بکریاں بھی ہیں۔ معمول کے دنوں میں ایک جگہ سے دوسری جگہ خاندانوں کو منتقل کرنے والی کشتیاں ہزار روپے فی پھیرا کرایہ وصول کرتی ہیں۔لیکن ان دنوں انہی کے ہم زبان و ہم علاقہ کشتی والے فی پھیرا پانچ تا دس ہزار روپے وصول کررہے ہیں۔کنارے پر پہنچ کر سامان، خاندان اور مویشی منتقل کرنے والی ٹریکٹر ٹرالیاں بھی متاثرین کو کیمپوں اور محفوظ مقامات تک پہنچانے کے لئے پانچ سے آٹھ ہزار روپے وصول کررہی ہیں۔

   کیمپوں میں لوگوں کے لیے ناکافی خوراک ہے۔ مویشیوں کو کہاں سے کھلائیں۔ لہٰذا ملتان اور وسطی پنجاب سے مویشیوں کے تاجر لئیہ اور گردو نواح میں پانچ ہزار روپے والی بکری پانچ سو سے ایک ہزار میں خرید کر اپنی انسانیت کا ثبوت فراہم کررہے ہیں۔

   ڈیرہ غازی خان کے علاقے جام پور سے ایک واقفِ حال نے بتایا کہ مقامی ڈی سی او کے اہلکار اچانک گاڑیوں میں آئے اور انہوں نے اعلان کیا کہ چھ گھنٹے میں شہر خالی کردو، آخری بند ٹوٹنے کے قریب ہے۔ یہ کہہ کر وہ چلے گئے۔ یہ بتائے بغیر کہ کہاں جانا ہے اور کیسے جانا ہے۔اس سے پہلے کہ لوگ اپنے طور پر کچھ سوچتے یا انتظام کرتے پانی شہر میں داخل ہوگیا۔

   پنجاب کے میانوالی سے سندھ کے کوٹری تک گڈ گورننس کی کمزوری نے بھی دریا کے عضے میں اضافہ کیا۔ جب لوگوں نے دیکھا کہ دریا کا پاٹ پھیلنے کے بجائے پانی کی قلت کے سبب کئی برس سے مسلسل سکڑ رہا ہے تو انہوں نے چھوڑی ہوئی زمین پر قبضہ کرکے اپنے کھیت اور گھر بڑھا لیے۔اور یہ بھول گئے کہ دریا کی یاداشت اونٹ سے زیادہ قوی ہوتی ہے۔ چنانچہ اس دریائی پٹی میں جو بھی جانی و املاکی نقصان ہورہا ہے اس کی خاصی زمہ داری دریا پر نہیں بلکہ متاثرین اور تجاوزات روکنے والے حکام کی خودفریبی اور لالچ پر عائد ہوتی ہے۔

   جہاں تک بلوچستان کا معاملہ ہے تو وہاں بھی بارشوں اور پہاڑی نالوں کی طغیانی سے حالت دگرگوں ہے۔ لیکن نو گو اور دور دراز ایریا ہونے کے سبب نہ تو وہاں کیمرے کی آنکھ کے لئے ’جوسی سٹوریز‘ ہیں اور نہ ہی ہیلی کاپٹروں کی وہ سہولت جو میڈیا کو فیری کرسکے۔

   اکثر لوگ یہ بھی کہتے ہیں کہ قوم اس جذبے کا مظاہرہ نہیں کررہی جو اس نے آٹھ اکتوبر دو ہزار پانچ کے زلزلے کے موقع پر دکھایا تھا۔ سوال یہ ہے کہ ایسا جذبہ کیسے پیدا ہوسکتا ہے جب مدد کرنے کے خواہاں عام آدمی کا اپنا گھر پانی کے محاصرے میں ہو۔ یا وہ کراچی جیسے بڑھ چڑھ کر امداد کرنے والے شہر میں ٹارگٹ کلنگ کے خوف سے دوکان کو تالا لگا کر گھر میں دبکا بیٹھا ہو۔

   اگر کچھ لوگ امداد جمع کر بھی رہے ہیں تو انہیں یہی نہیں معلوم کہ کس تنظیم کے ذریعے اور کس چینل سے یہ امداد سیلاب زدگان تک پہنچے گی۔حکومت نے اگر کوئی امدادی زنجیر بنائی ہے تو اس کا پہلا اور آخری سرا کہاں پر ہے؟ زلزلے کے دوران میڈیا نے عام آدمی کو متحرک کرنے میں بنیادی کردار ادا کیا تھا۔لیکن اس مرتبہ عوامی فلاح و بہبود کے پیغامات اور اپیلیں نشر کرنے سے زیادہ میڈیا اپنی ریٹنگ کے بارے میں فکر مند ہے۔

   زلزلے کے دوران جہادی تنظیموں نے بحالی و بچاؤ کے کام میں اہم کردار ادا کیا تھا۔ مگر پچھلے پانچ برس میں اس بابت صورتحال یکسر تبدیل ہوچکی ہے۔ جو حلقے امداد کر بھی رہے ہیں ان کے بارے میں بھی بدگمانیاں پہلے کے مقابلے میں زیادہ ہیں۔مثلاً آج ہی ایک اخبار نے سرخی لگائی ہے: ’سیلاب زدگان کی امداد کی آڑ میں امریکی ادارے سرگرم‘۔

   The first image is last year and that is how Pakistan looked, the satellite image of Pakistan this year the same time shows us just how flooded and the destruction the monsoons caused so far. According to weather reports in Pakistan all the destruction is not over yet since there are more rains coming. They are now about half way in the Monsoon season.

   According to NASA:

   Floodwaters continued rushing down the Indus River on August 10, 2010. High waters had traveled more than 1,000 kilometers (600 miles), from the northern reaches of the country to Pakistan’s breadbasket in Punjab Province, and on to Sindh Province. In Sindh, two million people had already evacuated. The Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Aqua satellite captured these images on August 10, 2010 (top), and almost exactly one year earlier, August 11, 2009 (bottom). The images show the lower Indus River, at the boundary of Punjab and Sindh Provinces. Both images use a combination of infrared and visible light to increase the contrast between water and land. Water appears in varying shades of blue. Vegetation is green, and bare ground is pinkish brown. Clouds range in color from pale blue-green to bright turquoise.

   In 2009, the Indus appears as a thin river—a braided stream north of Sukkur (where a barrage affects water flow), and a very skinny meandering waterway south of that city. In 2010, the river has completely filled the river valley, merging the braided streams north of Sukkur, and pushing water over riverbanks in places. Northwest of the river valley, around the city of Sibi, standing water is evident on what appears to be normally arid ground. Pools of water also appear due east of Sibi, on the other side of the river. On August 10, 2010, the Indus River is less swollen south of Sukkur than it is north of the city, but even compared to an image acquired on August 8, water levels downstream from Sukkur appear higher. Early in the day on August 9, the recorded water flow through Sukkur Barrage was up to 1.4 million cubic feet per second (cusecs). The barrage is only designed to withstand a maximum of 900,000 cusecs. United Nations Office for the Coordination of Humanitarian Affairs stated that the scale of destruction from Pakistan’s monsoon flooding in July and August of 2010 surpassed the devastation from the 2004 Indian Ocean tsunami, the 2005 northern Pakistan earthquake, and the 2010 Haiti earthquake combined.
