Presence of Mehmood Khan Achakzai in the Presidential Address

It was really heartening to see Mehmood Khan Achkzai sitting in VIP gallery of the parliament listening to the Presidential address. Although his party  boycotted 2008 general election but his  senators were a part of the Constitutional reforms committee.

His presence in the parliament was a good omen for  strenghtening of  democracy and federation , Imran Khan and others who boycotted 2008 general election should look up to Achakzai Sahab to learn how politics should be played; those who boycotted general election  shouldn’t feel embarrassed while praising demorcratic forces for smoothly  amending almost 100 clauses of constitution, it will not make them small !.

On the other hand Sharif’s were not present in the parliament on the most beautiful day of our democratic history . there absence was  shocker.  I am wondering what kind of message they were trying to give to the federation and other provinces.

Party hawks advised Nawaz to miss president’s address

LAHORE: Uneasiness among the Pakistan Muslim League-N ranks on alliance with the Pakistan People’s Party in Punjab is mounting as a parliamentary meeting of the PML-N held in Islamabad on Monday demanded review of the policy.

A participant in the meeting told Dawn on Tuesday that a majority of those in attendance opposed the ongoing coalition, arguing that it was hurting party’s interests in the province and elsewhere.

He claimed that arguments of the opponents of the coalition made party chief Nawaz Sharif to pledge that he would talk to Prime Minister Yousuf Raza Gilani on the issue and would ask him to withdraw PPP members from the Punjab cabinet.

The source said a majority of the meeting participants had also suggested that Mr Sharif should not go to the parliament to listen to President Asif Zardari’s address in the absence of a formal invitation to the effect.

He, however, said the PML-N leadership had already made up its mind to miss the address as Mr Sharif had turned down an informal invitation extended by Mr Gilani by phone in this respect the other day.

PML-N leader Senator Pervaiz Rashid, however, claims that no such business transpired in the meeting as it had been held for briefing the MPs about the constitutional package prepared by the Raza Rabbani-led parliamentary committee and signed by representatives of 27 parties (including the PML-N).

President Zardari’s coordinator for Punjab Naveed Chaudhry confirmed that Prime Minister Gilani had informally contacted Mr Sharif to invite him to the parliament.

He said the PML-N “boycotted” the address as per its plan as it did not want to acknowledge President Zardari’s services regarding purging the Constitution of the amendments made to it by army dictators.

He said the PML-N was now presenting lame excuses, otherwise Chief Minister Shahbaz Sharif would not have missed the occasion as he had been formally invited to the parliament like other chief ministers.

He believed that the PML-N leadership was deliberately avoiding President Zardari as it wanted to target the PPP co-chairperson in local council elections and other such occasions.

He alleged the Sharifs were insulting their party’s mandate by taking steps to create a gulf between the president and the prime minister.—Amjad Mahmood

میاں برادران بھی پارلیمان میں ہوتے تو۔۔۔

پاکستان میں پارلیمان کے مشترکہ اجلاس سے صدر کے خطاب کے دوران میاں نواز شریف اور میاں شہباز شریف کی غیر حاضری کا سب کو احساس ہوا اور شاید صدرِ مملکت بھی کہہ رہے ہوں ’مس یو میاں صاحب‘۔

حالانکہ ماضی میں صدر آصف علی زرداری کے پارلیمان سے سالانہ خطاب کے موقع پر میاں برادران موجود رہے اور اس بار بھی توقع کی جا رہی تھی کہ اٹھارویں ترمیم جو تمام جماعتوں نے اتفاق رائے سے تیار کی ہے،

لیکن ایسا نہیں ہوا۔ حیرت کی بات تو یہ ہے کہ میاں نواز شریف صدر کے خطاب سے محض دو گھنٹے قبل لاہور سنا ہو۔e کے لیے براستہ موٹر وے روانہ ہوئے اور ممکن ہے کہ انہوں نے گاڑی میں صدر کا خطاب

