Transparancy Int. itself is a Scandal..by Saqlain Imam

I have tried to put across here is that Transparancy International itself is a big scandal. It makes its report and pass judgement on corruption index on the basis of “perception”. Now perception is something which is built by media and can easily be manipulated or influenced. For instance, the TI would never talk about the biggest scandal of the century, wiping away of the trillions of dollars in OECD countries in spite of their best form of governance. But the
TI would highlight the so-called corruption of the countries where in fact bad governance is the major problem. History shows that the TI’s index is a basically a guideline to the Western investors where to go and how to go. It has nothing to do
with pointing out the real corruption. It only talks about the perception of corruption. The man who founded TI is an ex-World Bank employee. After retirement he got funding and started a project of making corruption index of countries on perception basis. That idea attracted the World Bank and other economic powers which used such perceptions to tell the world that the growing population below the poverty line in the developing world (the Third World) is not due to the structural adjustment programmes (SAPs), rather it is happening due to corruption. Yes,
corruption always causes some problems in any economy, but if you read the histories of economic developments you would find that corruption is also a product of economic development. The fact
is that once the World Bank’s reports used to
describe corruption as “ oiling the engine” of
development. But when the SAPs resulted in growing of poverty, they started blaming corruption for the bas results. Most of our economists are trained or funded by the international multilateral agencies such as World Bank, IMF, etc. therefore, they do not want to utter even a word against the SAPs or other policies of these agencies. They also talk of corruption as the reason of the economic woes of the third world countries. However, the fact is
that the biggest robbery or biggest of volume of corruption occurred in the United States’s companies such as Enron, Goldman Sachs etc. to name a few. Whole political system of the USA is corrupt, financially. You have to have money raised if you want to win election and buy time on television. One may find this kind of corruption different from the one you see in the developing countries, but the fact is corruption is corruption,
no matter whether it is institutionalised or random, or some one takes “bribe” or some
receives “donation”! I remember an anecdote that if some one takes away one hundred rupees he is a thief, but if some one takes away one hundred thousand dollars, he is an artist! I hope I have made myself clear…