میاں شہباز شریف جنہیں وزیراعلیٰ ہونے کے ناطے پارلیمانی روایت اور پروٹوکول کے تقاضے کے مطابق صدر کے خطاب کے موقع پر باقی تینوں وزراء اعلیٰ کی طرح پارلیمان میں ہونا چاہیے تھا وہ بھی ’نامعلوم وجوہات‘ کی بنا پر شریک نہیں ہوئے۔ مسلم لیگ (ن) کے بعض رہنماوں کا کہنا ہے کہ صدرِ مملکت کی تقریر میں کوئی ایسی نئی بات نہیں تھی کہ اُسے سننے کے لیے ان کے رہنماؤں کی موجودگی ضروری ہو۔

لیکن بعض سیاسی اور ذرائع ابلاغ کے حلقوں میں اٹھارویں ترمیم پر اتفاق کے موقع پر صدر کا خطاب سننے کے لیے مسلم لیگ (ن) کے دونوں رہنماؤں کی عدم موجودگی پر انہیں تنقید کا نشانہ بھی بنایا جا رہا ہے۔

کچھ لوگوں کا خیال ہے کہ جس طرح انیس سو اٹھاسی میں بینظیر بھٹو پہلی بار وزیراعظم بنیں تھیں اور جب بھی وہ پنجاب کے دورے پر جاتیں تو دونوں بھائی ملک سے باہر چلے جاتے یا پھر وہ شہر ہی چھوڑ جاتے جہاں وزیراعظم نے آنا ہوتا تھا۔

ان کے ایسے رویے کی وجہ سے کچھ حلقے یہ بھی کہتے رہے کہ میاں برادران کے ایسے اقدامات وفاق پاکستان کے لیے نیک شگون نہیں کیونکہ اس سے چھوٹے صوبوں میں احساس کمتری پیدا ہوگی۔ لیکن میاں برادران ایسی     تنقید کو مسترد کرتے ہوئے وہی کرتے رہے جو ان کا من چاہتا تھا

لیکن میثاقِ جمہوریت کے بعد صورتحال یکسر تبدیلی ہوئی۔ پاکستان کی دونوں بڑی سیاسی جماعتوں پیپلز پارٹی اور مسلم لیگ (ن) کی قیادت نے ایک دوسرے کے مینڈیٹ کو تسلیم کرنے پر اتفاق کیا۔ فروری سنہ دو ہزار آٹھ کے انتخابات کے بعد دونوں نے مل کر حکومت بنائی لیکن ججوں کی بحالی کے معاملے پر مسلم لیگ(ن) حکومت سے علیحدہ ہوگئی۔

چند ہفتے پہلے صدر آصف علی زرداری نے جب لاہور کا دورہ کیا تو دونوں بھائی ملک سے باہر چلے گئے۔

دونوں جماعتوں میں اختلافات کی خلیج بڑھتی گئی لیکن پھر بھی حکومت نے ’قومی مصالحت‘ کی پالسیی کے تحت ان سے رابطہ منقطع نہیں کیا۔ دونوں جماعتوں کی قیادت نے حالات کی نزاکت کے پیش نظر بات چیت کا سلسلہ جاری رکھا اور فوجی آمریتوں کے ادوار میں کی گئی آئینی ترامیم ختم کرنے، صوبوں کو خودمختاری دینے اور صدر کے اختیارات پارلیمان اور وزیراعظم کو سونپنے سمیت تاریخی ’اٹھارویں ترمیم کے بل‘ پر اتفاق کیا۔ ایسے میں شاید یہ بہت اچھا ہوتا کہ اگر میاں برادران بھی پارلیمان میں ہوتے۔ کیونکہ بات پارلیمان کی بالادستی کی ہے نہ کہ کسی کی ذات کی۔

پیر کو پارلیمان سے صدر کے خطاب کے موقع پر قومی اسمبلی کے سیکریٹریٹ نے بھی ایک غلطی کی اور خطاب کے بعد پارلیمانی لیڈرز کو چائے پر مدعو نہیں کیا گیا۔ پارلیمانی لیڈرز کے بجائے سپیکر قومی اسمبلی ڈاکٹر فہمیدہ مرزا نے مسلح افواج کے سربراہان کو دعوت دی اور اپنے چیمبر میں صدرِ مملکت کو ایک مہنگی ’قلم‘ تحفے میں پیش کرتے ہوئے کہا کہ پارلیمان سے اٹھارویں ترمیم کا بل منظور ہونے کے بعد وہ اس پر دستخط ان کی پیش کردہ قلم سے کریں۔
